The UK will join the US and other allies to create a maritime corridor to deliver aid directly to Gaza, the Foreign Secretary has said.

US President Joe Biden used his State of the Union address on Thursday to announce that American troops would establish a temporary port on the Gaza coast aimed at increasing the flow of aid into the territory.

The move follows mounting concern about the level of aid getting into Gaza over land, with international bodies warning of an impending famine if current restrictions continue.

Lord Cameron on Friday said the UK would be working with the US to provide aid by sea.

He tweeted: “People in Gaza are in desperate humanitarian need.

“Alongside the US, the UK and partners have announced we will open a maritime corridor to deliver aid directly to Gaza.

“We continue to urge Israel to allow more trucks into Gaza as the fastest way to get aid to those who need it.”

The temporary harbour “will take months to stand up”, Lord Cameron said, as he urged Israel to “promise today” to open its functioning Ashdod Port in the meantime to where aid could be shipped from Cyprus and driven into Gaza.

He told BBC Radio 4’s World At One programme it was “incredibly frustrating” Israeli Prime Minister Benjamin Netanyahu was not heeding calls to open more crossing points, allow more UN staff into Gaza and switch on water and electricity in the territory.

The UK will rule “in the coming days” if Israel is breaking international humanitarian law, according to the Foreign Secretary, who said the judgment would dictate whether Britain stops arms sales to the country.

The UK contribution to the maritime corridor is not expected to involve the deployment of British personnel.

Downing Street said on Friday the UK had been involved in planning and surveying for the pontoon and would now be “working with partners to operationalise our maritime aid corridor from Cyprus”.

In a joint statement with the US, the European Commission, the UAE and Cyprus, the UK described the situation in Gaza as “dire”.

According to the statement, Cyprus had taken the lead on establishing a mechanism for sending aid to Gaza by sea securely, which the partners would now build on to deliver “significant aid”, working in conjunction with the UN’s senior humanitarian and reconstruction co-ordinator for Gaza.

The statement said: “The delivery of humanitarian assistance directly to Gaza by sea will be complex, and our nations will continue to assess and adjust our efforts to ensure we deliver aid as effectively as possible.

“This maritime corridor can, and must, be part of a sustained effort to increase the flow of humanitarian aid and commercial commodities into Gaza through all possible routes.

Gaza Medics Tell BBC Israeli Troops Stripped Beat Tortured and Humiliated Them After Hospital Raid

Palestinian medical staff in Gaza have told the BBC they were blindfolded, detained, forced to strip and repeatedly beaten by Israeli troops after a raid at their hospital last month.

Ahmed Abu Sabha, a doctor at Nasser hospital, described being held for a week in detention, where, he said, muzzled dogs were set upon him and his hand was broken by an Israeli soldier.

His account closely matches those of two other medics who wanted to remain anonymous for fear of reprisals.

They told the BBC they were humiliated, beaten, doused with cold water, and forced to kneel in uncomfortable positions for hours. They said they were detained for days before being released.

The BBC supplied details of their allegations to the Israel Defense Forces (IDF). They did not respond directly to questions about these accounts, or deny specific claims of mistreatment. But they denied that medical staff were harmed during their operation.

They said that "any abuse of detainees is contrary to IDF orders and is therefore strictly prohibited".

The IDF raided the hospital in the southern Gazan city of Khan Younis - which was one of the few in the Strip still functioning - on 15 February, saying intelligence indicated that the hospital housed Hamas operatives.

They also said Israeli hostages taken by Hamas on 7 October had been held there - and some of the hostages themselves have publicly said they were kept at Nasser. Hamas has denied that its fighters operate inside medical facilities.

Footage secretly filmed in the hospital on 16 February, the day the medics were detained, was shared with the BBC.

It shows a row of men stripped to their underwear in front of the hospital's emergency building, kneeling with their hands behind their heads. Medical robes are lying in front of some of them.

"Anybody who tried to move his head or make any movement got hit," the hospital's general manager, Dr Atef Al-Hout, told the BBC. "They left them for around two hours in this shameful position."

The IDF told the BBC: "As a rule, during the arrest process, it is often necessary for terror suspects to hand over their clothes such that their clothes can be searched and to ensure that they are not concealing explosive vests or other weaponry.

"Clothes are not immediately returned to the detainees, due to the suspicion they may conceal means that can be used for hostile purposes (such as knives). Detainees are given back their clothes when it's possible to do so."

Medical staff said that they were then taken into a hospital building, beaten, and then transported to a detention facility, all while undressed.

Dr Abu Sabha, the 26-year-old newly qualified doctor and volunteer medic at Nasser, described some elements of his treatment while in detention as torture, such as making detainees stand for hours without a break. He said other punishments given to detainees included being made to lie on their stomach for prolonged periods and delaying their meals.

An expert in humanitarian law said the footage and the testimony from the medical staff interviewed by the BBC was "extremely concerning". He said some of the accounts provided to the BBC "very clearly cross over into the category of cruel and inhumane treatment".

Dr Lawrence Hill-Cawthorne, co-director of the Centre for International Law at the University of Bristol, said: "It goes against what has for a long time been a very fundamental idea in the law that applies in armed conflict, which is that hospitals and medical staff are protected."

"The fact that they treat nationals of the enemy side should not in any way undermine their protection," he said.

The BBC has been investigating the hospital's story for several weeks, speaking to doctors, nurses, pharmacists and displaced people camping in the courtyard. We have cross-checked details in these accounts.

We were given the names of 49 Nasser medical personnel said to have been detained. Of those, 26 were named by multiple sources, including medics on the ground, the Hamas-run health ministry, international groups, and the families of those missing.

The three medics who say they were detained and later released have not given their accounts publicly before. They include Dr Abu Sabha, who we interviewed twice. His story remained consistent, and we corroborated key parts of his account independently.

Families of five other medics at the hospital have told the BBC their loved ones are missing. In addition, the International Committee of the Red Cross has confirmed to the BBC that it has received dozens of phone calls from people who say family members, including medics, who were at Nasser, are now missing.

‘Without painkillers, we leave patients to scream for hours’

Medics who remained at Nasser say the IDF's operation at the hospital left them unable to care for patients. When the IDF took control, nearly 200 patients were being treated there, many of them "bedridden", including six inside the ICU, according to Dr Hout, the general manager.

Those staff allowed to remain have described being ordered to move seriously ill patients between buildings, being taken away from their duties to be interrogated, and assigned patients whose cases they were not trained to deal with, all as they worked in cramped, unsanitary conditions.

Multiple medics said that 13 patients died in the days after Israel's takeover.

They said many of those patients had died because of the conditions at the hospital, including a lack of electricity, water, and other essentials needed to keep Nasser running. We cannot independently verify this. A doctor shared photos of bodies in bags on beds that we have confirmed were taken in a ward at the hospital.

The IDF told the BBC that it had "provided the hospital with hundreds of food rations and an alternative generator that enabled it to continue functioning and treat the patients within it".

The "essential systems" of the hospital kept functioning during the IDF's operation on an uninterruptible power supply system, it said.

