The wife of a US intelligence agent accused of killing a teenager whilst driving on the wrong side of the road, was quickly flown out of Britain on a private flight, it has emerged.


Anne Sacoolas, 42, fled the country after 19-year-old Harry Dunn was killed in a head-on collision as she left RAF Croughton in Northamptonshire.

The mother-of-three claimed diplomatic immunity to avoid prosecution, despite not being on the official London diplomatic list.


She instead used diplomatic immunity under the Vienna Convention, which applied through her husband Jonathan Sacoolas, 43.



Such immunity is extended to intelligence officers, families and other Americans staff on military bases including RAF Croughton in Northamptonshire, where the crash took place.

Mrs Sacoolas was allegedly driving her right-hand drive Volvo on the wrong side of the road when the crash happened. Mr Dunn was riding his motorbike and died of his injuries in hospital the following day.


Northamptonshire Police, which is investigating Mrs Sacoolas on suspicion of causing death by dangerous driving, said on Tuesday they had no idea how Mrs Sacoolas left the country.


The Sacoolas family, including their three children, were flown out of Mildenhall, the US airbase in Suffolk, following the incident in late August,




Mrs Sacoolas was allegedly driving her right-hand drive Volvo on the wrong side of the road when the crash happened. Mr Dunn was riding his motorbike and died of his injuries in hospital the following day


It is understood that the family had only been in Britain for three weeks when the crash occurred, and that one of her children was in the car at the time.

Following Mr Dunn's death, the Sacoolas' have stayed under the radar and avoided detection at their home in Virginia, near to the CIA headquarters at Langley.


Mr Dunn's father, Tim Dunn, who described Harry as 'the centrepiece of the family and an amazing lad', said it was only later the family heard the shocking news that she had left the UK, despite allegedly promising the police she was going to stay.

Harry's mother, Charlotte Charles, told This Morning: 'We were shocked. Not only mother to mother, but to one set of parents to another. Why did she think it was kind or humane to get on a plane and flee?

'People can't understand why you would just flee. We want to know why she thought it was the right thing to do.'

The couple insist they only want Mrs Sacoolas to return so she has to face up to what she has done, and do not want to see her behind bars.

Mrs Charles, who works at a GP surgery, said: 'We don't want to take her away from being a mum.

'We were happy to work with the police to have her charge reduce from death by dangerous driving to careless driving so she would get a suspended sentence.

'She's had six weeks now to come forward. I hope she's going to come back of her own accord.'

Previously, she told the BBC she had heard 'absolutely nothing' from Mrs Sacoolas since the crash: 'That's one of the hardest things that we are having to deal with.

'Now we have got a name and face but still nothing - it just seems inhumane. It doesn't feel right.'

It recently emerged that Mrs Sacoolas has a previous driving conviction. In 2006, she was fined £200 in Virginia for 'failure to pay full time and attention'.

'Failure to pay full time and attention' is a charge that usually concerns drivers caught making phone calls while driving. Traffic lane discipline is also commonly linked with the charge.


Mrs Sacoolas' husband, Jonathan, works at RAF Croughton, which US intelligence personnel use.

Their children were enrolled at the £24,500-a-year Winchester House private school in Brackley, where Mr Dunn's father worked at as head of maintenance workers.


Yesterday, Prime Minister Boris Johnson pledged to contact US President Donald Trump if the country does not revoke Sacoolas' diplomatic immunity.

He vowed to make contact with Mr Trump as well as the US ambassador and said he hoped the matter will be 'resolved'.

Mr Johnson says that he will tell Donald Trump that diplomatic immunity should not be used in cases like these... >

Nick Adderley, chief constable of Northamptonshire police, has written to US ambassador Woody Johnson to call for Mrs Sacoolas' immunity to be revoked.

The US Embassy said it would not comment on the identity of the driver who allegedly hit Mr Dunn.

A spokesman said that requests to strip diplomatic immunity garner 'attention at senior levels' but admitted that it is rare to waive immunity.

Why are Americans at RAF Croughton in The UK?

RAF Croughton is an air base that is currently being leased by the US government.

It houses the 422nd Air Base Group, but is also being used by spies working for the Joint Intelligence Operations Center Europe (JIOCEUR).

JIOCEUR is a military intelligence analysis center which is part of the Defense Intelligence Agency.

The agency is an external branch of government which provides intelligence to 'warfighters, defense policymakers and force planners in the Department of Defense and the Intelligence Community'.

It provides intelligence information for the U.S. European and African commands as well as NATO.

The Center is based at RAF Molesworth in Cambridgeshire but, following the 2015 announcement that it was to close in 2023, many of the positions were moved to Croughton.

There are plans to consolidate it with the U.S. Africa Command to make a larger station at Croughton that will be known as the Joint Intelligence Analysis Complex - a major hub for US intelligence gathering.

According to locals in Croughton, the communications center - where Sacoolas' husband is said to work - is a 'site within the site' which has its own separate security.

The US government is reconsidering the relocation after being met with resistance from US lawyers who said it may be too expensive, as the US must follow UK law.

The wife of a US diplomat has been charged with causing the death of 19-year-old Harry Dunn by dangerous driving.

Anne Sacoolas, 42, left the UK shortly after the incident outside RAF Croughton in Northamptonshire on August 27 and subsequently claimed diplomatic immunity.

Pictures show how the family broke down in tears and hugged each other today after they were told that Sacoolas had been charged with the offence.

Sacoolas was twice interviewed by Northamptonshire Police - once on the day after the crash, and on another occasion by officers who travelled to the US.


