A 'Freedom Convoy' of trucks joined by thousands of demonstrators brought Ottawa to a virtual standstill for a second day on Sunday as they protested Canada's vaccine mandates, as other sympathetic truckers blocked a border highway into the United States.








The truckers say there is no 'end date' in sight and plan to stay in the capital 'for as long as it takes' and until the Canadian government flips and withdraws its policy on vaccine mandates.

The chaos clogged the capital's downtown near parliament throughout the weekend and brought criticism from officials, including Ottawa's mayor who said residents were 'prisoners in their own home.'

But the demonstrators say they intend to stay and that their aim is to 'create chaos' and a 'logistics nightmare' for the Justin Trudeau's government.

Freedom Convoy: US Urges Canada to End Blockade by Truckers

US officials have urged Canada's government to use its federal powers to end a blockade by truckers protesting against Covid restrictions.

President Joe Biden is being briefed regularly on the protests, which have hit Ottawa and a border crossing that generates a quarter of US-Canada trade.



Car-makers and local authorities are seeking an injunction to end the blockade of the Ambassador Bridge.

An Ontario court has stopped protesters from accessing online donations.

The truckers have raised over $8m (C$10m £5.9m) through online platform GiveSendGo, after being kicked off GoFundMe for allegedly violating its policy on harassment.

A statement from Ontario Premier Doug Ford, whose office pursued the order, said it "binds any and all parties with possession or control over these donations".

On Thursday, the US Secretaries of Homeland Security and Transportation spoke to their Canadian counterparts "urging them to use federal powers to resolve this situation at our joint border and offering the full support of our Homeland Security and Transportation departments", a White House official said.

Patience running thin at truckers' protest in Ottawa



"We are principally focused on resolving the blockage at the Ambassador Bridge as well as other ports of entry," the official added.

The span - which links Windsor, Ontario, with Detroit, Michigan - remains closed to most traffic, though other ports and border crossings are open nearby.

Now partially shut for four days, it is the largest international suspension bridge in the world.

Windsor police are getting support from other police jurisdictions "for the purpose of helping support a peaceful resolution", they tweeted on Thursday evening.

"[If] the protesters don't leave, there will have to be a path forward. If that means physically removing them, that means physically removing them, and we're prepared to do that," Windsor Mayor Drew Dilkens told CNN.

"[While] it may be gratifying for someone to see the forced removal of the demonstrators, such action may inflame the situation and certainly cause more folks to come here and add to the protest, and we don't want to risk additional conflict," he added.

Michigan Governor Gretchen Whitmer has urged authorities to intervene, too, saying: "It's hitting pay checks and production lines. That is unacceptable."

The truckers have also been blockading the border checkpoint at Coutts, Alberta, next to the US state of Montana, for two weeks.

On Thursday, the protests spread to a third crossing at the border with the province of Manitoba and the US state of North Dakota.

Toyota, the world's biggest car manufacturer, has halted production at three factories in Ontario, saying no more vehicles will be produced there this week.

Output has also been halted at a Ford engine factory, while Stellantis, which owns Chrysler, said parts shortages had affected shifts at its Ontario plant.

On the other side of the border, General Motors said it had been forced to cancel two production shifts at a plant in Michigan where it builds sport utility vehicles.

Top White House economic adviser Brian Deese told MSNBC that the Biden team is "working in real time to divert cargo - that's an imperfect solution - either by rail or by other bridges or by water".

Meanwhile, Ottawa authorities said on Thursday that 25 arrests had been made so far and 1,775 tickets issued.

Residents have been advised to avoid non-essential travel and the city centre. A convoy of trucks drove slowly around the Ottawa International Airport for two hours on Thursday in an effort to disrupt flights.

Ottawa police say their emergency call centres are being flooded with fake calls.

"They were coming in from the United States," police chief Peter Sloly said in a news conference.

"Not exclusively, but significantly from United States addresses."

The demonstrations have proved to be a thorny issue for Liberal Prime Minister Justin Trudeau, who has faced calls to submit to some of the protesters' demands - including reversing the federal vaccine mandate on truckers entering Canada.

