The European Union has pledged to cut off several Russian banks from SWIFT, the international banking payments system.

European Commission President Ursula von der Leyen said the EU, the US and its allies also plan to impose further sanctions on Russia for its invasion of Ukraine.

Removing Moscow from SWIFT is seen as crucial to punishing Vladimir Putin but there is debate as to how the measures will damage western economies.

The UK will personally sanction Vladimir Putin and his foreign minister Sergei Lavrov after Russia's brutal invasion of Ukraine, Downing Street has said.



Boris Johnson told a virtual meeting of Nato leaders that London will target the Russian President and his key ally in Moscow "imminently" over the Kremlin's “revanchist mission” to overturn the post-Cold War order.

The PM also urged fellow leaders to "inflict maximum pain on President Putin and his regime" by ejecting Russia from the Society for Worldwide Interbank Financial Telecommunication (SWIFT) network - something which could cripple Russia’s ability to trade with most of the world.

It came as Moscow forces advanced towards the Ukrainian capital of Kyiv and as Nato general secretary Jens Stoltenberg said leaders have agreed to send rapid response troops to protect allies near Russia and Ukraine.

A No10 spokeswoman said the PM told Nato leaders "a catastrophe was engulfing Ukraine, and President Putin was engaging in a revanchist mission to over-turn post-Cold War order" - a reference to Putin's desire to recover territory lost under the USSR regime.

"He warned the group that the Russian President’s ambitions might not stop there and that this was a Euro-Atlantic crisis with global consequences," the spokeswoman added.

“The Prime Minister urged leaders to take immediate action against SWIFT to inflict maximum pain on President Putin and his regime. The UK would introduce sanctions against President Putin and Foreign Minister Sergey Lavrov imminently, on top of the sanctions package the UK announced yesterday, he said.

“The Prime Minister added that the world must make certain President Putin would fail in this act of aggression. Ukraine was showing strong resistance. He added that there could no normalisation of relations with Russia after this act."

The bulk of Russian forces advancing on Kyiv remain “more than 50km from the centre of the city”, the Ministry of Defence (MoD) has said.

In an intelligence update posted about 3.30pm, the MoD said the Russian armoured forces had “opened a new route of advance towards Kyiv having failed to capture Chernihiv”.

The report said there were “reports of sporadic clashes in the northern suburbs of Kyiv, which we continue to monitor” but that “the bulk of Russian forces advancing on Kyiv remain more than 50km from the centre of the city”.

The UK's Chief of Defence Intelligence Sir Jim Hockenhull said Russian forces were targeting the Ukrainian capital in a bid to install a pro-Moscow government.

He said: “Russian forces continue to advance on two axis towards Kyiv. Their objective is to encircle the capital, to secure control of the population and change the regime.

“Russia continues to conduct strikes across Ukraine. Overnight Russia launched a concerted series of strikes on targets in Kyiv.
Multiple Rocket Launchers have been employed in Chernihiv and Kharkiv.

“Ukrainian Armed Forces continue to offer strong resistance, focusing on the defence of key cities throughout Ukraine.”

He did not say how many troops would be deployed, but confirmed that the move would involve land, sea and air power.

Mr Stoltenberg told a press conference: “We call on Russia to stop this senseless war immediately.”

He warned that “the Kremlin’s objectives are not limited to Ukraine” and that “we are facing a new normal in European security where Russia openly contests the European security order and uses force to pursue its objectives”.

“President Putin’s decision to pursue his aggression against Ukraine is a terrible strategic mistake," said the head of Nato.

He added that although significant sanctions had already been announced “we must stand ready to do more, even if it means we have to pay a price, because we are in this for the long haul”.

Earlier today, EU leaders backed an asset freeze on a series of Russian figures including Putin and Lavrov.

UEFA, meanwhile, has confirmed the Champions League has been moved from the Gazprom arena in St Petersburg to Stade de France, in Paris.

Russia has more than doubled its interest rate to 20% in a bid to halt a slump in the value of its currency.



The Bank of Russia raised the rate from 9.5% after the rouble sank 30% after new Western sanctions. The currency then eased back to stand 20% down.


The collapse in value erodes the currency's buying power and could wipe out the savings of ordinary Russians.

Amid pictures at the weekend of queues at cash machines, Russia said it had the resources to ride out sanctions.

Ahead of an emergency meeting between President Vladimir Putin and his economic advisers on Monday, Kremlin spokesman Dmitry Peskov said: "These are heavy sanctions, they're problematic, but Russia has the necessary potential to compensate the damage from these sanctions." He said Russia would respond with its own sanctions.

At the weekend, Russia's central bank issued an appeal for calm amid fears that new financial sanctions could spark a run on its banks. It said it had the "the necessary resources and tools to maintain financial stability."

Videos on social media appeared to show long queues forming at cash machines and money exchanges in Moscow, with people worried that their bank cards may stop working or that limits will be placed on the amount of cash they can withdraw.




Rouble v Dollar





It came as the UK, along with the US and EU, cut off Russia's banks from financial markets in the West, prohibiting dealings with the central bank, state-owned investment funds and the finance ministry.


Chancellor Rishi Sunak said the measures demonstrated the UK's "determination to apply severe economic sanctions in response to Russia's invasion of Ukraine".

Russia has about $630bn (£470bn) in reserves - a stockpile of savings - built up from soaring oil and gas prices.

But because a lot of this money is stored in foreign currencies like the dollar, the euro and sterling as well as gold, a Western ban on dealing with Russia's central bank restricts Moscow from access to the cash.

Last week, Russia's central bank was forced to increase the amount of money it supplies to ATMs after demand for cash reached the highest level since March 2020.

On Monday, the central bank said it had ordered brokers to suspend the execution of all orders by foreign legal entities and individuals to sell Russian investments.

It also said it had yet to decide whether to open markets other than foreign exchange and money markets on Monday.




Analysis by Theo Leggett, Business Correspondent...


The sanctions that have been imposed by the EU, the US, the UK and others are unprecedented. It's one thing to block the foreign reserves of a country like Iran or Venezuela, quite another to act against Russia - a country with a major role in global trade and a very significant supplier of oil and gas.

The reaction on the currency markets has been dramatic - with the rouble plummeting, despite the central bank's efforts to prop it up using interest rates. There may already have been a rush to the foreign currency ATMs in Russian cities, but citizens there have yet to feel the full impact.

At the very least prices will rise dramatically; banking collapses, hyperinflation and a deep recession are all potential consequences.

But sanctions are a two-way street. Cutting the central bank off from its reserves and limiting Russian institutions' access to the Swift network will not only hurt Russia - western institutions also face losses from debts that cannot or will not be repaid, for example. And then there is the risk of countermeasures from Russia - potentially hitting energy exports.

Such sweeping sanctions being imposed in such a unified way is remarkable. It's also a very big gamble.

'Economic Pariah'


Attempts to put a stranglehold around Russia's finances is sending shockwaves across the financial and corporate world, including:

Will Walker-Arnott, senior investment manager at Charles Stanley, told the BBC's Today programme that "it looks like Russia is increasingly becoming an economic pariah, increasingly isolated from the global financial system".

Cutting some Russian banks from international payments system Swift is the harshest measure so far imposed to date on Moscow over the Ukraine conflict.

