One person has died after a taxi exploded outside Liverpool Women's Hospital with counter terrorism police taking over the investigation.


Another person who has been taken to hospital with serious injuries is not believed to be in a life threatening condition.

In a press briefing, police urged the public to remain calm but vigilant after confirming there had been one fatality.

Detectives said in an update this afternoon they are keeping an open mind as to the cause of the incident.

It has not been declared a terrorist incident at this stage but out of caution counter terrorism police will be leading the investigation.

Three men have been arrested following the incident. The men, aged 29, 26, and 21, were detained in the Kensington area of the city and arrested under the Terrorism Act.

It has also been reported that armed police have raided a house in Liverpool.

And a spokesperson for North West Counter Terrorism Unit has confirmed that an armed police incident in south Liverpool is connected to the taxi explosion outside the Liverpool Women's Hospital on Sunday morning.

In a statement to the Liverpool Echo the force said: "Police activity on Rutland Avenue is connected to an earlier incident at Liverpool Women's Hospital."

A woman who lives on Rutland Avenue, near Sefton Park, said she was ordered back into her home by armed police.


Greater Manchester Police have released a statement saying:


"Officers in Merseyside have made three arrests this afternoon after a car explosion outside the Women's Hospital in Liverpool.

"The men - aged 29, 26, and 21 - were detained in the Kensington area of the city and arrested under the Terrorism Act, in connection with the incident which occurred just before 11am today (Sunday 14 November).

"The passenger of the car - a man - was declared dead at the scene and is yet to be formally identified.

"The driver - also a man - was injured at the scene and remains in hospital in a stable condition.

"Detectives from Counter Terrorism Police North West continue to keep an open mind about the cause of the explosion and are working closely with colleagues at Merseyside Police as the investigation continues at pace."


The incident outside the hospital happened at about 11am this morning.

Armed police were earlier spotted outside the city's Women's Hospital along with a bomb disposal truck.

Eyewitnesses reported hearing a 'bang' and seeing dark smoke from the area.

Anyone trying to enter the car park was being turned away, the Liverpool Echo reported.

A number of surrounding roads have also been closed.

Merseyside Police's chief constable Serena Kennedy gave a statement outside the hospital earlier today and said: "We can confirm that at 10.59am today (Sunday, 14 November) police were called to reports of a car explosion at the Women's Hospital in Liverpool city centre.

"Police immediately attended, along with Merseyside Fire and Rescue Service and the North West Regional Ambulance Service.

"Unfortunately, we can confirm that one person has died and another has been taken to hospital where he is being treated for his injuries, which thankfully are not life threatening.

"So far we understand that the car involved was a taxi which pulled up at the hospital shortly before the explosion occurred.

"Work is still going on to establish what has happened, and could take some time before we are in a position to confirm anything.

"We are keeping an open mind as to what caused the explosion but given how it has happened, out of caution, Counter Terrorism Police are leading the investigation supported by Merseyside Police.

The incident happened at around 11am on Sunday

"The emergency services have well-rehearsed plans for dealing with major incidents. Our response is ongoing at the hospital and will be for some time. Cordons are in place, and there are some road closures."

The statement continued: "We have triggered our information channels - to inform the local community and businesses about what information we do have and can provide.

"We would urge the public to remain calm (but vigilant). To keep updated on what is happening, keep watching the news and checking the Merseyside Police website.

"We would like to thank the public for their patience and their cooperation today which has already greatly assisted our policing response.

"We will issue updates as soon as we have more information.

Three men have been arrested under the Terrorism Act after a man was killed in a car explosion outside Liverpool Women's Hospital.



A taxi carrying one passenger pulled up just before 11:00 GMT on Remembrance Sunday, as a national two minutes' silence was due to begin, and exploded.

The passenger was declared dead at the scene and is yet to be formally identified.

The male driver was injured and is in hospital in a stable condition.

Detectives from Counter Terrorism Police North West said three men - aged 29, 26 and 21 - were detained in the Kensington area of the city.

They said they were continuing to keep an open mind about the cause of the blast and were working with Merseyside Police as the investigation continued "at pace". The security service, MI5, is also assisting.