The Conservative opposition's interim leader Candice Bergen has praised the truckers as "passionate, patriotic and peaceful", urging the government to end federal Covid mandates.

But on Thursday, Ms Bergen changed her tune by calling for the demonstrators to go home. She said her party would take up the truckers' cause in the House of Commons.

The US Department of Homeland Security has said a copycat protest may depart from California to Washington DC in the coming days.

They said the event has the potential to disrupt the Super Bowl, the final of the US National Football League, which is scheduled for Sunday in Los Angeles.

The agency's memo said the protests could continue into mid-March, and also disrupt President Biden's State of the Union address, scheduled for 1 March.

French Freedom Convoys’ Head Towards Paris Police Checkpoints

France will deploy thousands of police in and around Paris on Friday and over the weekend and set up checkpoints at toll stations on major roads leading into the capital to keep “freedom convoy” motorists out, the city’s police force said.

Despite an order not to enter Paris, motorists protesting against Covid-19 restrictions are converging on the French capital from cities across France, inspired by the horn-blaring demonstrations taking place in Canada.

The French “freedom convoy” protests, however, show signs of uniting a disparate group against the president, Emmanuel Macron, two months from April’s presidential election, with remnants of the 2018-2019 anti-government gilets jaunes movement and some far-right politicians rallying behind the motorists.

“We’ve been going around in circles for three years. We saw the Canadians and said to ourselves: ‘It’s awesome, what they’re doing.’ In eight days, boom, something was sparked,” said Jean-Marie Azais, heading to Paris from the south-west.

The motorists’ protest follows waves of demonstrations over France’s vaccine pass rules – which require people to show proof of inoculation against Covid to enter bars, restaurants, cinemas and other public spaces.

Whereas in Canada the protests have united truckers angered by a vaccine mandate for crossing borders, in France it is people angry over Covid restrictions who are taking to their vehicles.

‘We’ll piss you off’: French anti-vaccine protesters rally against Macron


In Toulouse, a convoy of vans, motorhomes and cars departed from a parking lot on Thursday, waved off by a crowd wearing the high-visibility vests that defined the gilets jaunes demonstrations.

The different convoys are expected to arrive outside Paris later on Friday. Their numbers are unclear. In the central city of Le Mans, one meeting point was deserted on Friday.

Canada Protests: Police Arrest Leaders of Trucker Convoy

Police in Ottawa have detained two leaders of the trucker convoy in the Canadian capital as they move to break up the last stronghold of the protests against the nation's Covid rules.

Tamara Lich was arrested on Thursday evening after Chris Barber was held, with both expected to be charged criminally, according to CBC News.



Authorities have already cleared other protests located at border crossings.

It comes days after Canada invoked an emergency law for the first time.

However, officers were not yet moving in force on the remaining demonstrators on Thursday night - although interim Ottawa Police Chief Steve Bell warned earlier that if "they do not peacefully leave, we have plans".

The Emergencies Act invoked by Prime Minister Justin Trudeau on Monday imposes bans on public assembly in some areas, among other measures.

The Ottawa demonstrators - many parked in some 400 heavy trucks and other vehicles on city streets around Parliament - have been warned they face arrest as well as having their trucks seized, their insurance suspended and bank accounts frozen.

Police say they are also working with child-welfare agencies to arrange how to remove the protesters' children from the site before authorities move in.

Ms Lich told the Canadian Press earlier that her personal bank account had already been frozen and she was resigned to going to jail.

Deputy Prime Minister Chrystia Freeland confirmed the government had begun freezing truckers' bank accounts.

"It is happening. I do have the numbers in front of me," she said.

Authorities last weekend cleared the most economically damaging blockade - of a bridge linking Windsor, Ontario, with the US state of Michigan. Trucker protests at other border crossings in Coutts, Alberta, and Emerson, Manitoba, ended this week.

Ottawa police have set up almost 100 police check-points around the main protest site, and a large business and residential district in the city centre.

The move comes ahead of the weekend, when a core group of protesters who remain during the week are typically joined by thousands of other demonstrators on the streets of the capital.

On Thursday, Prime Minister Trudeau defended his government's use of the Emergencies Act in the House of Commons, saying the protests threaten the national economy, public safety and US relations.

Opposition politicians accused Mr Trudeau of inflaming an already tense situation.

The use of the law is an "unprecedented sledgehammer", said Conservative leader Candice Bergen.

The Canadian Civil Liberties Association said on Thursday it would take the government to court over its "extreme measure".

The protests began with a truck convoy heading to Ottawa to oppose a vaccine mandate for truckers crossing the US-Canada border, but eventually became about a broader opposition to pandemic restrictions and Mr Trudeau's government.

Defenders of the "Freedom Convoy" are accusing Mr Trudeau of smearing their peaceful demonstration, while ignoring a violent attack by environmental activists elsewhere in the country on Thursday.

A group of 20 axe-wielding anti-pipeline protesters assailed security guards and police and caused extensive damage to property at a work site in Houston, British Columbia, said the Royal Canadian Mounted Police.

Capital fence going up ahead of Biden’s State of the Union as truckers plan DC protests

President Biden is expected to address both branches of congress on March 1, 2022 in his first state of the union address.






Fencing will be reinstalled around the Capitol’s grounds as part of ramped-up security ahead of President Joe Biden’s State of the Union address, given the potential threat of a truck-convoy protest similar to those in Canada, a new report says.




The fencing is set to be installed next week, ahead of Biden’s March 1 speech — and amid fears of a paralyzing rally forming similar to the anti-vaccine-mandate demonstrations in the north, Fox News reported Sunday.

“The United States Capitol Police and the United States Secret Service have been closely working together to plan for the upcoming State of the Union,” The United States Capitol Police said in a press release.

The Great American Patriot Project, a group of US trucker convoys inspired by the weeks-long demonstrations in Canada, have been forming protests against COVID-19-related restrictions and vaccine mandates in several American cities. The group has encouraged truck drivers to join three convoys to Washington, DC, next month.

The fencing is set to be installed next week around the Capitol ahead of Biden's address.

The fence will reinstalled again as the Capitol Police prepare for a potential "Freedom Convoy"-like truck protest to DC for Biden's speech.

White House Press Secretary Jen Psaki has downplayed the impact of the potential demonstrations during Biden’s address, saying earlier this month that “everybody can peacefully protest.”

A razor-wire-topped barrier had stood around the Capitol for months after the Jan. 6, 2021, riots there. The 7-foot-tall fence was erected Jan. 7, 2021.

It was removed in July, only to be reinstalled in September ahead of a planned rally in support of the rioters. It was then taken down again the next day.

But it will now be reinstalled again as the Capitol Police prepare for a potential “Freedom Convoy”-like truck protest to DC for Biden’s speech. The truckers in Canada have been protesting the country’s COVID-19 mandates for weeks, including by forming a blockade of the busy Ambassador Bridge border crossing between Windsor, Canada, and Detroit, Mich., that resulted in disruption of international trade and clashes with local police. The bridge was finally reopened last week.

“Law enforcement agencies across the National Capital Region are aware of plans for a series of truck convoys arriving in Washington, DC around the time of the State of the Union,” said US Capitol Police said Friday in a statement.

“As with any demonstration, the USCP will facilitate lawful First Amendment activity. The USCP is closely coordinating with local, state and federal law enforcement agencies, including DC’s Metropolitan Police Department, the United States Park Police, the United States Secret Service and other allied agencies to include the DC National Guard.”

According to a memo, all attendees must submit proof of a negative COVID-19 test prior to arriving at the Capitol.

The added fencing and truck-protest monitoring won’t be the only precautionary measures for Biden’s speech.

During his first State of the Union address, all 535 members of Congress will be able to attend — but won’t be allowed to bring guests inside the Capitol and will also be required to wear high-quality masks throughout the event, according to guidance released Thursday by the legislative branch’s physician.

Attendees will also have to submit a negative COVID-19 test within 24 hours of the event, according to a memo from Dr. Brian Monahan.