The assets of Russia's central bank will also be frozen, limiting the country's ability to access its overseas reserves.

Russia is heavily reliant on the Swift system for its key oil and gas exports.

The intention is to "further isolate Russia from the international financial system", a joint statement said.



On Monday, the European Central Bank (ECB) said several European subsidiaries of Sberbank Russia, which is Russia's largest bank and majority owned by the Russian government, were failing or likely to fail due to reputational cost of the war in Ukraine.

Sberbank Europe AG, which had total assets of €13.64bn (£11.4bn) at the end of last year, along with its Croatian and Slovenian units, suffered a rapid deposit outflow in recent days and is likely to fail to pay its debts or other liabilities, said the ECB, which is the lenders' supervisor.

The UK is fast-tracking legislation to target money-laundering by foreign oligarchs.


The government's move follows Russia's decision to invade Ukraine.

As part of the measures, foreign property owners will have to declare their identities rather than using companies as a façade.

It follows the economic sanctions announced by Prime Minister Boris Johnson on Tuesday which targeted major Russian banks and leaders.

Mr Johnson said that there is "no place for dirty money" in the UK.

"We are going faster and harder to tear back the façade that those supporting Putin's campaign of destruction have been hiding behind for so long."

"Those backing Putin have been put on notice: there will be nowhere to hide your ill-gotten gains," Mr Johnson added.

The government said the legislation will support the National Crime Agency work in targeting corruption.

The Economic Crime Bill will include a new register that will mean foreign owners of UK property must declare and verify their identities with Companies House.

The aim is to stop overseas criminals and oligarchs from using agents to create companies or buy property for them in the UK.


Entities that refuse to declare their owners will face restrictions in selling property and those who break the rule could be imprisoned for up to five years.


The register also applies to property bought by overseas owners up to 20 years ago in England and Wales and from December 2014 for property in Scotland.

Companies House will also have more information on firms to increase corporate transparency, the government said.

The National Crime Agency's 'Kleptocracy' cell, announced last week, will also begin to investigate sanctions evasion and be able to seize crypto-assets used for money-laundering.


'Time is UP for Putin's Cronies'


The legislation also strengthens Unexplained Wealth Orders (UWOs) which were powers brought into force in January 2018 in the fight against suspected criminal money invested in property.

However, UWOs have been used just four times since 2018 and only one has resulted in property being surrendered so far.

UWOs will be reformed to give law enforcement agencies more time to review case material and to protect them from substantial legal costs if they pursue reasonable cases which are ultimately unsuccessful.

Home Secretary Priti Patel said: "Time is up for Putin's cronies hiding dirty money in the UK and this new legislation will help to crack down on economic crime, including removing key barriers to using Unexplained Wealth Orders."

Shadow chancellor Rachel Reeves said that Labour supports the legislation and will "scrutinise the strength of these measures, which the government must enact in their strongest form to tackle dirty money once and for all."

"The long overdue Register of Overseas Entities, originally promised in 2016, must now be implemented at speed. Any transition period must be completed by the end of March and be accompanied by tough enforcement measures," she continued.

Business Secretary Kwasi Kwarteng said the new register will "shine a light" on who owns what in the UK so the government could "flush out the oligarchs, criminals and kleptocrats who think they can use UK property to hide their illicitly obtained wealth."

Shadow home secretary Yvette Cooper said the measures were "welcome" but "don't yet go far and fast enough".

"Alongside strong sanctions we need an urgent crackdown on illicit finance, corruption and organised crime linked to Russia. For too long the City of London and the UK economy has been used as a laundromat by corrupt elites linked to organised crime," Ms Cooper added.

The anti-corruption organisation Transparency International has identified at least £1.5bn of UK property owned by Russians accused of financial crime or with links to the Kremlin.

As part of the latest round of sanctions, Mr Johnson said the government will also limit the amount of money Russian nationals will be able to deposit in their UK bank account.

UK Sanctions Belarus For Ukraine Invasion Role

The UK has targeted Belarusian army chiefs as part of its first wave of sanctions against Belarus for its role in Russia's invasion of Ukraine.


‘Putin Thought World Would Roll Over’






Belarus leader Alexander Lukashenko is a close ally of Russian President Vladimir Putin


Four defence officials and two military enterprises are included in the package.

Foreign Secretary Liz Truss said Belarus leader Alexander Lukashenko had aided and abetted Russia's invasion.

Mr Lukashenko has hosted Russian forces and allowed them to use Belarus as a staging ground.



A close ally of Russian President Vladimir Putin, Mr Lukashenko's administration has become increasingly reliant on Russia for economic, political and military support in recent years.

Mr Putin backed Mr Lukashenko after he claimed a disputed election victory in 2020, sparking mass protests that almost ousted him from power.

In January this year, Belarus hosted large joint military drills with Russia as western leaders issued increasingly grave warnings of a possible attack on Ukraine.

The exercises were extended and then Belarus announced that the Russian troops would remain in the country, citing "the aggravation of the situation" in eastern Ukraine.

But on Monday, Mr Lukashenko said Belarus had no plans to join Russia's military operation in Ukraine, according to state news agency Belta.

Mr Lukashenko denied Ukraine's allegations that Russian troops were attacking from Belarus's territory, Belta's report said.

Announcing sanctions on Tuesday, the UK government accused Belarus of "facilitating the invasion from within its borders".


Those Sanctioned Include:


Belarus's deputy defence minister, Major General Victor Gulevich, who is "responsible for directing the actions of the Belarusian armed forces"

Major General Andrei Burdyko, a logistics chief; Major General Sergei Simonenko, an arms chief; and Major General Andrey Zhuk, Belarus's deputy minister of defence

Also sanctioned are JSC Integral, a military semi-conductor manufacturer, and JSC 558 Aircraft Repair Plant, which provides maintenance and servicing to military aircraft at an air base from which Russian aircraft have operated


Ms Truss said Belarus "will be made to feel the economic consequences for its support for Putin".


"We are inflicting economic pain on Putin and those closest to him. We will not rest until Ukraine's sovereignty and territorial integrity is restored."



The UK says it has already imposed sanctions on more than 100 people and organisations in response to the "fraudulent elections" and "human rights violations" in Belarus.

Suggesting further sanctions could be imposed on Belarus over the Ukraine invasion, the foreign secretary said "nothing - and no one - is off the table".

Tuesday's Belarus sanctions came as MPs approved new measures against Russia over its invasion of Ukraine.

The package includes a full asset freeze for all Russian banks, as well as new powers to limit them from clearing payments in sterling.

A ban has also been enacted on a range of exports critical to Russia's military and strategic interests.

The sanctions are in alignment with the European Union and others to collectively cut off much of Russia's high-tech imports, the government said.

The measures were announced by Prime Minister Boris Johnson, who told the House of Commons last week they were "the largest and most severe package of economic sanctions that Russia has ever seen".



Labour and Conservative MPs have called on the government to strengthen the sanctions regime in order to put further pressure on Russia.

Labour shadow foreign minister Stephen Doughty urged ministers to "go even faster and further", warning in some cases the sanctions had been "off the pace" compared with the UK's allies.