On 18 February, the World Health Organization (WHO) said the hospital was short of food and basic medical supplies, and had ceased to function. The remaining patients were sent to other hospitals around Gaza and the medical staff who worked there left shortly afterwards.

Doctor: 'I thought I was going to be executed'

Released detainees and other medics told the BBC that the maternity building, called Mubarak, became the place where the IDF interrogated and beat staff. Dr Abu Sabha said he was initially picked to stay with patients after the raid, but was later taken to Mubarak, which he said had become "more like a torture place".

"They put me on a chair and it was like a gallows," he said. "I heard sounds of ropes, so I thought I was going to be executed.

"After that they broke a bottle and it [the glass] cut my leg and they left it to bleed. Then they started bringing doctor after doctor in and started putting them next to each other. I was hearing their names and their voices."

The IDF told the BBC it "does not and has not carried out mock executions of detainees, and rejects such claims".

All three of the detainees the BBC spoke to said they were crammed onto military vehicles and beaten as they were transported in a large group. Soldiers beat them with sticks, hoses, rifle butts and fists, they said.

"We were naked. Just wearing boxers. They piled us on top of each other. And they took us out of Gaza," one of the medics who wanted to remain anonymous said. "All along the way we were being hit and sworn at and humiliated. And they poured cold water on us".

Dr Abu Sabha said that during the journey, soldiers took the detainees out of the vehicle. "They took us to a patch of ground covered in gravel, forced us to kneel down and our eyes blind-folded… There was a pit in the ground, and we thought they would execute us and bury us here. We all started prayers."

He was then driven to a building where he and the other detainees with him would be held, he said.

The two other released detainees said that at some stage they were given medical checks but no medication. One said that instead of getting treatment for an injury, an IDF soldier hit him where he was injured.

The former property dealer, married to Donald Trumps daughter Ivanka, made the comments in an interview at Harvard University on 8 March.

Kushner was a senior foreign policy adviser under Trumps presidency and was tasked with preparing a peace plan for the Middle East. Critics of the plan, which involved Israel striking normalisation deals with Gulf states, said it bypassed questions about the future for Palestinians.

His remarks at Harvard gave a hint of the kind of Middle East policy that could be pursued in the event that Trump returns to the White House, including a search for a normalisation deal between Saudi Arabia and Israel.

Its a little bit of an unfortunate situation there, but from Israels perspective I would do my best to move the people out and then clean it up, Kushner said. But I dont think that Israel has stated that they dont want the people to move back there afterwards.

Kushner also said he thinks Israel should move civilians from Gaza to the Negev desert in southern Israel.

He said that if he were in charge of Israel his number one priority would be getting civilians out of the southern city of Rafah, and it could be possible to get them into Egypt.

But in addition to that, I would just bulldoze something in the Negev, I would try to move people in there,he said. I think thats a better option, so you can go in and finish the job.

He reiterated the point a little later, saying: I do think right now opening up the Negev, creating a secure area there, moving the civilians out, and then going in and finishing the job would be the right move.

Are people in Israel seriously talking about that possibility

As part of a three-ship convoy carrying 400 tonnes of food and other supplies to starving Palestinians in Gaza left a port in Cyprus on Saturday as concerns mount about hunger in the territory.

A charity said the vessels and a barge were carrying enough ready-to-eat items, including rice, pasta, flour, legumes, canned vegetables and proteins, to prepare more than 1 million meals. But it's food, water and proper rest she needs, all things that the whole enclave is desperately in need of, and all things that Israel has been accused of deliberately withholding from civilians in its bitter war against Hamas, which - according to a top UN human rights official - could amount to a war crime if proven.

Israel has given the UN a proposal to dismantle Unrwa, its relief agency in the Palestinian territories, and transfer its staff to a replacement agency to make large-scale food deliveries into Gaza, according to UN sources.

The proposal was presented late last week by the Israeli chief of the general staff, Lt Gen Herzi Halevi, to UN officials in Israel, who forwarded it to the organisation’s secretary general, António Guterres, on Saturday, sources familiar with the discussions said.

Unrwa was not involved in the talks as the Israel Defense Forces (IDF) have been refusing to deal with it since last Monday, on the basis of claims, so far unproven, of affiliations of some of the agency’s staff with Hamas or Islamic Jihad.

Israel insists it is prepared to allow large amounts of aid into Gaza and that the limiting factor is UN capacity. Its decision not to cooperate with Unrwa severely affects that capacity.

Details were vague of who would run any new agency under the scheme, or of who would provide security for its deliveries.

Unrwa, which has been supporting the Palestinian territories since 1950, has been shut out of conversations on its future existence despite being the largest humanitarian actor in the territory.

“Unrwa has not been systematically privy to conversations related to coordinating humanitarian aid in Gaza,” said the organisation’s director of external relations, Tamara Alrifai. Some UN officials see the Israeli plan as an attempt to portray the UN as unwilling to cooperate if there is famine in Gaza, which humanitarian organisations have warned is impending.

On Thursday the international court of justice, which is examining genocide charges against Israel, ordered the Israeli government to take “all necessary and effective measures” to ensure the large-scale delivery of aid to Gaza “in full cooperation with the United Nations”.

Some inside the UN, other aid agencies and human rights groups also see the Israeli proposal as the culmination of a long Israeli campaign to destroy Unrwa and take control.

On Tuesday, WCK named US-Canada dual citizen Jacob Flickinger as the final member of the group who was killed in the attack.

“Despite coordinating movements with the IDF, the convoy was hit as it was leaving the Deir al-Balah warehouse, where the team had unloaded more than 100 tonnes of humanitarian food aid brought to Gaza on the maritime route,” the charity said in a statement.

Israeli defence sources told Haaretz that the aid workers’ vehicles had been hit three times by missiles fired from a drone because of erroneous suspicions that a terrorist was travelling with the convoy.

Haaretz also reported that some of the passengers left their vehicle after it was hit by the first missile and climbed into another car, which was then hit by a second missile. The third car in the convoy, which approached to pick up the occupants of the second car, was hit by a third missile. The strike killed all of the WCK workers in the convoy.

Three former supreme court justices, including the courts’ former president Lady Hale, are among more than 600 lawyers, academics and retired senior judges warning that the UK government is breaching international law by continuing to arm Israel.

In a letter to the prime minister, the signatories, who also include former court of appeal judges and more than 60 KCs, say that the present situation in Gaza is “catastrophic” and that given the international court of justice (ICJ) finding that there is a plausible risk of genocide being committed, the UK is legally obliged to act to prevent it.

Their letter adds further pressure on the UK government after three British citizens were killed in an Israeli strike on Monday.

The 17-page letter, which also amounts to a legal opinion, was sent on Wednesday evening and says:

“While we welcome the increasingly robust calls by your government for a cessation of fighting and the unobstructed entry to Gaza of humanitarian assistance, simultaneously to continue (to take two striking examples) the sale of weapons and weapons systems to Israel and to maintain threats of suspending UK aid to Unwra falls significantly short of your governments’ obligations under international law.”