Canadian police have fenced off the Ottawa city centre after evicting the “Freedom Convoy” led by truck drivers opposed to a vaccine mandate. Seventy-six vehicles had been towed, police said on Sunday, and with the end of the three-week occupation came 191 arrests and the prospect of more. Demonstrators had used hundreds of trucks and vehicles to block the city centre since 28 January.

'The Situation is Not Over': Protest Camps Remain Near Ottawa After Parliament Hill Arrests

Police close in on remaining Ottawa protesters - Protesters gone from downtown Ottawa but camps remain nearby

Police advanced rapidly through the streets of downtown Ottawa on Saturday morning, pushing into the main protest encampment and forcing protesters away from Parliament Hill. CBC News has special coverage of the operation.

Protesters may no longer be set up in downtown Ottawa but some have relocated elsewhere in the region, with private property owners offering up sites for people to regroup.

Trucks, trailers and Canadian flags have been spotted on at least four sites in Ottawa's vicinity in recent days following the removal of protesters from the city's downtown.

The protesters, some of whom called for an end to COVID-19 mandates, first rolled into Ottawa nearly four weeks ago.

After last weekend's arrests, some of those protesters are no longer camped in front of Parliament Hill but have taken up spots on properties within a couple hours drive.

One site is located on a private property near Arnprior, Ont., about 70 kilometres west of Ottawa. An unverified video posted to Youtube late Monday shows tractor-trailers, passenger vehicles and dozens of people supposedly involved in the protests gathered on a rural property. Tents are set up with food, water and fuel supplies.

"We are not going to quit, no matter what anyone says. We are here to the end," said one person featured in the video.

In a statement, the Ontario Provincial Police said it is aware of the situation near Arnprior and that the people who have relocated onto the private property have done so with permission from its owner.

"The OPP continues to monitor the situation as well as maintaining open dialogue with individuals at the location," Sgt. Tylor Copeland wrote in an email to CBC.


Other Protest Sites East and South of Ottawa

Another site is in the south-Ottawa suburb of Greely, where a steady number of vehicles have been seen coming and going through a set of gates adorned with Canadian flags.

People at the site refused to do an official interview with CBC but said they had permission to use the land and had remained in the area to help "in any way" they could. They also said there were local residents sleeping in their cars on the property because they were too afraid to return home.

They also told CBC that last weekend's police action left them feeling discouraged, but not defeated.

It's unclear how many people are staying on the site, but Karin Glaser, who works at ANS Scrap Metal, which is located beside the lot, said it's been quiet so far.





Dozens of people, trucks and other vehicles were also been spotted on a farm in Vankleek Hill, Ont., Tuesday.


"If they stay quiet, if they're not bothering my customers or my staff, causing any violence, they can get on with their day," she said.

When asked how she felt about protesters relocating to other areas of Ottawa she said "if they're not even from here, I don't think they should be here. There's a reason downtown was cleared out. Go home. Be done with it."

Nearly two weeks ago, trucks and other protesters were also staying at a farm in Embrun, Ont., in the Township of Russell, which has since been cleared.

"It's still left a distasteful taste in many residents' mouth, the fact that it was set up in the first place and those at the other extreme who supported them,' said the township's Mayor Pierre Leroux.

Dozens of trucks are also located in Vankleek Hill, Ont., about 100 kilometres east of Ottawa. They were first set up at a truck stop but have since relocated to a nearby farm.

The blockades may be gone but the protesters' anger isn't. Ioanna Roumeliotis explores what drove people to the nation's capital and what some hope comes next.


'Situation is Not Over'


Experts warn these satellite camps could lead to a resurgence in blockades. "Definitely the situation is not over," said Joao Velloso, a law professor at the University of Ottawa whose research focuses on policing and protests.

"The occupation in Ottawa, it was just a tiny and maybe most visible part of the protest," he said, adding other blockades have been organized across the country.

Velloso said at this point, however, there is not enough information to determine exactly what people at these sites are planning.

In a statement sent to CBC Tuesday, the Ottawa Police Service said it couldn't share operational plans or strategies but it was "working to ensure that the unlawful protest is not given a chance to return."

