Police investigating the disappearance of Sarah Everard are searching a home and woodland in Kent following the arrest of a serving Met officer.

The 33-year-old was last seen in Clapham, south London, on 3 March.

The policeman and a woman were arrested at a house in Kent on Tuesday. Searches are being carried out at a building in Deal as well as on land near Ashford.

The Met said it was "shocking and deeply disturbing" that the arrested man was a serving officer.

Ms Everard's family have been kept updated, the force added.

Policeman Wayne Couzens Charged with Kidnap and Murder of Missing Sarah Everard

A serving police constable has been charged with the murder and kidnap of Sarah Everard, the Crown Prosecution service has said

Wayne Couzens, 48, will appear at Westminster magistrates' court tomorrow morning, the CPS said.


A serving police officer has been charged with the murder and kidnap of Sarah Everard.

Ms Everard, 33, disappeared while walking home from a friend's house in Clapham, south London on March 3.

Her body was found in woodlands in Ashford, Kent on March 10.

Today Couzens was taken to hospital for a second time in 48 hours for treatment to a fresh head injury sustained in custody before being discharged and returned to a police station, the Metropolitan Police said.

Rosemary Ainslie, head of special crime at the CPS, said: "Following a referral of evidence by the Metropolitan Police related to the death of Sarah Everard, the CPS has authorised the police to charge Wayne Couzens with murder and kidnapping.

A police officer has on Friday admitted murdering tragic Sarah Everard after he snatched her off the street and raped her.

Wayne Couzens, 48, had already pleaded guilty to kidnap and rape and accepted responsibility for the 33-year-old's killing.

But the Met Police officer today admitted murder via video link at the Old Bailey

Sarah's family and Met Police chief Dame Cressida Dick watched from the public gallery as the monster whispered his formal plea.

Dame Cressida said she had spoken to Sarah's family and told them "how very sorry I am for their loss, for their pain and their suffering".

She said the force was "sickened, angered and devastated by this man's crimes - they are dreadful".

A two-day sentencing has been set for September 29 - with the court told Couzens knows he "deserves" to live with the "burden for the rest of his life".

Evil Couzens, who at the time was a serving Metropolitan Police officer used his knowledge of policing to rape, kidnap and strangle Sarah.

The 33-year-old marketing executive was subjected to a terrifying 80 mile journey after she was "arrested" by Couzens before he raped and murdered her.

The Old Bailey heard that Couzens had bought handcuffs from Amazon less than a month before killing Sarah and kept them in his car so he could carry out his horrifying crimes.

Couzens, 48, targeted the 33-year-old marketing executive, as she walked from from a friend's house through Clapham on March 3 this year.

The court heard Sarah had left her friend's house at around 9.10pm and called her boyfriend. The call lasted 14 minutes and the couple had made plans for the rest of the week. It was the last anyone heard from her.

Prosecutor Tom Little told the court that Sarah was "arrested" by Wayne Couzens who handcuffed her after showing his warrant card. He said the kidnapping took less than five minutes.

Chilling dashcam footage captured the fake arrest and a couple noticed Couzen's rented white and black Vauxhall Crossland pulled up with its hazard lights on.

Mr Little said: [In the footage] "Sarah Everard is standing on the pavement, behind the car, facing the defendant who is a few feet away.

“The defendant appears to touch his belt and to be holding up his hand towards Sarah Everard, as if showing her something in it

“The front seat passenger noticed what she described as a man and a woman standing on the pavement with the man behind the woman.

“The immediate impression the passenger formed was that she was witnessing an undercover police officer arresting a woman, whom she assumed “must have done something wrong”.

“So surprised was the witness by what she had seen, as she considered it to be relatively unusual and not something she had ever witnessed before, she remarked to her husband, ‘I’ve just seen a woman being handcuffed’."

Mr Little said that at some point after her arrest, having not been taken to a police station, "Sarah Everard must have realised her fate."

The court heard that Couzens's own Seat car was in a bad condition and three days before he killed Sarah, he hired a vehicle from Dover. Couzens had spent weeks planning the crime.

Married dad-of-two Couzens spent hours driving around west and south London before targeting his victim.

Mr Little told the court that Sarah had planned to have dinner with a friend in the Clapham Junction area of south London that night and "would have walked all the way back had she not have been kidnapped."

Killer police officer Wayne Couzens has been put on suicide watch at the maximum security "prison within a prison" he has been locked up in.


The 48-year-old was sentenced to a whole life order on Thursday for the rape and murder of Sarah Everard, who he abducted off a south London street as she walked home in March.

Couzens is being held in the Special Secure Unit at HMP Belmarsh - separate from the main body of the prison - where he is being closely watched.

While in custody after his arrest, the married dad-of-two was hospitalised twice with head injuries said to be self-inflicted.

And as he awaited trial he is understood to have stopped eating with prison officers worrying he may try to end his life, according to reports.

The unit has a total of 18 inmates in single cells with minimal furniture to prevent prisoners attempting to harm themselves.

While they are issued specially made clothing which can't be torn.

Breakfast consists of a mini pack of cereal, with a lunch of a sandwich and crisps served at midday, and dinner at 5pm where prisoners are given a choice of hot meals.

Couzens can access books and magazines, with anything he says or does to be recorded in a logbook.

The inmates in the high security unit must also exercise in a secure yard away from the prison's other inmates.

A source told the Sun on Friday: "To all intents and purposes, it is a prison within a prison. It has its own fruit garden and planters that are tended by inmates.

Cressida Dick to Step Down as Metropolitan Police Chief

Metropolitan Police Commissioner Dame Cressida Dick is leaving her role after a series of damaging controversies.

Dame Cressida said she had been left with "no choice" after London Mayor Sadiq Khan made it clear to her he had no confidence in her leadership.


Last week, the police watchdog found "disgraceful" misogyny, discrimination and sex harassment among some Met PCs.



Dame Cressida, the first woman to lead the biggest UK police force, also faced criticism over the Sarah Everard case.

Her conduct was referenced in an independent report that accused the force of institutional corruption over the unsolved murder of Daniel Morgan, and before she became commissioner she was in charge of the operation that led to the fatal shooting of Jean Charles de Menezes.

Speaking on BBC London hours before her departure was announced, she insisted that she had "absolutely no intention" of quitting, and that she was "seething angry" about the police watchdog's findings into the culture at Charing Cross police station.

But in his statement, Mr Khan said he was "not satisfied" with Dame Cressida's response and that she "will be stepping aside" as a result.

Mr Khan thanked the commissioner for her 40-year policing career.


He said he would now "work closely with the home secretary on the appointment of a new commissioner" with an aim to restore trust in the Met.

Prime Minister Boris Johnson said Dame Cressida "has served her country with great dedication and distinction over many decades".

Home Secretary Priti Patel said the police chief held the role "during challenging times" and that she "exemplified the increasingly diverse nature of our police".

Shadow home secretary Yvette Cooper thanked Dame Cressida for her public service and said reform was needed to rebuild public confidence after recent cases.

Lib Dem leader Sir Ed Davey said a change in the force's leadership was "long overdue".

He added that Boris Johnson, whose part in the Downing Street parties held during lockdown is still being investigated by the Met, must have no role in choosing her successor.

Harvey Proctor, a former MP falsely accused of murder during a disastrous probe into claims of a VIP paedophile ring, said her departure had come not a "day too soon" and called for a full inquiry into all her "personal mistakes".

Alastair Morgan, who has spent decades campaigning for justice for his brother Daniel after he was killed with an axe in a pub car park in south-east London in the 1980s, said Dame Cressida had "disappointed" his family on every level during her time in charge.

"Although I think it is a shame that we are seeing another commissioner disappear under a cloud of smoke, it is necessary," he said.

The partner of a man who was murdered by serial killer Stephen Port said the resignation was "about time".

Ricky Waumsley previously called for her to quit after an inquest jury found police failures had likely contributed to the death of his partner Daniel Whitworth and two more of Port's victims.


A Decision Taken For Her

On Thursday morning she was adamant. She wasn't going. But all the signs are that the decision was taken for her by Sadiq Khan.

The commissioner of the Metropolitan Police is appointed by the Queen, on the advice of the home secretary, but the commissioner cannot do the job without the support of the mayor.

In the last few weeks attempts were made to convince him that the Met's plan would deliver change.

But that plan involved a review - by Dame Louise Casey - that would have taken much of the year.

She had been given the power to roam freely through the force looking for bad attitudes and poor management of disciplinary issues.

That would have been a period when more revelations were inevitably going to emerge making the commissioner's position even more difficult.

The mayor's timetable was different - days, weeks at most. He needed to be convinced. His officials didn't sound it on Wednesday. Thursday night's development is the result.

Dame Cressida, who served in the role for four years and was recently given a two-year contract extension, has agreed with the mayor that she will continue to serve for a short time period to enable an orderly handover.


She said in a statement: "It is with huge sadness that following contact with the mayor of London today, it is clear that the mayor no longer has sufficient confidence in my leadership to continue.

"He has left me no choice but to step aside as commissioner of the Metropolitan Police Service."

"The murder of Sarah Everard and many other awful cases recently have, I know, damaged confidence in this fantastic police service," she added.

"There is much to do - and I know that the Met has turned its full attention to rebuilding public trust and confidence. For that reason I am very optimistic about the future for the Met and for London."

The Met had submitted a plan to Mr Khan last Friday on reforming the force and a meeting was due to be held on Thursday afternoon. A City Hall source said Mr Khan made it clear through his officials - but not directly to the commissioner - that the plan was not going to work and the meeting was cancelled.

Ken Marsh, the chairman of the Metropolitan Police Federation, which represents rank and file officers in London, said Dame Cressida had been unfairly treated.