Conservative former cabinet minister David Davis said action was needed against the "140 or so oligarchs" identified as having "direct links" with President Putin.

Finance Minister Chrystia Freeland says working with allies on sanctions has given them extra weight






Deputy Prime Minister and Minister of Finance Chrystia Freeland told reporters in Ottawa Tuesday that more sanctions and economic measures aimed at the Russian Federation and President Vladimir Putin would be rolled out in the coming days.


Canada will hit Russia with more sanctions and economic policies designed to undermine Russian President Vladimir Putin's ability to wage war — and some of those moves might end up hurting Canada's economy, Finance Minister Chrystia Freeland said Tuesday.

Freeland made those remarks Tuesday afternoon after meeting with the finance ministers of the other G7 nations and the Ukrainian finance minister to discuss measures to punish Russia for its invasion of Ukraine.

"Tariffs and retaliation and sanctions are the most effective when you can devise policies that have the maximum impact on the counter party whose attention you are seeking to get, and do the minimal damage to yourself," Freeland said, adding that, so far, sanctions have been structured to avoid harming Canadian business interests.

"If we are truly determined to stand with Ukraine, if the stakes in this fight are as high as I believe them to be, we have to be honest with ourselves, I have to be honest with Canadians, that there could be some collateral damage in Canada and that's something that the G7 finance ministers discussed very early this morning."

Freeland would not offer details of the measures she and the other finance ministers discussed. She said the government will have more to say in the coming days.

"I cannot announce those additional measures today," she said. "We are discussing them, we are working with our partners and allies. We have suggested many things, as have our allies. We believe that the most effective thing to do is to work together to announce measures together and we will continue to do that."

Natural Resources Minister Jonathan Wilkinson announced Tuesday evening that Canada will now ban all petroleum products from Russia. The government said a day earlier that it would only ban Russian crude oil.

Wilkinson said on Twitter that government officials were told "to design a ban that will minimize the impact to the Canadian economy, while maximizing the impact on the Russian economy."

Canada imported more than $250 million worth of refined petroleum products from Russia in 2021.








During question period in the House of Commons Tuesday, interim Conservative leader Candice Bergen asked the Liberal government if it will expel Russia's ambassador to Canada and recall Canada's ambassador to Russia.

Prime Minister Justin Trudeau sidestepped the question, saying only that Foreign Affairs Minister Mélanie Joly did summon Russia's ambassador to her office to express Canada's extreme displeasure with Russia's actions.

Energy giant ExxonMobil and aviation group Boeing have joined the growing list of companies to take action over Russia's invasion of Ukraine.

ExxonMobil said it will exit a multi-billion dollar joint venture with Russian state-owned company Rosneft.




It is the latest oil producer to cut business ties with the country, after similar moves by BP, Shell and Equinor.


Meanwhile, the world's biggest plane maker Boeing said it is suspending operations in Russia.

"We deplore Russia's military action that violates the territorial integrity of Ukraine and endangers its people," Texas-based ExxonMobil said in a statement.


"We are deeply saddened by the loss of innocent lives and support the strong international response," it added.

ExxonMobil currently operates and holds a stake in the Sakhalin Island oil and gas fields, alongside Rosneft and companies from Japan and India.


It said it would now exit its Russian oil and gas operations, which have been valued at more than $4bn (£3bn), and halt new investments in the country.

Last year, ExxonMobil employed more than 1,000 people across the country, with offices in Moscow, St. Petersburg, Yekaterinburg and Yuzhno-Sakhalinst, according to its website.

Russia is one of the world's biggest energy producers.

The announcement came as Brent crude - the international benchmark for oil prices - hit $110 a barrel, marking the highest level seen in more than seven years.

On Monday, rival energy giant BP said it would offload its 19.75% stake in Rosneft after Russia's "act of aggression in Ukraine".

On the same day, Shell announced that it would end all of its joint ventures with the Russian energy company Gazprom. This includes quitting the flagship Sakhalin II facility, which is partly owned and operated by Gazprom.

Norwegian oil producer Equinor also said it would start the process of divesting from its joint ventures in Russia.,,

Also on Wednesday, aviation giant Boeing said it had suspended "major operations" in Moscow and temporarily closed its office in Kyiv.

"We are also suspending parts, maintenance and technical support services for Russian airlines," a Boeing spokesperson told the BBC.


Rival plane maker Airbus did not immediately respond to a BBC request for comment.


The announcements comes as brands around the world distance themselves from Russia as its invasion of Ukraine continues.

On Tuesday, Apple also joined the list of major firms to halt product sales in Russia, in the widening corporate backlash over the conflict.


American Express also said on Wednesday that it had halted its relationships with banks in Russia, in line with sanctions.

The payment card company described its business in Russia as "small", with one partner that issues cards and a handful focused on recruiting merchants.


"We will continue to comply with all relevant laws as the situation evolves," it said in a statement.

"I am planning to find new customers abroad asap and move out of Russia with the money I was saving for the first instalment," says the 31-year-old industrial designer.

"I am scared here - people have been arrested for speaking against 'the party line'. I feel ashamed and I didn't even vote for those in power."

Like other interviewees for this article we are not using his full name or showing his face for security reasons. Some names have been changed.

The sanctions now hitting Russia are being described as economic war - they aim to isolate the country and create a deep recession there. Western leaders hope the unprecedented measures will bring about a change in thinking in the Kremlin.

Ordinary Russians face seeing their savings wiped out. Their lives are already being disrupted.

The sanctions against some Russian banks include cutting them off from Visa and Mastercard, and consequently Apple Pay and Google Pay.

Daria, 35, a project manager in Moscow, said this meant he'd been unable to use the metro.

"I always pay with my phone but it simply didn't work. There were some other people with the same problem. It turned out that the barriers are operated by VTB bank which is under sanctions and cannot accept Google Pay and Apple Pay.

"I had to buy a metro card instead," he told the BBC. "I also couldn't pay in a shop today - for the same reason."

On Monday Russia more than doubled its interest rate to 20% in response to the sanctions after the rouble plunged to record new lows. The stock market remains closed amid fears of a massive share sell-off.

The Kremlin says it has enough resources to weather the sanctions, but this is debatable.

Over the weekend the central bank appealed for calm amid fears of a run on the banks, which happens when too many people try to withdraw money.

"There are no dollars, no roubles - nothing! Well, there are roubles but I am not interested in them," said Anton (name changed), who is in his late 20s and was queuing at an ATM in Moscow.


"I don't know what to do next. I am afraid we are turning into North Korea or Iran right now."



Buying foreign currency costs Russians about 50% more than it did a week ago - if they can get hold of it at all.

At the start of 2022 one dollar traded for about 75 roubles and a euro for 80. But the war has helped set new records - at one point on Monday a dollar cost 113 roubles and a euro, 127.


Rouble v Dollar




For Russians, the rouble-dollar rate has long been a sensitive issue.



In the 1990s following the collapse of the Soviet Union, the dollar was the only hard currency Russians kept their savings in - the safest bet was under the mattress.


When President Boris Yeltsin's government defaulted on its debt in 1998 those who'd been sleeping on their money felt vindicated.



However, over the following decade various central bank measures helped reassure Russians about the rouble. Deposits placed in Russian currency began to grow and so did the amount of money Russians invest in the stocks of Russian companies.

