Revealed: 6,500 Migrant Workers Have Died in Qatar as it Gears Up For World Cup 2022

Guardian analysis indicates shocking figure likely to be an underestimate, as preparations for 2022 tournament continue

More than 6,500 migrant workers from India, Pakistan, Nepal, Bangladesh and Sri Lanka have died in Qatar since it won the right to host the World Cup 10 years ago, the Guardian can reveal.

The findings, compiled from government sources, mean an average of 12 migrant workers from these five south Asian nations have died each week since the night in December 2010 when the streets of Doha were filled with ecstatic crowds celebrating Qatar’s victory.

Data from India, Bangladesh, Nepal and Sri Lanka revealed there were 5,927 deaths of migrant workers in the period 2011–2020. Separately, data from Pakistan’s embassy in Qatar reported a further 824 deaths of Pakistani workers, between 2010 and 2020.

Mohammad Shahid Miah, 29, from Bangladesh, died when floodwater in his room came into contact with an exposed electric cable, electrocuting him.

The total death toll is significantly higher, as these figures do not include deaths from a number of countries which send large numbers of workers to Qatar, including the Philippines and Kenya. Deaths that occurred in the final months of 2020 are also not included.

In the past 10 years, Qatar has embarked on an unprecedented building programme, largely in preparation for the football tournament in 2022. In addition to seven new stadiums, dozens of major projects have been completed or are under way, including a new airport, roads, public transport systems, hotels and a new city, which will host the World Cup final.

While death records are not categorised by occupation or place of work, it is likely many workers who have died were employed on these World Cup infrastructure projects, says Nick McGeehan, a director at FairSquare Projects, an advocacy group specialising in labour rights in the Gulf. “A very significant proportion of the migrant workers who have died since 2011 were only in the country because Qatar won the right to host the World Cup,” he said.

There have been 37 deaths among workers directly linked to construction of World Cup stadiums, of which 34 are classified as “non-work related” by the event’s organising committee. Experts have questioned the use of the term because in some cases it has been used to describe deaths which have occurred on the job, including a number of workers who have collapsed and died on stadium construction sites.

The findings expose Qatar’s failure to protect its 2 million-strong migrant workforce, or even investigate the causes of the apparently high rate of death among the largely young workers.

Behind the statistics lie countless stories of devastated families who have been left without their main breadwinner, struggling to gain compensation and confused about the circumstances of their loved one’s death.

Ghal Singh Rai from Nepal paid nearly £1,000 in recruitment fees for his job as a cleaner in a camp for workers building the Education City World Cup stadium. Within a week of arriving, he killed himself.

Another worker, Mohammad Shahid Miah, from Bangladesh, was electrocuted in his worker accommodation after water came into contact with exposed electricity cables.

In India, the family of Madhu Bollapally have never understood how the healthy 43-year old died of “natural causes” while working in Qatar. His body was found lying on his dorm room floor.

Qatar’s grim death toll is revealed in long spreadsheets of official data listing the causes of death: multiple blunt injuries due to a fall from height; asphyxia due to hanging; undetermined cause of death due to decomposition.

But among the causes, the most common by far is so-called “natural deaths”, often attributed to acute heart or respiratory failure.

Based on the data obtained by the Guardian, 69% of deaths among Indian, Nepali and Bangladeshi workers are categorised as natural. Among Indians alone, the figure is 80%.

The Guardian has previously reported that such classifications, which are usually made without an autopsy, often fail to provide a legitimate medical explanation for the underlying cause of these deaths.

In 2019 it found that Qatar’s intense summer heat is likely to be a significant factor in many worker deaths. The Guardian’s findings were supported by research commissioned by the UN’s International Labour Organization which revealed that for at least four months of the year workers faced significant heat stress when working outside.

A report from Qatar government’s own lawyers in 2014 recommended that it commission a study into the deaths of migrant workers from cardiac arrest, and amend the law to “allow for autopsies … in all cases of unexpected or sudden death”. The government has done neither.

Qatar continues to “drag its feet on this critical and urgent issue in apparent disregard for workers’ lives”, said Hiba Zayadin, Gulf researcher for Human Rights Watch. “We have called on Qatar to amend its law on autopsies to require forensic investigations into all sudden or unexplained deaths, and pass legislation to require that all death certificates include reference to a medically meaningful cause of death,” she said.

The Qatar government says that the number of deaths – which it does not dispute – is proportionate to the size of the migrant workforce and that the figures include white-collar workers who have died naturally after living in Qatar for many years.

“The mortality rate among these communities is within the expected range for the size and demographics of the population. However, every lost life is a tragedy, and no effort is spared in trying to prevent every death in our country,” the Qatari government said in a statement by a spokesperson.

