An anonymous caller tipped off cops at around 7am in Kentucky after reports of a child being locked outside in a fenced kennel in the freezing cold with no shoes, coat or hat

Police were left shocked after finding a 9-year-old child frozen in a padlocked dog kennel.

Officers were called by an anonymous caller at around 7am on Wednesday morning in Lexington, Kentucky after reports of a child being locked outside.


The caller told cops they believed the child had been punished there overnight and was dressed without a coat, gloves, hat or proper shoes.

When officers arrived to the scene there was only a blanket and "some" food and water in the fenced kennel.

Police forced their way into the kennel and quickly rushed to help the child who was taken to Brenner’s Children’s Hospital in Winston-Salem for tests.

The Sheriff said when the child was found it was 28 degrees.

Fortunately, he was released later that day.

Davidson County Sheriff Richie Simmons admitted: “I’ve been in law enforcement for 36 years and I’ve never seen anything of this significance."

Cops were forced to make their way into the home and discovered Sarah Starr, an infant and a four-year-old child and a dog. The children were uninjured.

Officers contacted Davidson County Social Services to make them aware of the circumstances in which they found the children.

Social services have since taken protective custody of all three children who were at the home.

Meanwhile, the two other children who lived at the house were found safely at their school.

A search warrant was obtained in order for officers to investigate the property along with Davidson County District Attorney’s office who also turned up to review the conditions.

Jonathan and Sarah Starr have since been arrested and charged with felony child abuse, misdemeanour child abuse and false imprisonment.

According to officers the incident was not an isolated one and similar episodes have been happening for "some time".

Mr Starr is the father of the two young children, including the nine-year-old who was found locked in the dog kennel.

Shelly Barnes, a relative who lived in the home, was also arrested by cops for felony child abuse, misdemeanour child abuse, false imprisonment, felony possession of a firearm by a felon and felony maintaining a dwelling for the sale and distribution for a controlled substance.

All three suspects were transferred to the Davidson County Magistrates Office with Mr and Ms Starr were given a $30,000 (£27,000) bail release.

Ms Barnes was given a $60,000 (£53,000) bail release.

Davidson County Sheriff’s Office confirmed the case is still ongoing and an active investigation.

Mr Simmons pleaded with anyone in a local neighbourhood who is suspicious or suspects something unusual to get in contact with the police.

He said: “If you see something in your neighbourhood, say something. We want the public to get involved, to make it a combined effort to make Davidson County safer for our kids.

"This is why you get into law enforcement; we fight the battle for those that can’t fight for themselves."
