Government officials in Ecuador have blamed a deadly explosion in the port city of Guayaquil on organised crime.

Ecuador: Guayaquil Blast is Declaration of War by Organised Gangs

At least five people were killed and 26 more injured in the blast on Sunday.


Ecuador's interior minister said it was a "declaration of war" by criminal gangs against the government.

The Andean country, which is used as a cocaine smuggling route from neighbouring Peru and Colombia, has seen a sharp rise in murders and gang-related crime recently.

A state of emergency has been declared in Guayaquil, Ecuador's most populous city and an important trade hub. It is the fourth emergency to be declared in Ecuador since October because of gang violence.

Eight houses and two cars were destroyed in the early morning blast, according to the National Risk and Emergency Management Service. Pictures from the scene show the front of houses ripped off and cars smeared in blood with their windows blown in.

At a news conference late on Sunday, officials said the attack was directed at two men who go under the aliases of Cucaracha and Junior and are linked to Los Tiguerones, one of the leading crime gangs in Ecuador.

"Organized crime mercenaries, who have long drugged the economy, now attack with explosives," Interior Minister Patrick Carrillo tweeted after the blast.

"It is a declaration of war on the state," he said.


Guayaquil has seen shocking levels of violence, including decapitated bodies hanging from pedestrian bridges and deadly prison riots between rival gangs. Nearly 400 inmates have been killed in six separate riots since February 2021.

Following the explosion, the city's mayor, Cynthia Viteri wrote an open letter to President Guillermo Lasso, who took office last year.

"Criminal gangs have become a government within a government in Ecuador," the letter begins.

"We have witnessed people hanging from bridges, murders on motorcycles, rapes at shopping centres and on school buses," she wrote.

"What else do you want us to do to defend ourselves? A President is the protector of his people, but so far we have not seen a single safe step to combat crime."

On Twitter, Mr Lasso said he would "not allow organized crime to try to run the country", however he has faced an uphill battle and criticism over the lack of any meaningful change.

Guayaquil has been ranked the 50th most violent city in the world by Insight Crime. The investigative journalism website reports that Ecuador's homicide rate increased faster than any other country in Latin America or the Caribbean in 2021.

A joint Colombian and Ecuadorian police investigation dismantled a drug trafficking ring led by Ecuador natives, Háder Cuero and Dairon Cuero.

New president Daniel Noboa has pledged to hit back at the rising crime that stymied his predecessor, but he faces an uphill battle amid gang control of prisons, kidnappings of police and bombings.


WHY HAS ECUADORS' SECURITY DETERIORATED?


Security in Ecuador has been worsening since the coronavirus pandemic, which also brutally battered the economy.

Violent deaths nationally rose to 8,008 in 2023, the government has said, nearly double the 2022 figure of over 4,500. Ecuador's presidential contest last year was marred by the assassination of an anti-corruption candidate.

The government blames the situation on the growing reach of cocaine-trafficking gangs, who have destabilized swathes of the continent.

Inside Ecuador's prisons, the gangs have taken advantage of the state's weak control to expand their power. Prison violence has become increasingly common, resulting in hundreds of deaths in incidents authorities have blamed on gang battles to control the jails.

Guayaquil, a coastal city that is Ecuador's largest, is considered the country's most dangerous, with its ports a hub for drug smuggling.

Noboa took office in November touting his "Phoenix Plan" for security, including a new intelligence unit, tactical weapons for security forces, new high-security prisons and reinforced security at ports and airports.

It will cost some $800 million, he said, though $200 million in new weapons for the army will be provided by the United States.


WHAT CAUSED THIS WEEK'S FLARE-UP OF VIOLENCE?


Police said on Sunday that Adolfo Macias, leader of the Los Choneros criminal gang, had disappeared from the prison where he was serving a 34-year sentence. Authorities are trying to track him down.

Meanwhile, there were incidents of violence in at least six prisons beginning on Monday, with 150 or more guards and other staff taken hostage by prisoners. A prison in Riobamba saw 39 inmates escape, though some have been recaptured.

By Tuesday violence had spread to the streets, with seven police officers kidnapped in incidents around the country and five explosions confirmed in several cities, though there were no injuries.

Noboa, who has said he will not negotiate with "terrorists," has said the violence is a reaction to his government's plans to build a new high security prison for jailed gang leaders.


WHAT IS THE GOVERNMENT DOING TO TACKLE THE PROBLEM?

Noboa declared a 60-day state of emergency - a tool used by his predecessor Guillermo Lasso to little success - on Monday, enabling military patrols, including in prisons, and setting a national nighttime curfew.

In an updated decree published on Tuesday afternoon, Noboa said he recognized an "internal armed conflict" in Ecuador and identified several criminal gangs as terrorist groups, including Los Choneros. The decree ordered the armed forces to neutralize the groups.

Noboa's coalition has a majority in the national assembly, something Lasso lacked, but some Ecuadoreans are questioning why the president is not taking harsher measures against gangs.





Noboa plans to hold a security-focused plebiscite later this year, which would include asking the public if the government should undo a ban on the extradition of Ecuadoreans wanted abroad and if asset seizures from suspected criminals should be allowed.

An Ecuadorian councilwoman was executed in broad daylight in front of a crowd of people just moments after she finished a meeting.




Diana Carnero, 29, was chairing the council meeting in the town of Naranjal in Guayas on Wednesday afternoon and recording a video about the poor road conditions when she was attacked.

Two male suspects approached her on a motorcycle and shot her in the head before fleeing, police said. Ecuador's Attorney General's Office said it would be leading the investigation but so far there have been no arrests.

Ecuador is in the grips of a crime wave tied to drug trafficking gangs. Ecuadoreans worry the violence will only escalate in a country where a presidential candidate was assassinated last year.

Two weeks ago President Daniel Noboa declared an emergency and a virtual war on the gangs by authorising the military to act against them. Many people are staying at home and schools and stores have been shuttered as soldiers patrol the streets of Ecuador’s biggest cities.

Carnero ran under the Citizen Revolution Movement, the democratic socialist political party that was formed by backers of former President Rafael Correa and was elected to the Naranjal city council in February 2023. Correa, who served as president from 2007 to 2017, paid tribute to Carnero on X, the social media platform formerly known as Twitter.

He wrote: "Diana was 29 years old. This is a nightmare. A hug to her family and all of Naranjal. When you have children of that age, you understand what their parents must be suffering. They cut short the life of a promise for Naranjal and the Homeland. What a disgrace!"

Guayaquil deputy mayor Blanca López also wrote on X, saying: "This must end, wanting better days for our cantons, provinces and country cannot mean putting our lives at risk." Carnero's assassination came just one day after Guayas Governor Alberto Molina met with law enforcement in Naranjal to address the recent wave of violence.

Councilman Charbel Rouhana, 50, was shot dead in front of his home in the coastal town of Yaguachi on October 24, 2023.

Bolivar Vera, 42, a councilman in Durán, was found dead on September 8, a day after he was abducted.

In August, presidential candidate Fernando Villavicencio, 59, was assassinated after leaving a campaign event in Quito.

In July, the mayor of Manta, Agustín Intriago, 38, was shot dead while inspecting works.
