Russian State-Sponsored Hackers Target Covid-19 Vaccine Researchers

The National Cyber Security Centre UK is confident the Kremlin was behind a cyber attack

UK National Cyber Security Centre says drug firms and research groups being targeted by group known as APT29

Russian state-sponsored hackers are targeting UK, US and Canadian organisations involved in developing a coronavirus vaccine, according to British security officials.

The UK’s National Cyber Security Centre (NCSC) said drug companies and research groups were being targeted by a group known as APT29, which was “almost certainly” part of the Kremlin’s intelligence services.

British officials would not say if any of the attacks had been successful in their goal of stealing medical secrets. They stressed, however, that none of the vaccine research had been compromised as a result.

The announcement came hours after Russia announced its intention to produce 200 million doses of an “experimental” vaccine this year, fueling suspicions that it could have been successful in stealing information from one of the laboratories across the world that were targeted...

Britain is at the forefront of research efforts to produce a vaccine, with scientists at Oxford University and Imperial College London, among those leading global efforts.

It is rare for the UK to explicitly state that it believes another country is behind a coordinated and ongoing campaign of cyber-attacks, but British officials said it shared its assessment with the US and Canada.

The UK’s foreign secretary, Dominic Raab, said it was “completely unacceptable” for Russian intelligence services to target research on the Covid-19 pandemic.

He said: “While others pursue their selfish interests with reckless behaviour, the UK and its allies are getting on with the hard work of finding a vaccine and protecting global health. The UK will continue to counter those conducting such cyber attacks, and work with our allies to hold perpetrators to account.”

Officials added that they could not be certain that the Russian president, Vladimir Putin, would have known about the operation to target vaccine research efforts but that it would not be contemplated unless it was something he was thought to approve of.

The British attribution was rejected by the Kremlin. Putin’s spokesperson Dmitri Peskov told the Guardian on Thursday that Russia was not involved in either hacking attempt.

“We have no information about who may have hacked pharmacological companies and research centres in the United Kingdom,” he said. “We can say only that Russia has nothing to do with these attempts.”

The Russian foreign ministry also called for the UK government to provide proof of the accusations. Spokeswoman Maria Zakharova said: “This statement is so vague and contradictory that it’s actually impossible to comprehend.”

Russian state-backed hackers have previously been accused of attempting to break into computers used by sports anti-doping agencies and into a Swiss chemicals laboratory where novichok nerve agent samples from the Salisbury attack were analysed.

The APT29 group has been active for several years, and is known in the hacker community as the Dukes or Cozy Bear. The same group has been linked to attacks on the US Democratic party in the run-up to 2016 elections.

Cozy Bear came to prominence in 2015, when researchers at Kaspersky Lab pinned devastating hacks of the unclassified state department and White House networks to the group. It has also been accused of orchestrated attacks on Norwegian foreign and defence ministeries and their security service in 2017.

It has previously been alleged that the group is controlled by the Russian FSB spy agency or its SVR foreign intelligence agency.

APT29 uses a variety of tools and techniques to try to steal secrets, including using phishing emails and custom malware known as “WellMess” and “WellMail”. Governments, thinktanks and the energy sector are also being targeted.

The UK has opted to take a more high profile stance against Russia ahead of the long-awaited publication of the Russia report from the intelligence and security committee, which looks at alleged Kremlin interference in British life.

Last week, Raab unveiled economic sanctions against 25 Russian nationals involved in the death of the Russian lawyer Sergei Magnitsky, as the UK introduced its post-Brexit sanctions regime.

Paul Chichester, director of operations for the NCSC, said: “We condemn these despicable attacks against those doing vital work to combat the coronavirus pandemic.”

The organisation released a security advisory to help potentially affected groups tackle the threat, which has been endorsed by the US National Security Agency and the Department of Homeland Security as well as the Canadian Communication Security Establishment (CSE).

Andrei Soldatov, a Russia investigative journalist and expert on the security services, said that coronavirus vaccine development provided an obvious target for intelligence services, including those in Russia and China, who could see the research on the disease’s origins and potential cures as a field for geopolitical competition.

Coronavirus “suddenly became such a big political factor, it affects everybody in every possible way, so there’s a big temptation to use this as an opportunity,” he said. “You can quite easily find some political justification for why to do this now. It’s a very politicised issue right now. It’s about what kind of country to blame and which country to blame.”

The report is expected to detail Russia's attempt to influence the 2014 Scottish independence referendum, describing this as “the first post-Soviet interference in a Western democratic election.”

