UK Data Watchdog Urges Vigilance Heightened Cyber Threat

John Edwards, the information commissioner, said a new era of security had begun where instead of blacking out windows, people needed to maintain vigilance over their inboxes.

Experts including the UK’s cybersecurity agency have said Russian hackers could target Britain, and the imposition of sanctions by London on Moscow has increased those fears.

Asked about the potential for a Russia-Ukraine cyber conflict spreading to the UK, Edwards said: “We have picked up on that heightened threat environment and we think it’s really important to take the opportunity to remind businesses of the importance of security over the data that they hold. This is a different era from blacking out the windows and keeping the lights off. The threats are going to come in through your inbox.”

Edwards said that outside the Ukraine conflict and the warnings it had brought of a heightened security threat, the Information Commissioner’s Office had seen a “steady and significant” increase in cyber-attacks against UK businesses over the past two years.

Between July and December last year the ICO recorded 1,345 “cybersecurity incidents”, including ransomware attacks, where assailants demand payment in cryptocurrency to decrypt a target’s computers, and phishing attacks, where the victim is tricked, often via email, into downloading malware or handing over their login details. This represented an increase of nearly 20% on the same period in 2019, according to the ICO data.

“They may be from state actors as part of an offensive or they may be organised crime or they may be some nuisance vandal hackers. It doesn’t matter. What we need to keep doing is with the NCSC [National Cyber Security Centre] and the National Crime Agency amplify the message that cybersecurity is not a question of do it once and forget it. It’s about all-the-time vigilance.”

Edwards said the ICO had yet to see warnings of Russian cyber retaliation for UK support of Ukraine come to fruition, but companies should check their cybersecurity, including reminding employees to report suspicious emails rather than just deleting them. The NCSC said before the Russian invasion began that UK firms should “build resilience and stay ahead of potential threats”.

“I haven’t seen those threats being realised,” Edwards said. “But it is a time for vigilance, for checking security settings and making sure those servers are patched and up to date, reminding staff of basic email hygiene and of scepticism to phishing attacks. And of the need of not just to curl your lip and hit delete but to notify your IT department and get these things blocked so one of your colleagues doesn’t inadvertently open the organisation to a vulnerability.”

Edwards, who was New Zealand’s privacy commissioner before moving to the UK, said companies could be exposed to penalties, which can include multimillion-pound fines, if they did not take adequate measures against attacks.

The ICO’s remit is to help ensure organisations protect people’s data while enforcing data protection regulation. “If it’s the equivalent of leaving the front door open with a whole lot of other people’s stuff inside, really for anyone to walk away with, then we’ll maybe look at the regulatory options that we have and the penalties that are available,” Edwards said.

The war in Ukraine has come with an ever-present threat of cyber catastrophe, as experts and UK military officials remain on high alert for potential hacks. And while the big one has yet to come, the battle online continues to escalate.

UK intelligence officers warned on Thursday that Russia was increasingly seeking out cyber targets as its ground military campaign in Ukraine stalls. Additional reports on Wednesday revealed Russian hackers recently attempted to penetrate the networks of Nato and the militaries of some eastern European countries.

These developments showed that “things are heating up” on the cyber front, said Theresa Payton, cybersecurity expert and former White House chief information officer. “We should prepare for the worst and operate at our best,” she said.

Still, Payton noted, Russia had been very slow to deploy cyber tactics in the war to date. There could be a number of reasons for this, she said: Putin might not feel the need to use cyber-attacks in his strategy at this juncture in the war, or he might want to avoid additional retaliation promised by the US in the case of a cyberwar.

Putin might also be “playing a long game” and having his cyber operatives infiltrate various adversaries and gain footholds, then wait until he decides to launch a cyber-attack.

“It is possible that digital attacks are under way and not fully understood in the fog of a ground war,” Payton said.

Although Russia has been slow to carry out major attacks, it has been targeting Ukraine in other ways. On 24 February, more than 10,000 modems of the satellite broadband provider Viasat were knocked offline in a hack that US officials have attributed to Russia.

Although that attack sabotaged hardware across Ukraine and is continuing, it was more likely Russia would focus its resources on cyber reconnaissance missions than forceful attacks, said Glenn S Gerstell, former general counsel of the National Security Agency and Central Security Service.

“We know Russia is quite sophisticated in cyber surveillance and in spying on their adversaries, and we can assume they would want to find out about sanctions and other intel,” he said.

