The missing children were among more than 700 who were at a summer camp when floodwaters swept through at around 4am local time.
At least 24 people have been killed in the US state of Texas after heavy rain caused flash flooding, according to local media reports. Officials have also said 23 children are missing from a girls camp in Texas.
As much as 10 inches of heavy rain fell in just a few hours overnight in central Kerr County, causing flash flooding of the Guadalupe River.
An official in the city of Kerville told reporters the flooding struck before dawn over a very short period of time that could not be predicted, even with the radar

A heartbroken dad has told how his two daughters aged 13 and 11, have both tragically died after being swept away in devastating floods and his parents are both missing.
Rescuers are continuing to scour a devastated central Texas landscape of mangled trees, overturned cars and muck filled debris in an increasingly bleak mission to locate survivors, including 27 girls who have not been seen since Camp Mystic was slammed with a wall of water in a storm.
And RJ Harber has said that his daughters Blair, 13, and Brooke Harber, 11, both have died in flooding in Kerr County but were not at Camp Mystic.
Brothers Had to Swim For Their Lives
Piers and Ruffin Boyett, 11 and 14, were at Camp La Junta in Hunt, Texas, when a flash flood swept through the area and killed at least 51 people, including four campers
Two brothers who narrowly escaped the Texas flash floods have recounted their terrifying ordeal, with one of them having to swim for his life.
The horror occurred after the Guadalupe River burst its banks early on Friday. The water rose by 26ft in just 45 minutes, officials said. At least 51 people, including 15 children, have died following the flash floods and dozens remain missing.
Piers and Ruffin Boyett were at Camp La Junta in Hunt, Texas, when they spoke about their cabin being inundated during the heavy rains. Piers described how they had to scramble up into the rafters of the cabin to avoid the swiftly rising waters.

Nearly a decade before catastrophic flooding in south Texas killed at least 104 people, including 27 girls and counselors from a beloved summer camp, the states Division of Emergency Management denied requests from the county where the camp is held for a $1 million grant to improve its flood warning system.
Summer camps were top of mind during county leaders discussions of the project, meeting minutes show. Then County Commissioner Tom Moser envisioned designating point people at each camp who would monitor a website and alert camp counsellors and attendees if evacuation was needed.
In June 2016, President Barack Obama declared a major disaster in Texas after torrential rains killed 20 people and destroyed hundreds of homes and businesses in the states southeast corner.
It unlocked more than $100 million in money from the Federal Emergency Management Agency FEMA to both clean up the damage and help communities across the state prepare for the next disaster.
Kerr County, part of a region whose rivers? and creeks high flooding potential earned it the nickname Flash Flood Alley, was among the communities that sought preventative funding.
It asked MANY TIMES for $1 million to build a flood warning system that would have upgraded 20 water gauge systems, added new water level sensors and posts, and created software and a website to distribute that information to the public in real time.
We've been trying to get a new Flood Warning System here for YEARS, Thomas, the countys emergency management coordinator, said at the November 2020 meeting. We just havent been able to do it
Kerrville City Manager Dalton Rice said staff at some of the summer camps on the Guadalupe were monitoring the rising river at 3:30 a.m. on the day of the flood and managed to move campers to higher ground.
Asked by reporters why mandatory evacuations were not issued by the city or county, Rice said, Evacuations are a delicate balance because if you evacuate too late, you then risk putting buses, or cars, or vehicles, or campers on roads trying to get them out, which can make it more challenging because these flash floods happen very quickly.
When pressed on why evacuations were not announced far in advance of the storm, Rice added
Its like disasters in Texas everywhere its very tough to make those calls because what we also dont want to do is cry wolf.

The National Severe Storms Laboratory sits on a campus of radar equipment and office buildings at the University of Oklahoma, off State Highway 9 in Norman. Its responsible for radar breakthroughs in forecasting that the nation relies on for storm warnings and emergency preparedness.
But Trump wants to shut it down, prompting a rare rebuke from a prominent Republican member of Congress.