US Arms Exports to Israel Must STOP Immediately

UN GENEVA (23 February 2024) – Any transfer of weapons or ammunition to Israel that would be used in Gaza is likely to violate international humanitarian law and must cease immediately, UN experts warned today.

“All States must ‘ensure respect’ for international humanitarian law by parties to an armed conflict, as required by 1949 Geneva Conventions and customary international law,” the experts said. “States must accordingly refrain from transferring any weapon or ammunition – or parts for them – if it is expected, given the facts or past patterns of behaviour, that they would be used to violate international law.”

“Such transfers are prohibited even if the exporting State does not intend the arms to be used in violation of the law – or does not know with certainty that they would be used in such a way – as long as there is a clear risk,” they said.

The experts welcomed the decision of a Dutch appeals court on 12 February 2024 ordering the Netherlands to halt the export of F-35 fighter jet parts to Israel. The court found that there was a “clear risk” that the parts would be used to commit or facilitate serious violations of international humanitarian law, as “there are many indications that Israel has violated the humanitarian law of war in a not insignificant number of cases”.

The Dutch court pointed to the extensive civilian casualties, including thousands of children; the destruction of 60% of civilian homes and extensive damage to hospitals, water and food supplies, schools and religious buildings; widespread severe hunger; and the displacement of 85% of Palestinians in Gaza. It also highlighted evidence of the prolific use of imprecise “dumb bombs”; deliberate, disproportionate and indiscriminate attacks; failures to warn civilians of attacks; and incriminating statements by Israeli commanders and soldiers.

Over 29,313 Palestinians have been killed and 69,333 injured in Gaza since 7 October 2023, the majority being women and children. “Israel has repeatedly failed to comply with international law,” the experts said.

The experts noted that States Parties to the Arms Trade Treaty have additional treaty obligations to deny arms exports if they “know” that the arms “would” be used to commit international crimes; or if there is an “overriding risk” that the arms transferred “could” be used to commit serious violations of international humanitarian law.

European Union member states are further bound by EU arms export control law.

“The need for an arms embargo on Israel is heightened by the International Court of Justices’ ruling on 26 January 2024 that there is a plausible risk of genocide in Gaza and the continuing serious harm to civilians since then”, the experts said. The Genocide Convention of 1948 requires States parties to employ all means reasonably available to them to prevent genocide in another state as far as possible. “This necessitates halting arms exports in the present circumstances”, the experts said.

The experts welcomed the suspension of arms transfers to Israel by Belgium, Italy, Spain, the Netherlands and the Japanese company Itochu Corporation. The European Union also recently discouraged arms exports to Israel.

The experts urged other States to immediately halt arms transfers to Israel, including export licenses and military aid. The United States and Germany are by far the largest arms exporters and shipments have increased since 7 October 2023. Other military exporters include France, the United Kingdom, Canada and Australia.

The experts noted that arms transfers to Hamas and other armed groups are also prohibited by international law, given their grave violations of international humanitarian law on 7 October 2023, including hostage-taking and subsequent indiscriminate rocket fire.

The duty to “ensure respect” for humanitarian law applies “in all circumstances”, including when Israel claims it is countering terrorism. Military intelligence must also not be shared where there is a clear risk that it would be used to violate international humanitarian law.

“State officials involved in arms exports may be individually criminally liable for aiding and abetting any war crimes, crimes against humanity or acts of genocide,” the experts said. “All States under the principle of universal jurisdiction, and the International Criminal Court, may be able to investigate and prosecute such crimes.”

The experts stressed that the duty to “ensure respect” additionally requires all States to do everything reasonably in their power to prevent and stop violations of international humanitarian law by Israel, particularly where a State has influence through its political, military, economic or other relations.

Iran has launched more than 100 drones and missiles to attack Israel that are set to hit within hours, after Israel announced it was closing all schools amid fears of an upcoming attack from the rogue state.

Dozens of drones were seen flying from Iran over neighbouring Iraq's Sulaymaniya province, according to three security sources. Iran's Islamic Revolutionary Guard Corps (IRGC) said via state media that it had 'launched extensive drone strikes against targets in occupied territories.'

British maritime risk management firm Ambrey added that Yemen-based Houthis have begun firing UAVs towards Israel.

The IRGC added via state media: 'The aerospace unit of the Revolutionary Guards has attacked targets in Israel with dozens of drones and missiles in reaction to the Zionist regime's crimes, including the attack on the consulate section of Iran's embassy in Damascus and martyring our commanders and military advisers in Syria.'

It added that it was ordered to launch the drones and missiles by Iran's Supreme National Security Council, and was under the guidance of the General Staff of the Armed forces, which coordinated military activity.

Israel said tonight that its airspace was shutting down at 12:30am local time. Iraq also announced it was shutting down its airspace and suspending all air traffic on Saturday from 11:30pm local time to 5:30am tomorrow.

Irans' massive aerial attack on Israel this weekend would not have happened if his administration had been in the White House, former president Donald Trump has said, as Israel warns the spike in hostilities is "not over yet."

"God bless the people of Israel, they're under attack right now," the former president and likely Republican presidential nominee said during a rally in Schnecksville, Pennsylvania, on Saturday.

"The weakness that we've shown is unbelievable," Trump said. "It would not have happened if we were in office." He then posted clips of the rally and his comments to his Truth Social platform.

Iran launched a large-scale aerial attack on Israel overnight in the first direct strike from Tehran's territory into Israel in years of rumbling tensions.

US President Joe Bidens' decision to withhold bombs from Israel serves as the most powerful message to Prime Minister Benjamin Netanyahu yet as Washington's patience appears to be waning

The temporary withholding of 2,000-pound bombs comes after Netanyahu and his war cabinet have continually signalled that an assault on Rafah, which is currently harbouring about one million displaced Palestinians, is imminent despite objections from the US.

Netanyahu appeared to shrug off a public warning from the US president, Joe Biden, the previous night that if the Israel Defense Forces (IDF) launched a major offensive on the city the US would not provide bombs and artillery shells to support the operation.

“If we have to stand alone, we will stand alone. If we need to, we will fight with our fingernails. But we have much more than fingernails,” Netanyahu said. He noted that Israel was approaching the 76th anniversary of its independence, which it had to fight for. “We did not have weapons,” he said, referring to the 1948 war. “There was an arms embargo on Israel, but with great strength of spirit, heroism and unity among us – we were victorious.”

Dr Andrew Payne, Lecturer in Foreign Policy and Security at City, University of London, said the move is less about moulding the war to Washingtons' liking and more about sending a message to the Israeli government. He cited how the Biden administration decided to block the transport of bombs.

An Israeli airstrike that caused a huge blaze at a tented area for displaced people in Rafah has killed 45 people, medics have said, with images of charred and dismembered children prompting an outcry from global leaders and putting ceasefire talks in jeopardy.

Bombing overnight that the Israel Defense Forces (IDF) said targeted senior Hamas militants in a precision strike appears to have ignited fires that spread quickly through tents and makeshift accommodation, overwhelming a nearby field hospital operated by the International Committee of the Red Cross and overstretched local hospitals.

“We pulled out people who were in an unbearable state,” Mohammed Abuassa, who rushed to the scene in the north-western neighbourhood of Tel al-Sultan, told the Associated Press. “We pulled out children who were in pieces. We pulled out young and elderly people. The fire in the camp was unreal.”

The health ministry in the Hamas-controlled area said about half of the dead were women, children and older adults. Barefoot children wandered around the smoking wreckage on Monday as searches for the dead continued and mourning families prepared to bury their loved ones.

Israeli troops are seen near the border with Gaza, in southern Israel. The Israeli army announced on Wednesday that it has gained full operational control of the Philadelphi Corridor.

Israel is in effective control of Gazas’ entire land border after taking control of a buffer zone along the border with Egypt, Israels’ military has said, a move that risks complicating its relationship with Egypt.

In a televised briefing on Wednesday, chief military spokesperson Daniel Hagari said Israeli forces had gained “operational” control over the Philadelphi Corridor, using the Israeli military’s code name for the 14km-long corridor along the Gaza Strip’s only border with Egypt.

Hagari did not spell out what “operational” control referred to, but an Israeli military official earlier said there were Israeli “boots on the ground” along parts of the corridor. The border with Egypt along the southern edge was Gazas’ only land border that Israel had not controlled directly.

“The Philadelphi Corridor served as an oxygen line for Hamas, which it regularly used to smuggle weapons into the area of the Gaza Strip,” Hagari said, claiming that troops had “discovered around 20 tunnels” in the area.

Egypt’s state-linked Al-Qahera News reported a “high-level Egyptian source” as saying that Israel was using claims of tunnels under Egypt’s border with Gaza as cover for its Rafah offensive.

“There is no truth to Israeli media reports of the existence of tunnels on the Egyptian border with Gaza,” the source told Al-Qahera, which is linked to state intelligence. “Israel is using these allegations to justify continuing the operation on the Palestinian city of Rafah and prolonging the war for political purposes.”

Egypt has previously said it has destroyed hundreds of cross-border tunnels with Gaza since 2013.

The Philadelphi corridor is part of a larger demilitarised zone along both sides of the entire Israel-Egypt border. Under a peace accord, each is allowed to deploy only a tiny number of troops or border guards in the zone. At the time of the accord, Israeli troops controlled Gaza.

Earlier this month, Israel and Egypt became embroiled in a diplomatic row after the Israel Defense Forces (IDF) seized control of the Rafah crossing. The capture of the corridor signals that Israel has deepened its offensive in southern Gaza and further threatens relations with Egypt.

Elsewhere on Wednesday, Israel sent tanks on raids into Rafah, after moving into the heart of the city for the first time on Tuesday despite an order from the top United Nations court to immediately halt the assault on the city.

As Israel expanded its offensive in Rafah, a top Israeli official said that Israel’s war with Hamas is likely to last through to the end of the year.

National security adviser Tzachi Hanegbi told Kan public radio he was “expecting another seven months of fighting” to destroy the military and governing capabilities of Hamas and the smaller Islamic Jihad militant group.

“The army is achieving its objectives but [it] said from the first days it was presenting its plan to the cabinet that the war will be long,” he said. “They have designated 2024 as a year of war.”

The leader of Hezbollah, Sayyed Hassan Nasrallah, warned of a war “without rules or ceilings” in the event of a full-scale Israeli offensive against the Lebanese militia, as he threatened that Cyprus could become a target if it allowed Israel to use its territory in any conflict.

Cyprus and Israel have a bilateral defence cooperation agreement which has seen the countries conduct joint exercises.

“Opening Cypriot airports and bases to the Israeli enemy to target Lebanon would mean that the Cypriot government is part of the war, and the resistance will deal with it as part of the war,” the Hezbollah chief said.

Nikos Christodoulides, the island’s president, responded on Wednesday evening: “Cyprus remains uninvolved in any military conflicts and positions itself as part of the solution rather the problem.”

He sought to emphasise the humanitarian role the EU’s easternmost state had played in the Middle East, facilitating the opening of a sea corridor to transport desperately needed aid to Gaza.

“Our humanitarian corridor is a testament to our commitment to peace and stability,” he told reporters at a University of Cyprus graduation ceremony.

He added: “Such statements are not pleasant, but they do not reflect reality. Cyprus is not participating in any military engagements.”

Christodoulides said the threat would be raised through diplomatic channels.

Nasrallah’s remarks came a day after Israeli generals said they had signed off on planning for a wider offensive against Hezbollah, and Israel’s foreign minister, Israel Katz, suggested the country was on the brink of deciding whether to expand the war.

Speaking at a memorial for Taleb Sami Abdallah, the most senior Hezbollah commander to be killed by Israel since the two sides began cross border exchanges on 8 October, Nasrallah insisted that Hezbollah’s role was to support Hamas fighting in Gaza and that it had succeeded in tying up Israeli forces in the country’s north.

Nasrallah spoke about a strategy of a limited conflict with Israel, short of all-out war and aimed at a ceasefire in Gaza, but the rhetoric appeared more heated as he said that nowhere in Israel would be safe from Hezbollah’s attacks.

Nasrallah’s televised speech underlined the difficulty of diplomatic efforts to de-escalate the conflict between the two sides as it has edged into ever more dangerous territory.

“We have more than 100,000 fighters, and even more, even in the worst-case scenario. We have prepared for the worst-case scenario and Israel knows it,” he said.

Describing Hezbollah’s intelligence-gathering, which was dramatised by the broadcast of drone surveillance footage of Haifa on Tuesday, Nasrallah said: “Since 8 October, the enemy has understood that certain places would be targeted,” adding that the militia had hours of surveillance footage of Haifa.

“It knows we have information about these locations,” he said.

“In 2006 [during the second Lebanese war], we had the ambition to bomb the Israeli base on Mount Meron. Today we just tell the fighters to do it, and they do it immediately.”

“Whatever our intentions,” he continued, “whether we want all-out war or not, the enemy is obliged to remain ready in the north of the country,” adding that Israeli threats had “no impact” on Hezbollah’s calculations.

On Wednesday, before Nasrallah’s speech, Israeli strikes in southern Lebanon killed three Hezbollah fighters, the militant group said, as a US envoy tasked with avoiding a devastating regional war returned to Israel after meeting officials in Lebanon.

One Israeli airstrike landed near the southern coastal Lebanese city of Tyre, 20 miles from the frontier, which is sheltering many Lebanese people displaced from the immediate border area.

On the Israeli side of the Blue Line, which divides Israel and Lebanon, Hezbollah said it had fired rockets at an army base near the town of Kiryat Shmona on Wednesday afternoon, starting several fires.

Fears of a wider war between Israel and Hezbollah have intensified since Israel’s killing last week of Abdallah, to which Hezbollah responded by launching hundreds of munitions, including drones and rockets, against Israel in the heaviest barrage of the latest conflict.

