Roman Abramovich has tonight handed over Chelsea FC to the trustees of the club's charitable foundation.

In a statement posted on its website just before 7pm he said:

'During my nearly 20-year ownership of Chelsea FC, I have always viewed my role as a custodian of the Club, whose job it is ensuring that we are as successful as we can be today, as well as build for the future, while also playing a positive role in our communities.

'I have always taken decisions with the Club's best interest at heart. I remain committed to these values. That is why I am today giving trustees of Chelsea's charitable Foundation the stewardship and care of Chelsea FC.

'I believe that currently they are in the best position to look after the interests of the Club, players, staff, and fans.'

Abramovich has been the owner of Chelsea since 2003 and since his arrival has seen a transformation in the fortunes of the club.

The trustees of the Chelsea Foundations are Bruce Buck, John Devine, Emma Hayes, Piara Powar, Seb Coe and Hugh Roberston.

His move tonight came after Parliament was told he had been named as a person of interest in 2019 because of alleged links to the Russian state and alleged 'association with corrupt activity and practices'.

And last night it was claimed any attempts to place sanctions upon him could have been disastrous for the club.

The Times reported if that did happen it could have prompted him to ask Chelsea to pay him back £1.5billion it owes him.

Liverpool University football finance lecturer Kieran Maguire said: 'If he feels he is being made a scapegoat for the activities of Putin then the worst-case scenario is he tries to call in the loan.

'Then we've got a crisis. He and Putin could argue that it is the British government that has destroyed Chelsea Football Club.

'There could be a lot of misrepresentation and accusations made from all parties if the British government does go down this route.

The British government has officially added Chelsea owner Roman Abramovich to the list of sanctioned individuals.

Chelsea have been given a sporting licence to continue trading whilst Abramovich's assets have been frozen, but the Stamford Bridge club has been thrown into chaos with their sale in serious doubt.

Abramovich, who purchased Chelsea back in 2003, announced he was looking to sell in a statement on March 2 in the wake of Russia's invasion of Ukraine.

Various interested parties have since come forward with up to 10 serious buyers putting themselves in the mix.

However, the measures put in place now block a sale unless a fresh licence is used by the Treasury, something the government is open to, provided certain criteria are met.

The club are also set to be impacted in numerous ways, including being unable to sell tickets with only season ticket holders able to attend games.

The club have been placed under a special license with strict rules, which runs until May 31 and which the government can vary, revoke or suspend at any time.

They are able to pay players and staff as well as outstanding transfer fees, but any payments received will be frozen.

They can spend a maximum of £500k on staging games and only £20k on away game travel, although there will be flexibility on that cap for Champions League games.

The Premier League issued a statement confirming "the Government has issued an initial licence to enable Chelsea to continue to train, play its fixtures and fulfill its obligations for the rest of the season.

"The League will now work with the club and the Government to ensure the season will proceed as planned and in line with the Government’s intention."

Chelsea, meanwhile, released their own statement confirming plans for further talks with the government to try and amend some of the conditions of the licence.

Chelsea's statement reads: "Chelsea Football Club has been advised that its owner Roman Abramovich has been sanctioned by the UK Government.

"By virtue of his 100 per cent ownership of Chelsea FC plc and affiliated entities, Chelsea FC would normally be subject to the same sanctions regime as Mr Abramovich.

"However, the UK Government has issued a general licence that permits Chelsea FC to continue certain activities.

"We will fulfil our men’s and women’s team fixtures today against Norwich and West Ham, respectively, and intend to engage in discussions with the UK Government regarding the scope of the licence.

"This will include seeking permission for the licence to be amended in order to allow the Club to operate as normal as possible.

"We will also be seeking guidance from the UK Government on the impact of these measures on the Chelsea Foundation and its important work in our communities.

"The Club will update further when it is appropriate to do so."

A government statement on Thursday morning (March 10) confirmed news of the sanctions, stating: "Given the significant impact that today’s sanctions would have on Chelsea football club and the potential knock on effects of this, the Government has this morning published a licence which authorises a number of football-related activities to continue at Chelsea.

"This includes permissions for the club to continue playing matches and other football related activity which will in turn protect the Premier League, the wider football pyramid, loyal fans and other clubs.

"This licence will only allow certain explicitly named actions to ensure the designated individual is not able to circumvent UK sanctions.

"The licence will be kept under constant review and we will work closely with the football authorities."