Armed officers have carried out raids on properties on Rutland Avenue near Sefton Park, and around Sutcliffe Street and Boaler Street in Kensington.

Specialist officers remain outside a house on Rutland Avenue, in an operation police say is linked to the explosion.

Police negotiators are on the scene, a fire crew is on standby, and a number of residents have been evacuated.

Carl Bessant, whose partner had just had a baby, was inside the hospital at the time of the blast.

"My partner is really shook up to be honest," he said.

"We were so close and she was feeding the baby when it happened. We heard a loud bang and looked out of the window.

"We saw the car on fire and someone jump out... screaming, and there was someone inside the car.

"The hospital shut down, no-one in or out, so they said, but people were using the back entrance."

Prime Minister Boris Johnson said on Twitter: "My thoughts are with all those affected by the awful incident in Liverpool today.

"I want to thank the emergency services for their quick response and professionalism, and the police for their ongoing work on the investigation."



At the Scene


The first raid happened at about 13:00 GMT on Rutland Avenue in the Sefton Park area of the city. It's about 0.75 miles from the hospital. It's an area of the city with large Victorian houses.

The house that was raided had been split up into flats. Local residents said they had not seen anybody coming or going from the property for some weeks - they thought it was unoccupied. The street remains cordoned off and some residents have been evacuated.

Police were also seen at Boaler Street in the Kensington area of the city. It's about a mile away from the hospital.

Eyewitnesses on the street said armed police arrived at about 14:00 and raided a house. They said they saw men being arrested
and handcuffed. They were led by armed officers into a car. That street also remains cordoned off.

Chief Constable Serena Kennedy, of Merseyside Police, sought to reassure the public, saying events of this nature were very rare and that there would be an increased and visible police presence on the streets in the coming days.

A bomb disposal unit and fire engines attended the scene earlier, which remains cordoned off. Road closures are also in place.

Chief Constable Serena Kennedy said the police response would be ongoing "for some time"

Police were called at 10:59 to reports of a car explosion.

Phil Garrigan, chief fire officer of Merseyside Fire and Rescue Service, said the car fire had been "fully developed" when crews arrived shortly after 11:00.

"The operational crews extinguished the fire rapidly but... there was one fatality," he said.

"Another individual had left the vehicle prior to the fire developing to the extent that it did. Our thoughts are with them and the families of those involved."

Nick Aldworth, a former counter terror co-ordinator, said investigators would be looking to ascertain what happened inside the vehicle.

"They'll be looking at what sort of damage has been caused, trying to get an assessment of what might have caused that blast," he told BBC Radio 4's Today programme.

"From what I've seen there is very little blast damage - a lot of fire damage but very little blast damage.

"So whatever was in that vehicle was either a low yield or didn't work properly or was possibly an incendiary."

Mr Aldworth explained it was common for investigations to be linked to terrorism quickly as it provides investigators with more resources from an earlier stage.

He added that it was entirely appropriate to involve MI5 to understand if it holds relevant information.

Liverpool Women's Hospital said visiting access had been restricted until further notice and patients had been diverted to other hospitals where possible.

"We are reviewing our patient activity for the next 24-48 hours and patients should wait to be contacted for updates about any planned appointments or other attendance at the hospital," chief executive Kathryn Thomson said.

Liverpool Women's Hospital receives about 50,000 patients annually and is the largest hospital in its specialism in Europe.

A hero taxi driver prevented an "awful disaster" by locking a suspicious passenger in his cab before the vehicle blew up.

Quick-thinking David Perry heroically prevented more bloodshed, but was injured himself, following the potential Poppy Day terror attack.

His male passenger died after the cab exploded outside Liverpool Women's hospital - Europe's largest maternity hospital - on Sunday morning.

Mr Perry was standing near the blast which happened seconds before the 11am minute's Remembrance Day silence was about to begin.

A suspected suicide bomber blew himself up with a homemade device outside a maternity hospital in Liverpool, forcing the national terror threat level to be raised for the first time in months amid fears of another potential attack.