The US announced additional sanctions against Russia, including on its technology sector, this week. The White House said on Thursday that the US had evidence that the war against Ukraine had been “a strategic disaster” for Russia and would only worsen as sanctions increased.

Gerstell said it was difficult to foresee what kind of offensive Russia would launch because its strategy throughout this conflict had been unpredictable. But Putin’s response might change as the situation on the ground does, he added.

“As they begin to lose, Putin may stray from what we think of as rational calculations of risk and reward,” Gerstell said. “If his rule is threatened, all bets are off on what thresholds he may cross in terms of cyber response.”

Ukraine saw unprecedented attacks from a range of Russian intelligence services, according to those involved in the programme.

But Ukrainian defences - supported by its allies - helped it withstand many of the attempts to take down systems.

Russia has repeatedly dismissed claims it has carried out cyber attacks.

The targeting of Ukraine in cyber-space was believed to represent the most extensive compromise of a single government seen in history, those involved in defending Ukraine say.

Russian attacks came in waves, accelerating in the second half of last year as Moscow prepared for its invasion, security sources say.

The next wave saw it seeking to disrupt government ministries around January and February and then moving to a new, more opportunistic phase in recent months, according to the sources.

The UK had long worked with Ukraine on cyber defence but shifted to providing direct help after the invasion, it has emerged.

The assistance focused on working with industry partners to provide specialist forensic capabilities to detect and investigate attacks as well as offering hardware and other systems to bolster defences.

"We brought some of our expertise to bear on helping them defend from what has been a daily onslaught of cyber attacks from Russia since the start of the invasion," said Leo Docherty, Europe minister at the Foreign Commonwealth and Development Office (FCDO).

Support is provided through the FCDO, with officials saying it has led the way amongst allies in providing specialist expertise.

The US military's Cyber Command also recently revealed to the BBC the way in which it helped hunt Russians inside Ukrainian systems, although their team had withdrawn by the time of the February invasion.

Sources close to the UK programme, which includes extensive private sector support, say they saw waves of attacks, sometimes using innovative techniques.

Human Agents

This included targeting satellite communications to get inside sensitive networks and using networks of human agents on the ground to gain access to key systems - infected USB devices were found which apparently were inserted into computers.

In some cases, there were attempts to knock ministries and infrastructure offline. But Russia did not initially appear to try and destroy telecommunications and energy sector networks, most likely because they were hoping to utilise them for their own purposes and "live off the land", according to one person involved.

Back in 2015, hackers linked to Russia were able to turn off a power station in the country for hours and after an initial delay, electricity systems have been increasingly targeted this year.

"We've seen on a daily basis now the terrible images of the way that the electrical grid in Ukraine has been battered by ballistic strikes and drone strikes from the Russians - they face the same threat and same challenge in the cyber domain," Mr Docherty told the BBC.

In the early months of the war, the teams supported by the UK are also said to have seen specific Russian targeting of databases looking for personal identifiable information at the village, district and city level, which may have been Russian intelligence services seeking to identify and locate officials.

The full range of hacking groups from all three of Russia's intelligence agencies have been spotted with military intelligence, the GRU, the most active, sources say.

The most advanced capabilities appear to have been kept back for targeting senior Ukrainian officials. One of the most stealthy groups, codenamed Turla and linked to Russia's FSB security service, was also seen in two locations thanks to mistakes it made. Meanwhile, Russia's foreign intelligence service, the SVR, has been continuing to spy on the US and European governments.

New Russian teams were also seen being mobilised along with greater innovation in the way malicious software was developed and deployed, those involved claim. There are signs though that the conflict has temporarily disrupted the Russian criminal world with splits between groups over the war, those involved in observing the dark web say.

Those involved say that despite effective defences, led by the Ukrainians and supported by allies, cyberspace remains heavily contested as Russia continues to seek new ways of carrying out its ambitions.

"The UK's support to Ukraine is not limited to military aid - we are drawing on Britain's world-leading expertise to support Ukraine's cyber defences," Foreign Secretary James Cleverly said. "Together, we will ensure that the Kremlin is defeated in every sphere: on land, in the air and in cyber space."

"The threat remains real and the UK's support package is undoubtedly bolstering Ukraine's defences further," said Lindy Cameron, chief executive of the National Cyber Security Centre, an arm of the intelligence agency GCHQ.