The CPS has now authorised Northamptonshire Police to charge Anne Sacoolas and have started extradition proceedings.

It also said immunity does not apply to dependants of consular officials based outside of London.

Extradition between the US and the UK is governed by a treaty signed by both countries in 2003, and requests prepared by the CPS are sent by the Home Office to the requested state.

Harry's parents Tim Dunn and Charlotte Charles want Mrs Sacoolas to return to the UK to "face justice", and they have been exploring civil actions against her both in Britain and the US.

Family spokesman Radd Seiger has confirmed the CPS had invited Harry's parents to its London headquarters on Friday afternoon to be informed of the charging decision.

Speaking beforehand, Foreign Secretary Dominic Raab said: "I appeal to Anne Sacoolas herself to do the right thing.

"If there is a charging decision from the Crown Prosecution Service, I urge her to come back to the United Kingdom and co-operate with the criminal justice process."

Chief Crown Prosecutor Janine Smith, said: “Following the death of Harry Dunn in Northamptonshire, the Crown Prosecution Service has today authorised Northamptonshire Police to charge Anne Sacoolas with causing death by dangerous driving.


“The Director of Public Prosecutions has met with Harry Dunn’s family to explain the basis of the decision we have made following a thorough review of the evidence available.

Since the investigation into the teenager's death was launched, the family have taken their fight to the US

meeting with Mr Trump also sparked controversy after it later emerged that Sacoolas was sat in the room next door ready to meet with Harry's parents - an offer the teenager's family refused.

The decision to charge the suspect came just days after Mrs Charles was left "utterly devastated" by footage which showed Sacoolas reversing out of her driveway at her home in the state of Virginia.

The US has turned down an extradition request for a woman who is to be charged with causing the death of teenage motorcyclist Harry Dunn.

Mr Dunn, 19, died after a crash in Northamptonshire in August which led to the suspect Anne Sacoolas, the wife of a US intelligence officer, leaving for the US under diplomatic immunity.

Family spokesman Radd Seiger said they had taken the news "in our stride".

The Home Office said the decision appeared "to be a denial of justice".

Extradition proceedings were launched earlier this month.

Speaking to BBC Radio 4's Today programme, Mr Seiger said the latest move had been "factored it into our planning and strategy".

"The reality is that Trump''s administration, which we say is behaving lawlessly and taking a wrecking ball to one of the greatest alliances in the world.

They won't be around forever, whereas that extradition request will be" he added.

"We will simply plot and plan for a reasonable administration to come in one day and to reverse this decision."



'Highly Inappropriate'


The US Secretary of State Mike Pompeo turned down the extradition request in an email to the UK Government on Thursday evening.

Washington said granting the request would "render the invocation of diplomatic immunity a practical nullity".

The family's constituency MP Andrea Leadsom is due to meet the US ambassador Woody Johnson in London later to discuss the case.

Prime Minister Boris Johnson previously said the chance of Ms Sacoolas, who is to be charged with causing the death by dangerous driving, ever returning to the UK was very low.

Mr Seiger said "no reason" was given by Mr Pompeo in rejecting the extradition request.

"It's one of the darkest days in the history of this special relationship," he said.

"Boris Johnson wanted to be prime minister, he is now being tested severely.

"I expect him today to rise to that challenge and come and meet with me and the family and tell us what he's going to do about it."

Mr Dunn died after his motorbike was in
collision with a car owned by Mrs Sacoolas.

The crash happened outside RAF Croughton where Mrs Sacoolas' husband Jonathan worked as an intelligence officer.

The 42-year-old left the UK and returned to her native US, claiming diplomatic immunity.

In a statement released on behalf of the suspect after she was charged in December, Mrs Sacoolas's lawyers said: "Anne will not return voluntarily to the United Kingdom to face a potential jail sentence for what was a terrible but unintentional accident."

The Home Office said it was "disappointed in this decision which appears to be a denial of justice".

"We are urgently considering our options," a spokeswoman added.

A statement from the US State Department said: "At the time the accident occurred, and for the duration of her stay in the UK, the US citizen driver in this case had immunity from criminal jurisdiction.

"If the United States were to grant the UK's extradition request, it would render the invocation of diplomatic immunity a practical nullity and would set an extraordinarily troubling precedent."

The American woman accused of killing Harry Dunn was a spy for the CIA, reports said last night.

Mother-of-three Anne Sacoolas, who fled Britain after crashing into the teenager’s motorbike outside an air base last August, is understood to have served as a senior CIA agent.

British ministers and officials are aware of Mrs Sacoolas’s career as a spy, but she was not declared as an agent when she came to the UK alongside her intelligence officer husband Jonathan.


Last night, Harry’s mother Charlotte Charles said ‘things are now beginning to fall into place’ as to why the US government was blocking her extradition to face justice.

Mrs Sacoolas’s right-hand drive Volvo is alleged to have been on the wrong side of the road when it collided with Mr Dunn causing fatal injuries last summer.

She is k
nown as a heavy wine drinker. both on the base & in the local community, many are too nervous to talk to CPS UK...


It is still unclear how the Sacoolas family were able to flee in the days after the crash, but the US government claim it notified the Foreign Office that they were leaving > Denied by the UK.

Mrs Sacoolas has been charged over the fatal accident outside RAF Croughton and has apologised for 19-year-old Harry’s death, but is refusing to return to Britain to face trial.

‘You never really leave the CIA.’

One government source even claimed Mrs Sacoolas had been ‘more senior than her husband’ in the US intelligence community.

Lawyers representing the family of 19-year-old motorcyclist Harry Dunn are poised to receive a series of crucial documents which they believe will help their legal case to expose a “scandalous cover-up” by the Foreign Office.

The development comes after documents showed that a senior Foreign Office diplomat had sent a text message to a US Embassy counterpart saying they should “feel able” to put suspect Anne Sacoolas on the next flight back to the States.

Dunn died in August last year when his motorcycle collided with a car driven by Sacoolas, the wife of a US intelligence officer stationed at a US base at RAF Croughton, Northamptonshire.

Sacoolas immediately admitted to the police she had caused the accident by driving on the wrong side of the road.

However, she was then controversially allowed to leave the country a fortnight later, claiming diplomatic immunity.

On Thursday, Dunn’s family learned that the US authorities had rejected their appeal to Donald Trump to reconsider his refusal to send her back to the UK. The family is now seeking a judicial review into the handling of the case.


Yesterday, the family’s spokesman, Radd Seiger, said that a court order instructing the Foreign Office to supply documents had been breached, a claim denied by the department.

Initial disclosure documents have already revealed that an internal briefing note sent three days after the fatal crash – copied to the private secretary of Dominic Raab, the foreign secretary – revealed concern for some “very unpalatable headlines”.

Further UK government documents will reportedly be disclosed to the family’s lawyers this week.

Seiger told the Press Association: “Frankly, Raab’s conduct in the judicial review has been nothing short of disgraceful.”

The Foreign Office said: “We are responding to legal action in the judicial review in the normal way and have responded to all the court requirements in full.”

An Interpol notice has been circulated worldwide making Anne Sacoolas in effect a fugitive from justice if she sets foot outside her native United States.




Sacoolas was charged in the UK with causing the death by dangerous driving of a 19-year-old motorcyclist, Harry Dunn, last August.


The US refused to accept an extradition warrant, saying she enjoyed diplomatic immunity at the time of the crash. Her husband worked at a CIA spying base, RAF Croughton in Northampton.



She and her family left the country with the knowledge of the Foreign Office a fortnight later.

The Foreign Office agreed she had diplomatic immunity, a point disputed by lawyers working for Dunn’s family.

Boris Johnson and the foreign secretary, Dominic Raab, have both asked for Sacoolas to be extradited, but the political pressure has led nowhere.



Donald Trump instead suggested MONEY as compensation and tried to engineer a meeting in the White House between Sacoolas and Dunn’s parents.


Radd Seiger, a lawyer for the Dunn family, said Northamptonshire police had confirmed that the Interpol notice had been issued, adding that this meant in the Foreign Office’s view she did not have diplomatic immunity at the time of her initial arrest.

“Red notices would not be served on valid diplomats,” he said. “It means she would be arrested if she sought to leave the United States.”

He continued: “It is time for her to come back to the UK and on behalf of the family I urge the authorities both in London and Washington to make that happen. It is time to do the right thing.” He said she would receive a fair trial in the UK.

Seiger said: “It is a monumental scandal. The UK government know it and that is why Harry’s parents were treated like lepers.

Seiger is specifically angry that the Foreign Office, within days of the accident, agreed with US lawyers that Sacoolas had diplomatic immunity, when this claim was at best arguable in court.

A red notice has been described as an international wanted person’s notice but is not in itself an arrest warrant.

Interpol issued nearly 14,000 red notices last year. It cannot compel the law enforcement authorities in any country to arrest someone who is the subject of a red notice.

Each member country decides what legal value it gives to a red notice and the authority of their law enforcement officers to make arrests.

The family of Harry Dunn, the 19-year-old killed on 27 August last year after being hit by a car driven by the wife of a US intelligence officer, intends to bring a private criminal prosecution against the foreign secretary, Dominic Raab, the Guardian has learned.

They claim that Raab did not have the authority to allow Anne Sacoolas to return to the United States after the incident, while there was an ongoing police investigation and while the issue of her diplomatic immunity had not been resolved. They also allege that Raab misled parliament in statements he made about Sacoolas’s return to the US.

A private prosecution, brought by individuals rather than the Crown Prosecution Service or another public body, is highly unusual. The family argue that the actions of the Foreign and Commonwealth Office (FCO) amount to misconduct in public office, and perverting the course of justice.

Sacoolas, who was subsequently charged with causing death by dangerous driving, returned to the US on 15 September. Earlier this month an Interpol red notice was issued for her, meaning she is “wanted internationally”.

Sacoolas had moved to Britain with her family a month before Dunn was killed. Her husband, Jonathan, was working at RAF Croughton, the highly sensitive US intelligence base in Northampton. Sacoolas drove out of the base on the wrong side of the road when she hit Dunn’s motorbike – something she has never disputed. Dunn died later that night.

Dunn’s parents have already applied for a judicial review of the decision to grant Sacoolas diplomatic immunity from prosecution.

A deal was struck between the US and British governments in 1995 that immunity would be waived for any RAF Croughton staff charged with a criminal offence.

However, an oversight led to no mention being made of dependants. The US government has argued that under the Vienna Convention, Sacoolas still qualifies for diplomatic immunity, and in its public statements the British government has accepted this.

On 18 June, the High Court in London will determine whether or not to order the FCO to disclose the rest of the documents relating to Sacoolas’s departure, and then set a date for the judicial review.


Raab claims the FCO did not know Sacoolas had left the country until it was informed by the US embassy a day later, on 16 September. In a statement to parliament on 21 October 2019, he said: “On 13 September, the FCO was informed by the US Embassy that they would not waive immunity, and that the individual would be leaving the country imminently, unless the UK had strong objections. We duly and immediately objected in clear and strong terms and have done since.”

Following disclosure of FCO documents connected to the judicial review, the family discovered a text from senior diplomat Neil Holland, then serving as the FCO’s director of protocol, to his US embassy counterpart, stating: “I think that now the decision has been taken not to waive [immunity], there’s not much mileage in us asking you to keep the family here. It’s obviously not us approving of their departure but I think you should feel able to put them on the next flight out …” The text was dated 14 September, a day before Sacoolas left. Dunn’s parents argue that this text directly contradicts the account Raab gave to parliament, of “clear and strong” FCO opposition to her immunity and departure.


Charlotte Charles, the mother of Harry Dunn, told the Guardian the family were distraught when they read this.

“How could Dominic Raab have told parliament that he and the Foreign Office objected in clear and strong terms, when the FCO told the Embassy it was fine and dandy to put them on the next plane? He misled parliament and he lied to us.

He must resign or be sacked by Boris Johnson. He is lying over what he knew about the death of our boy to cover his back, and that is too upsetting to put into words.


“We have worked so hard to avoid any dispute and gave him every chance to do the right thing. Dominic Raab must face the consequences himself through the criminal courts. We didn’t want any of this – it’s our last resort. But unlawful actions followed by a cover up must have consequences.”

Dunn’s parents believe Raab also misled them about how and when he became involved in the case. They say he told them in private meetings that he had asked the US embassy to waive Sacoolas’s immunity on 5 September. But last week, in response to questions from ITV News, the Foreign Office stated that Raab had not known about Dunn’s death until after 12 September.

Tim Dunn, Harry’s father, told the Guardian: “I’ve never trusted Dominic Raab from the moment I first met him, on 9 October. He told us in that meeting that he had asked for immunity to be waived on 5 September. Now the FCO is telling the nation that he didn’t know about Harry then! Both versions can’t be true.”

In a wide-ranging interview with the Guardian’s Weekend magazine to be published on Saturday, the family said they had lost faith in the government. Niall Dunn, Harry’s twin brother, wrote to Johnson last month, saying: “Please get involved in our case. Anyone can see that the Foreign Office has made a mess of this.” He has yet to receive a response.

Radd Seiger, adviser and spokesperson for the family, said:

“The UK government unilaterally allowed Anne Sacoolas to leave the country when they had no power or authority to do so. Not only did they let her go, they kept the very organisation whose job it was to establish whether her claim to diplomatic immunity was valid, Northamptonshire police, in the dark for 14 days about the ambiguity surrounding the claim. They didn’t let them know she had gone until the day after she left.

“Harry Dunn’s parents are now clear that these actions constitute misconduct in public office. The FCO told Northants olice on 2 September that Anne Sacoolas had diplomatic immunity, presenting that as a fact, effectively bringing the investigation to a halt. That would appear to be interfering in a lawful investigation by a police force, or perverting the course of justice.

These crimes, if proven, are amongst the most serious on our country’s statute books.”

An FCO spokesperson said: “We have the deepest sympathy for Harry’s family. No family should have to experience what they have gone through. The case remains of the highest priority for the foreign secretary, who continues to raise it with the US government, including earlier this month.

“Both the foreign secretary and the prime minister have been clear with the US that the refusal to extradite Anne Sacoolas amounts to a denial of justice, and that she should return to the UK. President Trump refused.


The foreign secretary remains ready to meet Harry’s family and to support them to get the justice they deserve.” The FCO says it is confident that it has acted properly and lawfully in relation to the death of Harry Dunn.

The family of a 19-year-old motorcyclist killed in a crash involving the wife of a US diplomat have announced they are planning to sue the Trump administration for lawless misconduct and a cover-up.

Harry Dunn’s family are also going ahead with previously announced plans to sue Anne Sacoolas for damages in a civil action.

Lawyers for Sacoolas have admitted she was driving on the wrong side of the road before her car hit Dunn’s motorcycle on 27 August.

She then left the UK against the wishes of the Foreign Office, claiming diplomatic immunity under a relatively obscure agreement covering RAF Croughton, where her husband worked, and the British government.

The Dunn family’s lawyer, Radd Seiger, who left for the US on Sunday, made the announcement about the fresh legal action after instructing lawyers in the US.

“We are bringing claims against both Mrs Sacoolas in the US for civil damages as well as the Trump administration for their lawless misconduct and attempt to cover that up,” he said in a statement.

“No one is above the law and the family are determined to ensure that this never happens to another family again. It will be Harry’s memorial. His legacy.”

Seiger claimed the US government had tried to “twist and contort the laws on diplomatic immunity”.

He added: “The Trump administration is not only hellbent on breaking international laws, rules and conventions on diplomatic immunity, but they have no care or concern for the welfare of Harry’s family or any real intent on finding a solution.”

The Dunn family have so far raised nearly £75,000 through a GoFundMe page, but the potential legal costs facing the family are mounting.

The lawyers are also planning to take action against Northamptonshire police and have launched a claim for judicial review over the Foreign Office decision-making process.

Lawyers acting on behalf of Harry Dunn’s alleged killer Anne Sacoolas have said she drove on the “wrong side of the road for 20 seconds” before the fatal crash.

Legal representatives for the 43-year-old issued a public statement on Thursday detailing her side of the story, in which they claim she was “otherwise driving cautiously and below the speed limit”.