'It's Intimidation:' Judge Faces Threats After Freedom Convoy Hearings

One of the judges who presided over the court hearings of Freedom Convoy organizers is speaking out after receiving threats considered serious enough to require police intervention, according to information obtained by Radio-Canada and CBC.

One of the judges who presided over the court hearings of Freedom Convoy organizers is speaking out after receiving threats considered serious enough to require police intervention, according to information obtained by Radio-Canada and CBC.





The judge in question confirmed that supporters of the convoy from Canada and the United States sent several offensive messages, but the message that prompted police to react threatened their physical safety, the judge said.

It's intimidation. It's trying to influence a court decision, and that's serious.

CBC has agreed to withhold the judge's identity to protect their safety.

"I thought, should I tell my children not to come home for a while?" the judge said.

"I changed my alarm system. I was advised not to take the same route every day," the judge added. "You feel vulnerable in your house, in your own home."

The judge believes most Canadians respect the justice system, but said a vocal minority is seeking to undermine it.

"It's intimidation. It's trying to influence a court decision, and that's serious," the judge said.

Supreme Court of Canada Chief Justice Richard Wagner expressed similar concerns in a recent speech in Montreal.

"The pandemic has forced many people to live online during lockdowns. And it is at times like these that lies and conspiracies spread like wildfire," Wagner said in French on June 9.

"As we have seen around the world, disinformation poses a real threat to democratic institutions."

The demonstrations that took place in Ottawa this winter stemmed in part from this disinformation, Wagner said. He encouraged people to "inform, instruct and educate" their fellow citizens.

Ministry Silent on Further Threats

Ontario's Ministry of the Attorney General would not say if any other judges have received threats from Freedom Convoy supporters.

"It would be inappropriate for the ministry to comment on a potential or ongoing police investigation," wrote ministry spokesperson Brian Gray in an email to Radio-Canada.

He wrote that the ministry "takes court security and the safety of all those in our courthouses ... very seriously," and that local police or Ontario Provincial Police provide security "to ensure the highest level of protection."

The Ontario Court of Justice and the Ontario Superior Court of Justice both declined to comment, saying it would be inappropriate to do so.

CBC News reached out to a number of key figures of the weeks-long demonstration in Ottawa, but requests for comment were either declined or went unanswered.

No charges have been laid in this matter. It's not known whether the investigation is ongoing at this time, and police would not comment.

The federal government is already preparing to deal with a new convoy protest being planned for February, Prime Minister Justin Trudeau's national security adviser says.

Police move in to clear downtown Ottawa of protesters after weeks of demonstrations on Feb. 19.


Jody Thomas told a parliamentary committee Thursday evening that work had already begun and deputy ministers would be holding their first meetings about it this week.

Her comments came a week after James Bauder, the founder of a group called Canada Unity and one of the organizers of last winter's convoy protest, posted on social media calling for a "Freedom Convoy" 2.0 to descend on Ottawa from Feb. 17 to 21. Bauder, who was among those arrested last February, is facing several charges. Among his bail conditions is he is not to return to downtown Ottawa.

Thomas said lessons came out of the protest: for one, the threat posed by some ideologically motivated violent extremists who participated in the protest.

"We underestimate and underestimated — probably no longer — the ideologically motivated extremists," she told the committee. "This problem exists in Canada and it is here to stay. We need to understand what it is and have the tools to do something about it."

Another lesson was about how the government understands open-source domestic intelligence. "You can't just sit on Twitter and understand what is going on," Thomas said. "You need to use tools, artificial intelligence, those kinds of things."

While Twitter is public, there are still rights to privacy so a legal framework is needed, she said. "Understanding the information and the trends that are out there without associating it to individuals who are not persons of interest to law enforcement or intelligence agencies is a big, complex issue and it is something that we are focusing a significant amount of work on but we don't yet have an answer to."

MacDonald said the lessons learned from the convoy protest helped officials handle the Rolling Thunder motorcycle protest last spring and a protest on Canada Day. Thomas said not allowing trucks to stop was another lesson learned.