Hopes that the violence may subsiding, at least temporarily, were shattered by Hezbollah’s release of surveillance drone footage that was filmed over the city of Haifa, prompting threats of “all-out war” from Israel’s foreign minister and the announcement that IDF generals had signed off on plans for a Lebanon offensive.

Meanwhile, satellite images and data collected by regional officials in southern Lebanon suggest widespread and growing devastation from the conflict which has seen 1,700 houses completely destroyed and 14,000 suffering partial damage.

Nasrallah spoke as Amos Hochstein, a senior adviser to the US president, Joe Biden, was back in Israel after meetings in Lebanon on Tuesday.

There was no indication of any progress in his efforts to defuse the conflict amid warnings that an escalation to full-scale war could lead to a regional conflict.

With the Israeli offensive in Gaza now in its ninth month, international criticism has grown steadily over the US’s support for Israel’s air and ground attacks.

The top UN court has concluded there is a “plausible risk of genocide” in Gaza – a charge Israel strongly denies. Israel blames civilian deaths on Hamas, saying militants operate among the population.

Israeli airstrikes and clashes between troops and Palestinian militants rocked Gaza on Wednesday, after the IDF’s warning it had readied an “offensive” against Hezbollah.

Witnesses and the civil defence agency in the Gaza Strip reported Israeli bombardment in western Rafah, where medics said drone strikes and shelling killed at least seven people.

Crowds gathered by a stage on Capitol Hill decked with banners, including one declaring the Israeli leader a "wanted war criminal," a reference to an arrest warrant sought by the prosecutor of the International Criminal Court.

Five people were arrested inside the Capitol building for attempting to disrupt Mr Netanyahu's address, according to police.

Addressing the protesters, Mr Netanyahu said: "You have officially become Iran's useful idiots."

In one of many references to Iran, the Israeli prime minister claimed an “axis of terror” threatened the US, Israel and the Arab world, framing it as a “clash of barbarism against civilisations”.

The term riffed off what Iran describes as the "axis of resistance," an alliance across the Middle East including the Palestinian armed group Hamas, the Lebanese group Hezbollah and the Houthis, who rule parts of Yemen.

‘Cynical and Manipulative’

He told Congress that Iranian proxy forces had attacked American targets, adding that Iran believes that "to truly challenge America it must first conquer the Middle East".

Speaking for over an hour, Mr Netanyahu deflected criticism of Israel and framed the war in Gaza as his country’s battle for survival, in a pitch for further US military aid.

He thanked the US for providing Israel with "generous military assistance" for decades, adding that in return Israel had provided the US with critical intelligence that had "saved many lives".

But he called for a process of "fast-tracking" US military aid, claiming this could expedite an end to the war in Gaza and help prevent a broader regional war.

Quoting British Prime Minister Winston Churchill's appeal to the American people during World War Two, he said: "Give us the tools and we'll finish the job."

Mr Netanyahu did not discuss the humanitarian crisis in Gaza at length, except to maintain that Israel delivers enough food aid to provide each person with 3,000 calories. If Gaza's residents were not getting food, he said, it was because "Hamas steals it".

Dozens of Lawmakers Stay Away

Several standing ovations could not disguise the fact that at least 39 lawmakers were absent from the address.

Almost all were Democrats, among them influential former Speaker of the House Nancy Pelosi, who said it was "inappropriate" for Mr Netanyahu to visit.

Throughout the speech, Michigan Democrat Rashida Tlaib, the first Palestinian-American member of Congress, was seen holding a placard in the air, which read "guilty of genocide" and "war criminal".

Conscious that Donald Trump could return to the White House, Benjamin Netanyahu also thanked the former president for moving the American embassy to Jerusalem and for recognising Israeli sovereignty over the occupied Golan Heights, a territory Israel captured from Syria in 1967.

At home in Israel, families of hostages still held in Gaza gathered to condemn the speech as it was broadcast, silently, on to the central area known as Hostages Square in Tel Aviv.

After listening to the national anthem, the crowd dispersed as Mr Netanyahu continued his address on screen.

The audio was muted, but his English speech was shown with subtitles in Hebrew translation.

Protesters block key roads to pressure government

The head of Israel's biggest labor union called for a general strike on Monday to pressure Prime Minister Benjamin Netanyahu's government to bring back Israeli hostages still held by Hamas in Gaza, as thousands of protesters took to the streets.

The call for a one-day general strike by Arnon Bar-David, whose Histadrut union represents hundreds of thousands of workers, was backed by Israel's main manufacturers and entrepreneurs in the high-tech sector.

The alliance of some of the most powerful voices in Israel's economy reflected the scale of public anger over the deaths, announced on Sunday, of six hostages among some 250 people seized by Hamas militants on Oct. 7 last year.

"We must reach a deal (on the return of the surviving hostages). A deal is more important than anything else," Bar-David told a press conference. "We are getting body bags instead of a deal."

Israel said earlier it had recovered the six bodies from a tunnel in southern Gaza where they were killed not long before Israeli troops reached them.

Ben Gurion Airport, Israel's main air transport hub, will be closed from 8 a.m. (0500 GMT) on Monday, he said. Municipal services in Israel's economic hub Tel-Aviv will also be shut for part of Monday.

Israel's Manufacturers' Association said it backed the strike and accused the government of failing in its "moral duty" to bring the hostages back alive.

"Without the return of the hostages we will not be able to end the war, we will not be able to rehabilitate ourselves as a society and we will not be able to begin to rehabilitate the Israeli economy," said association head Ron Tomer.

Israeli opposition leader and former prime minister Yair Lapid earlier threw his support behind the strike action.

PROTESTS

Thousands of protesters blocked roads on Sunday in Jerusalem and Tel Aviv and demonstrated outside Netanyahu's residence.

The Hostages Families Forum, which represents the families of some of those held in Gaza, said the death of the six was the direct result of Netanyahu's failure to secure a deal to halt the fighting and bring their loved ones home.

"They were all murdered in the last few days, after surviving almost 11 months of abuse, torture and starvation in Hamas captivity," the group said in a statement.

Gil Dickmann, a cousin of Carmel Gat, whose body was among those returned, urged Israelis to put pressure on the government in a post on social media platform X.

"Take to the streets and shut down the country until everyone returns. They can still be saved," Dickmann wrote.

Some 101 hostages are still being held in Gaza, although Israel believes one-third are no longer alive. Netanyahu and many hardliners in his government, as well their supporters, remain opposed to any hostage deal that would release militants from Israeli prisons and help to keep Hamas in power.

Aerial footage showed Tel Aviv's main highway blocked with protestors holding flags with pictures of the slain hostages.

Shiri Elbag, whose daughter Liri is being held by militants in Gaza, told Israel's Channel 12 that she was moved to see the protesters but saddened that it took this event to get masses into the streets.

Hezbollah has vowed to retaliate against Israel after pagers used by its members exploded across Lebanon simultaneously, killing at least nine people and wounding almost 3,000 in a dramatic and unprecedented attack at a time of heightened tensions in the Middle East.