The official added that all citizens and foreign nationals have access to free first-class healthcare, and that there has been a steady decline in the mortality rate among “guest workers” over the past decade due to health and safety reforms to the labour system.

Other significant causes of deaths among Indians, Nepalis and Bangladeshis are road accidents (12%), workplace accidents (7%) and suicide (7%).

Covid-related deaths, which have remained extremely low in Qatar, have not significantly affected the figures, with just over 250 fatalities among all nationalities.

The Guardian’s research has also highlighted the lack of transparency, rigour and detail in recording deaths in Qatar. Embassies in Doha and governments in labour-sending countries are reluctant to share the data, possibly for political reasons. Where statistics have been provided, there are inconsistencies between the figures held by different government agencies, and there is no standard format for recording the causes of death. One south-Asian embassy said they could not share data on the causes of death because they were only recorded by hand in a notebook.

“There is a real lack of clarity and transparency surrounding these deaths,” said May Romanos, Gulf researcher for Amnesty International. “There is a need for Qatar to strengthen its occupational health and safety standards.”

The committee organising the World Cup in Qatar, when asked about the deaths on stadium projects, said: “We deeply regret all of these tragedies and investigated each incident to ensure lessons were learned. We have always maintained transparency around this issue and dispute inaccurate claims around the number of workers who have died on our projects.”

In a statement, a spokesperson for Fifa, football’s world governing body, said it is fully committed to protecting the rights of workers on Fifa projects. “With the very stringent health and safety measures on site … the frequency of accidents on Fifa World Cup construction sites has been low when compared to other major construction projects around the world,” they said, without providing evidence.

The state of Qatar has said it has "nothing to apologise for" in hosting the 2022 men's football World Cup, amid controversy over the country's human rights record.



The country has strict anti-LGBTQ+ laws and there are concerns over the treatment of those working on infrastructure projects for the tournament.

Hassan Al-Thawadi, the general secretary of the Qatar 2022 tournament, told the BBC that criticism by some players and managers has been "ill-informed".

The draw for November's tournament takes place on 1 April.

Wales' 64-year wait to appear in a World Cup is finally over after they defeated Ukraine 1-0 in their qualifying playoff final.


An Andriy Yarmolenko own goal proved to be the difference in Cardiff on Sunday as Wales secured their spot in Qatar and their first appearance at a World Cup since 1958.

They'll now face England, Iran and the USA in Group B when the tournament kicks off in November.

Ukraine summoned great strength to defeat Scotland in their semifinal at Hampden Park earlier this week, despite some of their players not having played a competitive match in months due to the ongoing invasion of their country by Russia, but Wales proved a step too far.

While Wales will have Yarmolenko's 34th minute header into his own net off Gareth Bale's free-kick to thank, high praise is also needed for goalkeeper Wayne Hennessey with the 35-year-old putting in the performance of his life with several key saves to keep Ukraine at bay.

Bale, who is looking for a new club this summer after choosing to leave Real Madrid, described today as "the greatest result in Welsh football history."

"We're going to a World Cup!" he said. "It means everything, what dreams are made of, we've been working towards it since I first came in here.

"Words can't describe how we feel at the moment.


"Asked if he may postpone any plans to retire, the Wales talisman replied: "Maybe for a little bit!"

Across the Gulf, extreme heat is affecting more-and-more people, especially millions of migrant workers who go there to support their families back home.

Temperatures that go above 50C, thanks to climate change, can leave workers with life-altering illnesses including heart failure.


The Qatar Government did not respond when asked to comment.

World Cup 2022 Australia Players Criticize Qatars' Human Rights Record

Australia have released a collective statement against Qatar's human rights record, becoming the first 2022 World Cup team to do so.

The video message criticises the World Cup hosts' treatment of migrant workers and LGBTQ+ people.


Football Australia also released a statement saying the "suffering" felt by workers and their families caused by the tournament "cannot be ignored".

Australia will play at the tournament in Qatar, which starts on November 20.

The video, which features 16 players, calls for "effective remedy" for migrant workers and the decriminalisation of same-sex relationships.

The 16 Australia players involved in the video include captain Mat Ryan, Sunderland defender Bailey Wright, Hearts' Kye Rowles and Alex Wilkinson, the president of players' union Professional Footballers Australia who last represented the Socceroos in 2015.

"Addressing these issues is not easy, and we do not have all the answers," the players said.

"We stand with FIFPro, the Building and Wood Workers International, and the International Trade Union Confederation, seeking to embed reforms and establish a lasting legacy in Qatar.

