Justice Department prosecutors have brought war crime charges against four Russians accused of torturing and performing a mock execution on an American civilian in occupied Ukraine.



Suren Mkrtchyan and Dmitry Budnik, two commanding officers of Russian military units, and two lower-ranking soldiers, identified by their first names Valerii and Nazar, were charged with conspiracy to commit war crimes, unlawful confinement of a protected person, torture, and inhuman treatment, per court records.

The nine-page indictment, issued by a grand jury in the Eastern District of Virginia, accused the soldiers of breaking Article 147 of the Geneva Convention and US war crime laws during the abduction of the unnamed American on April 2, 2022.

Mkrtchyan, Valerii, and Nazar threw the victim "face down to the ground while he was naked" and "tied his hands behind his back," before "pointing a gun at his head" and "beating him with their feet, their fists, and the stocks of their guns," it said.

They proceeded to "forcibly" transport him to buildings that were being used as a military compound, where the man was severely beaten on his legs, back, stomach, and head, according to the indictment.

The victim was subjected to at least two interrogations, in which Mkrtchyan, Valerii, and Nazar inflicted "severe and serious physical and mental pain and sufferings" on him, the indictment read.

Budnik also asked the man for his last words, per court records. Nazar and others then conducted a "mock execution," forcing him to the ground, "putting a gun to his back, moving the position of the gun, and pulling the trigger, causing the bullet to go past the victim's head and causing him to believe he was about to die," the indictment said.

Per the indictment, the man was also forced to perform manual labor like digging trenches for 10 days while detained.

The charges are the first of their kind to be brought by the Justice Department, Attorney General Merrick B. Garland said in a statement.

"The Justice Department will work for as long as it takes to pursue accountability and justice for Russia's war of aggression," he added.

According to Ukrainian Prosecutor General Andriy Kostin, Russia has committed more than 100,000 alleged war crimes since the start of its full-scale invasion in February 2022.




In March, the International Criminal Court issued arrest warrants for Russian President Vladimir Putin and Maria Alekseyevna Lvova-Belova, Russia's commissioner for children's rights, for their alleged involvement in the deportation of children from occupied areas of Ukraine.

A legal hearing into the war in Gaza opens in The Hague as the international court of justice (ICJ) hears arguments alleging that Israel is committing genocide in the territory.

South Africa, which has brought the case, is asking the UN court to act urgently “to protect against further, severe and irreparable harm to the rights of the Palestinian people under the genocide convention, which continues to be violated with impunity”.



It comes as the assault on Gaza – launched in response to the 7 October attacks on Israel by Hamas in which militants killed 1,200 people, mainly civilians, and took 240 people hostage – continues to wreak a devastating toll.

Since the 7 October attacks, Israel has killed more than 23,000 Palestinians in Gaza, according to Gaza’s health ministry, about 70% of whom are believed to be women or children. The UN’s Palestinian relief agency, UNRWA, has estimated that 1.9 million people have been internally displaced by the war in Gaza – nearly 85% of the population – while tens of thousands of buildings have been destroyed.

In its 84-page written application to the ICJ to open proceedings, South Africa said: “The acts and omissions by Israel complained of by South Africa are genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial and ethnical group.”

Genocide cases, which are notoriously hard to prove, can take years to resolve, but South Africa is asking the court to speedily implement “provisional measures” and “order Israel to cease killing and causing serious mental and bodily harm to Palestinian people in Gaza”.

The filing also says Israel should cease deliberately inflicting conditions calculated to bring about the destruction of the Palestinians as a group, be ordered to prevent and punish incitement to genocide, and halt restrictions on aid as well as evacuation directives.

Israel reacted furiously when the application was made, calling it “baseless” and a “blood libel”. It says it is acting in self-defence, to protect Israelis by destroying Hamas. The country’s biggest supporter, the US, has dismissed the case as “meritless”.

Ahead of the case, Israeli prime minister Benjamin Netanyahu posted a video clip saying Israel was fighting Hamas, not the Palestinian population, and was acting in full compliance with international law. “Israel has no intention of permanently occupying Gaza or displacing its civilian population,” he said.

Outside the court, both sides will also attempt to win the battle of public opinion. Israel is holding a series of events in The Hague, including a peace march on Thursday morning as South Africa prepares to state its case, exhibitions about the Israeli hostages still held by Hamas, and interviews with the relatives of hostages.

South Africa said on Wednesday that its delegation will include the former UK Labour party leader Jeremy Corbyn, who is a longtime supporter of the Palestinian cause but whose time as opposition leader was marred by antisemitism allegations.

The Organisation of Islamic Cooperation, which has 57 member states, has welcomed South Africa bringing the case, while individual countries have also expressed support. Belgium’s deputy prime minister, Petra De Sutter, tweeted that she wanted her country “to take action at the International Court of Justice, following the lead of South Africa”.

Both sides’ legal teams will have the same time to make their case – approximately three hours – with South Africa going first on Thursday and then Israel responding on Friday. Judgment will be reserved until a later date, but could come within weeks.


The genocide convention, drawn up in 1948 after the second world war and the murder of 6 million Jews in the Holocaust, describes the crime as “acts committed with intent to destroy, in whole, or in part, a national, ethnical, racial or religious group”. The acts include killing members of the group or causing them serious bodily or mental harm




The Hague cannot enforce its decisions and it is possible that Israel could ignore an adverse judgment, but that would only fuel further international condemnation of its military campaign.

International Court in The Hague tells Israel it must ‘take all measures within its power to prevent civilian deaths in Gaza’

Israel is under renewed pressure to avoid civilian deaths in Gaza and enable the delivery of humanitarian aid after the international court of justice (ICJ) ordered it to prevent its forces from carrying out genocide against Palestinians.


In a historic interim judgment, the UN court in The Hague told Israel it must “take all measures within its power” to desist from killing Palestinians in contravention of the genocide convention, and to prevent and punish the incitement of genocide and facilitate the provision of “urgent basic services”. But the ruling stopped short of ordering a ceasefire to the war in Gaza.

After Friday’s ruling, attention turned to whether Israel would comply with the order – given that the court has no enforcement powers – and what pressure its diplomatic and military backers would bring to bear on it to do so.

In a televised address, South Africa’s president, Cyril Ramaphosa, said: “Today, Israel stands before the international community, its crimes against the Palestinians laid bare … We expect Israel as a self-proclaimed democracy and a state that respects the rule of law to abide by the measures handed down.”

He criticised those who “told us we should mind our own business and not get involved in the affairs of other countries”.

Germany, which backed Israel, and the EU and Turkey also called for Israel to comply with the ruling.

There was disappointment among Palestinian supporters that the court did not go further and order Israel to stop its assault on Gaza, as South Africa had demanded. The ICJ previously ordered Russia to stop its invasion of Ukraine, although it was ignored by Vladimir Putin.

The Judge Joan Donoghue, who read out the order, said Israel’s response had left the civilian population of Gaza “extremely vulnerable”, resulting “in tens of thousands of deaths and injuries and the destruction of homes, schools, medical facilities and other vital infrastructure, as well as displacement on a massive scale”.

“The court notes that the operation is ongoing, and that the prime minister of Israel announced on 18 January 2024 that the war, I quote, ‘will take many more long months’.”

More than 1% of Gaza’s population – 25,700 people – have been killed according to authorities in the strip, and most of its 2.3 million population displaced by Israel’s bombing, which began after the 7 October attacks by Hamas in which militants killed about 1,200 people, mostly civilians, and took 240 hostage.

Many Palestinians are living in makeshift accommodation, including tents, UN-run shelters in schools or on the floors of hospitals, or outside in freezing, unsanitary conditions. There is a shortage of food, water and medical supplies.

The measures, all backed by at least 15 judges, also required Israel to ensure the preservation of evidence of alleged genocide and report to the court within a month.

Donoghue said the court was “gravely concerned” about the fate of the hostages abducted from Israel on 7 October “and calls for their immediate and unconditional release”.

The ruling is not the final word from the court on whether Israel’s actions amount to genocide, but it provides a strong indication that the judges believe there is a credible risk to Palestinians under the 1948 genocide convention, enacted after the mass murder of Jews in the Nazi Holocaust.

Granting South Africa’s application for special measures, the court did not have to find whether Israel had committed genocide, which will be determined at a later date, but only that its acts were capable of falling within the convention, which defines the war crime as “acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group”.

During the 14 months for which Veronika Vlasenko attended school in Russia, she was regularly told by teachers and fellow students that she would never be able to go home to Ukraine.


“Every day they said to me that I would be staying here for ever and would never leave Russia,” she said. “They told me that Ukraine doesn’t exist, that it never existed, that we’re all Russians … At times the other kids would beat me for being pro-Ukrainian.”

Veronika was one of nearly 20,000 children documented by Ukrainian authorities as having been taken from Ukraine to Russia over the past two years. The authorities believe the real number is probably 10 times that, while Russian officials have even boasted of moving 700,000 Ukrainian children to Russia.

Nearly two years into the war, there are growing fears that if no way is found to bring the children home soon, Russia’s systemic programme to “re-educate” Ukrainian children could prove devastatingly effective. Ukrainian officials are calling on international organisations and neutral countries who may still hold some sway in Moscow to put pressure on Russia.

Of the 19,500 cases for which Ukrainian authorities have names and data, only about 400, including Veronika, have managed to return to Ukraine so far.

“Russia is actively erasing their Ukrainian identity and inflicting unbelievable emotional and psychological damage,” said Latvia’s president, Edgars Rinkēvičs, at a conference devoted to raising awareness of the issue in Riga on Thursday. “What makes it even worse is that Russia proudly exhibits its actions,” he said.

Russia’s claims about the resettlement of children are one of the reasons why the issue formed the basis of the arrest warrant issued by the international criminal court last year for Vladimir Putin and for the Russian children’s commissioner, Maria Lvova-Belova. The warrant says Russia acted with the “intention to permanently remove” children from Ukraine, a war crime.

Andriy Kostin, Ukraine’s prosecutor general, said Russia’s actions were the largest-scale deportation of children in Europe since the second world war. “Russia is trying to destroy the Ukrainian nation, not only physically, but by severing familial bonds and erasing the Ukrainian identity of the deported children,” he said in Riga.

Russia has used different methods to bring Ukrainian children to Russia or Russian-occupied areas of Ukraine, often citing security concerns and a need to remove children from dangerous areas of conflict. In some cases, Russian authorities moved entire orphanages or children’s homes to Russian-controlled areas. In other cases, children were separated from their parents, taken to Russia and given new names.


In November a BBC investigation uncovered that an infant girl stolen from a children’s home in occupied Kherson had been transferred to Moscow, issued with new documents with a changed name claiming she was born in Russia, then adopted by a Russian political leader and Putin ally, Sergei Mironov.

Not all of the children were taken forcibly to Russia. Veronika, who grew up in a village in the Kharkiv region less than a mile from the border, travelled across the border with her aunt two weeks after Russia launched its full-scale invasion, to avoid the military clashes that were tearing through her village as the Russian army advanced.

She and her aunt stayed in a series of camps for refugees. Veronika, then 12, was initially pleased to be in Russia, the first time she had set foot in the country. It was the first time for two weeks that she could wash and have hot food and a comfortable place to sleep without the sound of explosions.

Veronika was eventually separated from her aunt and placed in a children’s home in the city of Lipetsk. Her mother, who formerly served in the Ukrainian army, was unable to travel to Russia to search for Veronika for fear of arrest.

“It was so hard to be alone in this environment, with everyone telling me terrible things about Ukraine,” Veronika said. After a while she was so traumatised that she lost a lot of weight and her hair started falling out.

Veronika’s grandmother travelled thousands of miles on a circuitous route from Kharkiv to Lipetsk via Poland and the Baltic states to rescue her granddaughter and bring her back to Ukraine, where she has been reunited with her mother.

“Now I just want to help other Ukrainian children to come home too,” Veronika said.

Russian authorities have claimed that Ukrainian children whose parents or guardians travel to Russia are able to take them home, and in some cases, such as Veronika’s, this has eventually worked.

But not every child has a relative who is able to make the long and risky journey, not every child is able to contact their families, and there are many cases of younger children having their names changed before adoption by Russian families.

“Russia is telling them they are not wanted, that nobody is looking for them, changing their names and trying to issue them Russian passports,” said Olena Zelenska, the wife of Ukraine’s president, who was in Riga last week to speak on the issue.

A top secret Russian electronic weapon allegedly based in Kaliningrad has been jamming GPS technology on flights and ships across the eastern flank of NATO, Western intelligence services fear.



There has been disruption to the GPS guidance of air and sea traffic in Finland, the Baltic states and Poland, according to Estonia's military chief.

'What we have seen is a malfunctioning of GPS for ships and air traffic,' General Martin Harem, commander of the Estonian Defence Forces, told the Telegraph.

'And we really do not know if they [Russia] want to achieve something or just practise and test their equipment.'

The suspected electronic weapon causing these disruptions is likely based in Russia's military site in Kaliningrad, sitting between Lithuania and Poland, according to Western intelligence findings.

An expert in electronic warfare said the satellite dish could be used to disrupt GPS technology in several directions, which could protect Kaliningrad from potential incoming missiles.

Causing a GPS disruption in these usually highly accurate missiles could result in them missing their target.

However, if the weapon is used against civilian rather than military targets, it can wreak havoc for commercial airliners.

Recently there have been reports of planes suddenly dropping off tracking sites - likely due to their GPS being disrupted.

Experts warned that if the same happens to ships, they could collide due to not being able to see each other on navigation systems.

While vessels have other means of navigation available, it would be a cause of concern if these systems are down, Dr Withington explained.

Any long-lasting GPS disruption could cause chaos in logistics as delivery drivers rely on them to reach their destinations.

Gen Harem said: 'Whatever they [Russia] do here, one aim is to degrade our stability, self-confidence, our trust to the West, unity and cohesion.'


He added that he doesn't think the GPS-targeting weapons are part of Russia's 'immediate preparations' for a potential NATO clash with Russia in the next decade or two.

This comes as a shelling attack has today killed at least 28 people at a bakery in the Russian-occupied city of Lysychansk, Moscow-installed officials have said.

In a blistering letter, the UK foreign secretary said aid was not getting into Gaza owing to “arbitrary denials by the government of Israel and lengthy clearance procedures, including multiple screenings and narrow opening windows in daylight hours”.

The spokesperson, Eylon Levy, whom Israeli media reported as having been suspended, had tweeted Lord Cameron suggesting Israel was not placing any obstacles in the delivery of aid.

Levy has not commented on the cause of his suspension, but British MPs said some of the claims were not cleared inside the Israeli government. There were also reports of a previous clash between Levy and Cameron that had created tensions.

In a letter to the chair of the foreign affairs select committee chairwoman, Alicia Kearns, Cameron denied a claim by Levy that the UN had requested Kerem Shalom crossing be closed on Saturdays. Cameron said Israel closes the vital aid crossing for the Sabbath.

The tone of the Cameron letter is remarkable for the frankness with which he attributes the problems in distributing aid, flatly contradicting Israeli assertions that the number of aid trucks crossing into Gaza had reached a satisfactory level.

The chief prosecutor of the International Criminal Court has announced he is seeking arrest warrants for Israeli Prime Minister Benjamin Netanyahu, Israeli Defense Minister Yoav Gallant and three leaders of Hamas: Yahya Sinwar, Ismail Haniyeh and Mohammed Deif.




The charges against Netanyahu and Gallant include starvation of civilians, extermination, intentionally directing attacks against a civilian population, among other crimes. The charges against the Hamas leaders include extermination, murder, taking hostages, rape, among other crimes.




"It places Israel's leaders of this genocidal onslaught on the Gaza Strip in the dock," says Middle East analyst Mouin Rabbani, who explains why this will be "very significant" for Israel's allies and signatories to the ICC.

"They now have to make a choice between Israeli impunity and obligations under the Rome Statute."

When the chief prosecutor of the international criminal court (ICC) announced he was seeking arrest warrants against Israeli and Hamas leaders, he issued a cryptic warning: “I insist that all attempts to impede, intimidate or improperly influence the officials of this court must cease immediately.”

Karim Khan did not provide specific details of attempts to interfere in the ICC’s work, but he noted a clause in the court’s foundational treaty that made any such interference a criminal offence. If the conduct continued, he added, “my office will not hesitate to act”.

The prosecutor did not say who had attempted to intervene in the administration of justice, or how exactly they had done so.

Now, an investigation by the Guardian and the Israeli-based magazines +972 and Local Call can reveal how Israel has run an almost decade-long secret “war” against the court. The country deployed its intelligence agencies to surveil, hack, pressure, smear and allegedly threaten senior ICC staff in an effort to derail the court’s inquiries.

Israeli intelligence captured the communications of numerous ICC officials, including Khan and his predecessor as prosecutor, Fatou Bensouda, intercepting phone calls, messages, emails and documents.

The surveillance was ongoing in recent months, providing Israel’s prime minister, Benjamin Netanyahu, with advance knowledge of the prosecutor’s intentions. A recent intercepted communication suggested that Khan wanted to issue arrest warrants against Israelis but was under “tremendous pressure from the United States”, according to a source familiar with its contents.

Bensouda, who as chief prosecutor opened the ICC’s investigation in 2021, paving the way for last week’s announcement, was also spied on and allegedly threatened.


Netanyahu has taken a close interest in the intelligence operations against the ICC, and was described by one intelligence source as being “obsessed” with intercepts about the case.

Overseen by his national security advisers, the efforts involved the domestic spy agency, the Shin Bet, as well as the military’s intelligence directorate, Aman, and cyber-intelligence division, Unit 8200.

Intelligence gleaned from intercepts was, sources said, disseminated to government ministries of justice, foreign affairs and strategic affairs.

A covert operation against Bensouda, revealed on Tuesday by the Guardian, was run personally by Netanyahu’s close ally Yossi Cohen, who was at the time the director of Israel’s foreign intelligence agency, the Mossad. At one stage, the spy chief even enlisted the help of the then president of the Democratic Republic of the Congo, Joseph Kabila.




Details of Israel’s nine-year campaign to thwart the ICC’s inquiry have been uncovered by the Guardian, an Israeli-Palestinian publication +972 Magazine and Local Call, a Hebrew-language outlet.

The joint investigation draws on interviews with more than two dozen current and former Israeli intelligence officers and government officials, senior ICC figures, diplomats and lawyers familiar with the ICC case and Israel’s efforts to undermine it.


Contacted by the Guardian, a spokesperson for the ICC said it was aware of “proactive intelligence-gathering activities being undertaken by a number of national agencies hostile towards the court”. They said the ICC was continually implementing countermeasures against such activity, and that “none of the recent attacks against it by national intelligence agencies” had penetrated the court’s core evidence holdings, which had remained secure.


A spokesperson for Israel’s prime minister’s office said: “The questions forwarded to us are replete with many false and unfounded allegations meant to hurt the state of Israel.” A military spokesperson added: “The IDF [Israel Defense Forces] did not and does not conduct surveillance or other intelligence operations against the ICC.”

Since it was established in 2002, the ICC has served as a permanent court of last resort for the prosecution of individuals accused of some of the world’s worst atrocities. It has charged the former Sudanese president Omar al-Bashir, the late Libyan president Muammar Gaddafi and most recently, the Russian president, Vladimir Putin.

Khan’s decision to seek warrants against Netanyahu and his defence minister, Yoav Gallant, along with Hamas leaders implicated in the 7 October attack, marks the first time an ICC prosecutor has sought arrest warrants against the leader of a close western ally.

But the ICC case has been a decade in the making, inching forward amid rising alarm among Israeli officials at the possibility of arrest warrants, which would prevent those accused from travelling to any of the court’s 124 member states for fear of arrest.

It is this spectre of prosecutions in The Hague that one former Israeli intelligence official said had led the “entire military and political establishment” to regard the counteroffensive against the ICC “as a war that had to be waged, and one that Israel needed to be defended against. It was described in military terms.”

That “war” commenced in January 2015, when it was confirmed that Palestine would join the court after it was recognised as a state by the UN general assembly. Its accession was condemned by Israeli officials as a form of “diplomatic terrorism”.

One former defence official familiar with Israel’s counter-ICC effort said joining the court had been “perceived as the crossing of a red line” and “perhaps the most aggressive” diplomatic move taken by the Palestinian Authority, which governs the West Bank. “To be recognised as a state in the UN is nice,” they added.

“But the ICC is a mechanism with teeth.”

A Hand-Delivered THREAT

For Fatou Bensouda, a respected Gambian lawyer who was elected the ICC’s chief prosecutor in 2012, the accession of Palestine to the court brought with it a momentous decision. Under the Rome statute, the treaty that established the court, the ICC can exercise its jurisdiction only over crimes within member states or by nationals of those states.