Nevertheless, any time there's uncertainty Russians always run to the nearest ATM to withdraw dollars.

This time has been no different.



As soon as war was unleashed on Ukraine last week, Russians flocked to cashpoints, remembering lessons learnt in previous crises.

Ilya (name changed), who is in his early 30s, has just finished paying off his mortgage in Moscow. He says he is unable to relocate "any time soon".

"When the operation in Donbas started I went to the ATM and withdrew the savings I had in Sberbank in dollars. Now I literally keep them under my pillow.

"The rest of my savings are still in the banks: half in dollars and the rest in roubles. If things get worse, I'll withdraw the lot. I am scared because I expect a wave of burglaries. But it is what it is."

Images on social media have shown long queues forming at ATMs and money exchanges around the country in recent days, with people worried their bank cards may stop working or that limits will be placed on the amount of cash they can withdraw.

Dollars and euros began running out within a couple of hours of the invasion. Since then, very limited amounts of those currencies have been available and there is a cap on how many roubles you can withdraw.

Standing at one queue in Moscow, Evgeny (name changed), 45, said he wanted to withdraw money to pay off his mortgage.

"Everyone I know is anxious. Everyone is stressed. I have no doubt life will get worse. War is horrible.

"I think all the countries employ double standards and now 'big countries' are measuring each other's strengths, deciding which one is cooler. And everyone is suffering."

Marat, 35, said: "Today is the first day I decided to withdraw money, and did not experience any troubles. I withdrew roubles just in case.

"I am not great at forecasting but I suspect our life will get worse. Time will tell."

Roubles are easier to get hold of than dollars but are worth less than before

The cash problem is not limited to Moscow: people have been rushing around Perm, Kostroma, Belgorod and other provincial cities to get dollars or euros, BBC Russian reports.

An anonymous IT-specialist even created a Telegram bot that automatically requests if there are euros or dollars in the ATMS of Tinkoff, a popular private bank, and if so, shares the location with subscribers.

Many have been trying to pre-order cash via their banking apps, a feature of Russia's advanced banking system.

On Sunday evening, when sanctions against Russian central bank reserves were announced, you could still use an app to order a dollar for up to 140 roubles, and a euro for up to 150.

But by Monday customers of Russia's biggest state-backed bank, Sberbank, told BBC Russian they could not order cash via the app at all - they had to go to its office and sign a form to do so.

The banks deny there's a liquidity shortage - and analysts agree it is more likely the shortage of cash in ATMs reflects an attempt to prevent a run on the banks.

The Kremlin has said Russia expected these latest sanctions and is ready for them, although it has not said whether businesses will be given extra help, as they were during the pandemic.

But ordinary Russians, many of whom get their information from state-controlled television which repeats many of the Kremlin's lines, are expected to start noticing differences to their lives soon.

Already residents in Moscow are reporting some queues in food stores as people buy goods they think will be in short supply due to price rises or trade restrictions.

Russian companies could end up cutting hours or stopping production as sanctions bite. As well as their savings falling in value, many Russians are predicted to lose their jobs as the economy reels from being cut off from financial markets in the West.

For Russians this all brings back memories of what happened when President Putin annexed Crimea in 2014 and people queued for hours to get cash.

Currency offices had to hastily buy new five-digit exchange rate boards when the old ones ran out of space.

Back then a dollar normally cost 30-35 roubles - an unthinkable amount these days.

Rosneft boss Igor Sechin's yacht Amore Vero - meaning 'true love' - has been seized





A yacht owned by Igor Sechin, boss of Russian state energy company Rosneft, was grabbed by French customs officers near Marseille.

German authorities seized a $600m vessel owned by Russian metal tycoon Alisher Usmanov according to reports.

On Thursday, Mr Usmanov was one of two more Russian's sanctioned by the UK.

The BBC understands that some oligarchs sanctioned by the European Union are "shocked" to find their debit cards no longer function, and they are now relying on using cash from safes.

The French acted quickly on Wednesday when customs officers noticed that Mr Sechin's 88-metre "Amore Vero" - which translates as "true love" - was "taking steps to sail off urgently".

It arrived in in the Mediterranean port of La Ciotat in January and had been due to stay there while being repaired until 1 April.

In Hamburg shipyard authorities seized Mr Usmanov's 156-metre 'Dilbar', the world's largest motor yacht by gross tonnage, according to Forbes magazine.

It has also been reported that yachts belonging to five other Russian billionaires were heading to the Maldives, regarded as a safe home because it does not have an extradition treaty with the US.


UK Slow to Act?


The moves by France and Germany came as the Prime Minister's official spokesman rejected claims that the UK has been slower at introducing sanctions than the EU or that legal hold-ups are preventing sanctions on Russian oligarchs.

He reiterated the UK's position that it was better to prioritise the measures that had the biggest economic impact, rather than targeting individuals just because they were well known.

Some oligarchs have been sanctioned by the government, which means their UK bank accounts are frozen and access to funds denied.

But others are taking advantage of any delay in adding them to its list.

A lawyer told the BBC that wealthy Russians were looking to move their money out of the UK before being hit by sanctions.

"The government has softened the blow by giving [wealthy Russians] time to move their money out," lawyer Nigel Kushner of W Legal told the BBC.

Speaking to the Today programme, he said: "Clients have been asking: 'Can I move my money out before I'm on the list?' I will say yes, that's perfectly legitimate."

The government's list of Russians sanctioned includes 195 individuals, but most predate the invasion of Ukraine.

Since the start of the war just 15 Russians have been added to the sanctions list, including President Vladimir Putin.

Security Minister Damian Hinds told the BBC that the wealth of Russian oligarchs with British investments would not prevent the UK Government from "going after" them.

"There will be more individuals (who) can be sanctioned," he told BBC Breakfast. "We will be going after people as needed."

Foreign Secretary Liz Truss said legal threats would not prevent the UK government sanctioning Russian oligarchs.

In an interview in Lithuania, she said: "We have to make sure we have the right evidence to put in place those sanctions.

"We will continue to work through our list, we will continue to sanction oligarchs and there is nowhere for any of Putin's cronies to hide."

Meanwhile, the London Stock Exchange (LSE) has suspended the shares of 28 Russian-linked companies because of sanctions introduced following the invasion of Ukraine.


They include green energy and metals company En+ Group run by US-sanctioned oligarch Oleg Deripaska, which is chaired by Conservative peer and former energy minister Greg Barker.

The decision to suspend the listings "has been based on sanctions and the ability to run an orderly market," said LSE chief executive David Schwimmer.

"If we see any other any other securities affected by sanctions then similar actions will take place."

Last week, a subsidiary of Russia's second largest bank, VTB, was suspended on the LSE as a result of sanctions.

However, a number of Russian companies, including Roman Abramovich-backed Evraz, continue to trade on the stock market despite criticism from politicians.

New economic sanctions have also been announced to stop Russian aviation and space companies getting access to the UK insurance market.

The move will limit the benefits Russian businesses can receive from their access to the global insurance and reinsurance market through Lloyd's, the world's biggest insurance market.

Sanctions Damage Business in Russia

Russian and Western media, including the BBC, have halted their operations and Western manufacturers and brands have announced a boycott of Russia.


The rouble has lost around 25 per cent of its value, interest rates have doubled, the Moscow stock market has been closed for a week and Russia’s banks have been dropped from the international Swift payment system.



Police have detained around 7,000 people demonstrating against the invasion since it was launched on February 24. A law passed on Friday could mean a 15-year prison sentence for anybody who spreads negative views about the war. The Kremlin calls it a “special operation”, not a war or an invasion.

In Moscow, restaurants and cafes have closed and there have been reports of shortages of some medicines and of supermarkets, worried about potential food shortages, limiting what people can buy.

One Russian who has worked closely with the West for a decade said that business had collapsed since the invasion.


“It’s tense,” he said. “Almost all foreign companies have closed or have suspended business here, prices are rising and I can’t get money for the work done.

“There are ways to leave but as we have children, it is difficult for us to make a quick decision. We are trying not to panic.”

Tyrant Vladimir Putin has hidden his mistress and their four children in Switzerland, according to sources.




Alina Kabaeva, one of the most decorated gymnasts in history who won Olympic gold, is hiding out the war in a private chalet “somewhere” in the country famous for its neutrality.

Kabaeva is believed to have four children with the Russian president, although he has never confirmed reports.

A source told Page Six : “While Putin carries out his assault on the Ukraine, attacking innocent citizens and causing a refugee crisis, his family is holed up in a very private and very secure chalet somewhere in Switzerland – for now, at least.

“Alina has two young boys and twin girls with Putin who were born in Switzerland.

“The kids all have Swiss passports, and I imagine she does also.”

During her rhythmic gymnastic career Kabaeva won two Olympic medals, in Sydney and Athens, 14 World Championship medals, and 21 European Championship medals.


Putin is said to despise any intrusion into his private life, which is shrouded in mystery.

He does not speak about his personal affairs and two of his daughters have been kept from the spotlight and are rarely spoken about.


Putin previously blasted "those who with their snotty noses and erotic fantasies prowl into others' lives".

He said: “I have a private life in which I do not permit interference. It must be respected."


He was married to air hostess Lyudmila Putina for around 30 years before in 2013 it was announced they were to divorce.

Appearing on state television after attending a ballet together, Putin admitted that rumours he and his wife no longer lived together were "true" and she had "done with her shift" as Russia's First Lady.



She had only appeared when required by protocol during his years in power, rarely looking comfortable, and had a controversial TV appearance a few years before because she was not wearing a wedding ring.

Lyudmila said: “Our marriage is over due to the fact that we barely see each other.


"Vladimir is completely submerged in his work. Our children have grown up, each of them is living their own life... and I truly don't like publicity."

Over the years, Putin has been dogged by rumours of an affair, something which he has always denied.

Political rival Alexi Navalny once claimed Putin had wed the former the former Olympic gymnast in a secret ceremony.

Kremlin insiders are plotting to remove Vladimir Putin by poisoning him, a Ukrainian intelligence body has claimed.

According to the Chief Directorate of Intelligence of the Ministry of Defence of Ukraine, a "group of influential" members of the "Russian elite" have hatched a plan aimed at toppling the president.

The goal of this group is to remove Putin from power as soon as possible and restore economic ties with the West.

According to the intelligence brief, the powerful insiders are dismayed at the impact the war and subsequent sanctions have had on the Russian economy.

The Ukrainian intelligence service claims that a successor to Putin has already been chosen in the form of FSB director Oleksandr Bortnikov.

"It is known that Bortnikov and some other influential representatives of the Russian elite are considering various options to remove Putin from power," the Chief Directorate of Intelligence said.

"In particular, poisoning, sudden disease, or any other 'coincidence' is not excluded."

The agency suggested that the losses incurred by Chechen forces in the north of the country may have influenced the alleged plot.

This weekend Ukraine said that part of the notorious Chechen fighting squadron had been sent back to Russia after many of their troops were killed.

The suggestion that Bortnikov is the man to replace Putin could be considered surprising, given how the two men have worked their way up through Russian society together.

They both served on the KGB in Leningrad, before Bortnikov took over the rebranded security agency.

Bortnikov’s FSB is both the brain and the heart of the Putin regime, a “state within the state,” according to an in-depth investigation by the Dossier Centre.

At the beginning of the conflict a usually camera shy Bortnikov delivered the goods for Putin when he claimed that two of his border guards had captured a Ukrainian military saboteur alive on Russian soil.

The Kremlin insiders are said to be dismayed at the progress of the Ukrainian war



He said that saboteur had malicious intentions against the state, before they were taken out by his people.

While the claims were pre-empted and then debunked by the West, they served as a means of justifying the war within Russia.

Bortnikov has now fallen out of favour with the Moscow despot, over errors in the Ukraine war.

Putin has lashed out at and sacked eight generals in a bid to divert blame from himself for the bloody war which has killed almost 15,000 of his troops in just 25 days.


The increasingly paranoid leader has even publicly ranted about “traitors” and “scum” who he suspects of being disloyal to Moscow, possibly by leaking information.

The elite plotters, according to Ukrainian intelligence, picked out 70 year-old Bortnikov because they believe he could spearhead the restoration of economic ties with the west.

They are increasingly worried about Russia becoming a pariah state, shunned by the west and having their houses, bank accounts and yachts seized- as well as their ability to travel and conduct business crippled.

Bortnikov is believed to have a network of insiders working and living within Ukraine, where he ran a network of agents for many years.

The Urals-born ruthless career spy has long been one of Putin’s closest aides.

There are demands for the Swiss to expel Vladimir Putin's reported lover from her luxury mountain bolthole.


Foes of Putin in Russia and Ukraine are uniting with a petition calling on the Swiss expel his “lover” Alina Kabaeva, 38, amid claims she is hiding his MONEY & their secret children in a luxury villa.

“It’s time you reunite Eva Braun with her Führer,” says the incendiary petition.

The critics say: “Despite the current war, Switzerland continues to host an accomplice of Putin’s regime.”
It added that it was time for the neutral country “to take action” and send her home to Putin, 69.


Kabaeva is seldom seen in public - but was caught on video dancing in Moscow in December amid fears Putin was planning to go to war in Ukraine.

Recent reports have claimed she is seeing out the war with her rumoured children in a mountain retreat in Switzerland.

“We, the citizens of Russia, Belarus and Ukraine, which is currently undergoing immense suffering, are uniting to appeal to the Swiss authorities,” states the petition in German, French and English and posted on change.org, so far signed by almost 55,000.

“The public has just learned that the Russian political and media figure, and former [rhythmic gymnast], Alina Kabaeva, is hiding the consequences of the sanctions imposed on the Russian Federation in your country.

“She is the favourite wife of [the] delusional dictator and war criminal who has been treacherously attacking Ukraine over the past weeks.

“As she is supportive of social activities in Russia, she has been attempting to get Russian citizens accustomed to the reality of sanctions after 2014, and personally proclaimed: ‘The worse it gets, the better for us!’”

The signatories question why “given the volume of sanctions placed on Russia” the authorities continue to host her and her family at a time when Putin “is destroying the lives of millions”.

