The more this has been looked at, the stinker it gets.
Not only were stars, people of notoriety, and public fame hacked but so were the Scotland Yard, the politicians, and judges. Who ever could bring pressure against the NoW in the public eyes were hacked as well. While most of it has been under cover, you can bet they had the goods on those who could bring them to justice as a blackmail type setup. If you will go as far as hacking the Royalty and politicians you don't want to just stop there. You'll want to protect yourself too.
I tend to think we haven't heard of a lot of the early retirements of those that NoW had the goods on. They were just allowed to quietly go away with no fuss. The fact that news organizations had done this seems to be spreading as more find out about it. Rupert has been publicly named and shamed. He's been told he's not fit to be a CEO and may well lose his board seat if it hasn't already happened.
This has also spread to the US where it is being looked at with the idea if he did it in England it is likely he did it here to. Some requests have been forwarded for particular information on this. Even Fox news is being investigated for this possibility.