The club have held an emergency board meeting in response to the news, whilst sponsors Three are reviewing their £40million a year partnership.

Nadine Dorries, UK Secretary of State for Digital, Culture, Media and Sport wrote on social media: "To ensure the club can continue to compete and operate we are issuing a special licence that will allow fixtures to be fulfilled, staff to be paid and existing ticket holders to attend matches while, crucially, depriving Abramovich of benefiting from his ownership of the club.

"I know this brings some uncertainty, but the Government will work with the league & clubs to keep football being played while ensuring sanctions hit those intended. Football clubs are cultural assets and the bedrock of our communities. We're committed to protecting them."

Chelsea Supporters' Trust issued a statement in response which read: "The CST notes with concern the Government's statement regarding the owner," tweeted the group's official account.

"Supporters MUST be involved in any conversation regarding ongoing impacts on the club and its global fan base.

"The CST implores the Government to conduct a swift process to minimise the uncertainty over Chelsea's future, for supporters and for supporters to be given a golden share as part of a sale of the club."

Roman Abramovich has been pictured for the first time in over a month after he was sanctioned by the government.

The oligarch, who is in the process of selling Chelsea, was spotted in a VIP airport lounge in Tel Aviv before his private jet took off for Istanbul.

Abramovich was added to the United Kingdom's sanctioned individuals list last Thursday as a result of his links to Russian president Vladimir Putin.

He was last pictured on 12 February before he was spotted in Ben Gurion airport in Israel on Monday, with his jet soon departing for the Turkish capital.

Abramovich's assets in the UK are frozen but Chelsea have been granted a special sporting license to continue football-related activities under strict regulations.

The 55-year-old has owned the Blues since 2003 and there are a number of consortiums interested in purchasing the club, with The Raine Group overseeing the sale.

The government will have the final say on how funds raised from the sale can be used, while Abramovich is also facing the prospect of sanctions from the European Union in the wake of Putin's invasion of Ukraine, according to Reuters.

Boris Johnson's official spokesperson drew attention to Abramovich's links with the Russian president as they pleaded with Chelsea fans to stop chanting his name on Monday.

"We recognise the strength of feeling around people's clubs but that does not excuse behaviour which is completely inappropriate at this time," the spokesperson said.

"I think people can show passion and support for their club without resorting to that sort of stuff."

Abramovich's name rung around Stamford Bridge during Sunday's Premier League clash against Newcastle, which Chelsea won 1-0 thanks to Kai Havertz's late goal.

Meanwhile, the Blues must apply for a license in order for the sale of the club to go through.

The prime minister's spokesperson added: "We are open to the sale of the club, we would consider an application for a licence to allow that to happen in the right circumstances.

"But it is for Chelsea to determine the exact process. My understanding is potential buyers would approach the club, who would then need to apply for a further amended licence to facilitate the sale.

"As far as I'm aware that hasn't happened at this point."

Abramovich's sanctioning has plunged Chelsea into turmoil with the club prevented from selling tickets or merchandise, raising serious doubts over their financial stability.

It has also led to questions over the futures of manager Thomas Tuchel and numerous players - especially those who are out of contract this summer - as the Blues are prohibited from extending contracts.

Mr Abramovich and Ukrainian peace negotiators are said to have suffered symptoms of a suspected poisoning following a meeting in Kyiv in early March. The oligarch was reported to have shown symptoms including skin peeling on his face and hands, and red teary eyes.

The news comes before Russia and Ukraine were set to resume face-to-face peace talks in Istanbul, Turkey, tomorrow. It comes after Ukrainian president Volodymyr Zelensky said he received signals of support from the Chelsea owner, who has been sanctioned by the UK Government over his links to the Russian president.

Ukraine's leader earlier said Boris Johnson is helping more than other Western leaders in the fight for Ukraine. The mayor of Mariupol said the city’s fate is now largely "in the hands of the [Russian] occupiers".

Roman Abramovich has endured peeling skin and constant, painful crying after falling victim of a suspected poisoning during peace talks between Russia and Ukraine earlier this month, according to reports.

The Chelsea owner, 55, played a part in initial negotiations between the two countries, who have been at war since Vladimir Putin ordered his troops into Ukraine in late February. A spokesperson for Abramovich confirmed he was working towards "achieving a peaceful solution" and his role in talks was later confirmed by the Kremlin.