The West has so far not sanctioned Kabaeva - although as well as being Putin’s rumoured secret partner, she is also chairman of the board of directors at National Media Group, a major Kremlin-obedient TV and newspaper behemoth, at a salary of almost £8 million a year.

The petition tells the Swiss: "For the first time in modern history, your country has violated its neutrality, which it did not even do vis-à-vis Nazi Germany in the 20th century, and joined the sanctions against Putin and his surroundings.

£500m yacht docked in Italy could be sanctioned

It is one of the world's biggest and most expensive superyachts - and it is allegedly owned by Vladimir Putin.


Italy has been urged to seize the yacht, called Scheherazade, after an investigation by the anti-corruption unit of Russia's jailed opposition leader Alexei Navalny. Mr Navalny's team said the £500 million yacht, above, which is undergoing repairs and maintenance at a marina in western Italy, was staffed by officers from the Russian Federal Security Service.

The associates of Mr Navalny have now demanded Italian authorities confiscate the boat, which has a swimming pool with a retractable roof that converts into a dance floor. The Navalny investigation threatens to further embarrass Mr Putin.

It comes as Russia's war in Ukraine continues to stall. The leaders of the US, UK, France, Germany and Italy discussed the escalating crisis after Washington warned the Kremlin was changing tactics to bomb Ukraine into submission.

Overnight, US President Joe Biden said the Russian leader's "back is against the wall" and is considering using chemical weapons in Ukraine. The Pentagon last night accused Russian forces of war crimes and said it was helping to collect evidence of them.


And a Russian newspaper inadvertently disclosed that almost 10,000 Kremlin troops had been killed and another 16,000 wounded. Previously, the military had claimed that only 500 soldiers had died since the invasion.

More than $17bn (£13bn) of global assets – including offshore bank accounts, yachts, private jets and luxury properties in London, Tuscany and the French Riviera – have been linked to 35 oligarchs and Russian officials alleged to have close ties to Vladimir Putin.


The Guardian, working in partnership with the Organised Crime and Corruption Reporting Project and other international news organisations, is unveiling the initial research in an ongoing project to track the wealth of Russia’s most powerful operators.

The Russian asset tracker project will start by focusing on a list of 35 men and women named last year as Putin’s alleged enablers by the jailed opposition leader Alexei Navalny. It will record assets outside Russia where the reporting partners have seen evidence connecting them to these individuals.


The tracker has identified UK properties or plots of land – collectively worth more than half a billion dollars – that are linked through companies, trusts or relatives to four leading figures on Navalny’s list:
Roman Abramovich, Alisher Usmanov, Oleg Deripaska and Igor Shuvalov.

Ukrainian intelligence suggests a small group of Russian elites could be planning a coup to overthrow Vladimir Putin.


Russian President Vladimir Putin could soon be ousted from the Kremlin according to a bombshell claim from Ukrainian intelligence.

On a Facebook post uploaded on Sunday, the Chief Directorate of Intelligence for the Ministry of Defense of Ukraine said Russia’s elites are considering “removing Putin.”





“Poisoning, sudden illness, accident — Russia’s elite is considering removing Putin,” the post said.


The intel organisation claimed a small group of oligarchs who make up Russia’s elites want to remove Putin in order to “restore economic ties with the west.”

Wealthy Russian socialites fleeing the war to shop in Dubai are outraged that Chanel has refused to sell them their favourite accessories.



With sanctions being imposed on Moscow, the luxury brand pulled out of Russia in protest at Vladimir Putin ’s invasion of Ukraine.



As Ukrainians and Russians are dying in their thousands in the war, affluent socialites are disgruntled about being barred from their favourite label.

Russian interior designer and influencer Liza Litvin took to social media to describe how she was refused a Chanel bag in a top Dubai mall.

"I went to a Chanel boutique in the Mall of the Emirates,” she posted in fury.

"They didn’t sell me the bag because (attention!) I am from Russia!!!”"

She claimed Chanel “has a new order that they only sell after I sign a piece of paper saying that I won’t wear this bag in Russia".

“They asked for my ID details and I gave my Russian phone number," she said.

“Next, the manager said that starting from today they were selling to Russians only if they sign an agreement not to wear their items in Russia.”



Several other wealthy Russian women have also complained that they had suffered similar hardships.

Singer and leading TV fashion show presenter Anna Kalashnikova, 37, was outraged after she was barred by Chanel from buying earrings and a bag in Dubai .

She explained how a manager at the store told her: “We know you are a Russian celebrity. We know you’ll be taking purchases to Russia, so we can’t sell our brand’s items.”

She posted: “‘Oops’, I thought. Next I remembered Coco Chanel was not only mistress of a Nazi officer, but an agent of German intelligence.

“So this action of her brand really makes me remember her biography. It's so low to support fascism and Russophobia.”

She announced she would in future be boycotting Chanel.

Influencer Yana Rudkoskaya, 47, a Moscow-based music show producer and wife of Olympic figure skating champion Alexander Plyushenko, is likewise horrified but does not blame Putin for being deprived of her favourite brand.

“This is a shock for a woman who's been buying Chanel and Chanel Haute Couture for more than 20 years, and who sat at its shows in the front row,” she said.






Snezhanna Georgieva, 46, wife of billionaire Artem Zuev, owner of winery in Crimea and a restaurant in Moscow.


She had spent more than one million euro at Chanel over the years so found the ban “somewhat humiliating”.



Snezhanna Georgieva, 46, wife of billionaire Artem Zuev who owns a winery in Crimea, indicated that there were ways to pull strings and get round the ban.

“I will love it when these brands are back,” she said. “But we know some boutiques that are still open when a regular customer calls them.”

Moscow foreign ministry spokeswoman Maria Zakharova accused Chanel of joining “the Russophobic campaign to ‘cancel Russia’".


She said that “during the Second World War, Coco Chanel herself was a collaborator and agent of the Third Reich”.

Russia was in a campaign against fascism in Ukraine, she claimed.

Sci-Hub Only Option For Academics In Russia After Major Publishers Pull Out

While historical and geopolitical ambitions sit at the heart of the war in Ukraine, cynical disinformation and denial of knowledge allowed it to happen and now fuel its momentum.

When used responsibly, the internet should provide mechanisms to counter these evils. In Russia, however, the state has decided that only its narrative is correct and anyone stating otherwise faces website blocking and up to 15 years in prison.

Academics and Researchers – A Beacon of Hope

Just after the invasion began in February, huge numbers of Russian academics showed real bravery by blaming Russia for the bloodshed. In blatant defiance of the government, they openly described the ‘Special Operation’ as a war.

“There is no rational justification for this war. It is clear that Ukraine does not pose a threat to the security of our country. The war against her is unfair and frankly senseless,” they wrote in an open letter warning of the damage that lay ahead.

“Having unleashed the war, Russia doomed itself to international isolation, to the position of a pariah country. This means that we, scientists, will no longer be able to do our job normally: after all, conducting scientific research is unthinkable without full cooperation with colleagues from other countries.”









More than 8,000 scientists were able to sign the letter before it was disappeared by the government but the predictions it contained are already coming true. The lack of international cooperation will manifest itself in many ways but not even the scientists could have predicted the events of late last week.

