JD program uses your own IP to connect to filehost links to download.......and it uses host linkcheckers to check links.
Any issues ( afaik) will be related to IP country blocks (if applicable to you), filehost issues and link checkers of filehosts.

It was showing 100% offline for some of the new Filehosts the uploaders are using, they were not in the US. One example was all the ul.to links, members posted dead links and the uploaders complained so I checked them again on JD and they showed off line to me too, then when I checked them on WG Links they showed on line.