There was no immediate comment from the Israeli military on the blasts, which came just hours after Israel announced it was broadening its aims in the war sparked by the Hamas attacks on 7 October to include its fight against Hezbollah along the border with Lebanon.

Lebanon?s health minister, Firass Abiad, said the blasts on Tuesday killed a 10-year-old girl, among others. He told a press conference: About 2,750 people were injured more than 200 of them critically, with injuries mostly reported to the face, hands and stomach.

The apparent sabotage attack followed months of targeted assassinations by Israel against senior Hezbollah leaders. It came as US officials try to de-escalate tensions between the two sides and remain concerned that Israeli prime minister, Benjamin Netanyahu, could order a ground invasion of Lebanon.

It threatens to derail efforts by the US to prevent Iran, which backs the Lebanese Shia militia, from retaliating against Israel for the July bombing in Tehran that killed the Hamas political leader Ismail Haniyeh.

The blasts appeared to exploit the low-tech pagers that Hezbollah has adopted in order to prevent the targeted assassinations of its members, who could be tracked by mobile phone signals. Those wounded in the attack include Iran?s ambassador to Beirut, Mojtaba Amani, according to reports.

Sept 19 (Reuters) - Israeli security services said on Thursday they had arrested an Israeli citizen on suspicion of involvement in an Iranian-backed assassination plot targeting prominent people including the prime minister.

A statement said the person was a businessman with connections in Turkey who had attended at least two meetings in Iran to discuss the possibility of assassinating Prime Minister Benjamin Netanyahu, Defence Minister Yoav Gallant or the head of the Shin Bet domestic intelligence agency.

The arrest took place last month, according to a joint statement by Shin Bet and the Israeli police.

The incident highlights an intelligence war running alongside the escalating conflict on Israel's border with southern Lebanon.

Last week, Shin Bet uncovered what it said was a plot by Lebanese militant group Hezbollah to assassinate a former senior defence official, who was subsequently identified as the former army Chief of Staff and Defence Minister Moshe Ya'alon.

The announcement of the arrest came a day after Hezbollah was hit for a second day running by a sophisticated attack that detonated communications equipment remotely.

Blasts in handheld radios killed at least 20 people and wounding more than 450. A day earlier, hundreds of Hezbollah pager devices exploded simultaneously, killing 12 people including two children and injuring thousands.

Israel has not commented directly on those attacks, but multiple security sources have said Israel's spy agency Mossad was responsible.

Israel has a long history of intelligence operations in Iran, allegedly including the assassination in July of Ismail Haniyeh, the political leader of the Palestinian militant group Hamas in a Tehran state guesthouse.

Shin Bet said the latest arrest showed the efforts Iran was making to recruit Israelis to gather intelligence and carry out terrorist missions in Israel, including by using individuals with criminal backgrounds.

According to the Shin Bet statement, the plot went back to April this year when the Israeli, who has not been identified, agreed to meet a wealthy businessman living in Iran for business purposes.

The Israeli man was smuggled into Iran from eastern Turkey, where he met Adi and others, including a man identified as an Iranian security official, the statement said.

The Iranians proposed that he carry out tasks for Iran including transferring money or a gun, photographing crowded places or threatening other Israeli civilians operating on behalf of Iran who did not carry out the requested missions.

He returned to Israel but went back to Iran for a second time in August, smuggled in a truck, the statement said.

Britain is moving 700 troops to Cyprus to be ready for an emergency evacuation of UK citizens from Lebanon, as the prime minister urged those still in the country to leave immediately.

The government said military teams were moving there to further support British nationals in Lebanon, where Israel has been bombarding the south of the country.

The Royal Air Force also has aircraft and helicopters on standby to provide support if necessary.

It is the first phase of contingency plans for Lebanon, as the government seeks to avoid the chaos seen when British nationals were evacuated from Afghanistan in 2021.

The military teams will be supported by Border Force and Foreign Office officials.

Keir Starmer said the government was ramping up the contingency plans to rescue British nationals as he urged Israel and Lebanon to pull back from the brink.

Speaking from a flight to New York, where he will discuss Lebanon with world leaders at the United Nations general assembly, Starmer said: The most important message from me this evening is to British nationals in Lebanon, to leave immediately and I just want to reinforce that.

It is important that we be really, really clear: now is the time to leave. More broadly, I am worried about the situation and I think we need to be clear we need de-escalation, we need a ceasefire, we need to pull back from the brink.

The new British troops add to a significant military presence of UK forces at RAF Akrotiri in Cyprus and the Royal Navy ships of RFA Mounts Bay and HMS Duncan.

Lebanons health ministry has said at least 569 people have been killed and 1,645 injured, after a wave of Israeli airstrikes that left the country with its highest death toll since the end of the 1975-90 civil war.

It said the death toll includes 50 children and 94 women.

President Biden knew about Israels plan to bomb Tehran on Saturday morning and even encouraged it as a way to deter further attacks.

A senior White House official announced that the president worked directly with Israeli Prime Minister Benjamin Netanyahu to design a response that served to deter further acts against Israel while reducing risk of further escalation.

A man has been charged with a federal hate crime and multiple other felonies after he allegedly used a makeshift flamethrower and incendiary devices to attack a crowd of people who were raising awareness for Israeli hostages in Gaza, injuring 12 victims.

Mohamed Sabry Soliman, 45, is alleged to have shouted Free Palestine as he attacked the crowd on Sunday. The FBI said Soliman told police he planned the attack for a year and had specifically targeted what he described as the Zionist group

At a press conference on Monday the Boulder county district attorney said Soliman would be prosecuted for a federal hate crime and 16 counts of attempted murder. If convicted, he would be jailed for the rest of his life, with a cumulative of more than 600 years.

At the press conference, US attorney for the district of Colorado said in a statement that Soliman had resorted to molotov ****tails when he wasnt able to obtain a gun. There were at least 16 unused molotov ****tails recovered from the scene, according to the US attorneys office, district of Colorado.

An FBI affidavit said Soliman upon confessing to Sundays attack after his arrest told the police he would do it again.

NBC reported Soliman was an Egyptian national, and the White House claimed Soliman was in the US without legal status.

Four women and four men between 52 and 88 years old, including a woman that a Department of Justice official said was a survivor of the Holocaust, were transported to hospitals, Boulder police said, with injuries ranging from minor to very serious. Four additional victims had minor injuries but were not hospitalized.

The attack took place on the Pearl Street Mall, close to the University of Colorado, during an event organized by Run for Their Lives, a group which aims to draw attention to the people taken hostage following Hamas 2023 attack on Israel.

Aviation experts have noted that the type of plane used, Boeing 747 freighters, are commonly used for transporting military equipment and weapons, and hired to fly government contract orders.

China and Iran are strategic partners, aligned primarily in their opposition to the US led world order, and in favour of a new multi polar phase in global diplomacy.

Iran, too, is one of Chinas key energy suppliers, sending as many as two million barrels of oil a day so its no surprise that Beijing might be looking for ways to support and stabilise the Islamic Republic.