Major Academic Publishers End Sales in Russia

In line with other Western entities choosing to boycott Russia, 15 major companies with a virtual monopoly on scientific publishing decided that enough is enough. Companies including Elsevier, Springer Nature and American Chemical society denounced the war and announced the withdrawal of their services from Russia.

“We have taken the unprecedented step of suspending sales and marketing of products and services to research organizations in Russia and Belarus. We join other organizations globally that are acting to bring about an end to this aggression and to restore peace,” they wrote.

“We remain committed to the ideals of science and scholarship as a global community. Our actions are not targeted at Russian researchers, but rather at research organizations in Russia and Belarus.”

The publishers say they are honoring existing contracts but after that, new access to scientific research will be suspended. Even that is sugar-coating the reality.

Subscriptions to foreign scientific journals (97.5% of the Russian market) are bought by a central source, the Russian Foundation for Basic Research (RFBR). It spends almost $44 million a year for 1,200 scientific and educational organizations to access 30 foreign publisher platforms. The publishers put their ban in place before it could renew its licenses.

This raises the prospect that scientists, a rare group of well-informed citizens who can think critically and have the bravery to speak out, will soon become academically isolated. If they haven’t left the country already, of course.

Given their thirst for revenue the publishers will have considered the financial implications of their withdrawal. On the other hand they have shown that scientific knowledge can be turned off like a tap when control is so centralized. There is an antidote – but the publishers are always doing their best to destroy it.
Sci-Hub Shows Why It Needs to Exist

Every day millions of people pirate movies, TV shows and music but research suggests that the overwhelming majority not engaged in the activity tend to find it morally unacceptable. Interestingly, access to research papers by infringing means receives much greater support, with many students, academics and researchers publicly supporting it. Excessive costs and restrictions are regularly cited, especially in countries with adverse economic conditions.

All around the world, the infamous Sci-Hub solves all of these problems. Its mission is to provide open access to all available scientific knowledge for free, but that runs counter to the financial goals of the publishers. However, since the publishers have decided to suspend sales in Russia, the use of Sci-Hub by those who are now prevented from paying will have a limited financial effect on the publishers.

There are other things to consider, of course. It’s unclear whether the publishers are trying to directly affect Russia’s ability to wage war through lack of information (many research and education facilities are state-owned) or whether they feel that simply selling into the country is morally unacceptable right now. Either way, Sci-Hub has a clear mission to spread knowledge and it is unlikely to deviate from that now.

The other issue is that Sci-Hub isn’t readily accessible in Russia anymore and that’s a direct result of action by Springer Nature, one of the companies now boycotting Russia.

In a complaint filed at the Moscow City Court, Springer claimed that Sci-Hub offered three studies covering heart and brain health without obtaining an appropriate license. After being labeled a repeat infringer, Sci-Hub is now permanently blocked by local ISPs.

So, when Sci-Hub gets a new domain, telecoms watchdog Roscomnadzor (which is currently blocking any sites in Russia that don’t publish official propaganda regarding the war) blocks those domains and orders Google to remove them from search results.

In practical terms, the censorship arm of Russia’s own government is now directly harming the country’s scientific community, or at least what’s left of it.

While blocking measures are easily circumvented using a VPN, it’s extremely clear that restricting access to knowledge is destructive. Russia needs to be pressured like never before (and by any means) but long term, only free access to accurate information and knowledge will bring about change.

An entire nation being lied to on a daily basis provided the justification for this war. Only the opposite will bring about meaningful and lasting peace.

Vladimir Putin’s daughters on EU sanctions hit list

As the children of Vladimir Putin, their lives are shrouded in secrecy. Now, Brussels plans to hit the Russian president's two daughters with sanctions as it responds to accusations of war crimes.



Katerina Tikhonova and Mariya Vorontsova are on a draft list of targets including politicians, propagandists, oligarchs and their family members. As Europe Editor James Crisp reports, the hit list - which is subject to change and will involve asset freezes and travel bans - will be put before ambassadors from the European Union today for approval

The EU is expected today to approve a fifth round of sanctions against Moscow, including a ban on Russian coal imports - the first such measure against Kremlin-controlled energy. It comes after Ukrainian president Volodymr Zelensky insisted that the United Nations should be dissolved if it cannot rein in Russia. Meanwhile, defence and security editor Dominic Nicholls explains how a "tag-team" of US drones may soon be deployed for the first time to help Ukraine destroy Russian artillery. And the Czech Republic has sent tanks to Ukraine, becoming the first Nato country to provide the heavy armour that Kyiv has long requested.

The Russian invaders might have been forced out from the Kyiv region, but the destruction they wreaked is appalling - the death toll still unclear and a humanitarian crisis of unimaginable proportions looms large. Amid the rubble and the mass graves, defence correspondent Danielle Sheridan discovers how the "liberated" have to rebuild their shattered lives in her dispatch from the town of Borodyanka (pictured above), where the death toll could be worse than in Bucha. With defence experts suggesting it could be weeks before Russia is ready to fight again,


Western leaders are set announce a further set of sanctions against Russia.

The measures will target Russian financial and state-owned bodies, as well as some officials and oligarchs.



Calls for further sanctions have grown in recent days amid allegations of Russian atrocities in Bucha.

The town's mayor told the BBC on Tuesday night that Russian forces had killed around 320 civilians during their occupation of the town, while the discovery of mass graves has caused outage in western capitals.

Ms Psaki told reporters during a news conference in Washington DC on Tuesday that the sanctions, which are expected to include a ban on all new investment in Russia, will "degrade key instruments of Russian state power, impose acute and immediate economic harm on Russia".

The Wall Street Journal said on Tuesday that the Sberbank, Russia's largest lender, may be among those targeted.

Media has suggested that sanctions could also target the two daughters of Russian President Vladimir Putin, though Ms Psaki refused to comment on the reports.

The sanctions will be announced will be taken in coordination with the EU and other G7 nations.

"In coordination with the G7 and the EU, an additional sweeping package of sanctions measures that will impose costs on Russia to send it further down the road of economic, financial, and technological isolation," Ms Psaki said.

On Tuesday, the European Commission proposed broad new sanctions on Russia, including a potential ban on imports of Russian coal and additional measures targeting state-owned businesses and officials and oligarchs in Moscow.

The proposed ban on Russian coal, which must be agreed by all 27 member states, would mark the first time the EU has blocked imports of Russian energy.

The bloc buys around €4bn (£3.3bn) worth of coal from Moscow every year.

Some member states, including Germany, are heavily reliant on Russian energy and had been reluctant to directly target the sector. But sentiment appeared to change after evidence of Russian war crimes emerged, with French President Emmanuel Macron joining calls for a ban earlier this week.

EU officials say sanctions on Russian imports of coal and oil are definitely being considered

Member states are also expected to impose a "full transaction ban" on four Russian banks and ban a range of other Russian and Belarus imports, including wood, cement, seafood and liquor, worth €5.5 billion (£4.59bn).

And Ursula von der Leyen, the European Commission president, said she intends to close EU ports to Russian vessels and ban Russian and Belarusian road transport operators from the region.

Ms Von der Leyen accused Russia of "waging a cruel and ruthless war" against Ukrainian civilians and said the EU must "sustain utmost pressure on Putin and the Russian government at this critical point".

