Trump has argued that USAID, the overseas aid agency, is not a valuable use of taxpayer money and wants to dismantle it - he plans to put nearly all of the agency's 10,000 employees on leave, except 611 workers. Some 500 staff had already been put on administrative leave and another 2,200 were due to join them from midnight on Friday (05:00 GMT). But the last-minute lawsuit on Friday argued the government was violating the US Constitution, and also that the workers were suffering harm. Judge Nichols sided with the unions, saying they would suffer "irreparable harm" if the court did not intervene, while there would be "zero harm to the government". The order also reinstates the 500 staff already placed on administrative leave. All USAID employees currently on administrative leave shall be reinstated until that date, and shall be given complete access to email, payment, and security notification systems until that date, and no additional employees shall be placed on administrative leave before that date, Nichols wrote. The judge will also consider a request for a longer-term pause at a hearing on Wednesday. It is unclear from the court order what will happen to the agencys remaining staff. A federal judge in New Hampshire issued an injunction halting Trumps executive order the third time its been hindered. Trumps order sought to stop children of undocumented immigrants from becoming citizens if they were born in the USA. The right is enshrined in the Constitution. Judge Joseph N. Laplante issued the injunction, effective immediately. He said his reasons would be detailed Tuesday. Similar orders were issued by judges in Maryland and Seattle last week. There have been seven lawsuits filed challenging the order. TRUMPs blanket freeze on foreign aid programs has reportedly been halted by a federal judge who slammed his failure to adequately weigh the devastation its effects could have on hundreds of businesses and nonprofits across the country and world. At least to date, Defendants have not offered any explanation for why a blanket suspension of all congressionally appropriated foreign aid, which set off a shockwave and upended reliance interests for thousands of agreements with businesses, nonprofits, and organizations around the country, was a rational precursor to reviewing programs, Ali wrote in the 15-page order. Absent temporary injunctive relief, therefore, the scale of the enormous harm that has already occurred will almost certainly increase, the judge added. Ali seemed to acknowledge the chaos and uncertainty swirling around the freeze, which reportedly shocked State Department officials and sent organizations scrambling to figure out what their next move would be. His order also prohibited senior State Department and budget officials including Secretary of State Marco Rubio and Office of Management and Budget Director Russell Vought from enforcing any contract cancellations or stop-work orders established after Trump took office. There is nothing arbitrary and capricious about executive agencies conducting a review of programs, Ali said in his ruling. But there has been no explanation offered ? as to why reviewing programs many longstanding and taking place pursuant to contractual terms, required an immediate and wholesale suspension of appropriated foreign aid. The Trump administration was ordered to file a report with the court by Tuesday informing the judge of the status of their compliance.