Counter-terrorism police last night said they “strongly believed” the dead man to be Emad al-Swealmeen, 32, who had travelled in a taxi to Liverpool Women’s hospital from an address he had recently rented a few miles away.

While police said they could not be sure if the hospital was the intended target, or if the device he had constructed had ignited prematurely, NHS officials last night advised all hospitals to review their security arrangements.

In a statement issued on Monday night, DCI Andrew Meeks urged anyone with information about the dead man to come forward immediately.

“Our inquiries are very much ongoing … and now that we have released his name any information that the public may have about al-Swealmeen, no matter how small, may be of great assistance to us.”

The Guardian understands al-Swealmeen had previously changed his name to Enzo Almeni. He was reported by the Daily Mail to have converted to Christianity from Islam in the last few years.

A suspected terrorist who blew himself up outside Liverpool Women’s hospital at the weekend has been named as 32-year-old Emad al-Swealmeen.

Counter Terrorism Policing North West said they “strongly believe” al-Swealmeen was the passenger who died when a taxi exploded shortly before 11am on Sunday. According to reports, al-Swealmeen is believed not to be British-born and to have had Syrian and Iraqi heritage.

He is said to have converted to Christianity after moving to the UK from the Middle East and was later briefly taken in by Christian volunteers Malcolm and Elizabeth Hitchcott in Liverpool.

Al-Swealmeen had changed his name by deed poll to Enzo Almeni, in honour of Italian race car legend Enzo Ferrari, to sound more western on his asylum application, which subsequently failed in 2014, Hitchcott told the Daily Mail.

Hitchcott told the newspaper: “He first came to the cathedral in August 2015 and wanted to convert to Christianity. He took an Alpha course, which explains the Christian faith, and completed it in November of that year. That enabled him to come to an informed decision and he changed from Islam to Christianity and was confirmed as a Christian by at least March 2017, just before he came to live with us. He was destitute at that time and we took him in.”

Pictures posted on Hitchcott’s Facebook profile showed the suspect smiling and posing alongside the couple during a walk a few years prior, including a picture showing al-Swealmeen during a service at Liverpool’s Anglican Cathedral.

Speaking to the BBC, Elizabeth Hitchcott said: “We’re just so, so sad. We just loved him, he was a lovely guy,” adding she and her husband were “very” shocked by the incident.

Searches are under way at the Rutland Avenue address and a second address in Sutcliffe Street, which officers have said al-Swealmeen previously lived at, and police said they had recovered “significant items”.

“We continue to appeal for any information about this incident and now that we have released his name any information that the public may have about al-Swealmeen, no matter how small, may be of great assistance to us.”

Detectives have declared it a terrorist attack but said the motive was unclear.

Official sources previously confirmed to the PA news agency the suspect was not previously known to the security services.

The elite unit’s mission emerged in images sent to the Daily Mirror proving the UK military is involved in smashing terror plots on British streets.

Several properties were raided after Sunday’s taxi cab blast outside Liverpool Women’s Hospital.

We understand the SAS were brought in to lead the raids amid fears more bombers may have been holed up.

One of the biggest fears was that a terror cell had planned for the raids and armed themselves with suicide vests and weapons.

Part of the special forces unit’s training is to eliminate potential bombers quickly before they have time to detonate devices.

Last night a senior source said: “The decision to send in the SAS was made very quickly because of their high level of training. The police counter-terror teams are extremely good but special forces are so highly trained that when the doors go in they don’t flinch.

“They are able to make split-second decisions with no hesitation and this saves lives in what may have turned into a high-intensity, very risky situation.”

Bomber Emad Al Swealmeen was initially thought to have been planning an attack at Liverpool Cathedral and switched to the hospital due to heavy traffic.

But the 32 year-old is now thought to have been targeting the hospital all along. He was killed when his bomb went off, though it is thought the device activated prematurely and only partially detonated.

New details have emerged about the Liverpool bomber Emad Al Swealmeen's failed asylum attempts - and the false information he used to make his cases.

A previously confidential 2015 asylum judgment, released to the BBC, reveals how his claim of being a Syrian refugee lacked basic facts.


