The government watchdog group Judicial Watch cites Mexican government and military officials as saying the terror group ISIS, or Islamic State, has two camps in Mexico near the U.S. border.
One of the camps is reportedly located in Anapra, an area just west of Ciudad Juárez, and the other is near Puerto Palomas, a few miles from Columbus, New Mexico.
The Anapra area is dominated by the Vicente Carrillo Fuentes Cartel (Juárez Cartel), La Línea (the enforcement arm of the cartel) and the Barrio Azteca (a gang originally formed in the jails of El Paso), according to the Judicial Watch report.
A Mexican Army field grade officer and a Mexican Federal Police Inspector told Judicial Watch human traffickers, known as coyotes, working for the Juárez Cartel are smuggling IS terrorists into the United States through the porous border between Acala and Fort Han****, Texas.
Judicial Watch says this area was targeted because of understaffed municipal and county police forces and and large scale transit of illegal drugs from Mexico.

ISIS intends to exploit the railways and airport facilities in the vicinity of Santa Teresa, NM (a US port-of-entry). The sources also say that ISIS has “spotters” located in the East Potrillo Mountains of New Mexico (largely managed by the Bureau of Land Management) to assist with terrorist border crossing operations. ISIS is conducting reconnaissance of regional universities; the White Sands Missile Range; government facilities in Alamogordo, NM; Ft. Bliss; and the electrical power facilities near Anapra and Chaparral, NM.

In 2014, Midland County, Texas Sheriff Gary Painter said ISIS would cross the border and strike the United States.
In August, a former CIA officer, Mike Baker, told the Laura Ingraham Show ISIS works with the drug cartels.
Judicial Watch said in August ISIS was using Juárez as a staging area and planned to launch a car bomb attack against Fort Bliss, a U.S. Army base about fifteen minutes from the border.
“The US administration has also covered up, or at the very least downplayed, a serious epidemic of crime along the Mexican border even as heavily armed drug cartels have taken over portions of the region,” the group stated. “Judicial Watch has reported that the U.S. Border Patrol actually ordered officers to avoid the most crime-infested stretches because they’re ‘too dangerous’ and patrolling them could result in an ‘international incident’ of cross border shooting. In the meantime, who could forget the famous words of Obama’s first Homeland Security Secretary, Janet Napolitano; the southern border is ‘as secure as it has ever been.’”
In September, Infowars reporter Joe Biggs. traveled to the area and crossed the Rio Grande dressed in an ISIS terrorist outfit. The stunt demonstrated how easy it would be for terrorists to enter the country:
