The Los Angeles police department detonated a cache of homemade fireworks it had seized, causing a major explosion on a residential block that injured 17 people, flipped and damaged cars and smashed windows in nearby homes.


The fireworks were detonated in an iron containment vessel – which exploded – because they were deemed too unsafe to move from a South Los Angeles neighbourhood

Clifford Owensby was held against the tarmac after being forcibly removed from his vehicle


Officials in Dayton, Ohio say they are investigating the actions of officers who pulled a driver who said he was disabled from his car during a drug-related traffic stop last month.

Clifford Owensby, 39, who said he does not have use of his legs, said he felt helpless when he was removed from the car to the ground and handcuffed before being placed in the back of a Dayton Police Department cruiser during the Sept. 30 traffic stop.

Police said the two Dayton officers were part of a narcotics investigation in the Dayton View neighborhood and saw the car leaving a suspected drug house.

Due to that and the driver's "felony drug and weapon history," a K-9 team was summoned for a "free air sniff" that, under department policy, required occupants to leave the vehicle for their safety and that of the dog, police said.

Mr Owensby said he could not get out because he is paraplegic, and he refused their assistance in doing so, police said. He then "grabbed onto the steering wheel ... (and) was then forcibly removed from the vehicle," police said.

Police bodycam footage shows Mr Owensby repeatedly telling the officers that he was unable to get out of the car because he was a paraplegic, threatening to file a lawsuit and calling someone to "bring some people with cameras" to record the interaction.

On the ground, he is heard screaming for help, asking if people were recording and asking someone to call "the real police."

Police said Mr Owensby was placed on the ground "in order to secure him" and officers had to pull his arms behind his back to handcuff him, police said.


A bag containing $22,450 in cash was found on the front floorboard, and the dog alerted to the currency, meaning "the money had been in close proximity to illegal drugs," police said.

The Dayton Daily News reported that a police report cited misdemeanor obstructing official business and resisting arrest in the crime status information, but Mr Owensby had not been charged with either count.

Traffic citations were filed in municipal court due to an unrestrained 3-year-old child in the back seat and the car's tinted glass.

Police earlier told the paper that there was "a current and active investigation concerning the money."

Mr Owensby told the newspaper on Monday that he sustained scrapes from the pavement and reinjury of previous back problem.

"I feel like they don't even respect me as a citizen," Mr Owensby said, adding that he hopes for "some kind of disciplinary action."

Police said a professional standards bureau investigation of the traffic stop had begun and asked for patience from the public during that process.

Mayor Nan Whaley said in a statement Friday evening that the video was "very concerning."
The Dayton Fraternal Order of Police Lodge 44 defended the officers, saying they "followed the law, their training and departmental policies and procedures," the newspaper reported

Reimagining Police – With Safety and Justice in Mind

Scott Pelley went to Austin, Texas, where the city is reforming its police department.

Scott Pelley reports from Austin, Texas, one of several U.S. cities experimenting with a new way of policing in which trained
civilians, such as mental health clinicians, are responding to calls once answered by armed officers.

This past week, the Kyle Rittenhouse trial was a sharp reminder of 2020's summer of protest against police violence. After a police shooting of Jacob Blake in Wisconsin last year, Rittenhouse, then 17, shot and killed two demonstrators and wounded another. Jacob Blake's shooting came not long after the police killings of Breonna Taylor and George Floyd.

Protests pitted supporters of "defund the police" against those who "backed the blue." And with a significant rise in violent crime, progress on reform stalled.


But Philip Atiba Goff sees a way forward. He's a Yale social scientist who's been advising police departments for 14 years. Goff's work has shown that justice and safety can be found in cities that are reimagining police.









Philip Atiba Goff:

We focus on making policing less deadly, less racist, and often, just less present. And we leverage data and behavioral science to do all of that. Because oftentimes a scientific process is one you can trust when you can't trust each other.

Philip Atiba Goff is a professor of African American studies with a Ph.D. In psychology. He's CEO of the Center for Policing Equity which analyzes police data, 911 calls, arrests and traffic stops, to help cities reduce racial disparity and the use of force. Las Vegas is one example.

Scott Pelley: Las Vegas Police Department came to you. What was their question?

Philip Atiba Goff: Las Vegas Metro, they said, "We think we might be using too much force." I said, "Why do you think that?" They said, "Cause our community tell us so." I said, "That's a good indication."

Goff discovered most use of force in Vegas came after foot chases.


Philip Atiba Goff: So literally, they started training their officers, you're high on adrenaline, you slow it down, you count to ten, don't touch the person till the backup shows up. They dropped their use of force by 23% the next month. And it stayed low and it became a national model for training in foot pursuits.

In Berkley, California, Goff found the largest racial bias was in low-level traffic stops, like broken tail lights. So, Berkeley stopped enforcing minor violations.



Philip Atiba Goff: The places where we work, we see about a 26% reduction in use of force after we were there. Don't know how much of that was us, but all the things they tried together, about a quarter, right, of the use of force goes away. But in this moment, what we're getting asked for is something different. Not how do we make policing better but how do we remove policing from the places where we have abandoned communities, and so we ask police to punish people who we've abandoned for generations. That's the thing that's coming next.

To see what's coming next, we went to the capital of Texas. Professor Goff is not advising Austin, but this liberal city of one million is far along in police reform — even against the reservations of the conservative state legislature.

When George Floyd was murdered in Minneapolis in 2020, Austin was already smoldering over two police killings of its own. Two cops are charged with murder in shootings, nine months apart, of a mental patient and an unarmed man who was Black and Latino. In a demonstration in July, an armed Black Lives Matter protester was shot and killed by a man who drove his car into the March.

The shooter is charged with murder. At the peak of the unrest, the city council voted unanimously to cut the police budget 25% — about $150 million. The idea was to prevent crime — give police less to do — by spending the money on addiction, mental illness and homelessness. Austin called it "reimagining public safety."

Philip Atiba Goff: Law enforcement is not gonna prevent the violence. They're gonna respond to it. And if what you want is less violence, you want prevention.

Scott Pelley: When people hear about reimagining the police, that seems to come under the slogan of defunding the police. I think many people look at that and think, "My community's gonna be less safe."

Philip Atiba Goff: I think there are communities where that's absolutely true. Of course, you would be.


But we've defunded the schools in those communities. We've defunded mental health. We've defunded the actual hospitals. We've defunded the jobs. We've defunded the housing system. We've defunded the grocery stores.


What if instead of talking about just defunding police, we talked about refunding to the communities those areas where we've taken all the resources and the public goods away? If we did that, how much safer do you think we would be? The reason why people are so allergic to the idea of less police is they can't imagine a world where we take better care of the people who are vulnerable.

But arguments like that didn't carry the Texas legislature.


Republicans passed a law preventing any cuts to police budgets in large cities.

THE Los Angeles Police Department has released the shocking footage of the shooting death of a 14-year girl at a Burlington Coat Factory in North Hollywood.



Valentina Orellana-Peralta was fatally shot while inside the store’s dressing room, where she was trying on clothes with her mother.

LAPD confirmed that officers fired their guns at a suspect who was assaulting another person with a deadly weapon.

The 24-year-old suspect, Daniel Elena Lopez, was killed in the confrontation with police.

Orellana-Peralta was struck by a bullet that went through the dressing room's wall.

Fanta Bility: US Officers Charged With Fatally Shooting Girl

US prosecutors have charged three policemen with an eight-year-old girl's death, dropping a murder case against two teenagers who were initially held.

Fanta Bility, 8, was killed by officers


The officers opened fire on a vehicle outside a high school football game near Philadelphia on 27 August 2021 after hearing gunshots a block away.


The police thought armed suspects were in the car, but it was Fanta Bility.

Prosecutors had argued the tragedy was caused by two teens who fired at each other nearby moments beforehand.

The district attorney filed first-degree murder charges against the two young men in November.

Prosecutors said the pair - aged 16 and 18 - had "initiated the deadly events" and therefore bore responsibility for Fanta's death.

Those charges have now been withdrawn.



Instead, Sharon Hill police officers Devon Smith, Sean Patrick Dolan, and Brian James Devaney are facing charges of voluntary manslaughter, involuntary manslaughter and reckless endangerment.

According to the Philadelphia Inquirer, the officers had been monitoring the crowd when they heard the gunfire about 140ft (42m) away and turned to see a car heading towards them.

The policemen fired 25 bullets, striking four people including Fanta and her 12-year old sister. The girl died in her mother's arms.

"We are now sure beyond a reasonable doubt that the officers not only shot but killed Fanta Bility, but they also wounded three other young people," Delaware County District Attorney Jack Stollsteimer told CBS News.

"They returned fire at the wrong target, in the wrong direction, and into a group of people. That is what they are being held accountable for," he continued.

Mr Stollsteimer said his office had been aware since September that the fatal bullets were fired by officers.

An attorney for the Bility family said that she "was a bright, bright, shining light, the kind of person that made people happy just by looking at her. And to have her gone is just a terrible, terrible tragedy".

Lawyers for all three officers released a joint statement maintaining their innocence and saying that they "remain heartbroken for all who have suffered because of this senseless violence".

"This is a terrible tragedy that was caused by armed and violent criminals who turned a high school football game into a crime scene in which an innocent child lost her life and others were seriously injured," the statement added.

Former US Police Officer Charged With Murder in Death of 12-year-old

A former Philadelphia police officer has been charged with murder for fatally shooting a 12-year-old boy in the BACK during a chaotic foot chase in early March.

Authorities say that Edsaul Mendoza, 26, engaged in a "tactically unsound" pursuit of Thomas "TJ" Siderio and shot him despite knowing he was unarmed.

Police believed a friend of his was involved in the theft of a weapon.

Mr Mendoza was arrested on Sunday.

According to a presentment of facts released by Philadelphia's District Attorney, Mr Mendoza was part of a group of four plainclothes officers who confronted Thomas and a 17-year-old friend - identified in court documents as "NK" - on 1 March. The officers believed that NK was "tangentially connected" to a stolen firearm investigation.

When they attempted to stop the boys, "a shot went off" and broke a rear passenger window, the presentment added. When the boys attempted to flee, Mr Mendoza chased Thomas and fired at him three times.

The third shot, the document alleges, took place even though Mr Mendoza knew that Thomas' weapon had been discarded some 40ft (12m) away. Thomas had stopped running at the time the final shot was fired.

"Thus, when Mendoza fired the third and fatal shot, he knew the 12-year-old, five-foot tall, 111-pound Thomas Siderio no longer had a gun and no ability to harm him," Philadelphia District Attorney Larry Krasner told reporters on Monday.

"But he fired a shot through his back nonetheless, killing him."

Mr Mendoza was fired by the police force soon after the incident, with the police commissioner saying at the time that the department's use-of-force policies had been violated.

According to Mr Krasner, much of the evidence against Mr Mendoza stems from video footage of the shooting, which will not be released until authorised by a judge. He described the video as "disturbing to watch" and said that Thomas was "essentially facedown on the sidewalk" and possibly surrendering.

Mr Mendoza was taken into custody on Sunday and is being held without bail. A preliminary hearing has been set for 16 May.

A public defender who represented him at a bail hearing on Monday could not be reached. A local chapter of the Fraternal Order of Police has now said it will provide him with a lawyer.

Thomas' great-grandmother, Mary Siderio, was quoted by a local CBS affiliate as saying she was "happy" to hear of the charges against Mr Mendoza.

"I'm so heartbroken, I can't sleep," she said. "None of us can sleep. It's horrible."

The U.S. Justice Department has charged four Kentucky police officers involved in the deadly raid that killed Breonna Taylor with civil rights violations.





The charges are another effort to hold law enforcement accountable for the killing of the 26-year-old Black medical worker after one of the officers was acquitted of state charges earlier this year.



Federal charges against former officers Joshua Jaynes, Brett Hankison and Kelly Goodlett, along with Sgt. Kyle Meany were announced by US Attorney Merrick Garland on Thursday.

The charges range from unlawful conspiracies, use of force and obstruction of justice.

A police officer has been fired after shooting a teenager in a McDonald's car park.

Shocking footage of the incident filmed on the officer's body-worn camera shows officer James Brennard, 25, approach the door of the parked car before opening it.


He asks the 17-year-old boy, who has been identified as Erik Cantu, to get out the car.

The occupant, a teenage boy, can be seen eating a burger and questions the officer's command. He then reaches for the gear stick and the car begins to reverse. It is unclear if this was intentional or because the boy had removed his foot from the pedal.

The officer then fires at least 11 rounds at the boy and then at the car as it drives off.

The driver reportedly stopped down the road before being taken to a nearby hospital in critical condition.

Erik Cantu remains in a critical condition after being repeatedly shot.

Initially, the officer reported he had been struck by the vehicle in the car park of a McDonald's in the Texas city of San Antonio, but the footage appears to refute this.

Following a review of the shooting, San Antonio Police Department announced they had fired the probationary

Brennand had served on the force for seven months before the incident on Sunday October 2. A former soldier, he had been commended for his firearm skills while in the police academy

Officer Brennand had been at the McDonald's on an unrelated call when he noticed "a maroon vehicle that evaded from him the night prior".

The driver of the vehicle, 17, was initially charged with evading detention and assault on a police officer but these charges were later dropped.




Brennard, a former soldier, had been commended for his firearm skills while in the police academy



There was a female passenger in the car who was unharmed during the incident.

In 2021 over 1,000 people were killed by police in the US, the highest figure in recent years.

Tyre Nichols: Five Memphis Police Officers Charged IOver Death

Five ex-police officers have been charged with second-degree murder after a man died following a traffic stop in Memphis, Tennessee.

Tyre Nichols, 29, who was black, died three days after his arrest on 7 January for alleged reckless driving.



The officers, who are all black, also face charges of aggravated assault, aggravated kidnapping, official misconduct and official oppression.

The family of Mr Nichols say an autopsy indicates he was severely beaten.

US President Joe Biden called for "peaceful protest" as authorities prepare to release the footage on Friday evening local time.

The city's police chief earlier also urged people to remain calm once the clip is made public.

"This is not just a professional failing," Cerelyn Davis, who is the first black woman to serve as the city's police chief, said of the ex-officers' alleged conduct.

"This is a failing of basic humanity toward another individual."

The five officers, all of whom joined the Memphis Police Department in the last six years, were fired last week after an investigation found them to be "directly responsible for the physical abuse of Mr Nichols".

Tadarrius Bean, Demetrius Haley, Desmond Mills Jr, Emmitt Martin III and Justin Smith are all in custody, jail records show.

In a news conference on Thursday, lawyers for two of the men said their clients planned to fight the charges.

Blake Ballin, an attorney for Mr Mills, said: "Knowing Mr Mills and the kind of person he is, I cannot imagine he has anything but feelings of grief for the [Nichols] family."

A lawyer for Mr Martin said the death was "shocking to officers".

"No-one out there that night intended for Tyre Nichols to die," said the attorney, William Massey.

The Nichols family and their legal team privately reviewed the video footage of the arrest earlier this week.

"He was a human piñata," lawyer Antonio Romanucci said of its contents. "It was an unadulterated, unabashed, non-stop beating of this young boy for three minutes."

On Wednesday, the family's lawyers said a post-mortem examination indicated he had been severely beaten.

"My son was a beautiful soul," said Mr Nichols' mother, Rowvaughn Wells. "Nobody is perfect, but he was damn near." She called her son's death a "murder".


Mr Nichols was stopped by police on his way home after taking photos of a sunset at a local park, an attorney for the family said.

The lawyer said after reviewing the footage that it shows Mr Nichols being pepper-sprayed, tasered, restrained and kicked.

City officials said police officers pulled him over for reckless driving and two "confrontations" occurred.

According to authorities, the first happened as officers approached the vehicle and he attempted to flee on foot.

They said the second confrontation happened when officers tried to arrest him.

Mr Nichols later complained of shortness of breath and was taken to hospital, police said, where he was listed in a critical condition.

Officials said Mr Nichols "succumbed to his injuries" on 10 January, but provided no further detail. An official cause of death has not yet been disclosed.

Reverend Al Sharpton, a US civil rights leader, told BBC News the crime was particularly painful because of the race of the officers.

"We fought to put blacks on the police force," he said. "For them to act in such a brutal way is more egregious than I can tell you."

Mr Sharpton also said he believes the outcome would have been different if the alleged victim in the incident was white.

"I do not believe these five black police officers would have done this had he been a young white man," he said.


The FBI and the Department of Justice have opened a civil rights investigation into Mr Nichols' death.

In a statement, President Biden sent condolences to the victim's family and the entire city of Memphis.

"As Americans grieve, the Department of Justice conducts its investigation, and state authorities continue their work, I join Tyre's family in calling for peaceful protest," he said.

"Outrage is understandable, but violence is never acceptable."


What Charges Do The Ex-Officers Face?

Second-degree murder - defined in Tennessee law as a "knowing killing of another", which need not be premeditated
Aggravated assault - meaning an assault committed knowingly, which causes serious injury
Aggravated kidnapping - false imprisonment of a person. It is "aggravated" if the victim suffers an injury or happens if the assailant has a deadly weapon. Each officer faces two counts of this
Official misconduct - covers a range of wrongful acts by those acting as public servants. Again, each officer faces two counts
Official oppression - an offence which happens when a public servant intentionally subjects a victim to mistreatment, such as arrest or detention

Footage of a traffic stop that has seen five ex-Memphis police officers charged with murder shows them taking turns to kick and punch a motorist as he screams for his mother.



Officers are seen beating Tyre Nichols, 29, for about three minutes in the videos from the arrest on 7 January.

Protests are taking place in Memphis and other US cities including New York.

Lawyers for Mr Nichols' family likened the assault to the 1991 police beating of Los Angeles motorist Rodney King.

US President Joe Biden, who has called for demonstrations to remain peaceful, said in a statement: "Like so many, I was outraged and deeply pained to see the horrific video of the beating that resulted in Tyre Nichols' death."

Police initially said Mr Nichols had been stopped on suspicion of reckless driving, which has not been substantiated. He died in hospital three days later, on 10 January.

Mr Nichols was black, as are all five officers charged in the case.


Memphis Police Department released four graphic videos of the traffic stop and its violent aftermath on Friday, totalling more than an hour of footage.

The first clip shows officers pulling Mr Nichols out of his vehicle and shouting at him to get on the ground.

"I didn't do anything!" he says. Officers demand that he lie down flat.

"Get on the [expletive] ground!" one officer shouts, as another is heard saying: "Tase him!"

An officer shouts: "Put your hands behind your back before I break your [expletive]."

"You guys are really doing a lot right now," Mr Nichols says to the officers. "I'm just trying to go home."

Within seconds one of the officers fires a Taser at Mr Nichols, who leaps up and manages to run away.

A separate video, from a CCTV camera mounted on a utility pole, shows officers beating Mr Nichols after catching up with him in a residential area.

Two officers are seen holding Mr Nichols down while others take turns kicking and punching him and striking him with an expandable baton.

Tyre Nichols: Scorpion Police Unit is Disbanded After Death

The Memphis Police Department has disbanded the so-called Scorpion special unit, whose officers are accused of murdering Tyre Nichols.

Scorpion stands for

"Street Crimes Operation to Restore Peace in Our Neighborhoods".

The unit is a 50-person unit with the mission of bringing down crime levels in particular areas.



But now it is being abolished after its officers were seen beating Mr Nichols, 29, in the videos from 7 January.

In a statement, the department said "it is in the best interest of all to permanently deactivate" the unit.

"While the heinous actions of a few casts a cloud of dishonour on the title Scorpion, it is imperative that we, the Memphis Police Department, take proactive steps in the healing process for all impacted," it added.

Mr Nichols' family welcomed the decision in a statement from their lawyers, calling it "both appropriate and proportional to the tragic death of Tyre Nichols, and also a decent and just decision for all citizens of Memphis".

The unit was launched in October 2021 with a focus on high-impact crimes, such as car thefts and gang-related offences.

The five officers - Tadarrius Bean, Demetrius Haley, Desmond Mills Jr, Emmitt Martin III and Justin Smith - were fired last week.

They were taken into custody on Thursday and each faces charges of second-degree murder, aggravated assault, aggravated kidnapping, official misconduct and official oppression.

Four of the five posted bail and were released from custody by Friday morning, according to jail records.

Lawyers for Mr Martin and Mr Mills have said their clients will plead not guilty.

"The unit that murdered Tyre has been permanently disbanded," a protester shouted into a megaphone in Memphis and the crowd erupted into cheers.

Despite the rain, the group of fewer than 100 protesters had gathered in the square in front of the Memphis Police headquarters to demand change to a system of policing that they said makes a habit of brutalising black people in Memphis and across the country.

"Memphis is taking a stand," said Casio Montez, one of the protest organisers. "This means we're doing something right."

Mr Montez vowed that he and other community organisers would continue to pressure Memphis Police Chief CJ Davis and city officials until "the community's demands are met", including reforming the department's organised crime unit.


In an interview with BBC News on Friday, Chief Davis said the Scorpion unit was created to be "more responsive" and "more proactive" to gun violence in the city. But she acknowledged that the officers who brutally beat Tyre Nichols "decided to go off the rails".

"We are doing an individual evaluation of all units," she said. "This is a necessary step. We want to be fully transparent to the community."

But for some, the problem of police violence is more deeply rooted than any reform can address.

At the rally Saturday, Memphis native Allie Watkins held a sign that proclaimed, "All cops uphold white supremacy."

The sign is historically accurate, she said, because the history of policing in America began with slave patrols.

"This is not an issue of corruption in the United States, this is an issue of the fact that the system has been built against black bodies," she said. If the system is broken, she added, the only way to fix it is to start again.

Police initially said Mr Nichols had been stopped on suspicion of reckless driving, which has not been substantiated. He died in hospital three days later, on 10 January.

Mr Nichols was black, as are all five officers charged in the case.

Memphis Police Department released four graphic videos of the traffic stop and its violent aftermath on Friday, totalling more than an hour of footage.

Peaceful protests took place in Memphis on Friday night after the video was released, with some demonstrators blocking a major highway in the city, while small-scale demonstrations were held elsewhere in the country.

Many protesters held banners demanding justice for Mr Nichols and an end to "police terror".

Lawyers for Mr Nichols' family likened the assault to the 1991 police beating of Los Angeles motorist Rodney King.


What is the Scorpion unit?

The Scorpion programme was touted by Memphis Mayor Jim Strickland in a speech a year ago. He said the city used crime data "to determine where the unit will conduct its enforcement activities within the city".

From October 2021 until January 2022, the unit made 566 arrests, he said. They also seized more than $100,000 in cash, 270 vehicles and 253 weapons.

In the wake of Mr Nichols' death, one local man, Cornell McKinney, told a Memphis-area TV network that he had a tense encounter with the unit on 3 January, just days before the incident involving Mr Nichols.

Mr McKinney alleges that the officers - who were travelling in unmarked vehicles - threatened to "blow his head off", pointed a weapon at his head and accused him of carrying drugs.

He complained to the Memphis Police Department after the incident, but says he has not heard anything back.

One of the officers that arrested Mr Nichols had previously been sued by a man who accused him of beating him when he was a prisoner eight years ago

Tyre Nichols MURDER: Three Memphis Emergency Staff Also Fired

Three Memphis emergency workers have been fired as part of an investigation into the death of Tyre Nichols which has shocked the US.

Two Other Policemen Have Also Been Suspended.

Officials said two paramedics and a driver who responded to the scene did not provide him with adequate care.

He was punched, kicked and hit with a baton after being pulled over for an alleged traffic violation.

Five policemen have been fired and charged with murder. It emerged on Monday two others have been suspended.


Memphis officials named the three sacked workers - all employed by the fire department - as Robert Long, JaMichael Sandridge and Lt Michelle Whitaker.

They had "failed to conduct an adequate patient assessment of Mr Nichols", they said.

All three violated numerous department policies, Memphis Fire Department Chief Gina Sweat said, without providing further details.

"Their actions or inactions on the scene that night do not meet the expectations of the Memphis Fire Department," she said.

Body camera video and other footage were released publicly on Friday and they show Mr Nichols, 29, was beaten by police officers on 7 January after he was pulled over.

Mr Long and Mr Sandridge responded to a call about a person being pepper-sprayed and arrived at 20:41 to find Mr Nichols handcuffed on the ground propped up against a police vehicle, officials said.

They requested an ambulance, according to the fire department. The ambulance was dispatched at 20:46, arrived on the scene at 20:55 and Mr Nichols was admitted to hospital at 21:08, according to the press release.

The firings come after Memphis officials said they had suspended Preston Hemphill, 26, one of the police officers who initially stopped Mr Nichols for an alleged traffic violation.

A lawyer for Mr Hemphill said the officer was co-operating with the investigation.

The Memphis Police Department said later on Monday that a second officer had been suspended in connection with Mr Nichols' death, though it did not name this officer.

Mr Nichols died three days after the traffic stop, in hospital on 10 January.

Lee Gerald, a lawyer for Mr Hemphill, said his client was on the scene at the initial stop of Mr Nichols, and that the first video of the encounter released to the public came from Mr Hemphill's body camera.

"As per departmental regulations officer Hemphill activated his bodycam," Mr Gerald said in a statement shared with the BBC. "He was never present at the second scene."

The first video of the incident shows the initial traffic stop when Mr Nichols was pulled over by police.

Officers can be heard shouting profanities and ordering Mr Nichols out of his car. The officers then force him to the ground before he breaks free.

The subsequent videos show officers catching up with Mr Nichols in a residential area before pinning him down to the ground and beating him.

According to attorneys for Mr Nichols' family, Mr Hemphill is the officer shown on video "violently pulling Nichols from his car while hitting him on the ground with a Taser", they wrote in a statement.

After Mr Nichols fled the scene of the traffic stop, the attorneys allege, Mr Hemphill could be heard saying: "I hope they stomp his ass."

Mr Hemphill is white. The five former officers charged with second-degree murder in the case are black. Mr Nichols was also black.

Memphis Police Department said they would provide more details on Mr Hemphill's alleged role "once information is available".

Mr Nichols' death has once again highlighted issues surrounding police brutality in the US, reigniting calls in Congress for law enforcement reform.

In a statement on Sunday, Congressional Black Caucus chair and Democratic House representative Steven Horsford asked for a meeting with President Joe Biden about the matter.

Mr Nichols' parents have been invited by the caucus to attend President Biden's State of the Union address on 7 February.

Kamala Harris says Nichols had a right to feel safe




The family of Tyre Nichols will lay him to rest at a Memphis funeral on Wednesday, three weeks after he died following a brutal beating by police.

US Vice-President Kamala Harris will be among the crowds of mourners, at the invitation of Mr Nichols' family.



The service at Mississippi Boulevard Christian Church follows a national outcry over the death of Mr Nichols, who is black, after a traffic stop.

Five officers, who are also black, were charged last week in his murder.

Civil rights leader Al Sharpton will deliver the eulogy for Mr Nichols. Family members of Breonna Taylor and George Floyd, who were killed by police in 2020 in Louisville, Kentucky and Minneapolis, will also attend. The funeral, which was delayed due to bad weather, is scheduled to start at 1400e (1900g).

Mourners are expected to celebrate Mr Nichols' life, instead of his violent death. The 29-year-old father of a four-year-old boy was described by his family as a "beautiful soul".

"Nobody's perfect, but he was damn near," his mother RowVaughn Wells has said.

Mrs Wells joined her husband, Mr Nichols' stepfather Rodney Wells, and Mr Sharpton on Tuesday evening at the church where civil rights legend Martin Luther King Jr delivered his final speech, the Bishop Charles Mason Temple.

Mr Wells asked the public to "keep fighting for justice for my son". Mr Nichols' brother, Jamal Dupree, also spoke, telling mourners: "My little brother didn't deserve none of this at all."

Body camera footage of Mr Nichols' encounter with police released last week showed officers kicking and punching him for several minutes as he cried out for his mother.

Five Memphis officers - Tadarrius Bean, Demetrius Haley, Desmond Mills Jr, Emmitt Martin III and Justin Smith - have been fired and charged with second-degree murder and other counts in Mr Nichols' death.

Police personnel files show a litany of previous complaints involving some of the officers, according to a local affiliate of the BBC's US partner CBS News.

Mr Haley was accused of excessive force and dislocating a woman's shoulder during an arrest in February 2021, and he received a written reprimand.



Mr Mills was also accused of excessive force during a March 2019 traffic stop that resulted in a crash, but that complaint was not upheld.

Mr Martin was suspended without pay for three days after he was accused of not properly searching two suspects when a handgun turned up on the floor of a squad car in March 2019.

Mr Smith was suspended without pay for two days for failure to maintain proper control after a vehicle wreck that left himself and another person injured in January 2021.

No prior incidents were found in Mr Bean's file.

California Police Face Scrutiny After Killing Double Amputee

The police killing of a wheelchair user who allegedly refused to drop a butcher's knife is under investigation by authorities in California.

Anthony Lowe's family has accused Huntington Park police of murder


Double-amputee Anthony Lowe, 36, who was black, was fatally shot on 26 January in the Los Angeles area.

Police say he threatened them after stabbing someone. Mr Lowe's mother said: "They murdered my son."


It comes amid renewed scrutiny of police killings after the death of Tyre Nichols in Memphis, Tennessee.

The incident involving Mr Lowe occurred in Huntington Park, and was caught on camera by bystanders.

The grainy video shows part of the confrontation with Mr Lowe holding a long shiny object and moving on the stumps of his legs away from officers. That clip does not show the shooting.

In a statement on 30 January, the Huntington Park Police Department said that officers had responded to a stabbing and the victim supplied a description of the suspect.

The suspect had allegedly left his wheelchair, approached the victim and stabbed him in the chest with a 12in butcher knife, before returning to the wheelchair and fleeing the scene.

The victim was left with "a life-threatening stab wound resulting in a collapsed lung and internal bleeding", the police statement said.

When officers caught up with Mr Lowe, according to the police statement, he "ignored the officer's verbal commands and threatened to advance or throw the knife at officers".

Police say that after two unsuccessful attempts to use Tasers to subdue Mr Lowe, they shot him.

Huntington Park Police Lt Hugo Reynaga told the Los Angeles Times that investigators had obtained video of the shooting from a nearby business, but do not plan to release the footage.

He added that Huntington Park officers do not wear body cameras.

"He tried to run away, and every time he turned around and did the motion like he was gonna throw the knife at him, they tased him," he told the newspaper.

"They were trying to give this guy the less-lethal Taser shock. And because it was ineffective, they had to go to something that was more effective."

The two officers involved have been placed on paid leave amid an investigation. They have not been named.

On Tuesday, members of Mr Lowe's family and activists demanded that the officers be held accountable for the shooting.

"They murdered my son, in a wheelchair with no legs," Mr Lowe's mother, Dorothy, said at a news conference. "They do need to do something about it."

Don't shoot, I'm disabled


A spokesperson for the family told the BBC's US partner, CBS, that Mr Lowe was suffering from a mental health crisis at the time of the shooting.

His sister told the LA Times that he had his legs amputated last year following an incident with police in Texas.

The Los Angeles County Sheriff's Department homicide unit is investigating the Huntington Park shooting, as they do for other smaller police departments in the area.

According to the Mapping Police Violence database, nearly 1,200 people were killed by police in 2022. Officers were charged with a crime in nine of these cases.

Sixth Memphis Officer Fired After Tyre Nichols’ Death

An additional Memphis police officer has been fired after the death of Tyre Nichols, a 29-year-old man who died after he was beaten by officers last month, police said Friday.

Officer Preston Hemphill, who had been relieved of duty, was “departmentally charged and terminated” for violations that include personal conduct, truthfulness and violating rules regarding a Taser stun device, police said in a statement.



Departmental charges are not the same as criminal charges, and he has not been charged with a crime, police said.

Five other Memphis police officers were fired and criminally charged with second-degree murder and other counts after the aggressive traffic stop and later beating of Nichols on Jan. 7.

Police said in Friday’s statement that an administrative investigation is underway, and “multiple MPD officers are under investigation for departmental policy violations.”

This week, three Memphis EMTs who responded to the incident were fired after an internal investigation, the Memphis Fire Department said.

Hemphill’s attorney said Monday that Hemphill was at the scene of the traffic stop, but was never present at the later scene where Nichols was seen on video being punched, struck with a baton, and otherwise abused.

Nichols was hospitalized and died three days later.

Seven Memphis police officers, including the five officers criminally charged and Hemphill, have been relieved of duty following the deadly encounter. Six of them have been fired.

Hemphill was hired by Memphis police in March 2018, the police department said.

Videos of the police stop and beating of Nichols shocked and horrified people across the nation. FBI Director Christoper Wray said he was “appalled,” and President Joe Biden said he was outraged and he called the video horrific.

Five former Memphis police officers charged with murder over the death of Tyre Nichols have pleaded not guilty in their first court appearance.

They were fired after an internal investigation by the Memphis Police Department.



Mr Nichols' death sparked protests against police brutality in the US.

The judge confirmed the five defendants had pleaded not guilty to charges of second-degree murder, aggravated assault, aggravated kidnapping, official misconduct and official oppression.

Judge James Jones Jr. asked for patience as lawyers build their cases.

"This case may take some time," he said to the defendants standing before him alongside their lawyers at the Shelby County Criminal Court.

"We do ask for your continued patience and your continued civility in this case," he said.

Members of Mr Nichols family were present in the courtroom along with their legal representative, civil rights lawyer Ben Crump.

Mr Nichols' mother RowVaughn Wells spoke to reporters outside the court and reflected on seeing the ex-officers in person.

"They didn't even have the courage to look at me in my face," she said.

She promised to attend every court date until "we get justice for my son".

The ex-officers, dressed in suits and wearing black face masks, stood silently beside their legal representatives during the brief court appearance.

None spoke during the short hearing. Their lawyers confirmed the not guilty pleas when asked by the judge.

The officers were arrested and taken into custody on 26 January after the Memphis police reviewed bodycam footage of the 29-year-old's violent arrest.

In the footage, Mr Nichols can be heard calling for his mother as he is beaten by police after being pulled over for alleged reckless driving.

He was pepper sprayed, kicked and punched by the officers and died in hospital three days later.

Memphis Police Chief Cerelyn Davis said the incident was "not just a professional failing," but "a failing of basic humanity toward another individual".

RowVaughn Wells previously told BBC News that it was the race of the victim - in this case her son - and not the race of the perpetrators that mattered.

"It's not about the colour of the police officer. We don't care if it's black, white, pink, purple. What they did was wrong," she said.

"And what they're doing to the black communities is wrong. We're not worried about the race of the police officer. We're worried about the conduct of the police officers."

The fall-out from the violent arrest has had ripple effects throughout the city.

In addition to the arrest of the five officers directly involved, several other staff members were fired and are being investigated.

Additionally, a special unit that was designed to fight crime in Memphis, has been disbanded for the time being.


The former officers are currently out on bond, meaning they are not in prison, with the next scheduled hearing due on 1 May.

COLUMBUS, Ohio -- Ohio authorities on Friday released bodycam video showing a police officer fatally shooting Ta’Kiya Young in her car in what her family denounced as a “gross misuse of power and authority” against the pregnant Black mother.


Sean Walton, an attorney representing Young's family, said the video clearly shows that the Aug. 24 shooting of the 21-year-old woman was unjustified and he called for the officer to be fired and charged immediately. Walton also criticized police for not releasing the video footage for more than a week after the shooting.

“Ta’Kiya’s family is heartbroken," Walton said in an interview with The Associated Press. “The video did nothing but confirm their fears that Ta’Kiya was murdered unjustifiably ... and it was just heartbreaking for them to see Ta’Kiya having her life taken away under such ridiculous circumstances.”

A spokesman for the police union said calls to charge the officer before an investigation is complete are premature. The officer is on paid administrative leave while the Ohio Bureau of Criminal Investigation examines the shooting, which is standard practice. A second officer who was on the scene has returned to active duty. Their names, races and ranks have not been released.

Blendon Township Police Chief John Belford called the shooting a tragedy.

“Ms. Young’s family is understandably very upset and grieving,” he said in a written statement released Friday morning. "While none of us can fully understand the depths of their pain, all of us can remember them in our prayers and give them the time and space to deal with this heartbreaking turn of events.”

Young’s death follows a troubling series of fatal shootings of Black adults and children by Ohio police and numerous occurrences of police brutality against Black people across the nation in recent years, events that have prompted widespread protests and demands for police reform.

Young’s father, grandmother and other relatives watched the video before its public release and released a statement Friday through Walton.

“It is undeniable that Ta’Kiya’s death was not only avoidable, but also a gross misuse of power and authority,” the statement said. While viewing the video, the family felt “a lot of anger, a lot of frustration,” Walton told The Associated Press.

“More than anything, there was ... a sense of just devastation, to know that this power system, these police officers, could stop her and so quickly take her life for no justifiable reason.”

The video shows an officer at the driver’s side window telling Young she has been accused of theft and repeatedly demanding that she get out of the car. A second officer is standing in front of the car.

Young protests, and the first officer repeats his demand. Young then turns the steering wheel to her right and the car moves toward the officer standing in front of it, who fires his gun through the windshield. Young's sedan then drifts into the grocery store’s brick wall.

Officers then break the driver's side window, which Belford said was to get Young out of the car and render medical aid, though footage of medical assistance was not provided.


In his interview with the AP on Friday, Walton denied that Young had stolen anything from the grocery store. He said his firm found a witness who saw Young put down bottles of alcohol as she left the store.

“The bottles were left in the store," he said. "So when she’s in her car denying that, that’s accurate. She did not commit any theft, and so these officers were not even within their right to place her under arrest, let alone take her life.”

A Philadelphia police officer has been charged with murder after footage showed him fatally shooting a 27-year-old motorist in his car last month.

Eddie Irizarry was killed while sitting in the driver's seat of his vehicle holding a knife, say prosecutors.



Body camera video of the incident shows two officers pulling over Mr Irizarry for a driving infraction, before one of them fires multiple shots at him.

The officer, Mark Dial, 27, turned himself in to police on Friday morning.

Two days after the 14 August shooting, police changed their initial statement on the shooting. They originally said Mr Irizarry had lunged at police from outside his vehicle while holding a knife.

But body camera footage released by Philadelphia prosecutors on Friday clearly shows Mr Irizarry was sitting in the driver's seat of the vehicle when the officer opened fire.

Police said investigators are working to determine how the false account of the incident emerged.

On Friday, a lawyer for Mr Dial said his client had opened fire because he thought he saw Mr Irizarry holding a gun.

"Fearing that he was going to be the next police officer killed in the streets of Philadelphia, he fired," attorney Brian McMonagle said.

He added that Mr Dial intends to fight the murder charge.

Prosecutors said Mr Irizarry was holding "a small, open folding knife against his thigh", and that his window was rolled up.

Mr Irizarry had parked his Toyota Corolla on a road in Kensington, a neighbourhood of Philadelphia, after police said they stopped him for turning on the street in the wrong direction. It was midday.

Mr Dial and his partner pulled up next to him in a police vehicle.

The officer is heard in the police body camera footage shouting "show your hands" at Mr Irizarry before threatening to shoot him.

Around five seconds later, the officer fires multiple shots at Mr Irizarry, who was still sitting in the driver's seat.

After the shots were fired, Mr Dial's partner is heard saying: "Mark, hold on. Mark, stop."

The video shows the two officers pulling an unresponsive Mr Irizarry out of his car and into the backseat of a marked police vehicle. They drive him to hospital.

Philadelphia District Attorney Larry Krasner said on Friday the family of Mr Irizarry had seen the video last week, and wished it to be made public.

Mr Irizarry's aunt, Zoraida Garcia, told reporters at a protest last week that the clip was "horrible".

Mr Irizarry's family said he had moved to the area from Puerto Rico seven years ago, and was working as a mechanic. He was reportedly being treated for schizophrenia.

The family has said that they intend to sue both the city of Philadelphia and the officer for wrongful death.

Mr Dial, who has been an officer for five years, was suspended for 30 days after the incident, accused of insubordination.

According to Philadelphia Police Commissioner Danielle Outlaw, the officer refused to co-operate with an investigation into the shooting.

Mr Irizarry's death has angered many in the Philadelphia community, who have held protests.

After the footage was released, Mayor Jim Kenney said in a statement: "We ask that the public remain peaceful in demonstrations and calls for accountability."

The union representing Philadelphia police officers asked people "to reserve judgment until all the evidence is presented during trial".

Mr Dial was arraigned on Friday afternoon and released on $500,000 (£400,000) bail.

He is due to appear in court for a preliminary hearing on 26 September.

Police Killed Niani Finlayson Seconds After Responding to Her 911 Call, Video Shows

Body camera reveals Los Angeles deputy fired at woman who sought help for domestic violence as nine-year-old daughter watched

The Los Angeles sheriff’s department (LASD) released body-camera footage on Friday of an officer fatally shooting Niani Finlayson, 27, who had called 911 for help during a domestic violence incident.


The footage from the 4 December encounter showed that deputy Ty Shelton shot Finlayson four times within roughly three seconds of entering her home.


The killing in Lancaster, a city in north LA county, sparked national outrage last week, with civil rights activists questioning why deputies failed to de-escalate the conflict and instead used fatal force against a woman who had sought their assistance and was a victim of abuse.

LASD released audio from the 911 call, which captured Finlayson shouting: “He won’t get out of my house … He will not leave me alone … I need the police here right now.” She could be heard screaming and repeatedly telling a man to get off her. The family’s lawyer has said the man was her former boyfriend.

Body-camera footage from two deputies showed that when they arrived outside the apartment, they could hear a woman screaming from inside. When Finlayson opened the door, her 9-year-old daughter was standing next to her and appeared to tell the officers that the man had hurt her – seemingly saying that he had “punched” or “pushed” her, although LASD distorted the daughter’s voice and her comments aren’t clearly discernible.

Finlayson appeared to be holding a kitchen knife and seemed to say the ex-boyfriend had attacked them, saying: “I’m about to stab him because” he had hurt her daughter. A female deputy entered the home first, and Finlayson and her ex moved to the opposite end of the room. Shelton followed inside a moment later and fired four shots at Finlayson almost as soon as he entered.

Shelton fired at Finlayson as her daughter stood nearby. The daughter ran into the kitchen after he fired the shots and her mother collapsed on the ground. The ex screamed: “No, no, why did you shoot?” LASD did not release footage of the aftermath.

The video showed that Shelton had entered with a Taser in one hand and a firearm in the other, but it did not appear that he or the two other deputies on scene used any “less lethal” weapons or other tactics to de-escalate the situation before Shelton fatally shot Finlayson.

LASD said in a statement that Finalyson was later taken to a hospital, where she was pronounced dead. Her ex, whom police did not name, became “resistive”, LASD said, and was arrested for child abuse and assault on a police officer, but was later released pending further investigation. Finlayson’s family has said that he had injured her and her daughter.


This was not Shelton’s first fatal shooting. On 11 June 2020, the deputy killed Michael Thomas, 61, also while responding to a call for potential domestic violence. That killing was not caught on camera, but Thomas’s girlfriend later said she and Thomas had been having a verbal argument and that Thomas had tried to stop the officers from entering his home.

It was weeks after George Floyd’s murder, and his family said he had been frightened police would kill him. Thomas was unarmed and Shelton shot him in the chest. He was not prosecuted.


Relatives of Finlayson filed a claim against LASD and LA county last week.

Finlayson’s 9-year-old daughter, Xaisha, who was present during the shooting and could be seen on the footage, told reporters:


“She was my best friend. She was always there for me. It’s very unbelievable that she’s gone and not coming back. I miss my mom.”



She also said: “The police lied that my mom was threatening them.”

Sentencing has concluded for the six white former officers in Mississippi who pleaded guilty to breaking into a home without a warrant and torturing two Black men.



High-ranking former deputy Brett McAlpin, 53, received a sentence of about 27 years and was the fifth former law enforcement officer sentenced this week by U.S. District Judge Tom Lee after pleading guilty to the attack. The assault involved beatings, the repeated use of stun guns and assaults with a sex toy before one of the victims was shot in the mouth in a mock execution.

The final member of the group, 32-year-old former Richland police officer Joshua Hartfield, was given a sentence of about 10 years Thursday afternoon.

Before his sentencing, McAlpin apologized to victims Michael Corey Jenkins and Eddie Terrell Parker.

"This was all wrong, very wrong. It's not how people should treat each other, and even more so, it's not how law enforcement should treat people," McAlpin said, though he did not look at the victims as he spoke. "I'm really sorry for being a part of something that made law enforcement look so bad."

Lee has also sentenced four other former law enforcement officers who were involved in the attack. Christian Dedmon was sentenced to 40 years in prison for his role in that attack and another incident in December 2022. Hunter Elward was sentenced to over 20 years in prison.

Two other officers, Jeffrey Middleton and Daniel Opdyke, were each sentenced to 17.5 years in prison.

For each of the deputies sentenced so far, Lee has handed down prison terms near the top of the sentencing guidelines. Lee has previously called the officers' actions "egregious and despicable."

The terror began Jan. 24, 2023, with a racist call for extrajudicial violence when a white person in Rankin County complained to McAlpin that two Black men were staying with a white woman at a house in Braxton. McAlpin told Dedmon, who texted a group of white deputies asking if they were "available for a mission."

"No bad mugshots," Dedmon texted — a green light, according to prosecutors, to use excessive force on parts of the body that wouldn't appear in a booking photo.

Dedmon also brought Hartfield, who was instructed to cover the back door of the property during their illegal entry.

Once inside, the officers mocked the victims with racial slurs and shocked them with stun guns. They handcuffed them and poured milk, alcohol and chocolate syrup over their faces. Dedmon and Opdyke assaulted them with a sex toy. They forced them to strip naked and shower together to conceal the mess, and Hartfield guarded the bathroom door to make sure the men didn't escape.

After Elward shot Jenkins in the mouth, lacerating his tongue and breaking his jaw, they devised a coverup. McAlpin pressured Parker to go along with it, asking him to keep quiet in exchange for his freedom. The deputies agreed to plant drugs, and false charges stood against Jenkins and Parker for months.

McAlpin and Middleton, the oldest men of the group, threatened to kill the other officers if they spoke up.

The majority-white Rankin County is just east of Jackson, home to one of the highest percentages of Black residents of any major U.S. city. The officers shouted at Jenkins and Parker to "stay out of Rankin County and go back to Jackson or 'their side' of the Pearl River," court documents say.

Opdyke was the first to admit what they did, his attorney Jeff Reynolds said Wednesday. On April 12, Opdyke showed investigators a WhatsApp text thread where the officers discussed their plan and what happened. Had he thrown his phone in a river, as some of the other officers did, investigators might not have discovered the encrypted messages.

Attorneys for several of the deputies said their clients became ensnared in a culture of corruption that was not only permitted, but encouraged by leaders within the sheriff's office.





Rankin County Sheriff Bryan Bailey, who took office in 2012, revealed no details about his deputies' actions when he announced they had been fired last June. After they pleaded guilty in August, Bailey said the officers had gone rogue and promised changes.


Jenkins and Parker called for his resignation and filed a $400 million civil lawsuit against the department. Last November, Bailey was reelected without opposition, to another four-year term.
