Colin Kahl, a US undersecretary of defence for policy until last month, was charged with brokering a deal to prevent Musk from turning the system off altogether.

“If you turn this off, it doesn’t end the war,” Mr Kahl recalled telling the SpaceX chief in an interview with The New Yorker.

“My inference was that he was getting nervous that Starlink’s involvement was increasingly seen in Russia as enabling the Ukrainian war effort, and was looking for a way to placate Russian concerns,” the former US official added.

Last year, Musk was accused of publishing a Kremlin-friendly peace proposal, suggesting Ukraine should mirror sovereignty referendums organised by Russia in regions it occupied.

The outages were felt hardest in the Kherson, Zaporizhzhia, Luhansk and Donetsk regions. The four Ukrainian oblasts, parts of which were occupied by Russian forces, were all claimed as part of Russia after referendums staged by Kremlin proxies.

Musk ordered the deactivation of the satellite service near the coast of Crimea last September, according to excerpts obtained by CNN and the Washington Post. The book also claims Musk had a conversation with a Russian official who led him to believe that an attack on Crimea could spiral out of control and lead to a nuclear war, endangering the lives of millions of more people.

Following the initial backlash, Musk tried to defend his actions, claiming he had not disabled the service so much as refused to comply with an emergency request by Ukrainian officials to enable the service in the specific area. His denial, however, was a roundabout admission he had interfered with Ukraine's plan to attack Russia's naval fleet.

Musks' Starlink has played a high-profile role in Ukraines' conflict with Russia and has been praised in the past for lending a lifeline to areas in Ukraine where communication lines had been wiped out by Russian forces. The praise has since shifted to scorn following the news that Musk helped Moscow.