"This must include establishing a migrant resource centre, effective remedy for those who have been denied their rights, and the decriminalisation of all same-sex relationships.

"These are the basic rights that should be afforded to all and will ensure continued progress in Qatar and a legacy that goes well beyond the final whistle of the 2022 Fifa World Cup."

In the message, the players acknowledged some reforms such as the abolition of the 'kafala' system - which enabled employers to take away workers' passports and block them from leaving the country - however said these were inconsistently applied and do not go far enough.

'Everyone should feel safe'

The statement from Football Australia also references Qatar's laws on LGBTQ+ relationships. Homosexuality can be punishable by death in the gulf state, with comments from UK foreign secretary James Cleverly that gay fans attending the tournament should show "flex and compromise" being criticised.

Adelaide United defender Joshua Cavallo, the only currently active male top-flight footballer to be out as gay, has a cap for Australia Under-20s.

"As the most multicultural, diverse, and inclusive sport in our country, we believe everyone should be able to feel safe and be their true authentic selves," the statement said.

"Whilst we acknowledge the highest levels of assurances given by HH Amir of Qatar and the President of Fifa that LGBTI+ fans will be safely welcomed in Qatar, we hope that this openness can continue beyond the tournament."

It is one of the most notable demonstrations of criticism made by any of the teams playing at the World Cup, with the decision to hold the tournament in Qatar having been heavily criticised since Fifa made the announcement in 2010.

Human rights groups have complained about the treatment of foreign labourers in Qatar, and the number who have died there.

In February 2021, the Guardian said 6,500 migrant workers from India, Pakistan, Nepal, Bangladesh and Sri Lanka had died in Qatar since it won its World Cup bid.

The number is based on figures provided by the countries' embassies in Qatar.

However, the Qatar government said the total was misleading, because not all the deaths recorded were of people working on World Cup-related projects.

The government said its accident records showed that between 2014 and 2020, there were 37 deaths among labourers at World Cup stadium construction sites, only three of which were "work related".

Australia are in Group D alongside world champions France, as well as Denmark and Tunisia.

Group opponents Denmark have also made a protest against human rights abuses in the middle-east state by wearing a 'toned down' jersey for the World Cup.

Players from nine European countries, including England, will wear 'One Love' armbands to protest Qatar's laws around same-sex relationships.

Working and housing conditions of the 1.5 million migrant workers constructing buildings in Qatar ahead of the 2022 World Cup have been heavily criticised.

The Gulf state has made little progress on improving migrant workers' rights, despite promises to do so, according to the rights group Amnesty International.

Qatar disputes the claims and says improvements have been made.


Here, we speak to three construction workers who have worked on sites in Qatar recently. They describe the conditions there as "pathetic" and "oppressive".
'Frank' (not his real name), 30, from Kenya



I got the work through an agency. I was paid $350 (£223) a month when I got here, which was a lot less than I was promised. I also spent a lot to get here - over $1,000.

I worked at sites building government schools near [the capital] Doha from June to November last year. There are a lot of infrastructure projects going on here, alongside the World Cup venues.

The main site that I worked on was not a good environment. The majority of the workers are uneducated, and the companies take advantage of them, so they cannot negotiate.

They just become helpers and are badly paid. Many just end up accepting it, as they cannot go back to their home countries, because they are supporting their families.

I am sending money back to my family. They are all looking to me, but I can't tell them what it is like here, or they would tell me to come home.

When I arrived, I was told that I would be working as an electrician, even though I am not trained, which is dangerous. I got an electric shock on the site once, but thankfully I was OK.

Conditions on the sites are very bad. You work all day out in the open in extreme heat. You start at 04:00 and work all day. There is no cold drinking water on the site, just hot water. It is very oppressive.

No-one will listen if you complain. We once went on strike because we weren't paid for a month. We were eventually paid, but the management didn't care about our complaints.

Life in Qatar is very expensive. The accommodation is provided through the company, but food and general living expenses make it hard to save anything. I try to send home what I can.

As for the accommodation, I would describe the conditions as pathetic. In the first place I stayed, Al Khor, there were 10 people to one small room, with five bunk beds and nowhere to put anything. The toilets were outside. It was all very inadequate and uncomfortable.

You also have to hand over your passport on arrival, so you can't leave. You feel trapped, like a prisoner.

I am now staying in a place called Industrial - where most of the migrant workers live. The hygiene here is very poor.

There are five to a room, which is a bit better, but it is not hygienic. I now work in a mall in sales after being allowed to leave my job at the construction sites. It is a bit better, but still not great.

