Hacker Security Secrets Leaked as Russian Hackers Hit UK Ministry of Defence

Russian Vigilante Hacker: 'I Want to Help Beat Ukraine From My Computer'

"This site can't be reached."


That was the message greeting visitors to dozens of Ukrainian websites on Wednesday afternoon.

From 16:00 local time webpages for banks and government ministries started going down.



Naturally, fingers quickly pointed towards Moscow - Russia's cyber army once again accused of hacking to spread fear and confusion online as troops massed on Ukraine's borders.

But the BBC has learned that at least some of the cyber-attacks that afternoon and since have come not from the Kremlin but from groups of so called "patriotic" Russian hackers.

They work in small groups without direct orders from the Russian state and are intent on adding to the chaos in cyber-space.

By day, Dmitry (not his real name) works for a respectable Russian cyber-security company.

On Wednesday afternoon he finished work helping protect his customers from malicious hackers and went home for the night.

But while watching the unfolding cyber-attacks against Ukraine, he decided to assemble his hacking team and get stuck in.

"Considering everyone is attacking Ukraine servers. I am thinking we should cause some disruption too?" he posted on social media.

He says his team of six hackers then temporarily brought down a number of Ukrainian government websites, by flooding servers with distributed denial of service (DDoS) attacks.


The BBC witnessed the crew temporarily take one Ukrainian military web page offline.




Dmitry says they communicate on encrypted channels and "never speak in person" even though two of them work at the same cyber-security firm.


"If my employer found out I would not have a job," he says.

This wasn't the first bit of vigilante hacking the group had done in recent days.


In the past week, Dmitry says they have carried out DDoS attacks, emailed 20 bomb threats to schools, hacked into the live dashboard feeds of an unidentified Ukrainian "rapid response team" and found a way to set up official emails using a Ukrainian government email service.

The BBC was able to confirm that they have control of at least one email address ending @mail.gov.ua. The hackers say they plan to use it to carry out targeted phishing attacks.


More Attacks Coming


They are also warning of more disruption and distress as they release stolen undisclosed data.

"This is just the beginning," says Dmitry, over an encrypted call, using a voice distorter. "You've got to understand we are being careful and watching what we do at the moment. We could launch ransomware but we haven't yet."

Ukraine's Minister of Digital Transformation, Mykhailo Fedorov: "DDoS attacks cost millions of dollars, and their key goal is to sow panic."



Ransomware attacks which scramble the data on computer networks are far more serious than the sorts of things Dmitry's team have done so far.

Ethical hacker and cyber-security lecturer Katie Paxton-Fear has looked over the material the hackers have shared.

"These hackers appear to be targeting known vulnerabilities. It's like they've got a huge pair of binoculars and are trying to find weak points in any Ukrainian system they can find.

"The hacking they are doing isn't very sophisticated, but that doesn't mean their attacks won't cause a potential distraction to security teams who are already very busy and stressed."

Ukraine has been repeatedly hit by low level cyber-attacks since the start of the year.


Cyber Attacks at a Glance:


On Friday 14 January about 70 government websites were hit with a DDoS attack. Some displayed a message warning Ukrainians to "prepare for the worst". Access to most of the sites was restored within hours. Kyiv blamed Russia for the attacks.

On 15 and 16 February more DDoS attacks temporarily took down websites for two banks and the Ukrainian army. The UK and US said that the Russian Main Intelligence Directorate (GRU) was almost certainly involved".

On Wednesday 23 February websites for numerous government ministries and financial services organisations were hit with another wave of DDoS attacks. Security researchers also discovered a more serious 'wiper' tool being used on a small number of computers to wipe all data from them.

On Friday 25 February Ukraine's cyber defence force issued a warning on social media about a widespread attempt to infect citizens with malicious software: "a phishing attack has started against Ukrainians! Citizens' e-mail addresses receive letters with attached files of uncertain nature." The authorities blamed Russian-allied Belarusian hackers.


Dmitry would not confirm his exact age or where he lives.


He says members of the crew are not worried about being caught and that in fact they hope that the Russian cyber-military is watching.

"I think there are certain people in our government who will be very pleased with what we're doing.

"I would like to work with Russian cyber-authorities, but I would need to think about it first. I can tell you that one mistake could cost you your life when you work for them."

He says he is motivated by the war and wants to "help beat Ukraine from behind my computer whilst they die in the streets".



Hackers Wanted


On Saturday a Telegram channel aimed at Ukrainian sympathetic hackers posted a list of 33 Russian businesses/ banks/ state services its urging volunteers to attack.

They unidentified group is asking its 61k subscribers to "use any vectors of cyber and DDoS attacks on these resources".

Elsewhere one popular Twitter group run by members of the disparate hacker collective, Anonymous, also posted on Thursday that it is "officially in cyber-war against the Russian government".

Already some minor activity against Russia has been seen online.


Internet connectivity watchers NetBlocks tweeted on Thursday evening that "multiple government websites in Russia including the Kremlin and the State Duma have fallen offline".

According to one source versed in underground hacker forums, a "Ukrainian cyber-army and a handful of Ukrainian hacktivists" caused disruption to Russian military website http://mil.ru/.

It's not clear if the sites were forced offline globally or switched to only allow Russia-based computers to access them.



Cyber Warnings


Russian government cyber-security authorities issued a rare alert to citizens and businesses saying: "In the current tense geopolitical situation, we expect an increase in the intensity of computer attacks on Russian information resources, including critical information infrastructure facilities."

The warning echoes those of UK and US security teams who are warning of increased likelihood of so called "overspill" cyber-attacks that start in Ukraine and spread to other countries.

However, Andrew Morris, founder of Grey Noise Intelligence, says his researchers are seeing hacker attention concentrated overwhelmingly on one country.

"We're seeing lots of computers around the internet that are probably trying to cause as much damage and hack as many computers located in one particular area as possible, and that particular area happens to be the country of Ukraine."

He says hundreds of computers are constantly scanning Ukrainian networks for weaknesses. He is unable to say with certainty where they are located, but Russia must be among the prime suspects.

"Russia deploys their hackers in way that's less 'one big government organisation' and more a group of people with overlap with criminals," he says. "They're good at causing problems for Russia's strategic enemies. That scares me."

Russians hackers have logged into private security cameras in Ukraine coffee shops to collect intelligence on aid convoys passing by, a top US security official said on Tuesday.

Rob Joyce, director of cybersecurity at the National Security Agency, said Russian government and government-backed hackers persist in attacking Ukrainian information technology systems as part of their invasion of the country.



One focus is closed circuit TV cameras used by local authorities and private businesses to monitor their surroundings, he said.

“There are continued attacks on Ukrainian interests, whether it’s financial, government, personal, individual business, just trying to be disruptive,” Joyce said at the Center for International and Strategic Studies in Washington.

“There are creative things going on. We are watching the Russian hackers log into public-facing webcams to watch convoys and trains delivering aid,” he said.

“They are also hacking those webcams ... And instead of using the town square (cameras) that are available to the internet, they’re looking at the coffee shop security camera and seeing the road they need to see,” he said.

Russians are also focusing their hacking efforts on US defence manufacturers and logistical transport companies to find out more about the arms supply chain to Ukraine, he said.
“They are under daily pressure from the Russians,” he said.

Russian hackers are trying to “cause maximum damage to the UK’s critical national infrastructure” such as power stations, the Government warned today.





Cyber attackers are targeting vital energy plants in a bid to black out Britain, according to Cabinet Office Minister Oliver Dowden.


Issuing a “call to arms”, he will confirm the National Cyber Security Centre - part of the Government’s GCHQ eavesdropping post - is issuing an official threat notice to operators to help protect the UK.

Addressing cyber security experts in Belfast today, he will warn utility giants: “These adversaries are ideologically motivated rather than financially motivated.

“Disclosing this threat is not something we do lightly but we believe it is necessary if we want these companies to understand the current risk they face and take action to defend themselves and the country.”

Scotland Yard has disclosed that five people – three men and two women – were arrested on suspicion of an offence under the Official Secrets Act on 8 February. All five have been bailed until next month.




Three of the individuals, Orlin Roussev, 45, of Great Yarmouth, Norfolk, Bizer Dzhambazov, 41, of Harrow, north west London, and Katrin Ivanova, 31, of the same address, have been charged with an offence under the Identity Documents Act. The trio have apparently lived in the UK for years and worked in a variety of jobs.

Russia Linked Hackers Hit UK Ministry of Defence as Security Secrets Leaked

Hackers targeted the database of a firm which handles the security for some of Britains' most secretive sites - including a nuclear submarine base and a chemical weapon lab

They released thousands of pages of data which could help criminals get into the HMNB Clyde nuclear submarine base, the Porton Down chemical weapon lab and a GCHQ listening post.

Information about high-security prisons and a military site key to our cyber defences was also stolen in the raid by group LockBit. Hackers targeted the databases of Zaun, a firm which makes fences for maximum security sites. The information was then placed on to the internet’s dark web, which can be accessed using special software.


Last night Labour MP Kevan Jones, who sits on the Commons Defence Select Committee, warned: “This is potentially very damaging to the security of some of our most sensitive sites.

