CCTV Shows Moment MET Sergeant Shot DEAD by Handcuffed Gunman Armed With Revolver

WARNING: GRAPHIC CONTENT CCTV played to the jury yesterday afternoon showed Louis De Zoysa in the holding cell with Sergeant Matt Ratana, who was 54, and two other officers involved in his arrest and detention

BBC 10 JUNE 2023

SCUM Louis de Zoysa, 25, has gone on trial accused of murder

CCTV footage has been released by the Met Police showing the seconds before Sergeant Matt Ratana was fatally shot with a revolver in a holding cell.

Louis De Zoysa, who was still handcuffed when Sgt Ratana was shot, is said by the Crown to have deliberately fired the weapon without warning into the officer's chest.

A compilation video, played to the jury, shows two officers who arrested De Zoysa taking him into a holding room and telling him to sit down.

Sgt Ratana then enters the room and says: "My name's Matt, I'm the custody officer, right?

"I'm in charge. I'm not involved in the investigation. You've been arrested on suspicion of possession of bullets, er, ammunition, and possession with intent to supply Class B. Anything else?"

His colleague, officer Davey, replies: "No that's it."

Sgt Ratana says: "All right. Your detention's not been authorised yet, but I can authorise a search of you under section 54 of PACE. Stand up."

As he adds: "Mate, you were good enough to...", De Zoysa jumps up and starts firing.

CCTV footage has been released by the Met Police showing De Zoysa in a holding cell with Sgt Ratana

The first shot hits Sgt Ratana in his chest, the second in his leg and the third hits the cell wall. The first three shots were all fired within three seconds.

A fourth shot hits De Zoysa in the neck.

During the incident one of his colleagues shouts out: "Matt, are you all right?"

Earlier describing the footage, prosecutor Duncan Penny KC said De Zoysa had been placed in a van after being found with seven rounds of ammunition in Norbury, south London, in the early hours of September 25, 2020.

Two officers tackle De Zoysa to the ground after the incident

He was taken in a police van to the custody block in Croydon, but officers failed to find a gun and holster which "were probably concealed under one of his armpits".

At the start of his speech, Mr Penny said he would be speaking in short sentences because of communication difficulties experienced by De Zoysa, who suffered brain damage due to a gunshot wound.

CCTV played to the jury on Wednesday afternoon showed De Zoysa in the holding cell with Sgt Ratana, who was 54, and two other officers involved in his arrest and detention.

Part-way through his opening speech to a jury at Northampton Crown Court, Mr Penny said the footage showed that De Zoysa stood up, twisted his body round to the right and brought his hands from behind his back to his right side in one movement.

Mr Penny told the court: "Louis De Zoysa was holding the gun in his right hand. He fired the gun directly at the chest of Sergeant Ratana."

The court was told a third shot fired a second later struck the cell wall, and a fourth shot was fired around 16 seconds later, hitting De Zoysa in the neck.

Sgt Ratana suffered a fatal wound to his heart and left lung

Before taking jurors through the CCTV of the incident, in which Sgt Ratana suffered a fatal wound to his heart and left lung, Mr Penny told the court the first shot was fired at 2.09am.

The KC said: "These are the allegations which the prosecution makes: the first shot hit Sergeant Ratana in the chest.

"This is on CCTV at 02:09:27. The prosecution say Louis De Zoysa pulled the trigger on purpose. That is not accepted (by the defence).

"The second shot hit Sergeant Ratana in the leg. This is on CCTV at 02:09:28. The prosecution say Louis De Zoysa pulled the trigger on purpose. This is not accepted."

Moments after the fatal first round was fired, Mr Penny said, another police officer was continuing to pull De Zoysa backwards.

The Crown's barrister added: "At the time, the gun was in Louis De Zoysa's right hand. At the same time, Louis De Zoysa's right hand was lifted up towards the right side of Louis De Zoysa's head.

"The actions of Louis De Zoysa and (the male officer struggling with him) both affected where the gun was pointing. Their actions combined to make the gun point up towards the left wall of the cell.

"As the gun was raised, Louis De Zoysa fired the gun a third time. The shot hit the left wall of the cell."

Mr Penny said the male officer then wrestled De Zoysa to the ground while a female officer took hold of her taser and tried to fire it twice.

In the 16 seconds after the shot hit the wall, the jury was told, De Zoysa was on the floor on his left side - with his gun underneath him.

A muffled bang was then heard, which the prosecution say was the fourth shot which caused the injuries to De Zoysa.

Mr Penny said: "Any electrical charge from the taser cannot have caused Louis De Zoysa to fire the fourth shot because the gunshot can be heard before the taser."

Sgt Ratana's funeral in Shoreham, East Sussex

In earlier body-worn camera footage of the initial stop-and-search, officers removed items from De Zoysa's holdall and patted him down.

During the earlier footage a male officer said to a colleague: "I don't trust him at all - he's lied to us non-stop."

The defendant was 23 when the shooting happened and was living in a flat at a farm in Banstead, Surrey, having bought the gun, which was legal to own due to its antique status, on the internet in June 2020.

Bullets of the correct calibre for the gun are no longer made, Mr Penny said, but De Zoysa "bought the parts to make the bullets" and made ammunition at the farm.

Mr Penny told the court: "Louis De Zoysa knew the gun worked with the bullets he had made."

De Zoysa, who appeared in the dock in a wheelchair and with his right arm in a sling, denies murder.

The jurors have been told they will have to consider whether De Zoysa deliberately fired the revolver and the question of diminished responsibility.

Imran Khan KC, for De Zoysa, told the jury that the defendant was suffering an autistic meltdown at the time of the shooting.

He said: "Louis De Zoysa says he did not mean to or want to kill Sergeant Ratana, or to cause him really serious harm. Louis De Zoysa says that he is not guilty of murder.

"The reason Louis De Zoysa says he is not guilty of murder is because at the time he was suffering from an abnormality of mental function.

"The abnormality of mental function that Louis De Zoysa was suffering was an autistic meltdown."

The trial continues.

RIP Sgt Ratana