Her lawyers said that the American had only been living in the UK for three weeks and “instinctively” began driving on the right hand side. They said she could not see the teenager due to “the crest of a small hill”.

Reacting to the suspect’s statement and speaking on behalf of the 19-year-old’s family, their spokesman Radd Seiger told the PA news agency: “The parents have noted the statement issued this evening on behalf of Sacoolas. Their position is that these issues should not be aired in any form other than a court of law. Once again, they invite her to do the right thing and return to the UK to answer to the charges laid against her.”

The motorcyclist was killed in the crash outside RAF Croughton in Northamptonshire in August last year – a US military base where the suspect’s husband worked as an intelligence official.

The US authorities asserted that Sacoolas had diplomatic immunity and, according to her lawyers, “determined that it would be difficult for her and her family to remain in the small Croughton community”.

Dunn’s alleged killer returned to the US on a commercial flight after the US embassy “informed the Foreign Office of this decision and instructed Anne to return home”.

Sacoolas was charged with causing death by dangerous driving in December but an extradition request submitted by the Home Office was refused in January. The US State Department have since said the decision to reject the request was “final”.

In a public statement, Sacoolas’s lawyers said: “Anne did everything she could to assist Harry. After the accident, she ran from her car and tried to help him.

“Anne then saw another motorist approach and flagged her down for more support.

“The other motorist immediately called for the emergency services and Anne made calls to alert the police from the nearby air force base.

“The base police arrived quickly and assisted Harry.

“Tragically, it took over 40 minutes for the ambulance to arrive and nearly two hours passed before Harry was admitted to the hospital.

“Anne did not leave the scene until she was instructed to do so by the UK authorities.”

Sacoolas’s legal representatives also made an on-the-record statement regarding her position on the prospect of a virtual trial.

They said: “We have been and remain willing to discuss a resolution, including the possibility of virtual proceedings, with the UK authorities.

“Anne has never tried to avoid being held accountable for the tragic accident and she would like nothing more than to find a path forward and to provide the family some measure of peace.”

On Wednesday, Dunn’s family filed a federal lawsuit in the United States against Sacoolas.

The lawsuit, filed in federal court in Virginia, claims wrongful death and seeks financial damages.

It alleges that she did not call an ambulance and left him injured in the road.

The foreign secretary, Dominic Raab, has announced the closing of secret legal loophole that allowed Harry Dunn’s alleged killer Anne Sacoolas to claim diplomatic immunity.

A lawyer for Dunn’s family welcomed the move as a “huge step” in securing the extradition to the UK of Sacoolas to stand trial.

Sacoolas, the wife of a CIA agent who was working at the US intelligence base RAF Croughton in Northamptonshire, was allowed to return to the US days after allegedly driving her car on the wrong side of the road on 27 August and crashing into Dunn on his motorcycle.

In a written statement to parliament, Raab said he and US and UK officials had agreed new arrangements to prevent family members of staff stationed at the base from claiming immunity from prosecution in future.

His statement said: “We have secured the agreement of the US so that the Croughton arrangements could not in future be used in the same away as in the tragic case of Harry Dunn. These changes took effect by way of an exchange of notes on 20 July.”

The mum of motorcycle crash victim Harry Dunn has spoken of her hurt and upset at foul Foreign Office emails slagging off her family.


And shadow Foreign Secretary Lisa Nandy is demanding a full investigation into how the contents were leaked.

She is also trying to force Foreign Secretary Dominic Raab to face MPs tomorrow to explain himself.

The family made a subject access request for emails relating to the case which they say they had no intention of making public.

Mother Charlotte said: “Personal data is a very private thing.

“They were leaking to the press behind our backs to manage the story and take the sting out of the tail.

“That was an absolute punch in the guts for us and I have been tearful and upset ever since. I’ve not been able to sleep at all.”

One email says Charlotte’s behaviour was “excessive”.

Ms Nandy said: “Leaking confidential emails that describe a grieving mother’s reaction as “excessive” is absolutely unforgivable.

“For the Government to treat this family with such contempt is beyond belief.”

The emails were leaked after Mr Raab personally apologised to the family last week.

Harry, 19, died when his motorbike was hit by a car near RAF Croughton, Northamptonshire, in 2019.

The family are campaigning to have her extradited to the UK to face charges here.

The family’s spokesman, Radd Seiger, said Foreign Office officials had been engaged “in baseless keyboard warfare”.

In the documents FCDO staffers described Mr Seiger as “evil”, “aggressive” and “erratic”, despite admitting he had played a “media blinder”.

Another email said the family were so convinced “of everyone’s bad faith that it never crosses their mind that anything we are telling them might be true”.

Mr Seiger said: “I am more than happy to bear the brunt of any criticism, but to attack a bereaved, grieving mother who has never put a foot wrong in the campaign is scandalous.”

Mrs Dunn added: “Any attack on him is a direct attack on us. We just want justice for Harry. Nothing more, nothing less.

“There is something rotten in the FCDO that is preventing them from doing the right thing for us.”

The family has also received an apology from the FCDO’s top official Sir Philip Barton.

He wrote: “The digest contains some unprofessional and unacceptable language that you may find upsetting.

“I want to offer my sincerest apologies for the hurt that this may cause.”

An FCDO spokesperson added: “The views expressed by a small number officials were deeply inappropriate.”

Harry Dunn’s alleged killer was “employed by an intelligence agency in the US” at the time of the fatal road crash, which was “especially a factor” in her departure from the UK, a court has heard.