"We feel the way she has been treated is wholly unfair and we did believe that she was the person who could take us through this and bring us out the other side," he said.

In 2008, the then-Met Commissioner Sir Ian Blair stood down after he lost the support of the London mayor at the time, Boris Johnson.

The disappearance of Richard Okorogheye, a teenager found dead two weeks after his mother reported him missing, is being reviewed by the police watchdog, which will consider whether ethnicity played a role in the way his case was handled
And athlete Bianca Williams and her partner believe they were racially profiled when their car was stopped by Met officers in Maida Vale, in 2020. The couple were handcuffed and separated from their baby son. The Met apologised


Dame Cressida also had to deal with the repercussions from the disastrous Operation Midland, the multimillion-pound investigation which saw detectives duped by false claims of a VIP sex abuse ring made by the paedophile and fantasist Carl Beech


A report by an independent panel set up in 2013 into the unsolved murder of Daniel Morgan accused the force of institutional corruption, and found that the then-Assistant Commissioner Dame Cressida had initially refused to grant access to a police internal data system

Further criticism came over the security of Wembley stadium during the final of the Euro 2020 championships, which saw thousands of ticketless fans storm the venue. Dame Cressida defended the Met's response

Wayne Couzens, who murdered Sarah Everard, is mates with David Fuller – who was dubbed the Morgue Monster for defiling the bodies of more than 100 dead women.

A source told how the pair bonded after being banged up on the same wing of HMP Frankland in Brasside, County Durham.

He said: “We call them The Odd Couple.”

Former Met officer Couzens, who worked as a mechanic before he joined the police, enjoys chats with electrician Fuller, who – like him – lived in Kent. Our source said: “They know some of the same areas from back in the day.

“The idea of them swapping stories turns my stomach.”

Couzens, 48, was handed a whole-life tariff last year after using his job as a cover to kidnap and rape marketing worker Sarah in Clapham, south London. Her murder in March 2021 sparked a national outcry and a fresh focus on ending violence against women.

Fuller, 67, was also jailed last year – for *killing Wendy Knell and Caroline Pierce in Tunbridge Wells, Kent, in 1987.

He was finally nailed for the so-called “bedsit murders” 33 years after committing the crimes, thanks to DNA advances.

Fuller was given two life sentences for the killings plus a further 12 years for abusing corpses at the hospital in Kent where he worked.


Officers who searched his home found Fuller had recorded himself defiling scores of bodies between 2008 and 2020.

Health Secretary Sajid Javid has ordered a public inquiry into the morgue abuse scandal.

Couzens and Fuller are not the first fiends to become friends behind bars.



Karen Matthews – who in 2008 *kidnapped her own daughter, Shannon, in a bid to get a Ł50,000 cash reward – struck up a friendship with convicted killer Bernadette McNeilly in jail. The pair bonded after being banged up *together at Foston Hall prison in Derbyshire – and even kept in touch when Matthews was freed during her eight-year sentence in 2012.

Murderer McNeilly, 51, was released in 2015. She spent 21 years behind bars for setting fire to 16-year-old Suzanne Capper in 1992.

Meanwhile, paedophile Roy Whiting, 63 – who murdered schoolgirl Sarah Payne in 2000 – is said to have become pals with child rapist Sidney Cooke, 94, at HMP Wakefield, West Yorks.

And black cab rapist John Worboys, 64, is said to have become friendly with Milly Dowler killer Levi Bellfield, 53.

A spokesman for the Prison Service said last night: “We do not comment on individual prisoners.”

Levi Bellfield ’s girlfriend says the serial killer is “not a monster” and added she empathises with him as well as his victims.




She has insisted the murderer has “changed” during his years in jail.

The woman has described herself as “very educated and intelligent” and, perhaps unsurprisingly, also said she is “extremely non-judgemental”.

Her comments come after it emerged Bellfield, 53, is planning to get married in prison.

Justice campaigners say it is sickening the hammer killer has been able to form such a close relationship while serving a whole life term.

He has been convicted of murdering three people, including 13-year-old schoolgirl Milly Dowler.

Bellfield’s girlfriend – who we are not identifying – said she is “not ashamed” of the relationship” and added that the pair have shared “kisses and cuddles” in prison.

She said: “He is not a monster. Yes he has a bad past, but 17 years in prison changes a person.

“He has changed, he has remorse, and there are always reasons a person goes wrong in life.

“There is always a far bigger picture. He is 53 years old, still young and has to live knowing he will just grow old and die in that horrendous place.”

Bellfield was convicted in 2008 of killing Marsha McDonnell, 19, in Hampton, South West London, in 2003 and Amelie Delagrange, 22, in nearby Twickenham in 2004, plus the attempted murder of Kate Sheedy, 18.

Three years after being jailed, Bellfield was convicted of the 2002 murder of Milly, who he abducted in Walton-on-Thames, Surrey.

He has managed to have a three-year romance after his partner began writing to him in 2019.

Bellfield has consulted a solicitor to help him with his plan to marry and lodged an application with chiefs at Frankland Prison in Co Durham.

The Prison Service said the application is being considered. The bid has sparked fury. Former Justice Secretary Robert Buckland said the situation “beggars belief”.

The MP added: “Milly never got to see her wedding day because she was robbed of her life by Bellfield. It cannot be right that he gets to have his.” The Centre for Crime Crime Prevention called the marriage plans “an insult to the families of Bellfield’s many victims”.

The Government is launching a review into whether it can stop the marriage. Prisons Minister Victoria Atkins said: “This man is an evil monster... I’m appalled someone like this can make an application to get married – we’re looking into it very carefully. Watch this space.” But Bellfield’s girlfriend said it is unfair he will never be freed and moaned about that prison conditions.

Sources claim he has photos of her on his cell wall, including one of her in lingerie alongside the words, “come to bed, Levi”.

Defending her relationship with one of Britain’s most hated men, she said: “I’m no random silly woman with an obsession for serial killers. I’m a very educated, intelligent woman, nobody’s fool. I don’t know Levi from 2002, I know the Levi of now. Well, since 2019.

“I’m extremely non-judgemental, and although I have great empathy with the victims, I have empathy with Levi too.

“He is my partner, we have an extremely close relationship, people may not understand that, but we all make our own choices in life. People change after 17 years in the prison system. The public think it’s like a hotel. I can tell you it’s horrific, nothing like a hotel.

“For Levi there’s no hope, life means life, where does rehabilitation come into that? Maybe 25 years, yes. But it’s just a death sentence in disguise.”

The woman also claimed Bellfield has demanded a DNA test in a bid to prove he did not father a secret son weeks before snatching Milly.

It follows claims by a mum-of-three that Bellfield – calling himself Levi Taylor – chatted her up at a nightclub and drove her home in the same red Daewoo Nexia he used to abduct Milly. The mum says she became pregnant as a result of a one-night stand and has spent two decades hiding the truth from her son, for fear it will leave him “broken”.

But Bellfield’s girlfriend said: “He said the child is not his and would like to request a DNA sample to eliminate him.” She has blasted claims Bellfield “groped” her on a prison visit.

She said: “He is my partner. We had a kiss and cuddle as always, he put his hand on my tummy, that was it.” Bellfield would need the permission of the governor at HMP Frankland to walk down the aisle.

Rules state the prison boss can raise an objection to the jail being named on the notice of marriage as the place where the service would be carried out.

Bellfield – who has at least seven children with at least three women – has a history of violently abusing his partners. Nine offences of serious assault and sexual assault were left on file after his convictions for murder.

One of his former partners – Joanna Collings who had two of Bellfield’s children – has previously talked publicly about enduring daily beatings at his hands because she was “too terrified to leave” the bouncer.

Earlier this year Bellfield – suspected of scores of other attacks – claimed he carried out the 1996 hammer murders of Lin Russell, 45, and her daughter Megan, six, in a country lane in Chillenden, Kent.

Michael Stone, 61, was convicted of the killings in 1998 and remains in jail.

UK Metropolitan Police Report: Officers Getting Away With Breaking Law

Hundreds of UK Met Police officers have been getting away with breaking the law and misconduct, a damning report has found.

Baroness Louise Casey found many claims of sexual misconduct, misogyny, racism and homophobia were badly mishandled.

One serving officer had 11 misconduct notices for allegations involving assault, sexual harassment and fraud.





Met Police Commissioner Sir Mark Rowley said the findings showed hundreds of his officers should have been sacked.


The Met is investigating more than 600 domestic and sexual abuse allegations against its officers, the BBC has been told.

The interim report on misconduct procedures and the culture in the Met also found misogyny and racial disparity across the force's internal disciplinary system, with a "systemic bias" against black and Asian officers.

Author Baroness Casey said: "We have heard repeatedly from colleagues that they feel and believe, and actually have given us case examples of where people are getting away both with misconduct but also criminal behaviour."

According to the report, some 1,809 officers - or 20% of all those facing allegations - had more than one complaint raised against them, with 500 of those facing between three to five separate misconduct cases since 2013.

And yet Baroness Casey's team said that less than 1% of officers facing multiple allegations had been dismissed from the force, with one continuing to serve despite facing multiple serious allegations - including corruption, traffic offences and "failure to safeguard while off duty".]

Sir Mark admitted it had been hard not to shed a tear at how people had been treated when they had complained about the conduct of fellow officers and nothing had happened.

Asked how many officers or staff should have been sacked for their behaviour, he admitted only between 30 and 50 people are sacked a year and that was not enough.

He said: "There must be hundreds of people who shouldn't be here who should have been thrown out."

In a written reply to Baroness Casey, the commissioner said he was "appalled by the extent of the findings you expose".