Israel, like the US, Russia and China, is not a member. After Palestine’s acceptance as an ICC member, any alleged war crimes – committed by those of any nationality – in occupied Palestinian territories now fell under Bensouda’s jurisdiction.


On 16 January 2015, within weeks of Palestine joining, Bensouda opened a preliminary examination into what in the legalese of the court was called “the situation in Palestine”. The following month, two men who had managed to obtain the prosecutor’s private address turned up at her home in The Hague.

Sources familiar with the incident said the men declined to identify themselves when they arrived, but said they wanted to hand-deliver a letter to Bensouda on behalf of an unknown German woman who wanted to thank her. The envelope contained hundreds of dollars in cash and a note with an Israeli phone number.

Fatou Bensoudas’ caseload also included nine full investigations, including into events in the Democratic Republic of the Congo.


Sources with knowledge of an ICC review into the incident said that while it was not possible to identify the men, or fully establish their motives, it was concluded that Israel was likely to be signalling to the prosecutor that it knew where she lived.


The ICC reported the incident to Dutch authorities and put in place additional security, installing CCTV cameras at her home.

The international criminal court (ICC) at The Hague has issued arrest warrants for Russia’s ex-minister of defence and current army chief of staff for alleged war crimes in Ukraine after a missile campaign targeting Ukrainian power plants and other civilian infrastructure during the full-scale invasion.

Ex-minister of defence Sergei Shoigu and the chief of the general staff of the Russian armed forces, Valery Gerasimov, are accused of the war crimes of directing attacks at civilian objects and of causing excessive incidental harm to civilians or damage to civilian objects. They are also accused of crimes against humanity.

The Hague issued warrants for their arrest, but they are unlikely to be able to serve them as the pair are in Russia, which is not a party to the ICC and has denounced the court. Ukraine is not a member of the ICC but has given the court jurisdiction to prosecute war crimes committed on its territory since 2022.

Shoigu was removed as the minister of defence last month but has remained a senior government official as the head of Russia’s security council.

The court has previously issued warrants for the arrest of Vladimir Putin and Russia’s human rights ombudsman, Maria Lvova-Belova, for their role in the forcible deportation of Ukrainian children to Russia. A number of the children have been adopted by Russian officials or put up for adoption under false identities.

The Ukrainian president, Volodomyr Zelenskiy, said the ICC’s decision to issue the warrants against Shoigu and Gerasimov was “a clear indication that justice for Russian crimes against Ukrainians is inevitable”.

He wrote on Telegram: “Every criminal involved in the planning and execution of these strikes must know that justice will be served. And we do hope to see them behind bars.” He added that he looked forward to “more arrest warrants in order to deprive Russia of its sense of impunity”.

Announcing the warrants, the court wrote there “are reasonable grounds to believe that the two suspects bear responsibility for missile strikes carried out by the Russian armed forces against the Ukrainian electric infrastructure from at least 10 October 2022 until at least 9 March 2023.

During this timeframe, a large number of strikes against numerous electric power plants and substations were carried out by the Russian armed forces in multiple locations in Ukraine”.

The court said it had “reasonable grounds to believe that the suspects intentionally caused great suffering or serious injury to body or to mental or physical health, thus bearing criminal responsibility for the crime against humanity of other inhumane acts”.

Russia has argued that electrical infrastructure in Ukraine represents a legitimate military target. The strikes have led to rolling blackouts across Ukraine, and have threatened crucial supplies of heating to the population in winter when temperatures fall below freezing.

The state department is facing a new lawsuit brought by Palestinians and Palestinian Americans accusing the agency of deliberately circumventing a decades-old US human rights law to continue funding Israeli military units accused of widespread atrocities in the occupied Palestinian territories.



The lawsuit, which was filed on Tuesday, marks the first time that victims of alleged human rights abuses are challenging the state department?s failure to ever sanction an Israeli security unit under the Leahy Law, a 1990s-era law that prohibits US military assistance to forces credibly implicated in gross human rights violations.