The Alexandria district court in Virginia was told Anne Sacoolas and her husband Jonathan Sacoolas worked for the US Department of State and they “fled” the country due to “issues of security”.

The revelations came out during Sacoolas’s application to dismiss a civil claim for damages against her made by the Dunn family on Wednesday.

The suspect’s barrister, John McGavin, told the court he could not “completely candidly” explain why the Sacoolas family left the UK, adding: “I know the answer, but I cannot disclose it.”

The Dunn family’s spokesman, Radd Seiger, said UK authorities must “urgently investigate whether she had diplomatic immunity” at the time of the incident.

Dunn, 19, was killed after a car crashed into his motorbike outside US military base RAF Croughton in Northamptonshire in August 2019.

Sacoolas, 43, had diplomatic immunity asserted on her behalf by the US government and she was able to return home around three weeks later.

She was charged with causing the teenager’s death by dangerous driving, but a Home Office extradition request was rejected by the US Department of State in January last year.

Both the Donald Trump administration and new president Joe Biden’s administration have described that decision as “final”.

On Wednesday, the court heard that one of the reasons Sacoolas had not returned to the UK was that she feared she would not get a fair trial due to “media attention”.

McGavin said the suspect was “currently apologetic” and has “accepted responsibility for the accident”.

The Dunn family’s barrister in the US, Agniezska Fryzsman, told the court the British government had written to the court to “endorse” their claim.

The admission from Sacoolas’s own barrister about her employment at the time of the crash has raised questions over her diplomatic immunity.

Under the agreements at RAF Croughton dating back to 1995, anyone working at the base from the US as part of the “administrative and technical staff” would have their immunity pre-waived, meaning they would not be immune to criminal jurisdiction.

In a short statement issued after the hearing, Seiger said: “Given the admission in open court by Mrs Sacoolas’s counsel that she was employed by US intelligence services at the time of the crash, the UK authorities must now urgently reinvestigate whether she had diplomatic immunity.

“They have to investigate given that employees had their immunity pre-waived under the 1995 RAF Croughton legal agreement.”

The case was adjourned until a further hearing at the same court on 17 February.

The parents of teenage motorcyclist Harry Dunn and their son's alleged killer have reached a "resolution" in a civil claim for damages filed in the US.




American suspect Anne Sacoolas, who is charged with causing 19-year-old Harry's death by dangerous driving, was due to give evidence under oath last month as part of the damages claim until a last minute postponement.

The Dunn family's spokesman Radd Seiger said an agreement had been "reached successfully between the parties and they can put this part of the campaign behind them".

Sacoolas, 44, was able to leave the UK following the fatal road crash outside RAF Croughton in Northamptonshire on August 27, 2019, after diplomatic immunity was asserted on her behalf by the US Government.

The details of the agreement have not been disclosed, but Mr Seiger said a resolution in the civil claim means Harry's parents, Charlotte Charles and Tim Dunn, will now turn their focus to the pending criminal case.

Mr Seiger said: "It has come as some considerable relief to them that a resolution to the civil claim has been now been reached successfully between the parties and they can put this part of the campaign behind them.

"It is never easy mounting a legal battle for justice abroad, let alone in the USA, but the family's courage and determination to see this through has been incredible.


"They have been supported throughout the claim by [former] (Foreign Secretary) Dominic Raab and his excellent officials at the FCDO and we are very grateful to them for all their help.

"We have been made aware that the US Government made no secret of their displeasure at the British Government's backing of Harry's family in bringing the claim."

The damages claim, brought against Sacoolas and her husband Jonathan, unearthed a great deal of previously unheard material, such as the State Department roles held by the couple at the time of the crash.

Alexandria District Court in the US state of Virginia heard the pair's work in intelligence was a "factor" in their departure from the UK, as they left for "security reasons".

Mr Seiger added: "The family feel they can now turn their attention to the criminal case and the long-awaited inquest into Harry's death which will follow the criminal case.

"There will also need to be a parliamentary inquiry into this scandal in due course.

"Harry's family will never be able to move on from his loss, but they are more determined than ever to continue to move forward.

"This is a pivotal point in the campaign, a real milestone. But there is much work left to be done before justice for Harry can be said to be done."

Lawyers acting on behalf of Sacoolas have been approached for comment.

The US citizen Anne Sacoolas is due to face criminal proceedings in the UK, charged with causing the death by dangerous driving of the 19-year-old motorcyclist Harry Dunn.



The 44-year-old is accused of killing the teenager in a road crash outside the US military base RAF Croughton in Northamptonshire on 27 August 2019.

The case would be heard at Westminster magistrates court on 18 January, the Crown Prosecution Service said. It is understood that she will appear via video link, although a spokesperson for the law firm representing Sacoolas said: “While we have always been willing to discuss a virtual hearing, there is no agreement at this time.”

Sacoolas and her family were taken out of the UK by US authorities as Northamptonshire police investigated Dunn’s death, with US officials claiming she had diplomatic immunity.

The Crown Prosecution Service then sought an extradition warrant to bring her back to the UK to stand trial, but the US state department adamantly refused to grant her extradition, insisting that her status as the wife of a serving US diplomat meant she was not required to stand trial. The US confirmed she had been an intelligence officer.

She was living at RAF Croughton at a base that was in effect run by the Americans. Her husband was an intelligence official, and the family had been in the UK for only a few weeks when the accident happened.