The US military has moved some aircraft and ships from bases in the Middle East that may be vulnerable to any potential Iranian attack, two US officials tell Reuters.

The officials, who were speaking on the condition of anonymity, say the move was part of planning to protect US forces. They decline to say how many aircraft or ships had been moved and where they would be going.

One of the officials says US naval vessels had been moved from a port in Bahrain, where the militarys 5th fleet is located, while aircraft that were not in hardened shelters had been moved from Al Udeid Air Base in Qatar.

Reuters was first to report this week the movement of a large number of tanker aircraft to Europe and other military assets to the Middle East, including the deployment of more fighter jets.

Police have arrested six men after two pro Israel protesters were attacked in a major incident outside the Iranian Embassy today.

Detectives have launched an urgent probe after the two men were set upon outside the embassy, which is opposite Hyde Park in west London, just before 10am.

Officers and paramedics swooped on Princes Gate, Knightsbridge, scrambling to detain suspects and treat the injured activists.

Witnesses told MailOnline how pro Israeli protesters were chanting support for Israeli Prime Minister Benjamin Netanyahu and calling for the Iranian regime to be toppled before violence erupted and two of the activists were attacked.

It comes amid heightened tensions in the Middle East, with Iran and Israel locked in a brutal conflict that has escalated over the last week.

The two victims were treated for injuries at the scene and have been taken to hospital.

Dramatic pictures from the scene show the protesters being treated by paramedics on stretchers and receiving oxygen, while the alleged attackers were seen being hauled away in handcuffs.

Police said six men have been arrested on suspicion of grievous bodily harm and are being quizzed in custody.

The Iranian Embassy became a focal point for protests in 2022 after the death of Mahsa Amini in police custody.

When Israel launched its series of strikes against Iran last week, it also issued a number of dire warnings about the countrys nuclear program, suggesting Iran was fast approaching a point of no return in its quest to obtain nuclear weapons and that the strikes were necessary to preempt that outcome.

But US intelligence assessments had reached a different conclusion not only was Iran not actively pursuing a nuclear weapon, it was also up to three years away from being able to produce and deliver one to a target of its choosing, according to four people familiar with the assessment.

Another senior US official told CNN that Iran is about as close as you can get before building a nuclear weapon. If Iran wanted one, they have all the things they need.

Now, after days of Israeli airstrikes, US intelligence officials believe that so far, Israel may have set back Irans nuclear program by only a matter of months, according to one of those people, a US official. Even as Israel has done significant damage to Irans facility at Natanz, which houses centrifuges necessary to enrich uranium, a second, heavily fortified enrichment site at Fordow has remained effectively untouched.

Israel lacks the capability to damage Fordow without specific US weapons and aerial support, defense experts say.

Israel can hover over those nuclear facilities, render them inoperable, but if you really want to dismantle them its either a US military strike or a deal, said Brett McGurk, a former top diplomat to the Middle East under the Trump and Biden administrations

That raises a key dilemma for the Trump administration, which is struggling to avoid becoming entangled in a costly, complex war in the Middle East.

Although Trump has made clear that he does not want to involve the US in Israels efforts to destroy Irans nuclear infrastructure, the administration recognizes that the only way Israel can knock out Irans nuclear program is with American military assistance, in particular, US bombs capable of damaging underground facilities and the B2 bombers that carry them.

BBC 12 MAR 2024 Ahmed Abu Sabha, a doctor at Nasser hospital, described being held for a week in detention, where, he said, muzzled dogs were set upon him and his hand was broken by an Israeli soldier. His account closely matches those of two other medics who wanted to remain anonymous for fear of reprisals. They told the BBC they were humiliated, beaten, doused with cold water, and forced to kneel in uncomfortable positions for hours. They said they were detained for days before being released. The BBC supplied details of their allegations to the Israel Defense Forces (IDF). They did not respond directly to questions about these accounts, or deny specific claims of mistreatment. But they denied that medical staff were harmed during their operation. They said that "any abuse of detainees is contrary to IDF orders and is therefore strictly prohibited". The IDF raided the hospital in the southern Gazan city of Khan Younis - which was one of the few in the Strip still functioning - on 15 February, saying intelligence indicated that the hospital housed Hamas operatives. They also said Israeli hostages taken by Hamas on 7 October had been held there - and some of the hostages themselves have publicly said they were kept at Nasser. Hamas has denied that its fighters operate inside medical facilities. Footage secretly filmed in the hospital on 16 February, the day the medics were detained, was shared with the BBC. The BBC has been investigating the hospital's story for several weeks, speaking to doctors, nurses, pharmacists and displaced people camping in the courtyard. We have cross-checked details in these accounts. We were given the names of 49 Nasser medical personnel said to have been detained. Of those, 26 were named by multiple sources, including medics on the ground, the Hamas-run health ministry, international groups, and the families of those missing. The three medics who say they were detained and later released have not given their accounts publicly before. They include Dr Abu Sabha, who we interviewed twice. His story remained consistent, and we corroborated key parts of his account independently. Families of five other medics at the hospital have told the BBC their loved ones are missing. In addition, the International Committee of the Red Cross has confirmed to the BBC that it has received dozens of phone calls from people who say family members, including medics, who were at Nasser, are now missing. *‘Without painkillers, we leave patients to scream for hours’* Medics who remained at Nasser say the IDF's operation at the hospital left them unable to care for patients. When the IDF took control, nearly 200 patients were being treated there, many of them "bedridden", including six inside the ICU, according to Dr Hout, the general manager. Those staff allowed to remain have described being ordered to move seriously ill patients between buildings, being taken away from their duties to be interrogated, and assigned patients whose cases they were not trained to deal with, all as they worked in cramped, unsanitary conditions. Multiple medics said that 13 patients died in the days after Israel's takeover. They said many of those patients had died because of the conditions at the hospital, including a lack of electricity, water, and other essentials needed to keep Nasser running. We cannot independently verify this. A doctor shared photos of bodies in bags on beds that we have confirmed were taken in a ward at the hospital. The IDF told the BBC that it had "provided the hospital with hundreds of food rations and an alternative generator that enabled it to continue functioning and treat the patients within it". The "essential systems" of the hospital kept functioning during the IDF's operation on an uninterruptible power supply system, it said. On 18 February, the World Health Organization (WHO) said the hospital was short of food and basic medical supplies, and had ceased to function. The remaining patients were sent to other hospitals around Gaza and the medical staff who worked there left shortly afterwards. Doctor: 'I thought I was going to be executed' Released detainees and other medics told the BBC that the maternity building, called Mubarak, became the place where the IDF interrogated and beat staff. Dr Abu Sabha said he was initially picked to stay with patients after the raid, but was later taken to Mubarak, which he said had become "more like a torture place". "They put me on a chair and it was like a gallows," he said. "I heard sounds of ropes, so I thought I was going to be executed. "After that they broke a bottle and it [the glass] cut my leg and they left it to bleed. Then they started bringing doctor after doctor in and started putting them next to each other. I was hearing their names and their voices." The IDF told the BBC it "does not and has not carried out mock executions of detainees, and rejects such claims". Dr Abu Sabha said that during the journey, soldiers took the detainees out of the vehicle. "They took us to a patch of ground covered in gravel, forced us to kneel down and our eyes blind-folded… There was a pit in the ground, and we thought they would execute us and bury us here. We all started prayers." He was then driven to a building where he and the other detainees with him would be held, he said. The two other released detainees said that at some stage they were given medical checks but no medication. One said that instead of getting treatment for an injury, an IDF soldier hit him where he was injured.

The proposal was presented late last week by the Israeli chief of the general staff, Lt Gen Herzi Halevi, to UN officials in Israel, who forwarded it to the organisation’s secretary general, António Guterres, on Saturday, sources familiar with the discussions said. Unrwa was not involved in the talks as the Israel Defense Forces (IDF) have been refusing to deal with it since last Monday, on the basis of claims, so far unproven, of affiliations of some of the agency’s staff with Hamas or Islamic Jihad. Israel insists it is prepared to allow large amounts of aid into Gaza and that the limiting factor is UN capacity. Its decision not to cooperate with Unrwa severely affects that capacity. *Details were vague of who would run any new agency under the scheme, or of who would provide security for its deliveries.* Unrwa, which has been supporting the Palestinian territories since 1950, has been shut out of conversations on its future existence despite being the largest humanitarian actor in the territory. “Unrwa has not been systematically privy to conversations related to coordinating humanitarian aid in Gaza,” said the organisation’s director of external relations, Tamara Alrifai. Law Under GENOCIDE Convention Three former supreme court justices, including the courts’ former president Lady Hale, are among more than 600 lawyers, academics and retired senior judges warning that the UK government is breaching international law by continuing to arm Israel. In a letter to the prime minister, the signatories, who also include former court of appeal judges and more than 60 KCs, say that the present situation in Gaza is “catastrophic” and that given the international court of justice (ICJ) finding that there is a plausible risk of genocide being committed, the UK is legally obliged to act to prevent it. Their letter adds further pressure on the UK government after three British citizens were killed in an Israeli strike on Monday. The 17-page letter, which also amounts to a legal opinion, was sent on Wednesday evening and says: “While we welcome the increasingly robust calls by your government for a cessation of fighting and the unobstructed entry to Gaza of humanitarian assistance, simultaneously to continue (to take two striking examples) the sale of weapons and weapons systems to Israel and to maintain threats of suspending UK aid to Unwra falls significantly short of your governments’ obligations under international law.” US Arms Exports to Israel Must STOP Immediately UN GENEVA (23 February 2024) – Any transfer of weapons or ammunition to Israel that would be used in Gaza is likely to violate international humanitarian law and must cease immediately, UN experts warned today. “All States must ‘ensure respect’ for international humanitarian law by parties to an armed conflict, as required by 1949 Geneva Conventions and customary international law,” the experts said. “States must accordingly refrain from transferring any weapon or ammunition – or parts for them – if it is expected, given the facts or past patterns of behaviour, that they would be used to violate international law.” “Such transfers are prohibited even if the exporting State does not intend the arms to be used in violation of the law – or does not know with certainty that they would be used in such a way – as long as there is a clear risk,” they said. The experts welcomed the decision of a Dutch appeals court on 12 February 2024 ordering the Netherlands to halt the export of F-35 fighter jet parts to Israel. The court found that there was a “clear risk” that the parts would be used to commit or facilitate serious violations of international humanitarian law, as “there are many indications that Israel has violated the humanitarian law of war in a not insignificant number of cases”. The Dutch court pointed to the extensive civilian casualties, including thousands of children; the destruction of 60% of civilian homes and extensive damage to hospitals, water and food supplies, schools and religious buildings; widespread severe hunger; and the displacement of 85% of Palestinians in Gaza. It also highlighted evidence of the prolific use of imprecise “dumb bombs”; deliberate, disproportionate and indiscriminate attacks; failures to warn civilians of attacks; and incriminating statements by Israeli commanders and soldiers. Over 29,313 Palestinians have been killed and 69,333 injured in Gaza since 7 October 2023, the majority being women and children. “Israel has repeatedly failed to comply with international law,” the experts said. The experts noted that States Parties to the Arms Trade Treaty have additional treaty obligations to deny arms exports if they “know” that the arms “would” be used to commit international crimes; or if there is an “overriding risk” that the arms transferred “could” be used to commit serious violations of international humanitarian law. European Union member states are further bound by EU arms export control law. “The need for an arms embargo on Israel is heightened by the International Court of Justices’ ruling on 26 January 2024 that there is a plausible risk of genocide in Gaza and the continuing serious harm to civilians since then”, the experts said. The Genocide Convention of 1948 requires States parties to employ all means reasonably available to them to prevent genocide in another state as far as possible. “This necessitates halting arms exports in the present circumstances”, the experts said. The experts welcomed the suspension of arms transfers to Israel by Belgium, Italy, Spain, the Netherlands and the Japanese company Itochu Corporation. The European Union also recently discouraged arms exports to Israel. The experts urged other States to immediately halt arms transfers to Israel, including export licenses and military aid. The United States and Germany are by far the largest arms exporters and shipments have increased since 7 October 2023. Other military exporters include France, the United Kingdom, Canada and Australia. The experts noted that arms transfers to Hamas and other armed groups are also prohibited by international law, given their grave violations of international humanitarian law on 7 October 2023, including hostage-taking and subsequent indiscriminate rocket fire. The duty to “ensure respect” for humanitarian law applies “in all circumstances”, including when Israel claims it is countering terrorism. Military intelligence must also not be shared where there is a clear risk that it would be used to violate international humanitarian law. “State officials involved in arms exports may be individually criminally liable for aiding and abetting any war crimes, crimes against humanity or acts of genocide,” the experts said. “All States under the principle of universal jurisdiction, and the International Criminal Court, may be able to investigate and prosecute such crimes.” The experts stressed that the duty to “ensure respect” additionally requires all States to do everything reasonably in their power to prevent and stop violations of international humanitarian law by Israel, particularly where a State has influence through its political, military, economic or other relations. Nasrallah spoke about a strategy of a limited conflict with Israel, short of all-out war and aimed at a ceasefire in Gaza, but the rhetoric appeared more heated as he said that nowhere in Israel would be safe from Hezbollah’s attacks. Fears of a wider war between Israel and Hezbollah have intensified since Israel’s killing last week of Abdallah, to which Hezbollah responded by launching hundreds of munitions, including drones and rockets, against Israel in the heaviest barrage of the latest conflict. The top UN court has concluded there is a “plausible risk of genocide” in Gaza – a charge Israel strongly denies. Israel blames civilian deaths on Hamas, saying militants operate among the population. Israeli airstrikes and clashes between troops and Palestinian militants rocked Gaza on Wednesday, after the IDF’s warning it had readied an “offensive” against Hezbollah. Witnesses and the civil defence agency in the Gaza Strip reported Israeli bombardment in western Rafah, where medics said drone strikes and shelling killed at least seven people.