“The Government needs to explain why this firm’s computer systems were so vulnerable. Any information which gives security arrangements to potential enemies is of huge concern.”






HMNB Clyde – better known as Faslane

We can reveal the information was stolen last month in a major attack on West Midlands-based Zaun, which makes fences and perimeter security measures for high-risk sites and provided security barriers at the London 2012 Olympics.

LockBit is described as the world’s most dangerous hacking gang and key suspects are Mikhail Matveev in the FBI’s Most Wanted list after attacks on 1,400 global targets.

They include a £66million blackmail attempt on the Royal Mail – which refused to pay up.


Several Russian nationals have been held in America and Canada accused of cyber raids. LockBit is said to have financial links to Russian gangsters. In one leaked document relating to specific equipment bought to protect Porton Down, Wilts, Zaun describes its work there as “very secretive”. Also published was a sales order detailing goods bought for HMNB Clyde – better known as Faslane, home to Trident nuclear subs.

The leaked documents also include a sales order report for equipment at GCHQ’s communications complex in Bude, Cornwall. GCHQ describes Bude as playing “a critical part” in our security. The leak includes security equipment at RAF Waddington, Lincs, where the Reaper attack drones squadron is based, and Cawdor Barracks, whose 14th Signal Regiment deals in electronic warfare.

Detailed drawings for perimeter fencing at Cawdor, in Pembrokeshire, were attached to company emails. There is also a map highlighting installations at the site. Paperwork relating to a string of jails, including Category A Long Lartin, Worcs, and Whitemoor, Cambs, was also leaked.

We have chosen not to publish specific details about the equipment, while Zaun would not discuss ransom demands last night. A security expert labelled the incident a “devastating blow to our national security infrastructure”.

And Tory MP Tobias Ellwood, chair of the Defence committee, said: “How does this affect the ability of our defence establishments to continue functioning without threat of attack?

“How do we better defend ourselves from Russian-backed interference no doubt related to our stance in supporting Ukraine? Finally, this is another example of how conflict is no longer limited to the traditional battlefield, it now includes the digital domain and is placing ever greater demands on security apparatus.”

LockBit is said to have issued £80million in ransom demands worldwide. It has been on the radar of the FBI since 2020. Russian national Ruslan Magomedovich Astamirov was charged in the US “for involvement in deploying numerous LockBit ransomware and other attacks in the US, Asia, Europe, and Africa”.

The US Department of Justice said: “LockBit ransomware variant first appeared around January 2020. LockBit actors have executed over 1,400 attacks, issuing over $100million in demands and receiving tens of millions in Bitcoin.”




Porton Down is the UK's chemical weapons






In 2022 the US announced charges against Mikhail Vasiliev, a dual Russian and Canadian national. He is being held in Canada and is awaiting extradition to the US. A second Russian, Mikhail Pavlovich Matveev, is wanted “for alleged participation” in separate LockBit conspiracies.

Zaun, which has alerted police, recorded a pre-tax profit of almost £700,000 in its last accounts. The firm said: “LockBit will have potentially gained access to some historic emails, orders, drawings and project files. We do not believe classified documents were stored on the system or have been compromised.

“The National Cyber Security Centre has been contacted and we are taking advice. Zaun is a victim of a sophisticated cyber attack and has taken all reasonable measures to mitigate any attack on our systems.”

The Government said: “We do not comment on security matters.”

'Every last detail helps enemies breach our defences'

The firm’s name might mean “fence” in German, but British company Zaun’s security barriers appear to have come crashing down, writes Professor Anthony Glees, Security and Intelligence expert.

It is a devastating blow to our national security infrastructure for details to be leaked on the dark web about security equipment provided to sensitive sites – including the home of Britain’s nuclear deterrent. It shows the ease with which Russia-linked hackers can breach high-strength computer systems at will.

The cache of documents relates to equipment made by high-security fencing specialist Zaun supplied to a host of sites. They include Faslane, home of the UK’s nuclear submarines, top-secret government lab Porton Down, and GCHQ’s Bude outpost.

Any hostile intelligence service would give their right arm to have these kinds of details.

A retired British Intelligence officer once told me that intelligence is like the bones of kippers. In and of them- selves the bones seem to be of little consequence – but, taken together, they are what make the kipper.

In other words, having access to specific security equipment at a sensitive site gives hostile actors a rich picture of what is actually there.

Every detail about the UK’s defence estate is of huge interest to our foes. It follows other serious breaches involving Scotland Yard and the Police Service of Northern Ireland.

National security is a core duty of government. Hacks must be stopped before they get through. Sloppy protocols, especially by suppliers, seem to be a weak spot in our armour.

Ironically, the company making secure fencing to keep people out has, inadvertently, let our enemies in.