He added: "I am sorry to those we have let down: both the public and our honest and dedicated officers."

Baroness Casey described the current system as "not fit for purpose" and said "this has to be a line in the sand moment".

She added there was such a great level of systemic bias and racism that it might be called an example of institutional racism, although that was not the same as saying the Met was institutionally racist.

In a letter to Sir Mark, Baroness Casey laid out eight key issues, including the length of time taken to resolve misconduct cases, currently an average of about a year.

She wrote: "Cases are taking too long to resolve, allegations are more likely to be dismissed than acted upon, the burden on those raising concerns is too heavy, and there is racial disparity across the system, with white officers dealt with less harshly than black or Asian officers."

Last month, the Met's performance was found to be "failing" in several areas by the police inspectorate which said there were "serious failings" in the way it operates.

This latest report outlined examples of "how the misconduct process does not find and discipline officers with repeated, or patterns of, unacceptable behaviour".

There was one serving officer who had received 11 misconduct notices for cases involving abuse, sexual harassment and assault, fraud, improper disclosure of information and distribution of an explicit image of himself.

By the time a decision on the first misconduct matter had been made, which was to sanction rather than dismiss for harassment and assault, he had received six more notices against him.

Messages between a group of officers mainly based at Charing Cross Police Station that joked about rape, domestic violence and racism.

It's not hard to see why the conclusion is that the Metropolitan Police has failed to police its own officers.

What is stark from the report is the phrase "these issues are not new". What Baroness Casey found was "systemic" and "institutionalised".

Basically, the leadership of the Met has for years ignored the need to get rid of the bad, corrupt, dangerous officers and that has put their families, their fellow officers and the people they serve - the public - all at risk.


And this isn't her last word. She has much more to expose about the Met, its officers and its way of working when she delivers her final report.


Baroness Casey laid out a number of areas where improvement action should be taken, including:
To reduce the time taken for cases to be resolved

To investigate and remove more repeat offenders

To bring more offences, particularly relating to discrimination and sexual misconduct, within the remit of gross misconduct and dismissal

To bring in more human resource expertise to support the misconduct process


There was also a racial disparity throughout the Met's misconduct system, the report found.



"This included the concern that raising issues relating to racism, or other discrimination and wrongdoing often led to being labelled a trouble maker, which then led to unfair disciplinary action," the report stated.

"We also heard that the misconduct system is not sufficiently robust with white officers who breach professional standards, but there is a lower threshold for black, Asian and mixed ethnicity officers and staff."

Home Secretary Suella Braverman said the public "rightly expects the highest standards of behaviour from police officers and the vast majority meet this expectation", but recently incidents "have damaged trust".


She added: "Culture and standards in the police must improve. And where an officer has fallen seriously short of these expectations, demonstrable, public action must be taken."

Chief Constable Andy Marsh, from professional standards body the College of Policing, added: "Baroness Casey's review puts a shameful light on behaviour which has eroded the foundation of our model to police by consent.

"What has been found has no place in society, let alone in a police service where we should be dedicated to helping the vulnerable."

Mayor of London Sadiq Khan said the situation at the Met was worse than he had feared.

"It's clear the Met's misconduct system is simply not fit for purpose," he said.

"I now expect nothing less than every single recommendation of this review to be implemented in full, and quickly.

"All misconduct allegations must be acted upon, cases must be resolved much faster, and the disproportionality in the way allegations are dealt with must be eliminated."

Met Police Officer David Carrick Admits to Being Serial Rapist

A Metropolitan Police armed officer, who used his position to put fear into women, has admitted dozens of rape and sexual offences against 12 women.

David Carrick, 48, who met some victims through dating websites, pleaded guilty to 49 offences, across two decades.


The Met has apologised after it emerged he had come to the attention of police over nine incidents, including rape allegations, between 2000 and 2021.

A senior officer said his offending was "unprecedented in policing".

Assistant Commissioner Barbara Gray, the Met's lead for professionalism, said: "We should have spotted his pattern of abusive behaviour and because we didn't, we missed opportunities to remove him from the organisation."

"We are truly sorry that being able to continue to use his role as a police officer may have prolonged the suffering of his victims."

Carrick, who admitted 24 counts of rape, was suspended from duty when he was arrested in October 2021.

His offences spanned 2003 to 2020 and most took place in Hertfordshire, where he lived.



Jaswant Narwal, the chief crown prosecutor of the Crown Prosecution Service, Thames and Chiltern, said: "Carrick held a role where he was trusted with the responsibility of protecting the public, but yet over 17 years, in his private life, he did the exact opposite.

"This is a man who relentlessly degraded, belittled and sexually assaulted and raped women.

"As time went on, the severity of his offending intensified as he became emboldened, thinking he would get away with it."


Carrick met some victims through online dating sites such as Tinder and Badoo or on social occasions, and used his role as a police officer to gain their trust.

He admitted four counts of rape, false imprisonment and indecent assault, relating to a 40-year-old woman in 2003, at Southwark Crown Court on Monday.

It can now be reported that Carrick had already pleaded guilty to 43 charges, including 20 counts of rape, in December.

Carrick served with the Parliamentary and Diplomatic Protection Command.


He admitted raping nine women, some on multiple occasions over months or years, with many of those attacks involving violence that would have left them physically injured.

After his first guilty pleas, the Met stopped his pay and began an accelerated misconduct process, with a hearing due to take place on Tuesday.

Speaking outside court, Det Ch Insp Iain Moor, from Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit, said: "The details of David Carrick's crimes are truly shocking. I suspect many will be appalled and sickened by his actions but I hope the victims and the public more widely are reassured that no-one is above the law and the police service will relentlessly pursue those offenders who target women in this way."

He said he expects even more victims to come forward.


The Mayor of London, Sadiq Khan, said he was "absolutely sickened and appalled" by Carrick's crimes.

He said "serious questions must be answered about how he was able to abuse his position as an officer in this horrendous manner".

Retired Met Police Officers Charged With Child Sex Offences


Two retired Metropolitan Police officers have been charged with child sex offences, as part of an investigation into a serving Met chief inspector who was found dead.

The Met said the charges follow an investigation into Richard Watkinson.

His death is being treated as unexplained but not suspicious.


Jack Addis, 63, from Perthshire, and Jeremy Laxton, 62, from Lincolnshire, will appear at Westminster Magistrates' Court on 9 February.

Ch Insp Watkinson, 49 was a serving chief inspector for neighbourhood policing in the West Area Command Unit. He had been suspended from duty following his arrest.

He was found dead in Buckinghamshire on 12 January, the same day the Met says he was due to be charged with conspiracy to distribute or show indecent images of children, three counts of making indecent photos of a child, voyeurism and two counts of misconduct in public office.

An inquest into Ch Insp Watkinson's death has opened and adjourned.

Cmdr Jon Savell from the Met's professional standards team said: "Ch Insp Watkinson was facing extremely serious and concerning charges, as the result of a painstaking and thorough police investigation.

"Before this matter came to light, we had no previous information about these allegations or to indicate the officer posed any risk to the public.

"He had not faced any other criminal or conduct matters during his Met career."

The first victim of Met Police rapist David Carrick to reveal her identity today calls for the beast to be locked up for the rest of his active life.



Darciane Nunes Da Silva, 43, speaks out in the Sunday People after bravely waiving her legal anonymity – because she is convinced there are more victims of the sex monster who will be encouraged to come forward.

Carrick, 48, is now one of Britain’s worst known sex offenders after pleading guilty to 48 rapes against 12 women – including Darciane – over two decades.

His campaign of terror against the mum and carer included:

■ Strangling and violently *slapping her.

■ Controlling every part of her life including what she ate, when she slept and when she could use her phone.

■ Spying on her with hidden cameras.

■ Punishing her when she didn’t obey him, *including by releasing his snakes from their enclosure in a twisted bid to terrify her.





She was tearful during the interview


Darciane finally left Carrick in July 2020 after a Spanish holiday in Barcelona which she described as five days of hell.

In March 2021 she found the strength to report him to police. He warned her: “Be careful, I know where you live, I know your schedules.”

In August 2021 she withdrew her complaint after allegedly getting no support from police. But a month later she reopened it again at the request of the police after they told her another victim had come forward. Darciane said: “Things changed then and they started listening to me.”

Women and children failed by 'Met Police Boys' Club', review finds


Women and children have been failed by the Metropolitan Police, with racism, misogyny, and homophobia at the heart of the force, a blistering review says.

Baroness Casey says a "boys' club" culture is rife and the force could be dismantled if it does not improve.

Her year-long review condemns systemic failures, painting a picture of a force where rape cases were dropped because a freezer containing key evidence broke.

The Met's Commissioner Sir Mark Rowley admitted "we have let Londoners down".

The report has prompted a strong reaction, with the mother of murdered black teenager Stephen Lawrence saying the force was "rotten to the core".

Home Secretary Suella Braverman warned it could take years to address some challenges, but was confident Sir Mark and his team would deliver the change the public expects.

Baroness Casey was appointed to review the force's culture and standards after the abduction, rape and murder of Sarah Everard by serving police officer Wayne Couzens, in 2021.

During the course of her review, another Met officer, David Carrick, was convicted of a series of rapes, sexual offences and torture of women.

The 363-page report condemns the force as institutionally racist, misogynist and homophobic, referencing racist officers and staff, routine sexism, and "deep-seated" homophobia.

But Sir Mark told Radio 4's Today programme that while he accepted the "diagnosis" of the report he would not use the expression "institutional racism", describing it as ambiguous and politicised.

He said "hundreds" of "problematic" officers have been identified since he took over the force, and said the report has to be "a new beginning".