The US refusal to allow her to come back to the UK had caused tensions between the two countries. It seemed that campaigners acting for the parents of Dunn were close to defeat after exhausting various avenues including a judicial review of the Foreign Office’s handling of the case, and a resolution in September of a civil damages claim in the US that ended with no published outcome. After the civil case was settled, the family stressed the criminal case was not being abandoned.

At one point, Radd Seiger, the chief campaigner for the Dunn family, was told he had a 1% chance of success.

Sacoolas had diplomatic immunity asserted on her behalf by the US government following the collision, and was able to leave the UK 19 days after the incident. The Foreign Office appeared to accept it could not prevent her departure.

The CPS reached the decision to charge Sacoolas with causing Dunn’s death by dangerous driving in December 2019. Dunn’s mother, Charlotte Charles, said her family were feeling “very emotional” after hearing the news.

She said: “My family and I are feeling very emotional and overwhelmed, having just learned the news that Mrs Sacoolas is now to face our justice system. It is all that we asked for following Harry’s death.”

Liz Truss, the foreign secretary, welcomed the announcement on Twitter, adding: “We continue to support the family to get justice for Harry Dunn.”

A CPS spokesperson said: “While the challenges and complexity of this case are well known, we remain committed to securing justice in this matter. The case will be heard at Westminster magistrates court on 18 January.

“Anne Sacoolas has a right to a fair trial. It is extremely important there should be no reporting, commentary or sharing of information online which could in any way prejudice any proceedings.”

The Dunn family have always said they wanted her to face justice in the UK, and it is not clear what would happen if she was found guilty or whether she would serve a sentence or pay any fine in the US.


At one point the US president, Donald Trump, tried to stage a reconciliation between the Dunn family and Sacoolas in the White House, but, given no warning of Trump’s plan, the family refused to meet her, saying instead they wanted to see her only in court.

The Sacoolas family have made various offers of compensation and statements of regret, but they have not satisfied the Dunn family.

Anne Sacoolas had diplomatic immunity asserted on her behalf by the US administration and left the UK.


The case against her will be heard at Westminster Magistrates' Court.

The Crown Prosecution Service (CPS) made the decision to charge Mrs Sacoolas with the offence in December 2019.

This is the first time the case will have been heard at a British court, following a diplomatic row between the two governments.

It has not been confirmed whether Ms Sacoolas would be required to attend the hearing.

A hearing was originally scheduled for January this year, but it was vacated by the CPS to "enable ongoing discussions".


The Dunn family said they would not be commenting on the case until the conclusion of criminal proceedings.

Moments after facing a charge of causing Harry Dunn’s death by dangerous driving, American Anne Sacoolas appears to be seen laughing and joking with her US lawyer.

The teenager’s alleged killer was all smiles as she left from a secluded entrance at her high-powered Washington DC attorney’s office after appearing in a UK court for the first time.

But despite attempts to prevent being located, Sacoolas lost all trace of happiness when the Mirror approached the former US spook for comment.

Asked if she had a message for Harry’s family, if she would return to the UK to face trial or wanted to comment on her case, she refused.

Instead, her lawyer, Amy Jeffress, simply said: “We have no comment to make.”

Sacoolas, who was visibly annoyed at being found, had arrived at the Arnold & Porter law offices 50 minutes before her scheduled appearance at Westminister Magistrates Court.

She was driven there by Jeffress in the lawyer’s dark blue Volkswagen Golf GTI.

Sacoolas appeared to show no signs of concern as she chatted to the attorney ahead of her appearance before Paul Goldspring.

After the hearing before the magistrate ended, she then ventured back to the car at 9.50am local time.

As she walked to the vehicle, she was laughing and joking with Jeffress until we approached.



It came despite her being ordered to appear in a UK court in person as his family saw their first glimmer of justice.

Sacoolas yesterday faced her charge - ending Harry's family's three-year wait for criminal proceedings to begin.

The 45-year-old appeared via video link as the 19-year-old's extended family watched on from the public gallery.

She is accused of causing the teenage motorcyclist's death following a collision outside a US military base at RAF Croughton in Northamptonshire when she was driving her Volvo 4x4 on August 27, 2019.

Sacoolas was charged after a bid by the UK's CPS to extradite her was turned down by the US State Department.

In court yesterday Sacoolas, who gave no address except that of the US branch of her lawyers, offered no plea to the charge.

But she indicated through her lawyer that if the allegation was changed to the lesser charge of causing death by careless driving she would enter a plea.

Prosecutor Duncan Atkinson KC told the court: "A joint application was made in advance for her to appear by live link and we are grateful for that.

Sacoolas was granted unconditional bail ahead of a hearing in October

"She is charged with death by dangerous driving, which is an indictable-only offence, and the prosecution invite her case to be sent to the crown court."

Chief Magistrate Goldspring gave Sacoolas unconditional bail ahead of a pre-trial hearing at the Old Bailey on October 28, but said she "must attend".

He suggested she might have to appear in court in person or appeal to be allowed to carry on viewing via video link.

Mr Goldspring added: "At the moment, she is appearing by video link but that might not be the appropriate way in future.

"I will make the direction that she is to attend and she can apply to the Recorder of London to appear by video."

Sacoolas had diplomatic immunity asserted on her behalf by the US government following the collision and was able to leave the UK 19 days after the incident.

Harry's parents Charlotte Charles and Tim Dunn, yesterday wore lime green ties, black shirts, lapel pins, scarves and wristbands in a silent tribute to Harry.

It was the same colour as the motorbike Harry was riding when he died.

At 2.12pm yesterday the image of Sacoolas was beamed onto the video link - the culmination of an agonising three-year campaign by Harry’s family.