The oligarch's mother, Irina, was born in Ukraine and his daughter, Sofia, has railed against Putin on social media for his invasion of the neighbouring country. In a shocking revelation on Monday, it emerged Abramovich and at least two senior negotiators on the Ukrainian side were on the receiving end of a suspected poisoning earlier in March after meeting in Kyiv.

According to the Wall Street Journal, those affected have been suffering with painful, constant tearing from red eyes as well as peeling skin on their faces and hands, although their lives are not in danger.

The report adds the suspected attack has been blamed on hard-liners in Moscow who wanted to foil talks to end the war. Further, Ukrainian president Volodymyr Zelensky has not been affected despite meeting with Abramovich.

It remains unclear what has caused the symptoms, which may have been triggered by a chemical or biological agent, or a form of electromagnetic-radiation attack. An investigation into the incident was launched by Christo Grozev and a German forensic team was brought in to perform examinations.

However, too much time passed between the initial poisoning and these tests, so the suspected poison was unable to be detected. Grozev concluded that the attack was a warning rather than an attempt to kill negotiators.

Abramovich - who took over at Stamford Bridge in 2003 - is said to have travelled back and forth from Moscow, Lviv and other negotiating venues as part of his role in talks, which his spokesperson confirmed on 28 February.

"I can confirm that Roman Abramovich was contacted by the Ukrainian side for support in achieving a peaceful resolution, and that he has been trying to help ever since," a statement read. "Considering what is at stake, we would ask for your understanding as to why we have not commented on neither the situation as such nor his involvement. Thank you."

Despite taking part in peace talks, Abramovich was sanctioned by the government in March, resulting in the freezing of his assets in the United Kingdom. Chelsea have been allowed to continue football-related operations and the sale of the club is proceeding with the shortlist of potential buyers recently whittled down.

Mr Abramovich and Ukrainian peace negotiators are said to have suffered symptoms of a suspected poisoning following a meeting in Kyiv in early March. The oligarch was reported to have shown symptoms including skin peeling on his face and hands, and red teary eyes. The news comes before Russia and Ukraine were set to resume face-to-face peace talks in Istanbul, Turkey, tomorrow. It comes after Ukrainian president Volodymyr Zelensky said he received signals of support from the Chelsea owner, who has been sanctioned by the UK Government over his links to the Russian president. Ukraine's leader earlier said Boris Johnson is helping more than other Western leaders in the fight for Ukraine. The Chelsea owner, 55, played a part in initial negotiations between the two countries, who have been at war since Vladimir Putin ordered his troops into Ukraine in late February. A spokesperson for Abramovich confirmed he was working towards "achieving a peaceful solution" and his role in talks was later confirmed by the Kremlin. The oligarch's mother, Irina, was born in Ukraine and his daughter, Sofia, has railed against Putin on social media for his invasion of the neighbouring country. In a shocking revelation on Monday, it emerged Abramovich and at least two senior negotiators on the Ukrainian side were on the receiving end of a suspected poisoning earlier in March after meeting in Kyiv. Roman Abramovich 'gave Putin handwritten note from Zelensky' prompting savage reply According to the Wall Street Journal, those affected have been suffering with painful, constant tearing from red eyes as well as peeling skin on their faces and hands, although their lives are not in danger. The report adds the suspected attack has been blamed on hard-liners in Moscow who wanted to foil talks to end the war. Further, Ukrainian president Volodymyr Zelensky has not been affected despite meeting with Abramovich. It remains unclear what has caused the symptoms, which may have been triggered by a chemical or biological agent, or a form of electromagnetic-radiation attack. An investigation into the incident was launched by Christo Grozev and a German forensic team was brought in to perform examinations. However, too much time passed between the initial poisoning and these tests, so the suspected poison was unable to be detected. Grozev concluded that the attack was a warning rather than an attempt to kill negotiators. *Roman Abramovich and two other negotiators have reportedly suffered the symptoms of a poisoning* Abramovich - who took over at Stamford Bridge in 2003 - is said to have travelled back and forth from Moscow, Lviv and other negotiating venues as part of his role in talks, which his spokesperson confirmed on 28 February. "I can confirm that Roman Abramovich was contacted by the Ukrainian side for support in achieving a peaceful resolution, and that he has been trying to help ever since," a statement read. "Considering what is at stake, we would ask for your understanding as to why we have not commented on neither the situation as such nor his involvement. Thank you." Despite taking part in peace talks, Abramovich was sanctioned by the government in March, resulting in the freezing of his assets in the United Kingdom.