Baroness Casey said the capital "no longer has a functioning neighbourhood policing service" and policing by consent was broken, especially for "communities of colour", who are "over-policed and under-protected".

The report says leadership teams at the top of the Met have been in denial for decades, and there has been a systemic failure to root out discriminatory and bullying behaviour.

It says the force, the biggest in the UK, has failed to protect the public from officers who abuse women and Baroness Casey said she could not rule out more officers like Couzens and Carrick being in the Met.

Teams tasked with tackling domestic abuse are understaffed, overworked and inexperienced, despite cases doubling in 10 years, it said.

The Met has not made its publicly-stated policy to crack down on abusers an "operational reality", the report found.

Baroness Casey told the BBC that rape detectives are working with insufficient resources while "the guys that hold the firearms get any toy they want".

One officer told the review the Met's rape detection rates were now so low "you may as well say it is legal in London".

The report says that discrimination "is often ignored" and complaints "are likely to be turned against" ethnic minority officers, to the point where black officers are 81% more likely to be in the misconduct system than white colleagues.

It concludes: "Deep in its culture it is uncomfortable talking about racism, misogyny, homophobia and other forms of discrimination."


The report also reveals:

Dilapidated fridges were repeatedly found overpacked, and when a freezer broke down during last summer's heatwave the evidence inside had to be destroyed, meaning cases of alleged rape were dropped
Discrimination towards female colleagues; bags of urine being thrown at cars; male officers flicking each other's genitals; and sex toys being placed in coffee mugs
Initiation rituals included people being urinated on in the shower
One Sikh officer had his beard trimmed; another had his turban put in a shoe box; and a Muslim officer found bacon in his boots
Almost one in five of Met employees surveyed had personally experienced homophobia



Baroness Casey said austerity had "disfigured" the Met, and pressures like court backlogs and London's expanding population have put the force under further strain.

But she says not enough had changed since the 1999 Macpherson report, published after Stephen Lawrence's murder, which labelled the Met "institutionally racist".

Baroness Doreen Lawrence said the force has had almost 30 years since her son's death and the recognition of institutional racism by Sir William Macpherson to put its house in order.

"It has not done so, either because it does not want to or it does not know how to," she added.

Met Commissioner Sir Mark Rowley: "We have let Londoners down... the findings are brutal"

In a Commons statement, Ms Braverman said there have been "serious failures of culture, leadership and standards".

She said it is vital that the law-abiding public "do not face a threat from the police themselves", and that officers not fit to wear a uniform are "driven out".

Shadow home secretary Yvette Cooper said she was concerned her counterpart had delivered a "dangerously complacent" statement by "astonishingly" setting out no action.

She called a lack of mandatory requirements for vetting and training underpinned by law a "disgrace", and urged Ms Braverman to ensure any officer under investigation for domestic abuse or sexual assault is automatically suspended.



The review made 16 recommendations, including for:

A new team to reform how it deals with misconduct cases, and an immediate overhaul of vetting
Greater independent oversight and scrutiny, regular progress updates overseen by the mayor, and independent progress reviews after two and five years
A process to "apologise for past failings and rebuild consent"
The Parliamentary and Diplomatic Protection unit - which Couzens and Carrick had been members of - to be disbanded in its current form, and all firearms officers re-vetted
A dedicated women's protection service and a broad new strategy for protecting children, including preventing "adultification"- where black children are treated as adults and as a threat
A fundamental reset of stop and search in London, including introducing an independent monitor

If sufficient progress is not made, dividing the Met into national, specialist and London responsibilities should be considered, Baroness Casey concluded.



Asked if he would tell his daughters they could trust the police, Prime Minister Rishi Sunak told BBC Breakfast: "I need the answer to that question to be 'yes' and at the moment trust in the police has been hugely damaged."

Responding to the report, Labour leader Sir Keir Starmer said Sir Mark should "go further and faster" to uncover the Met's systemic problems.

He said: "The biggest danger today is that this just becomes another report."

London Mayor Sadiq Khan said today was "one of the darkest days in the 200-year history" of the Met, but he was not surprised as it chimed with his own personal and professional experiences.

He insisted the force did not need to be broken up, but said systemic issues needed addressing.

Four groups - the Runnymede Trust, Inquest, Liberty and Stonewall - said they "stand united in our call for the roll back of the policing powers" of the Met, and it was increasingly clear communities "do not consent to the violent, predatory and discriminatory policing that we are currently offered".

A major suspect in the Stephen Lawrence murder is publicly named today for the first time, after a BBC investigation.

He is Matthew White, who died in 2021, aged 50. The BBC has found the Met Police seriously mishandled key inquiries related to him.

In response, the Met has taken the almost unprecedented step of naming White as a suspect.





"Unfortunately, too many mistakes were made in the initial investigation," says Scotland Yard.

"The impact of them continues to be seen," reads the statement from Deputy Assistant Commissioner Matt Ward.

Baroness Doreen Lawrence, Stephen's mother, said there should be "serious sanctions" against the police officers who failed to investigate White, following the BBC's revelations.

"Only when police officers lose their jobs can the public have confidence that failure and incompetence will not be tolerated and that change will happen," she said.

The murder of Stephen Lawrence 30 years ago is the UK's most notorious racist killing. The failure of the first police investigation prompted a landmark public inquiry which concluded the Met was institutionally racist.

Aged 18, Stephen was stabbed to death by a gang of young white men in Eltham, south-east London, in April 1993. He had been waiting for a bus with his friend Duwayne Brooks.

The evidence against White gathered by the BBC raises questions about Scotland Yard's 2020 decision to stop investigating the case and implicates other suspects who remain free.

Stephen Lawrence's murder and the failed investigation sparked a landmark public inquiry

Five prime suspects became widely known after the murder, but the public inquiry said there were "five or six" attackers.

David Norris and Gary Dobson were given life sentences for the murder in 2012. The other three - Luke Knight and brothers Neil and Jamie Acourt - have not been convicted of the crime.

The Met Police has consistently said there were six attackers, as Duwayne Brooks said on the night.

In 2020, Commissioner Cressida Dick declared the case "inactive", saying that all identified lines of inquiry had been followed. The commissioner said she had assured Stephen's family that police would investigate any new information.

The BBC decided to re-examine the case itself, tracing witnesses, getting sight of police documents, and piecing together 30 years of evidence.

Our investigation revealed evidence of White's central role in the case. He was initially known publicly as Witness K, granted this alias despite never really co-operating with police. In 2011, he was named publicly for the first time at the trial of Norris and Dobson, but only as a witness.






But we found that witnesses had said White told them he had been present during the attack, that evidence showed his alibi was false, and that police surveillance photos of White showed a resemblance to eyewitness accounts of an unidentified fair-haired attacker.


The BBC Investigation Reveals:


A relative of White tried to speak to the Met after the murder, but wrong information was entered into the police database and the lead was not pursued. When eventually traced by police 20 years later, the relative said White had admitted being present during the attack

Another witness told police in 2000 that White had admitted being part of the attack. The Met again failed to trace White's relative, who could have independently corroborated White's admission that he was there

The Met was asked in 1997 by another police force to consider whether White could have been present during the murder and then formally told to establish his role in the case, but this recommendation was not properly followed

White lied to police about where he had first heard about the attack and his alibi was false, but detectives accepted his claims

In 1993 White looked like the prominent unidentified attacker described by Stephen's friend Duwayne Brooks, but the Met failed to share the description with all investigators

Clive Driscoll, the officer who convicted two of Stephen's killers, said Cressida Dick suggested in 2012 he should not bother going after the other suspects, even though the trial judge had urged police to pursue them.


Mr Driscoll went on to arrest White, but was then made to retire before he could complete his investigation



Responding to the BBC, the Met Police said White was arrested twice, in 2000 and 2013, and that files were sent to the Crown Prosecution Service in 2005 and 2014. But on both occasions prosecutors said there was no realistic prospect of conviction.


The force said the handling of the approach by White's relative in 1993 was "a significant and regrettable error".

In 1983, Scottish Serial Killer Dennis Nilsen Was Arrested After The Discovery of Human Remains Had Blocked a Drain Near His London Home.

Dennis Andrew Nilsen (23 November 1945 – 12 May 2018) was a Scottish serial killer and necrophile who murdered at least twelve young men and boys between 1978 and 1983 in London.

Convicted at the Old Bailey of six counts of murder and two of attempted murder, Nilsen was sentenced to life imprisonment on 4 November 1983, with a recommendation that he serve a minimum of twenty-five years.
This recommendation was later changed to a whole life tariff in December 1994.


Between October and December 1972, Nilsen lived with his family. On more than one occasion in the three months Nilsen lived in Strichen, his mother voiced her opinion as to her being more concerned with his lack of female companionship than his career path, and of her desire to see him marry and start a family.

On one occasion, Nilsen joined his older brother Olav Jr., his sister-in-law, and another couple to watch a documentary about gay men. All present viewed the topic with derision, except Nilsen, who ardently spoke in defence of gay rights. A fight ensued, after which Olav Jr. informed his mother that Dennis was gay. Nilsen never spoke to his older brother again, and maintained only sporadic written contact with his mother, stepfather and younger siblings.

He decided to join the Metropolitan Police, and moved to London in December to begin the training course.


Move to London - Employment

In April 1973, Nilsen completed his police training and was posted to Willesden Green. Still a cadet and junior constable, he performed several arrests but never had to physically subdue a member of the public. Nilsen enjoyed the work, but missed the comradeship of the army. He began to drink alone in the evenings.


During the summer and autumn of 1973, Nilsen began frequenting gay pubs and engaged in several casual liaisons with men. He viewed these encounters as "soul-destroying" liaisons in which he "would only lend" his partner his body in a "vain search for inner peace" as he sought a lasting relationship.

In August, following a failed relationship, Nilsen came to the conclusion that his personal lifestyle was at odds with his job. His birth father died the same month, leaving each of his three children Ł1,000 (the equivalent of about Ł9,972 as of 2022). In December, Nilsen resigned from the police.

A serving Metropolitan Police officer has been found guilty of sexually assaulting a stranger on Brighton beach while he was on his own stag do. Sergeant Laurence Knight was accused of rape

Sergeant Laurence Knight was off-duty at the celebration on July 17 last year when he met the 21-year-old in Brighton town centre.



They headed for the sea and were treading water together when Knight complained he was having a 'rubbish night' and meant to be having fun, jurors were told.

The court heard Knight, 34, allegedly moved her underwear to one side and assaulted her after she told him: "You're getting married in two weeks."

Knight, of Leyton, east London, was charged with rape and sexual assault following the incident and denied both charges.

Today he was found not guilty of rape but convicted of sexual assault by a majority of 10:2 after more than seven hours of jury deliberations.

The police sergeant, who was based at Stoke Newington Police Station, north London at the time, denies rape and sexual assault.

Ms Maryam Syed, prosecuting, said Knight and the complainant were strangers when they bumped into each other in the early hours of 17 July in Brighton town centre.

"[The complainant] and her friends were intending to head to the beach area and had been drinking earlier and had bought a bottle of wine and were intending to share it at the seafront.

"'The defendant was in Brighton on his stag night and he was with a group of friends. Earlier in the evening they had been at the Airbnb property where they were staying where they had been visited by some strippers."

Ms Syed said: "[The woman] tells police that when they get to the sea front, the defendant wanted to go into the sea, and she did not wish to do that.

"But he sought to persuade her, by telling her that it was his stag night, he was meant to be having fun, but it was turning into a rubbish night.

"She explained to police that he looked like he was going to cry, so she then relented and said yes.

"She did not wish to get her dress wet, so she went into the water wearing her underwear. She was not touching the defendant nor was he touching her at that point, they were simply treading water in the same area of the sea."

She said in her interview: "I was facing away from the shore and he kind of came up behind me and so we were both facing the same direction and he was behind me.

"I just remember it being really uncomfortable and it really hurt. I just said to him "What", like, "what are you doing, stop" and he didn't.

"He didn't reply to me at any point. He was just completely silent and I just kept saying, I literally just kept repeating; "Don't" like "What are you doing?"

"I said, "You're getting married in two weeks". "Just stop, don't do that" and he just didn't stop."


A member of Knight's group came up to the complainant and said: "oh, Larry [a name Knight goes by] wants me to tell you that he's sorry."

Once Knight had left, the complainant told her friends "I think I need to call the police. It is an emergency, I don't really know."

In his evidence to the jury, Knight claimed the woman first touched his penis.

He told the court he then touched her vagina for a few seconds, thinking it was consensual, before she made the comment about his imminent wedding and they returned to the shore.

Knight, who is attached to Met Detention, the force’s custody command, was arrested on July 28 last year and has been suspended from duties whilst the investigation is ongoing.

Following his arrest, the Met Police made a mandatory referral to the Independent Office for Police Conduct for a misconduct investigation to take place.

A police officer who sexually assaulting a woman on stag do has been jailed for two years. Sergeant Laurence Knight attacked the victim, 21, in Brighton, Sussex, just two weeks before he was due to get married.




In July 2021, the pair headed to the beach before ending up in the sea, where the assault took place, jurors at Southwark Crown Court were told. Oxford University graduate Knight came up behind the woman while they were in the water and touched her as she "repeatedly" begged him to stop, the court heard.

She reminded him that he was "getting married in two weeks" as he abused her. Knight was jailed for two years today will serve half of his two year prison sentence in custody. He was cleared of rape following more than seven hours of jury deliberations.


Knight, who was a serving officer at the time, was sentenced to two years imprisonment after a trial at Southwark Crown Court.

The cop, who was suspended from duty after his arrest, was also handed a restraining order. He had been based at Stoke Newington Police Station, North London.

The victim's mum said in a statement: "When I discovered what had happened the bottom fell out of my world. She was broken, defeated, unrecognisable as my precious daughter who is usually so full of life.



"Her innocent view of the world and of those in it was destroyed that night. She was always fearless, always the person brave enough to walk up to someone and say she wanted to be their friend."

The court heard that Knight, of Leyton, east London, attempted to contact the victim over Facebook days later. He then deleted the message because he became worried that his fiancée would see it.

The court heard how, following the attack, one of Knight's friends approached the woman and said: "Larry [Knight] wants me to tell you that he's sorry." Maryam Syed, prosecuting, said of the night of the attack: "She explained to police that he looked like he was going to cry, so she then relented and said yes.

"She did not wish to get her dress wet, so she went into the water wearing her underwear. She was not touching the defendant nor was he touching her at that point, they were simply treading water in the same area of the sea."

The Met has confirmed is has referred itself to the Independent Office for Police Conduct.

Met Authorised Only Baton Rounds For Black-Led Events, FOI Reveals

Metropolitan police approved their use at Notting Hill carnival and Black Lives Matter protests in 2020

The only events for which Metropolitan police chiefs authorised the potential use of baton rounds in the past six years were black-led gatherings, documents show.


The weapons, intended to be a less lethal alternative to regular firearms, have been cleared for use at Notting Hill carnival since 2017 and the Black Lives Matter protests in 2020.

Known as plastic bullets, baton rounds have never been fired during public order incidents on the British mainland, but have been used in Northern Ireland, where earlier versions of the weapons led to deaths.

The authorisation emerged in documents released after a freedom of information request by Liberty Investigates, the results of which were shared with the Guardian.

Amnesty International said the decision to authorise their use was an example of institutional racism in the Met, which the force denies. A report by Louise Casey in March found the Met to be institutionally racist.

A spokesperson for London mayor, Sadiq Khan, who oversees the Met, said the revelation was “very concerning” and that he would seek answers from the force’s leaders.

The Met said: “It is inaccurate and irresponsible to imply the ethnicity of those likely to be involved in an event or protest influences the tactics considered.”

Britain’s biggest police force said the baton rounds were authorised for use at Notting Hill carnival and the BLM protests because of heightened fears of disorder.

Liberty Investigates submitted a request asking the Met whether police chiefs had approved the potential use of baton rounds – which are officially called attenuating energy projectiles [AEP] – before events from 2013 to the present.

The Met said it only held data from 2017 and added: “AEP have been made available as a tactical option by the assistant commissioner of MO (Met operations) for each Notting Hill carnival. It was also made available in 2020 for the Black Lives Matter protests.”

Oliver Feeley-Sprague from Amnesty International said: “The Met’s pre-authorisation of their use at Notting Hill and at Black Lives Matter protests smacks of racist decision-making from a force already notorious for its institutional racism.”

A spokesperson for the mayor said: “The approval of the tactical option of baton rounds in these events only is very concerning and the mayor will be raising this matter with senior Met leaders. The Met must account for their decision-making and black Londoners will rightly want to know that they are being treated equally.”

The Met said: “Any consideration given to the use of tactics such as baton rounds is about preventing loss of life, serious violence and serious disorder on the streets of London. Baton rounds have never been used by the Met in a public order situation.

“They have been authorised as a precaution in a very limited number of situations in recent years, including protests in central London in 2020 where serious violence was anticipated and occurred, resulting in significant injuries to more than 40 officers.

“Even during this scale of serious violence, baton rounds were not deployed, demonstrating the level of restraint operational commanders apply when considering their use.

“This tactic has also previously been authorised ahead of Notting Hill carnival due to significant intelligence suggesting serious violence would occur. Over the last five years, there has been a murder, 47 stabbings, 172 incidents of grievous bodily harm and 159 officers injured as a result of violence during this event.”

The Met said in 2022 that 74 officers were injured at Notting Hill carnival. An earlier FoI request showed that the Met recorded 60 injuries to officers.

The force said: “Only an assistant commissioner can authorise baton rounds as an available tactic. It is absolutely right this decision sits at this level of sign-off … It is purely a preparatory step.”

Explaining the authorisation before the BLM protests, the Met said: “Authorisation was given for baton rounds to be available to the overall policing commander, as a tactical option, between 12 June and 15 June.

“This was prompted by serious concerns about a further escalation in disorder, with large numbers of people anticipated and an indication that counter-protesters could travel to London, leading to potential confrontations between groups.”

Official guidance states that baton rounds should not be used on crowds, but against aggressive individuals.

Victor Olisa, a former Met chief superintendent, said other events during the period in question, some of which turned violent, were not assessed as potentially requiring baton rounds.

These included anti-lockdown protests, a gathering by the Democratic Football Lads Alliance in 2018, which turned violent, and a pro-Tommy Robinson rally.

Olisa, who was brought in after the 2011 riots to lead policing in the London borough of Haringey and is also Scotland Yard’s former head of diversity, said: “I can think of some far-right demonstrations where there has been violence and some football games where you know there will be violence.”

Olisa said firing the batons in relatively crowded streets at Notting Hill carnival would pose a risk to innocent bystanders.

As many as 17 people were killed and hundreds injured by baton rounds, made at first from rubber and later plastic, during the Troubles.

Figures released by the Met show that the force has spent more than Ł1.5m on the weapons over the past six years, stockpiling 5,900 rounds and training 700 officers in their use.

The Metropolitan Police have paid substantial damages to the Black teenager, who says he feared for his life when he was stopped and searched in the street.

Jamar Powell, who was 16 at the time, said he'd been handcuffed, ordered to kneel in the street, and surrounded by armed officers, with a Taser poked into his neck.

Two officers now face disciplinary proceedings over the incident, which happened in September 2020.





He sued the police, who settled last week before a full trial, agreeing “substantial” damages, with the Met also paying legal costs, estimated to run into at least tens of thousands of pounds. It is believed that the Met police did not admit liability.

The incident in Greenwich, south-east London, has led to two officers facing disciplinary action. One faces a gross misconduct charge for use of force and alleged discrimination, another for alleged misconduct.

Police say they were responding to reports that a man armed with a machete and wearing an “all black tracksuit with hood” was threatening people, according to the police radio traffic that night. Powell was not wearing dark clothing, nor a hood, but some of his friends were.

As well as officers with Tasers, armed officers with guns attended. Powell had been walking at about 11pm with three black and one white friend. All were let go after being searched.

Six Former Met Officers Charged With Sending Racist Messages on WhatsApp

The officers served in various parts of the force but all spent time in the Diplomatic Protection Group, now known as the Parliamentary and Diplomatic Protection Command.

They were not serving during their alleged participation in the group.

But the BBC believes serving officers were in the group until early 2022.


A statement from the Met said: "The charges follow an investigation by the Met's Directorate of Professional Standards which was launched following coverage by the BBC's Newsnight programme in October last year."

It said the officers, who retired between 2001 and 2015, have been charged by post with offences under Section 127(1) (a) of the Communications Act 2003.

They will appear at Westminster Magistrates' Court on 7 September.


The Ex-Officers Charged Are:


Peter Booth, 66 of Llandeilo, Carmarthenshire, charged with four counts of sending by public communication grossly offensive racist messages.

Robert Lewis, 62 of Camberley, Surrey, charged with eight counts of sending by public communication grossly offensive racist messages.

Anthony Elsom, 67 of Bournemouth, Dorset, charged with three counts of sending by public communication grossly offensive racist messages.

Alan Hall, 65 of Stowmarket, Suffolk, charged with three counts of sending by public communication grossly offensive racist messages.

Michael Chadwell, 62 of Liss, Hampshire, charged with one count of sending by public communication grossly offensive racist messages.

Trevor Lewton, 65 of Swansea, charged with one count of sending by public communication grossly offensive racist messages.


Last year Newsnight was passed dozens of messages shared within the chat by a member of the group.

The BBC has not reproduced the messages because some of them contain strong racial slurs.

Some of the posts referenced the government's Rwanda policy, while others joked about recent flooding in Pakistan, which left almost 1,700 people dead.

The Duke and Duchess of Sussex also featured in several images alongside racist language.

Commander James Harman, who leads the Met's Anti-Corruption and Abuse Command, said: "As soon as we were made aware of these allegations we acted to launch an investigation.

"I am pleased that following the determined work of officers we have been able to secure these charges.

"The honest majority of Met officers are fully behind this work.

"They are tired of being let down by a minority in policing and they are aware of the damage poor behaviour can do to our relationship with the communities we serve.

"I recognise announcements about the outcome of our investigations may have the potential to cause further public concern, but I hope it demonstrates our absolute commitment to investigate any corrupt and abusive behaviour from the Met."

Lauren Taylor was just 16 when she was raped by a Metropolitan Police officer in 2010.


Adam Provan was almost twice her age but he lied to her, telling her he was 22 and promising a date at the cinema.

But first, he explained, he wanted to go for a walk in a park in Romford, east London. Instead, he took her to a woodland and raped her.

More than a decade later, Provan has been sentenced at Wood Green Crown Court for the crime.

The former Met officer Adam Provan 44, from Newmarket in Suffolk, was jailed for 16 years with a further eight on extended licence for two counts of rape against Lauren, as well as six counts of raping a female police officer between 2003 and 2005.

But it has taken several years - and three trials - to secure justice for the women.

"I was just frozen with fear, I think," Lauren said. "That's how I managed to get through the whole trauma and get home safely - was just to pretend I wasn't there, pretend it wasn't me. It wasn't happening to me."

Lauren said Provan acted as though nothing had happened after her rape, buying her a milkshake and later raping her again.

It took six years for her to feel able to report the crime to police.

Provan's first trial ended in a hung jury and at his second trial 2018 he was found guilty of two counts of rape and was jailed for nine years. He was sacked from the Metropolitan police in 2019, but his conviction was later overturned on appeal.


However, there was another woman who had attended court and listened to Lauren's victim impact statement.
She was a Met Police officer like Provan. And he had raped her too.

During the third trial this year the court heard that the female officer told Met bosses Provan had raped and abused her years before Lauren's case, but had effectively been told to keep quiet about it for the sake of her career. She told the court in a victim impact statement she "was the victim, yet I felt like the suspect", adding she "felt bullied and victimised" at work.

Judge Lucas said her treatment by the Met was both "abysmal" and "shocking".



'The Truth Kept Me Going'


Despite the other woman's experience, Lauren said her own treatment by officers has been very different and she is grateful for their support.

Now aged 29, Lauren has the legal right to remain an anonymous sexual abuse survivor, but she wants to share her story to encourage others to come forward.

"Finding out he was a police officer was sickening," she said. "It took me a lot of courage and strength to go to police.

"But I think, over time, they have been more to me than some family have."

Lauren said the truth is "the only thing that kept me going"

In her victim impact statement read to the court, she explained her relationships have broken down due to the rape and the impact of giving evidence, and she still experiences "flashbacks and panic attacks".

Although she is "thankful" Provan is back in jail, she is angry she had to go through another trial.

"To be honest, I don't feel like I've been very strong. But I feel like the only one who can do anything about it is me," she said.

"I know the truth, and that's the only thing that kept me going."


'Cold-Blooded Entitlement'


Sentencing Provan, Judge Lucas told the defendant he had displayed a "cold-blooded entitlement to sex".

The judge said he was troubled by the way the Met handled the female officer's initial complaints against Provan's behaviour in 2005, saying those at the force "were more concerned with looking after one of their own than taking her seriously".

He went on to say that if an investigation been taken forward, Lauren may not have been raped.

During the trial jurors heard that Provan's predatory behaviour dated back to the 1990s and he was alleged to have contacted a 16-year-old girl after she gave her details as a witness in 2003.

Another female officer complained in 2005 that Provan sent her "nuisance" messages but the issue was dealt with "informally", the court was told.

Judge Lucas told the defendant: "The persistence and seriousness of your offending is clear when set out in these stark terms.

"By your actions you have brought disgrace on the police force."

The Met's Assistant Commissioner, Louisa Rolfe, described Provan's actions as "utterly deplorable".

"We are examining Provan's criminal and conduct history in the Met so we can fully understand whether we could have acted sooner to bring him before the courts, or have stopped him joining the police," she said.

"We can already see there were key moments where we let women down and did not do all we could to support them.

"We have told the Independent Office for Police Conduct we are carrying out a review and advised them that we will make appropriate referrals," she said.

A Met Police officer who called his ex-girlfriend's new boyfriend a "n****r pr**k" and a "m******l s***e" in vile WhatsApp messages has been jailed for 71 days.

Disgraced ex-PC Tom Phillips, of Croydon, south London, pleaded guilty to five counts of sending offensive messages between April 8 2021 and May 8 2021 at Westminster Magistrates' Court on 27July. Appearing at the same court on Friday (August 25) he was locked up and given a two year restraining order.



Prosecutor Louise Oakley explained how Phillips, who worked in MPS Shirley South, and Ms Ryan were in a relationship from around 2017 and stayed together at his house "very quickly". Ms Oakley said: "There were clearly issues with the consumption of alcohol where behaviours would change. And there's suggestions the defendant became arrogant and behaviours that would belittle Ms Ryan."

"It's clear at times [the arguments] were worse than others," she continued. "There were clearly incidents of aggression and arrogance that were the background of this defendant and the deterioration of this relationship. Best summarised in cycles of arguments then normal then arguments then normal, with allegations of domestic abuse."

The relationship eventually ended but the pair remained living together for several months and during the "protracted and acrimonious separation" when Phillips became suspicious of Ms Ryan having a relationship with Mr Gobin, the court heard.

Then between April and May 2021 he sent five "grossly offensive" messages to Ms Ryan, the court heard.

They included one on April 8 2021 which said: "He's Black, you're ginger with a nice arse, he's genetically drawn to you." Then on April 20 he sent a photo with a bunch of roses and a poem labelling Mr Gobin a "m*****l s***e", and another message calling him a "n***er pr**k", the court was told.

In another message Phillips wrote: "Have your white little afro babies with big flat noses. Your dad will love that haha." On May 8, Phillips sent the final message: "In your house. He's Black. Why wouldn't he be a thief, he's manipulative enough."

The court heard how the messages were first reported to police months later, then on November 3 2022 Phillips was interviewed under caution. But Phillips denied sending the messages and made a number of wild claims. He said Ms Ryan had manufactured them, or accessed his WhatsApp Web account, or doctored the screenshots, or Mr Gobin had done it, the court heard.

In her victim impact statement, Samantha Ryan alleged she had been a victim of domestic abuse and had delayed reporting the messages for months due to a fear of reprisal. "From past experiences when I did challenge him it ended in being punched, kicked, slapped, and strangled until I could not breathe," she alleged.

"Tom had previously threatened suicide multiple times to me and I believed he did this to try and control me," she alleged. "I was scared he would use his job as a police officer to turn the blame on me... [I was scared] that I would feel the wrath of Tom physically, emotionally, and in my career." Ms Ryan said she was scared people would not believe her as Tom was also a police officer, and feared he would turn the accusations on her and she would be "blamed for the whole thing". Accusing him of delaying his guilty plea to exert power over her, she added: "He's been trying to get away with it for a very long time."

Phillips smirked and shook his head as PC Danny Gobin gave his victim impact statement, outlining his white Asian background as the son of an Irish mother and Mauritian father. He said: "The word n***er sends a physical shock through my body. Reading this made me feel sick. I associate this word with the slave trade and believe it does not have any place in our society. The fact that a police officer would use this word makes me feel even worse. By using this word he has not only insulted my background but also those that he took an oath to protect. It has left me feeling disgusted."

On the slur 'mongrel', PC Gobin said: "This insult I take as a direct attack against my mother and father who I may add being from different backgrounds in the early 80s suffered great racial abuse." Mr Gobin then described hearing stories of racial abuse, like the use of the p-word against his dad and how his mum was asked 'What colour will it be?' when she fell pregnant, inspired him to become a police officer. "I am sick and tired of the racists that plague my capital and even more disgusted by the ones who plague the Metropolitan Police," he added.

Phillips was suspended from the force


Mr Gobin said he had hidden the abuse from his mum, and that his dad, who died in 2016, would "turn in his grave" if he knew about it. "That a serving police officer would use this phrase has really made me doubt the service I work for," he added. "[The word spade] again made me feel physically sick and has had a huge impact on my mental health," Mr Gobin said. "Disgusting and abhorrent would best describe anyone who would use this word and has really left me shocked."


"He's Black, you're ginger with a nice arse, he's genetically drawn to it - I again just don't know what to say about this phrase. It has left me in disbelief," Mr Gobin said. "This has left me well and truly scarred. The damage that these comments to to the service is unrepairable and gives good officers a bad name, it also makes our work harder when out there on the frontline."

Defending Colin Banham said his client had shown "genuine" remorse and the reason for his late guilty plea was "Possibly Mr Phillips was a little bit in denial". He argued Phillips had no previous convictions, was a man of good character, three years had passed since the incident, and he was in a "very happy relationship" with a new girlfriend.

The Metropolitan Police is investigating a possible data breach after "unauthorised access" was gained to the systems of one of its suppliers. The force said the company held names, ranks, photos, vetting levels, and pay numbers for officers and staff

The force said the company held names, ranks, photos, vetting levels, and pay numbers for officers and staff, and that it was working to understand what data, if any, had been accessed.

It said it had also taken additional "security measures".

The force's staff association said the breach will cause "concern and anger".





A spokesperson for the Met was unable to say when the breach occurred or how many personnel might have been affected, but added that the company in question did not hold personal information such as addresses, phone numbers, or financial details.

The incident has been reported it to the National Crime Agency (NCA) and the information commissioner.

Rick Prior, vice chair of the Metropolitan Police Federation, which represents more than 30,000 officers in the force, said that any compromised information could, in the wrong hands, "do incalculable damage".

"Metropolitan Police officers are - as we speak - out on the streets of London undertaking some of the most difficult and dangerous roles imaginable to catch criminals and keep the public safe," he said.

"To have their personal details potentially leaked out into the public domain in this manner - for all to possibly see - will cause colleagues incredible concern and anger.

"We will be working with the force to mitigate the dangers and risks that this disclosure could have on our colleagues.

"And [we] will be holding the Metropolitan Police to account for what has happened."

A spokesperson for the NCA said the agency was "aware of the cyber incident" and "working with law enforcement partners to understand the impact".

The breach comes just weeks after the Police Service of Northern Ireland (PSNI) admitted it had mistakenly published personal information about all its 10,000 staff.

The force said the surname and first initial of all police and civilian personnel, their rank or grade, where they were based, and their unit was released in response to a Freedom of Information (FoI) request.

Norfolk and Suffolk Police later announced it had mistakenly released information about more than 1,200 people, including victims and witnesses of crime, also following an FoI request.

Last week, South Yorkshire Police referred itself to the information commissioner after "a significant and unexplained reduction" in data such as bodycam footage stored on its systems, a loss which it said could affect some 69 cases.

More than 1,000 Metropolitan Police officers are currently suspended or on restricted duties, the force has said, as it tries to root out rogue officers.

The crackdown follows convictions of former officers David Carrick, a serial rapist, and murderer Wayne Couzens.


The Met's Stuart Cundy said the number of affected officers was almost the size of a small police force, with one in 34 suspended or restricted.

He warned that removing all corrupt officers could take years.


In figures described as 'eye-watering', the Met - Britain's largest force which employs 34,000 officers - also revealed:


In the past year 100 officers have been sacked for gross misconduct - up by 66% on the normal rate
The 201 officers currently suspended represents a rise from 69 in September 2022
275 are awaiting a gross misconduct hearing, a significant proportion of which involved alleged violence against women and girls, compared to 136 last year
The number of reports from the public and officers of alleged misconduct has doubled

Some 450 are also being investigated for historic allegations of sexual or domestic violence, the force said.



Speaking to reporters at New Scotland Yard, Mr Cundy said there were plans to hold around 30 misconduct hearings and 30 gross incompetence hearings each month, meaning that around 60 officers a month could face the sack.

"This is going to take one, two or more years to root out those who are corrupt," he said.

"There are also individuals who may have had a false allegation, but they are always going to be small numbers."

Figures released by the force show that 201 officers are currently suspended, while 860 are on restricted duties.

The Met has been shaken by a series of scandals in recent years, and was subject to a blistering review by Baroness Casey earlier this year.

Zoe Billingham, formerly Her Majesty's Inspectorate of Constabulary, warned that the issue was likely to worsen before improving.

"These are eye-watering figures", she told BBC Radio 4's Today programme.

"But we always knew… that the Metropolitan Police's commitment to rooting out corruption would mean that we would see as members of the public more cases coming forward, that the problem would get worse before its get better."

Ms Billingham suggested that Met Police Commissioner Sir Mark Rowley had "absolutely no choice" but to take the action, adding that the force's first priority should be restore trust.

Officers said around one in three staff had been cleared out of the Parliamentary and Diplomatic Protection Command, the elite team in which Couzens and Carrick served.

The unit, which guards sites including Parliament and embassies in London, is made up of around 1,000 officers, three-quarters of whom are armed.

Baroness Casey singled the unit out for particular criticism in her review, describing an unhealthy culture in which offensive comments were seen as banter and supervision was minimal.

Under new reforms, officers will not be able to remain in the squad indefinitely, and will instead be rotated around to other parts of the Met every eight years.

Couzens was given a whole-life sentence for the murder of Sarah Everard in 2021, while in February serial rapist David Carrick was handed 30 years for attacks carried out against a dozen women over two decades.

Mr Kaba, 24, died after a police operation in Streatham Hill on 5 September 2022.


The police watchdog said the officer and Mr Kaba's family had been notified of the decision on Wednesday morning.

Mr Kaba, who was unarmed, was being followed by several police vehicles in Streatham Hill before he turned into Kirkstall Gardens, where he was blocked by a marked car.

He was struck by a single gunshot fired by a Met Police officer into the vehicle he was driving just before 23:00 BST and died in hospital in the early hours of the following morning, an inquest was told.

The construction worker was months away from becoming a father when he was shot.

His death prompted a number of protests, particularly among Londons' black communities.


Met Police: Officer in Court Charged With Six Counts of Rape


A Met Police officer has appeared in court charged with six counts of raping a woman, threatening to kill her and breaching a non-molestation order.




PC Cliff Mitchell, 23, appeared at Westminster Magistrates' Court, which heard he held the woman at knifepoint. He was remanded into custody.



A member of the public saw a woman in distress on Tuesday, and helped her into her car, the court was told.

PC Mitchell is due to appear at Croydon Crown Court on 5 October.

The woman was found at about 13:50 BST in the street in Hackbridge, Sutton, south-west London.

An investigation was launched and the Met said it was established that its suspect was PC Mitchell, who was arrested. He was not on duty at the time.

PC Mitchell was at the end of his second year of a three-year apprenticeship with the Metropolitan Police, the court heard.

Deputy Assistant Commissioner Stuart Cundy described the allegations as "horrific"

The Met said a referral had been made to the police watchdog over the case and that the officer had been suspended from duty.

Speaking before the court hearing, Deputy Assistant Commissioner Stuart Cundy said: "These are horrific allegations and the victim is being supported by specially trained officers.

"The arrest of a serving police officer on suspicion of such serious offences is extremely concerning and I recognise will cause considerable concern among London's communities.

"This is an active investigation and inquiries continue at pace."

The Ministry of Defence is offering soldiers to support armed police in London after dozens of Met officers stood down from firearms duties.

More than 100 officers have turned in permits allowing them to carry weapons, a source told the BBC. There are more than 2,500 armed officers in the Met.

Police said the action was being taken after an officer was charged with the murder of unarmed Chris Kaba, 24.





Met chief Sir Mark Rowley welcomed a Home Office review into armed policing.

In an open letter to the home secretary, he said it was right his force was "held to the highest standards" - but the current system was undermining his officers and suggested they needed more legal protections.

A Met Police officer appeared in court on Thursday.

In a statement, the Met said some officers were "worried" about how the Crown Prosecution Service decision to bring a charge "impacts on them".

The MoD said it received a request - known as Military Aid to the Civil Authorities (MACA) - from the Home Office to "provide routine counter-terrorism contingency support to the Metropolitan Police, should it be needed".

A MACA is offered to the police or the NHS in emergency situations - the military helped medical staff in the Covid pandemic and covered for striking border staff and paramedics last year.

The Met said it was a "contingency option" that would only be used "in specific circumstances and where an appropriate policing response was not available".

Military staff would not be used "in a routine policing capacity", it added.


On Saturday, the Met said its own officers still make up the vast majority of armed police in the capital but they were being supported by a limited number of firearms officers from neighbouring forces.