Her legal representative, Amy Jeffress, sat at her side at a wooden desk in front of dark blue screen.

Sacoolas spoke only to confirm her name and date of birth, stating: “Hi, my name is Anne Elizabeth Sacoolas.”

At 2.20pm - just eight minutes after it began - the hearing ended and Sacoolas’ face vanished from the screen.




Outside Court One, Harry's tearful family hugged and wiped away tears.


Holding hands as they left the court building, their representative made a brief statement, saying: "I want to say on their behalf a massive thank you to the millions of people around the world who have supported this heroic family through this campaign."

The CPS charged Sacoolas in 2019 and a diplomatic row erupted when the Home Office launched proceedings to bring her back to the UK.

But the US State Department has the power to refuse extradition if they believe she still has diplomatic immunity and if the alleged offence is not a crime in both countries.

Harry's family have tirelessly fought for her to face justice, even meeting US Donald Trump.

Harry Dunn's mother, Charlotte Charles, said the 19-year-old was "larger than life" with a "great" sense of humour.

On 27 August 2019, he died in a crash near RAF Croughton, Northamptonshire, after US national Anne Sacoolas's car struck his motorbike moments after she left the base.......



It was said the car was driving on the right side of the road when it should have been on the left under the UK's Highway Code.

Sacoolas had diplomatic immunity asserted on her behalf by the US administration following the crash, because her husband Jonathan worked for a US intelligence agency at the base. They then both left the UK.

As a relative of a member of US staff at the air base, Sacoolas was able to claim diplomatic immunity, which the then UK Foreign Secretary Dominic Raab said was an "anomaly".

It later transpired in a US civil court hearing that Sacoolas was "employed by an intelligence agency in the US" at the time of the crash.


Why did it cause a diplomatic row?





Harry Dunn's family met the then President Donald Trump at the White House in October 2019 He didnt help them and changed her diplomatic status to try to prevent prosecution


Following Harry's death, his parents, Mrs Charles and Tim Dunn, aided by spokesman Radd Seiger, began a campaign to have the case brought to court.

The family hoped the US would either waive Sacoolas's immunity or she would voluntarily return to the UK.

It led them to the White House and a meeting with the then President Donald Trump in October 2019.

During the meeting, he revealed Sacoolas was in the next room, but the family felt "ambushed" and did not meet her.

In December 2019, the UK's Crown Prosecution Service (CPS) authorised Northamptonshire Police to charge Sacoolas with causing Mr Dunn's death.

But an extradition request for her to be brought to the UK was rejected by the US government.


When Joe Biden became president in January 2021, there was hope from the family the position would change, but the new administration said the refusal was "final".


What did the UK government say?



In 2020 Boris Johnson said President Biden was "extremely sympathetic"

Boris Johnson, when he was prime minister, raised the case with President Biden, most recently at last year's G7 summit in Cornwall.

Mr Johnson said he had "massive sympathy with Harry Dunn's family and all his friends".

"We will continue to do whatever we can to get justice for Harry Dunn," he said at the time.


Liz Truss raised the case with the US Secretary of State when she was foreign secretary during the United Nations General Assembly in 2021.

She tweeted: "We continue to support the family to get justice for Harry Dunn."

In December 2019, Tim Dunn and the family's legal team met the then Home Secretary Priti Patel to discuss any extradition process.

The UK and the US also agreed to amend the "anomaly" in a "secret agreement" that allowed Sacoolas to claim diplomatic immunity.




How did Anne Sacoolas end up in court?

In the absence of extradition, the family launched a civil claim for damages against Sacoolas and her husband in the US.

A court hearing in Virginia in February 2021 was told Sacoolas was "employed by an intelligence agency in the US" when the crash happened.

Her barrister said she fled the UK for "security issues" and feared she would "not get a fair trial" if she returned.

But a resolution in the case was reached before Sacoolas or her husband were called to give evidence, the details of which have not been disclosed.

In December, the CPS said Sacoolas would appear at magistrates court in the UK this year to face unspecified charges.

But a month later it said the court date had been postponed to allow "ongoing" discussions with the legal team of the US national.

Then a change in the law in June meant Sacoolas was able to appear in court via videolink from the US, which she did on 29 September at Westminster Magistrates' Court.

She has appeared, again by videolink, at the Old Bailey, where she pleaded guilty to causing death by careless driving.

The 45-year-old was originally charged with causing death by dangerous driving but the Crown Prosecution Service (CPS) accepted her plea to the lesser charge.

She will be sentenced at the end of November.


What did Harry Dunn's family say after the hearing?


His mother Charlotte Charles said the night Harry died "was and will always be the worst ever of our lives".

She said: "I had no idea of what laid ahead, I had no idea that it was going to be this hard.

"Getting to court and getting to where we are now has been the most monumental thing for me because I can talk to him now and tell him we've done it. Promise complete.

"I feel I can breathe easier. I don't have that guilt on my shoulders of not having done it yet.

"I've gone from not being able to feel proud because it hadn't yet been done, to now where I can say I now do feel proud."

His father Tim Dunn said: "I go up to the crash site quite a lot - I went there a couple of days ago to strim and put some daffodils in ready for the spring.

"Hopefully we've given hope to other families that they can do the same as us and get justice and believe and fight because it will happen in the end, it will happen."

Anne Sacoolas has avoided jail for causing the death of Harry Dunn by careless driving. The former US spy pleaded guilty in October after a three-year campaign for justice by Mr Dunn's family.