Life is very hard here. I would like to see the lives of migrant workers here change. It's just a sacrifice now. There need to be improvements made to safety, salaries and accommodation."

"I am a truck driver working on the site of a new port project near Doha. I came here from Ghana a year and a half ago.

Honestly speaking, we are suffering badly at the hands of our employers, especially in the summer time, as it is now.

It is 40-50C here during the day, but there is no air conditioning in our vehicles, and we are breathing sandy air. At times the dust and sand flows in the air like snow.

There is nobody to fight for us. For almost two months now, my company has refused to pay our salaries. Our company is killing us because they don't want to give us the little reward we deserve.

My salary of $550 a month is very low for a driver like me. We have no days off to rest. This not only applies to me - it is the same with every worker at my company.

I start at 05:00 and work until 19:00, with two hours of transportation to the site and back each day.

There are an estimated 1.5 million migrant workers currently in Qatar

Qatar has a labour office, but if you report your company, they will definitely send you back to your country. So everyone is too scared to report any problems.

I'm an orphan from a poor home. I couldn't finish my secondary school education.

I have been living in cabins in camps, separated by plywood. Almost all of the workers staying in these camps, are poor and come from countries in Africa and Asia, like Nepal, India, Bangladesh and Sri Lanka. We all experience the same problems.

About 15-20% of the workers here have achieved some quality of living standard, with a good salary, due to their educational background, or they have been able to get work through good foreign companies.

But for the rest of us, the payment of salaries is a real headache.

How I wish I could save enough money to leave here to get to Europe or the US.

That's my ambition, because in Ghana, even graduates don't have work, so imagine how hard it is for people like me who had to drop out of school."

"I worked on one of the World Cup sites in Doha at the end of March. I left after two weeks, because the conditions were an absolute disgrace.

I work as a pipe fitter and supervisor and have been on construction sites all over the world. These were the worst conditions I've ever seen on any site.

Most of the workers at the site where I worked were Indian. They are treated very badly, and the conditions in which they live and work are terrible.

There is no drinking water available, there is no air conditioning in their cabins - and this was in 45C heat. They have filthy sanitation, and the food is dished out like in the Oliver Twist movie.

However, what's even worse is the on-site safety, or lack of it. It does not exist, and my friends and I, who went to work there together, were horrified at the risks taken every day on the site.

We were told that before we started there, one Indian worker had been killed.

The site was run totally by Indians, and they were treating their own people very, very badly.

But the upper management did not seem to care. They were just turning a blind all to it all. We were told by English managers that if we didn't like it to leave, so we did.

There were also other Brits, along with myself, who were treated just as badly.

We were paid a lot more than the Indian workers - they were on about $50 a week, and we were on closer to $33 an hour - but we were still ripped off because we left early."

Joe Lycett shared a photo of the £10,000 banknotes he will shred if David Beckham does not respond to his recent ultimatum over Qatar in the next 24 hours.



The 34-year-old comedian has slammed 'gay icon' David's sponsorship deal as an ambassador for Qatar that is said to be earning the former footballer worth £150m over 10 years.

The issue of workers' and LGBTQ+ rights in Qatar has been widely discussed in the build up to the 2022 World Cup.

As his plea to Beckham to reject a contract nears its expiry, Joe took to Twitter to share an image of a stack of cash alongside the caption: "24 hours to go… #benderslikeBeckham " in warning to the millionaire.

The move promoted a huge response from Joe's followers.

Twitter user Bob wrote: "Shred it, put it all into a clear plastic box and display it at an art show with a plaque: "Beckhams Reputation", donate ticket sales to good charities, easily clear more than 10k with people wanting to see the 10k bits."

Others suggested the money should instead be donated to foodbank charities.

ITV News reporter Chloe Keedy takes a tour of the approximately £170 a night (740 Qatari rial) rooms next to the Ahmad bin Ali stadium, in Doha.



The accommodation, officially called Fan Village Cabins Rawdat Al Jahhaniya, has been described a 'cabin-style' and 'casual' on its official website.

One-and-a-half million people are expected to attend the World Cup in Qatar but there are some concerns that the sites for accommodation aren't finished.

People hoped that the rooms would be available in time for arriving fans, including 9,000 beds in fan villages.

Sports correspondent, Nesta McGregor spent the night in one of the camps to check out the fan experience himself.

FIRE Engulfs Proximity of Qatars' Lusail Stadium Ahead of World Cup Match

Plumes of black smoke were seen rising from an area near Qatar's Lusail Stadium on Saturday (November 26), several hours before a match was scheduled to take place there.

Fire trucks, police cars and ambulances rushed to the scene.

Local media reports indicate the fire has been contained with no injuries reported.