Al Swealmeen, an Iraqi, lost that case but the Home Office did not remove him before he tried again under a new name.

The Home Office will not comment on his case and no review has been announced.

It is not clear whether officials spotted his second application from checking his fingerprint records.

But the papers raise further questions about why he was not removed from the UK before the attack.

Al Swealmeen, 32, was killed when his bomb went off inside a taxi at Liverpool Women's Hospital on Remembrance Sunday in November.

The driver escaped seconds before the vehicle was engulfed in flames and was taken to hospital, but did not suffer life-threatening injuries. Nobody else was hurt.

Bomber made device with murderous intent - coroner


The fresh details about Al Swealmeen's asylum claim are in the 2015 judgment from the tribunal that rules on appeals against Home Office immigration decisions.

It shows how he told obvious lies in an attempt to stay in the UK, and that his application lacked basic facts about his home and the danger he faced.

According to the documents, released after legal representations from BBC News, Al Swealmeen arrived in the UK on 30 April 2014 and claimed asylum six days later.

He claimed to be fleeing from his native Syria, which was then in the grip of a worsening civil war.

But it was all untrue.

April 2014: Arrived and sought asylum

During his interview with a Home Office assessor, Al Swealmeen confirmed he had been living in the United Arab Emirates for 14 years and gave a vague account about returning to Syria to visit family, despite the raging conflict.

He said he had then left out of fear for his life, returned to the UAE and flown on to the UK to claim asylum.

That flight, on a genuine Jordanian passport, came four months after he had already applied for a UK visa - meaning that British immigration officials had a copy of his fingerprints before he arrived.

When a Home Office asylum case worker questioned Al Swealmeen closely about his travels, he couldn't explain why he had been in danger or describe his purported family's situation in Syria - such as basic facts about the geography of where they lived.

An expert in Arabic also analysed Al Swealmeen's speech and concluded he was almost certainly Iraqi.

Al Swealmeen was housed in Liverpool while he waited for a decision - which came in a rejection letter in November 2014.

He then appealed - but did not attend the 2015 hearing in Manchester.

He had been detained under the Mental Health Act, after he had been found waving a knife at people in a Liverpool underpass.

The judge handling the case concluded that Al Swealmeen's account was straightforward and so lacking in credibility that it could be dealt with immediately.

"His account of his time in Syria gives the impression of someone quoting information that is in the public domain rather than having first-hand experience," ruled the judge.

"The appellant did not identify himself with any particular faction or indicate that he would be at risk other than in a general sense.

"In view of all of the evidence, I reject his account of events in Syria and his fears on his return in their entirety and dismiss his asylum appeal."

That conclusion meant the Home Office had the green light to send Al Swealmeen back to Iraq or Jordan, as it had previously warned him it would do.

During 2015 and the years that followed, the government was forcibly sending some people back to both countries - but Emad Al Swealmeen was not one of them.

Enforced returns were falling during this period as the government pursued its so-called "hostile environment" policies designed to encourage people to leave of their own choice.






Presents Himself as Christian


Instead of going, Al Swealmeen tried to appeal again in August 2015, failed, and then joined Liverpool Cathedral's course on the foundations of Christianity, presenting himself as a potential convert.

By 2017 he had converted and Malcolm and Elizabeth Hitchcott, a couple who volunteered in the local Christian community, gave him a bed.

It's around this time he made a new asylum application under the name Enzo Almeni.

As part of that claim, officials would have expected him to volunteer his fingerprints, so they could verify he had not claimed before - but it's not clear whether these checks were carried out.

The Home Office eventually rejected this second application - but instead of being removed from the UK, Al Swealmeen was yet again able to lodge an appeal in January 2021. That challenge was outstanding when he detonated his homemade bomb.


The Home Office has declined to comment on the specific circumstances of Emad Al Swealmeen's case but said it was "fixing the broken asylum system" in its current legislation.

"The new plan for immigration will require people to raise all protection-related issues up front, to tackle the practice of making multiple and sequential claims and enable the removal of those with no right to be in our country more quickly," said a spokesman.