According to London Assembly figures, in April there were 2,595 authorised firearm officers in the Met Police.

It is a figure which has steadily decreased every year since 2018 when there were 2,841 licenced to carry a gun.

Announcing the review, Home Secretary Suella Braverman said the public "depend on our brave firearms officers to protect us".

"In the interest of public safety they have to make split-second decisions under extraordinary pressures."

She said that officers have her "full backing".

"I will do everything in my power to support them," she added.

In his letter to the home secretary, the Met Police commissioner said that a system where officers are investigated for "safely pursuing suspects" should not have been allowed to develop.

Sir Mark said he would "make no comment" on any ongoing legal matters, but "the issues raised in this letter go back further".

He said firearms officers are concerned that they will face years of legal proceedings, "even if they stick to the tactics and training they have been given".

Previous reviews have not delivered change, he added.

"Officers need sufficient legal protection to enable them to do their job and keep the public safe, and the confidence that it will be applied consistently and without fear or favour," he wrote.

But in instances where officers act improperly, Sir Mark said the system "needs to move swiftly" rather than "tying itself in knots pursuing good officers through multiple legal processes".

Former Greater Manchester Police chief constable Sir Peter Fahy said any review would "not be wide enough", adding he believed there are issues around morale and how police prevent organised crime.

He told BBC Radio 4's Today programme there were often "issues about intelligence and information" when police responded to criminals suspected of having a firearm.

"It is part of a bigger picture where there is a huge level of discontent among ordinary police officers where there is a huge gulf between policing and the Home Office," Sir Peter said.

"Officers understand the impact of some of the serious cases, particularly involving the Met Police, but feel a lot of the criticism is unbalanced, that they are underappreciated and that the media and politicians don't understand the reality of day-to-day policing.

According to Home Office figures, between March 2022 and March 2023 the Met Police took part in 18,257 firearms operations - accounting for 34% of all firearms operations in the UK.

In that time there were only 10 incidents across the UK when an officer opened fire at a person, the figures show.

On 5 September 2022, Mr Kaba was fatally hit by a gunshot fired by a Met Police officer into the vehicle he was driving in Streatham, south London.

The construction worker, who was months away from becoming a father when he was shot, died in hospital the following day.

It later emerged the Audi Mr Kaba was driving, which did not belong to him, had been linked by police to a gun incident the day before. His death prompted a number of protests.

Olympic sprinter Mr Dos Santos, 28, accused officers of detaining him for “DWB, driving while Black” after he and his partner, Team GB athlete Ms Williams, 29, were handcuffed and searched on suspicion of having drugs and weapons in July 2020.

Police followed them as they drove to their west London home from a training session with their son, then aged three months old, in the back seat of their Mercedes. Traumatic footage of the incident showed Ms Williams in distress as Mr Dos Santos was pulled from the driver’s seat by officers. Nothing was found in the search.


The pair later complained to the police watchdog saying they were racially profiled. On Wednesday, a disciplinary hearing found the behaviour of PC Jonathan Clapham and PC Sam Franks amounted to gross misconduct after they lied about smelling cannabis during the stop and search.

And among the 11 officers in the Greater London force ranked sergeant or above to be disciplined was Commander Julian Bennett – sacked this week for refusing a drugs test, although he was cleared of smoking dope at home.

The statistics for January 2020 to November 2022 include the case of PC William Holyoake, who got a community order for possessing cannabis and offensive weapons. He was caught with weed, three police-issued batons and a butterfly knife, and was taken to a criminal court where he was handed a community order.

And DC Stephen Proctor was fired and PC Matthew Thomas quit after both failed drugs tests. He worked in the Metropolitan Police’s South East Basic Command Unit, and was after a hearing found he had breached the force’s standards of professional behaviour for discreditable conduct.


And just last week a disciplinary hearing was told an armed cop in the elite diplomatic protection unit had jeopardised security by sniffing cocaine. PC Matthew Thomas was rumbled when his number was found in a dealer’s phone.

He failed a work drugs test in May and quit before he could be fired for gross misconduct. The Met said random testing had increased and in 2023, seven of 968 tests proved positive.

A former Metropolitan Police officer has been convicted of 10 counts of rape, including three of raping a child under the age of 13.





Cliff Mitchell, 24, was also found guilty of one count of kidnap after tying up a victim, threatening her with a knife, putting tape over her mouth and forcing her into his car.

Mitchell, of Wandsworth, south-west London, was a PC in the Met when several of the offences happened.

He was sacked by the force in 2023.

A jury at Croydon Crown Court found Mitchell guilty of 10 counts of rape, three counts of rape of a child under 13, one count of kidnap and breach of a non-molestation order following a trial.

The Met said Mitchell had previously been subject to a rape investigation in 2017, which had resulted in no further action.



Following his latest arrest, the case was reinvestigated which resulted in Mitchell being charged with an additional three counts of rape of a child under 13 and three counts of rape.

These six charges related to a second victim and occurred between 2014 and 2017, the force said.



'Total System Failure'

Deputy Assistant Commissioner Stuart Cundy described Mitchell's actions as "deplorable".

"This is a truly shocking case and I am sickened by Mitchell's abhorrent behaviour and the pain he has caused the victims, who have shown enormous bravery by coming forward and giving evidence in court.

"It is down to their courage that he has been convicted and faces a significant custodial sentence."

He said Mitchell had told one of his victims she would never be believed due to the fact he was a police officer.

"This brazen abuse of power makes Mitchell's actions all the more deplorable," he added.

Shadow Home Secretary Yvette Cooper said the case raised questions as to how Mitchell was able to obtain a job in the Met having previously been investigated for rape.


"The fact that the police did not know Mitchell had a non-molestation order out against him whilst he was a serving officer shows total system failure in tackling violence against women and girls," she said.

She also called for "wholesale changes to vetting procedures".

Repeated opportunities were missed to stop Couzens that left him able to stay a cop despite being a serial sex offender with a reputation for disturbing sexual behaviour that led to a nickname of 'the Rapist'.



An inquiry has found Couzens' history of alleged sexual offending dated back nearly 20 years before he kidnapped, raped and murdered marketing executive Ms Everard in Clapham, south London, in 2021.

The married father of two - who first joined Kent Police in 2006 - was reported to officers eight times for indecent exposure between 2008 and 2021 but continued in the service due to 'lethargic and inadequate' investigations, today's report found.

Inquiry chair Lady Elish Angiolini identified at least five incidents which were not reported to police and warned there could be more victims.

Both Kent and the Metropolitan Police were criticised for inadequate investigations into claims of indecent exposure against Couzens.

He had a long history of alleged sexual offending before he kidnapped, raped and murdered Ms Everard in March 2021.

His alleged offences include eight reports of indecent exposure handed to police.

Today it also emerged for the first time Couzens, now 51, allegedly carried out a 'very serious sexual assault of a child barely into her teens' while he was in his twenties.

Couzens was accused of attempting to kidnap a woman at knifepoint in North London in 1995 while aged 23.

He was also accused of raping two women and indecently touching a man in a bar while wearing a blonde wig.

He is also said to have raped a woman during a singles night in east London between late 2006 and early 2007 and also raped another woman under a bridge in the capital in October 2019.

Lady Elish found the married father of two 'could and should' have stopped from getting a job as an officer, and that without a radical overhaul of British policing, there is 'nothing to stop another Couzens operating in plain sight'.

The inquiry team found that there were instances where he showed extreme violent pornography to friends and police colleagues, in a move to test their boundaries, and sent unsolicited images of his genitals to women.

There was a series of incidents where he was accused of flashing - three of which he was sentenced for last year, despite already having received a whole life jail term for Sarah Everard's murder.

These were masturbating in front of a lone female cyclist in a Kent country lane in 2020, and twice exposing his genitals to staff at a fast food restaurant in February 2021 in the days before Sarah's murder.

He drove his own car and used his own credit card at the outlet but no action was taken at the time, with investigating officer Pc Samantha Lee later sacked for failing to investigate properly.

Another two similar incidents at the fast food restaurant were ordered to lie on file, and there were two incidents in 2008 and 2021 that were reported to the Met and Kent respectively at the time when Couzens allegedly exposed himself, but there was insufficient evidence to bring charges.

In 2015, a member of the public reported having seen a man driving around in Kent with his genitalia exposed, giving the make, model, colour and registration number of the car.

Couzens was identified as the keeper of the car but Kent Police closed the investigation with no further action and without even speaking to him.

Lady Elish Angiolini said: 'This was a grave error and a very obvious red flag.

'By failing to properly investigate the allegation, Kent Police missed a valuable opportunity to disrupt or even prevent Couzens' future offending and to bring into question his position as an authorised firearms officer with the Civil Nuclear Constabulary.'

Kent Police apologised today for what it admitted was a 'flawed' investigation.

A further incident where Couzens was allegedly seen masturbating with intent to shock a passerby in 2004 was reported to the Met after Sarah's murder, but there was not enough evidence to bring a charge.

Lady Elish said she was 'astonished' to learn that Couzens would have passed vetting for the Metropolitan Police even if the force had known about a previous accusation of indecent exposure.

She called for indecent exposure to be taken more seriously and victims encouraged to report crimes.

'The inquiry was struck by the similarities in approach between the investigations in relation to the June 2015 allegation and the 2021 drive-through restaurant offences.

'Both seemed destined to fail from the start, involving poor recording and decision-making and lacking the positive steps that could potentially have led to the identification of the suspect and detection of the crime.

'Rather than embarking on a process of detailed, thorough and time-consuming evidence gathering, the officers displayed apathy and disinterest and found reasons not to pursue the cases.'






Lady Elish has called for an immediate review of indecent exposure allegations against serving police officers.