The plaintiffs include Amal Gaza, a pseudonym for a mathematics teacher from Gaza who has lost 20 family members; Shawan Jabarin, the director of the Palestinian human rights group Al-Haq, who endured six years of arbitrary detention in the West Bank; and Ahmed Moor, a Palestinian American with relatives in Gaza who have been repeatedly displaced by the ongoing Israeli offensive. (Moor has written opinion pieces for the Guardian.) Along with two other plaintiffs, they are demanding judicial intervention to force the US to comply with the law.

With the death toll in Gaza since last October reportedly approaching 45,000 and humanitarian aid to the territory severely restricted, the legal challenge represents an attempt to force the administration to implement a law that has been seen as effective in helping the US to stem human rights violations by foreign military units in central America, Colombia, Nepal, and other countries.

The Leahy Law was designed to prohibit foreign governments from providing US assistance to any security forces that the US identifies as being ineligible due to a gross violation of human rights. But, as one former state official told the Guardian earlier this year:

The lawsuit was filed in Washington DC district court.

Also taking part in the suit is Said Assali, a Palestinian American who had six family members killed in airstrikes in Gaza since the bombardments and incursions from Israel began last year.

Poland has promised Netanyahu safe passage to an Auschwitz memorial service.



Netanyahu is wanted by the ICC for war crimes-GENOCIDE, committed during Israels 16-month war on Gaza, including using starvation as a method of warfare deliberately attacking civilians murder and persecution. His former Defense Minister Yoav Gallant faces the same charges.

Yet Polish Prime Minister Donald Tusk last week waived his countrys legal obligations as an ICC signatory to arrest Netanyahu, instead offering the Israeli leader unhindered travel to the 80th Auschwitz memorial service on 27 January

It would be a grave mistake for the Polish EU Presidency to welcome Netanyahu to an official Holocaust memorial ceremony, Borrell, who stood down as head of the European External Action Service last month, told The Intercept.

This would make a mockery of the EUs strong commitment to the International Criminal Court, which the EU27 unanimously reaffirmed in June 2023.

Without mentioning Poland by name, Sven Koopmans, the EUs Middle East peace envoy, told The Intercept that the ICC was supported by the entire EU including the institutions and the 27 member states and that includes all that comes with it.

It is unclear whether Netanyahu will attend the Auschwitz service, as he has in the past. Tusks offer has proved unpopular in Poland, and lawyers have warned of immediate and robust legal action in the Polish courts, if Netanyahu sets foot on Polish soil.

The wife of Israeli Prime Minister Benjamin Netanyahu has been in South Florida for over 50 days and is believed to be living with her son Nair, who has been hiding out there the entire war.

Yair Netanyahu, 33, has been living in Miami since April 2023 and is protected by Shin Bet at an estimated annual cost of approximately $688,000.

Presumably, the cost has gone up now that his mother Sara has joined him (he has asked for more security due to his fear of assassination, despite publicly rebuking Shin Bet, the secret Service of Israel).

Spies said Sara has visited Mar-a-Lago, the winter White House several times and is now searching for a familial property to buy in the area.

While there are compelling reasons the family wants a foothold in Miami ? the warm weather, the proximity to U.S. President Donald Trump and more importantly, there is no war being waged in the South Florida metropolis, sources say Sara is there for another reason.

He was taken into police custody shortly after his arrival at the capital's international airport from Hong Kong on Tuesday morning.


Duterte 79, contested his detention but within hours was on a chartered jet en route to The Hague in the Netherlands, where the ICC sits. Current President Ferdinand Marcos Jr said the country was meeting its legal obligations.

During Dutertes time in office, thousands of small-time drug dealers, users and others were killed without trial.

Marcos said his predecessor would face charges relating to what he described as Dutertes bloody war on drugs.

Dutertes daughter Sara, who said she would accompany him to The Hague, is vice president and a political rival of Marcos. She has said the arrest amounts to persecution. Rodrigo Duterte has offered no apologies for his brutal anti-drugs crackdown, which saw more than 6,000 suspects killed when he was president from 2016 to 2022, and mayor of Davao city before that.

'If I committed a sin, prosecute me in Philippine courts, with Filipino judges, and I will allow myself to be jailed in my own nation, he said in a later video. In response to his arrest, a petition was launched on his behalf in the Supreme Court urging it not to comply with the request.

According to a statement from the courts spokesperson, the former president also called for a declaration that the Philippines withdrawal from the ICC in 2019 effectively terminated its jurisdiction over the country and its people.
