Inside Jail With 3,000 Inmates Who Sew Their Mouths Shut and Where Children are Raped

Inside the World's Toughest Prisons
is now streaming on Netflix and Tacumbu Prison in Paraguay, with more than 3,000 inmates, is one of the most notorious featured

Daily Mirror UK, 30 JUL 2020

When it was built, Tacumbu prison was designed to hold just 800 prisoners - now more than 3,000 inmates are locked up behind its imposing walls.

It first opened its doors - and cells - to some of South America's most dangerous criminals in 1956 and its capacity was soon increased to hold 1,500 inmates.

Now, it's home to 3,085 lawbreakers and conditions inside Paraguay's most crowded prison are so dire it is being closed down and criminals shipped to new jails.

Riots are common inside the prison walls, with many forced to sleep on the floor in cramped conditions.

Laundry is left to dry in the open spaces between the tiny cells and armed guards struggle to keep the peace inside the maximum security jail.

Tacumbu, named after the district it was built in, holds more than 2,000 prisoners currently awaiting trial while more than 900 have already been convicted.

It contains more than half of Paraguay's entire prison population and prisoners who are lucky enough to bag a bed sleep in double or even triple stacked bunks.

Because of the overcrowding, there is little segregation of inmates with murderers and rapists housed alongside those awaiting trials for the crimes they have been charged with.

Drugs problems are also rife within the walls, with those in charge of Tacumbu claiming on some shifts there can be as view as 40 guards monitoring more than 3,000 prisoners.

Former director of the prison, Jorge Fernández, told Insight Crime: "We have found marijuana, cocaine and crack. Controls are currently being stepped up, but we don’t have the necessary infrastructure to confront the whole situation.

"We now have a new administration that is looking at a way to obtain the necessary technology to detect drugs. We do not have a scanner for the men’s wings, we only have a working scanner for the women’s wing."

He believes some drugs are smuggled into the prison because inmates can receive food from their families until 7pm every day.

While this is inspected and scanned Fernández suspects many use children who accompany them on visits to hand over illegal substances.

Chillingly, he added that he feared some guards were helping prisoners to smuggle drugs and alcohol into the jail.

In just one year as many as 18 prisoners can die while locked up in Tacumbu - up to half of them in fights and no one will ever confess as to who was responsible.

Many have taken to extreme protests in a bid to improve conditions and to have their cases heard more quickly so they can be moved to another jail.

As well as going on hunger strike, some inmates sew their mouths shut so they can't be forced to eat in a gruesome act of defiance.

Warden Artemio Vera, who accepted a job at Tacumbu because he was so appalled when a child abuse ring was discovered inside the jail, claims people are desperate.

He said: "Many inmates are at the point of having their cases expire under the statute of limitations, while others could already have been granted conditions less oppressive than jail, such as house arrest."

However, there was one luxury cell in the grim prison - but it costs inmates a lot to secure a stay there.

Back in 2016 police raided a drug lord's cell in the notorious jail and discovered he was living a life of luxury.

Jarvis Chimenes Pavao had three rooms, one of them a conference meeting area, a plasma TV, a kitchen and even a library.

His living space included a sofa and a coffee table. It was from here that Pavao was planning his escape from Tacumbu and had been stockpiling explosives.

The cell was destroyed as soon as it was discovered and Pavao transferred to another prison to await his trial for money laundering.

Inside the World's Toughest Prisons is streaming on Netflix.