By contrast, Rayner says, the report “concludes there is no direct evidence of Russian influence in the 2016 Brexit referendum.”

Pro-Brexit Tories were understandably gleeful at this framing, although it does rather have the feel of some heavy topspin from figures inside government who would love today’s focus to be on the Scottish referendum.

Russian hackers stole classified documents from the email account of a Cabinet minister before they were used by Jeremy Corbyn to attack the Government, it was claimed on Monday.

Former Trade Secretary Liam Fox was the victim of what appears to have been a "state-backed" operation ahead of last year's general election, sources said.

The news triggered a review of Government security as ministers and MPs were reminded of the need to follow rules set out by the National Cyber Security Centre, part of GCHQ.

If the claims – currently the subject of a police investigation – are proven, it would be the first time a current or former Cabinet minister had been successfully targeted by Russian hackers.

Last month, Dominic Raab, the Foreign Secretary, announced that "Russian actors" had sought to interfere in the December election "through the online amplification of illicitly acquired and leaked Government documents".

Mr Raab was referring to stolen details of US-UK trade negotiations which were published online and later used by Mr Corbyn to claim the NHS was being put up for sale.

The Foreign Secretary stopped short of saying who he believed had stolen the documents in the first place and how they were obtained.

According to a report by the Reuters news agency, Russian hackers accessed Dr Fox's account multiple times between July 12 and October 21 last year.

It is unclear which of his email accounts was hacked and when it was first compromised, or whether the successful attempt to access his email happened before or after he lost his role as Trade Secretary in a Cabinet reshuffle last July.

The report comes amid increasing tensions between London and Moscow, which have been building since the 2018 Salisbury poisonings.

Last month a report into Russian interference in democracy by Parliament's Intelligence and Security Committee concluded that Russia had attempted to influence the outcome of the Scottish independence referendum in 2014.

The Government also announced last month that a group of hackers linked to Russian intelligence had tried to steal details of Britain's research into a coronavirus vaccine.

Dr Fox's email account was reportedly hacked using a so-called "spear phishing" message, which tricks the target into handing over their password and login details. Sources said it was not clear whether the hackers who stole the trade documents were the same people who later leaked them online.

Previous reports had suggested one of Dr Fox's advisers was the victim of the hack.

Dr Fox, Britain's nominee for the post of Director General of the World Trade Organisation, was not available for comment on Monday night, but a spokesman for the Cabinet Office said: "There is an ongoing criminal investigation into how the documents were acquired, and it would be inappropriate to comment further at this point.

"But as you would expect, the Government has very robust systems in place to protect the IT systems of officials and staff."

The security of ministerial email accounts is the responsibility of each ministerial department working with the National Cyber Security Centre, which said: "The NCSC works closely with political parties, local authorities and MPs, who are offered access to the best cyber security guidance and support.

"We have worked closely with political parties for several years on how to protect and defend against cyber attacks, including publishing advice on our website."

Downing Street declined to comment on the report or on how the Government would ensure ministers' emails were not compromised in the future.

Sources cited by Reuters declined to name which Russian group or organisation they believed was responsible, but said the attack bore the hallmarks of a state-backed operation.

In the past, Moscow has repeatedly denied allegations of election meddling in Britain, France, the United States and other countries. Russia's foreign ministry described the latest British accusations by Mr Raab as "foggy and contradictory".

Russia's health ministry has given regulatory approval for the world's first coronavirus vaccine, President Vladimir Putin says.

The jab was developed by Moscow's Gamaleya Institute and has been approved after less than two months of human testing, the Russian leader said.

He claims he has even allowed his own daughter to test the experimental vaccine.

The major breakthrough paves the way for mass vaccine roll-out in Russia, as the final stages of clinical trials to test whether it works, and is safe, continue.

The speed at which Russia is moving to roll out its vaccine highlights its determination to win the global race for an effective product.

But is has also sparked fears it may be putting national prestige before science and safety.

Speaking at a government meeting on state television on Tuesday, Mr Putin vowed the vaccine is safe and that it had even been administered to one of his daughters.

"I know that it works quite effectively, forms strong immunity, and I repeat, it has passed all the needed checks," he said.

The leader added he hoped Russia would soon start mass producing the vaccine.

Its approval by the health ministry foreshadows the start of a larger trial involving thousands of participants, commonly known as a Phase III trial.

Such trials, which require a certain rate of participants catching the virus to observe the vaccine's effect, are normally considered essential precursors for a vaccine to receive regulatory approval.

Regulators around the world have insisted that the rush to develop Covid-19 vaccines will not compromise safety.

But recent surveys show growing public distrust in governments' efforts to rapidly produce such a vaccine.

Russian health workers treating Covid-19 patients will be offered the chance of volunteering to be vaccinated soon after the vaccine's approval, a source told Reuters last month.

More than 100 possible vaccines are being developed around the world to try to end the pandemic, including world-leading trials in the UK.

At least four around the world are in final Phase III human trials, according to World Health Organisation (WHO) data.

Putin was warning of “acute financial problems” in Russia's regions due to the virus when he suddenly struggled to keep speaking.

He was addressing his finance minister Anton Siluanov and other senior officials when the coughing fit started.

Putin uttered “excuse me” and repeatedly raised his right hand to his mouth as he struggled to go on.

In a version posted by his office his coughing fit was later edited to not seem so acute.

The episode comes amid reports the Russian strongman is planning to quit next year amid growing fears for his health.

Kremlin watchers said recent tell-tale showed Putin has possible symptoms of Parkinson’s Disease.

Asked the coughing fit, the state news agency TASS said Putin’s health was “absolutely normal”.

“The president apologised and continued the meeting almost without pausing,” reported TASS.

July 15, 2020: Tory MP Julian Lewis is elected as chairman by the committee's nine members, going against the wishes of Number 10, which had backed former Conservative Cabinet minister Chris Grayling. July 21, 2020: The committee's Russia report is published. The Government also announced last month that a group of hackers linked to Russian intelligence had tried to steal details of Britain's research into a coronavirus vaccine. Dr Fox's email account was reportedly hacked using a so-called "spear phishing" message, which tricks the target into handing over their password and login details. Sources said it was not clear whether the hackers who stole the trade documents were the same people who later leaked them online. Previous reports had suggested one of Dr Fox's advisers was the victim of the hack. Dr Fox, Britain's nominee for the post of Director General of the World Trade Organisation, was not available for comment on Monday night, but a spokesman for the Cabinet Office said: "There is an ongoing criminal investigation into how the documents were acquired, and it would be inappropriate to comment further at this point. "But as you would expect, the Government has very robust systems in place to protect the IT systems of officials and staff." The security of ministerial email accounts is the responsibility of each ministerial department working with the National Cyber Security Centre, which said: "The NCSC works closely with political parties, local authorities and MPs, who are offered access to the best cyber security guidance and support. "We have worked closely with political parties for several years on how to protect and defend against cyber attacks, including publishing advice on our website." Downing Street declined to comment on the report or on how the Government would ensure ministers' emails were not compromised in the future. Sources cited by Reuters declined to name which Russian group or organisation they believed was responsible, but said the attack bore the hallmarks of a state-backed operation. In the past, Moscow has repeatedly denied allegations of election meddling in Britain, France, the United States and other countries. The jab was developed by Moscow's Gamaleya Institute and has been approved after less than two months of human testing, the Russian leader said. He claims he has even allowed his own daughter to test the experimental vaccine. The major breakthrough paves the way for mass vaccine roll-out in Russia, as the final stages of clinical trials to test whether it works, and is safe, continue. The speed at which Russia is moving to roll out its vaccine highlights its determination to win the global race for an effective product. But is has also sparked fears it may be putting national prestige before science and safety. "I know that it works quite effectively, forms strong immunity, and I repeat, it has passed all the needed checks," he said. The leader added he hoped Russia would soon start mass producing the vaccine. Such trials, which require a certain rate of participants catching the virus to observe the vaccine's effect, are normally considered essential precursors for a vaccine to receive regulatory approval. Regulators around the world have insisted that the rush to develop Covid-19 vaccines will not compromise safety. But recent surveys show growing public distrust in governments' efforts to rapidly produce such a vaccine. Russian health workers treating Covid-19 patients will be offered the chance of volunteering to be vaccinated soon after the vaccine's approval, a source told Reuters last month. More than 100 possible vaccines are being developed around the world to try to end the pandemic, including world-leading trials in the UK. Putin was warning of “acute financial problems” in Russia's regions due to the virus when he suddenly struggled to keep speaking. He was addressing his finance minister Anton Siluanov and other senior officials when the coughing fit started. Putin uttered “excuse me” and repeatedly raised his right hand to his mouth as he struggled to go on. In a version posted by his office his coughing fit was later edited to not seem so acute. The episode comes amid reports the Russian strongman is planning to quit next year amid growing fears for his health.