But Lithuanian Foreign Minister Gabrielius Landsbergis on Tuesday evening criticized the EU's proposed sanctions package, calling it a "feeble response" which is "an invitation for more atrocities."






"Coal, four banks…a ban on ports and borders (with exceptions) is not really an adequate sanctions package to the massacres that are being uncovered," Vilnius' chief diplomat wrote on Twitter.


Addressing the UN Security Council on Tuesday, Ukrainian President Volodymyr Zelensky accused Russian leaders of committing war crimes in his country and called for them to be brought to justice.



"The Russian military searched for and purposefully killed anyone who served our country," he said. "They killed entire families, adults and children, and they tried to burn the bodies."

Also on Tuesday, American officials said they will provide $100m (£76m) in anti-armour Javelin missiles to Ukraine's forces.

US Pentagon spokesman John Kirby said in a statement that the newly-authorised money will "meet an urgent Ukrainian need for additional Javelin anti-armour systems, which the United States has been providing to Ukraine and they have been using so effectively to defend their country".

The Russian president, Vladimir Putin, said on Monday that western countries had scored an own goal by imposing sanctions on Russia, which he said had led to a 'deterioration of the economy in the west'.

Ukraine’s president Volodymyr Zelenskiy has called for more weapons, describing “every delay” as “permission for Russia to take the lives of Ukrainians”. In his latest address, he appealed to countries to send arms, saying Ukraine’s fate “depends upon them”.




Zelenskiy also claimed in the address that the regions of Kherson and Zaporizhzhia in Ukraine’s south were being transferred to “the ruble zone” and subordinated to Russian administration. The Ukrainian president said Russia’s actions in the territories were following the example of the so-called separatist republics of the DPR and LPR.

Ukraine has vowed that its forces will “fight to the end” in the besieged port city of Mariupol, after a Russian ultimatum for the remaining Ukrainian troops there to surrender expired.

A second British soldier fighting with the Ukrainian army was paraded on Russian television after being captured in Mariupol. Shaun Pinner, 48, said he had been fighting alongside Ukrainian marines when Vladimir Putin’s forces invaded nearly eight weeks ago.

Ukraine has completed a questionnaire which will form a starting point for the European Union to decide on membership for Kyiv, Ihor Zhovkva, deputy head of President Volodymyr Zelenskiy’s office, said.

A fresh series of Russian airstrikes came as a reminder this weekend that the war in the Ukrainian capital is far from over, despite signs of more normal life returning to the streets in recent days.

An unverified photo claiming to show the Russian warship Moskva moments after it was reportedly hit by a Ukrainian Neptune missile has surfaced online. The source of the image is unclear and the Guardian has not been able to immediately verify its authenticity.

Zelenskiy said he has invited French President Emmanuel Macron to visit Ukraine to see for himself evidence that Russian forces have committed “genocide”, a term Macron has avoided using.

Earlier on Sunday Zelenskiy urged US president Joe Biden to visit Ukraine and reiterated that he is not willing to cede territory in the country’s east to end war with Russia. Zelenskiy said he was “hopeful” Biden would make the trip.

The president of the European Commission has urged member states to supply Ukraine with weapons systems “quickly” and suggested that a next round of EU sanctions could target Russia’s powerful Sberbank.

The International Monetary Fund’s managing director, Kristalina Georgieva, said she had a “very good call” with Ukraine’s president. She added: “Continued economic support by Ukraine’s partners is essential to lay the foundations for rebuilding a modern competitive Ukraine.”

The United Nations refugee agency said 4,869,019 Ukrainians had left the country since Russia invaded in February – up 32,574 from Saturday’s total, the UN High Commissioner for Refugees chief, Filippo Grandi’s, said on Sunday.

Oleg Synegubov, head of the Kharkiv regional administration, said Ukrainian forces were successfully pushing the Russians back to the east of the city and that several villages were liberated.

At least two people were killed and four injured on Sunday in the shelling of the eastern Ukrainian town of Zolote, the local governor said.

A major Conservative Party donor was listed as a director of a company secretly owned by a Russian oligarch close to President Vladimir Putin.

The BBC has seen a document dated 2006 and signed "Lubov Golubeva", the maiden name of Lubov Chernukhin, a Tory donor.

Mrs Chernukhin says she "does not recall consenting in writing" to being a director of Suleiman Kerimov's firm.

Mr Kerimov, now sanctioned, previously denied any connection with Mrs Chernukhin.

Experts believe the murder-suicides of six prominent Russian businessmen are the work of Vladimir Putin and the Kremlin as they try to send a message to oligarchs and civilians

Six Russian oligarchs have been found dead under suspicious circumstances this year and an expert believe their deaths are the work of Vladimir Putin's Kremlin.



It had been reported that many of the deaths were “murder-suicides” but author John O’Neill told the New York Post that he believes we are now seeing “classic Soviet-era tactics” commonly used by Stalin.

He said that Russia ’s fearsome Unit 29155, that’s part of Russia’s vast military intelligence agency, the GRU, are believed to be behind the staged murder-suicides and poisonings with Putin trying to send a message to people.

Only two weeks ago, two Russian oligarchs were found dead alongside their wives and children, a day apart.

Sergei Protosenya, the former deputy chairman of the natural gas company Novatek, was found hanged in the garden with a bloodstained axe and a knife by his side in his Costa Brava villa.

His wife and 18-year-old daughter were found inside stabbed to death.

However, Mr Protosenya's son Fedor spoke insisting that his dad was not a killer and could never harm his family: “He loved my mother and especially Maria, my sister.

“She was his princess. He could never do anything to harm them. I don’t know what happened that night but I know that my father did not hurt them.”

The next day Vladislav Avayev, the former vice president of Gazprombank, was found dead of a gunshot wound in his Moscow apartment.

Neither of the men were on the international sanctions list and experts believe they were assassinations made to look like domestic violence.

At the start of the year Leonid Shulman, a 60-year-old top executive at Gazprom, was found dead by apparent suicide on January 30.

Just a month after that, another top executive at Gazprom was found dead in the same village.

Alexander Tyulakov was found dead in his garage on February 25 with a suicide note next to his body.

Just three days later on February 28, Mikhail Watford, a gas and oil magnate, was discovered hanged in the garage of his Surrey, England, mansion, leaving behind three children.

Billionaire Vasily Melnikov, was found dead alongside his family in Nizhny Novgorod in late March.

Both Melnikov, his wife and their two sons were found stabbed to death with knives were recovered at the crime scene however Russian authorities concluded Melnikov killed his family before stabbing himself to death.

Anders Aslund, author of Russia’s Crony Capitalism told the New York Post that the deaths of these oligarch “looks like Kremlin murders to me”.

He added that he had learnt that Russian intelligence drew up two lists containing the names of executives in that country’s energy industry, in late 2021 and at the start of March and believed that someone in the industry was leaking information about the invasion of Ukraine.

“The list was presented to Putin by the FSB [the Federal Security Service] and Putin approved the liquidation of everyone on the list without even looking at it.

“Putin finances a lot of his operations through Gazprom and Gazprombank, and the executives who work there know all about this secret financing. The gas sector is the most corrupt sector in Russia.”

US Closes Loophole For Russian Debt Payments

The US is cutting off another financial route for Russia to pay its international debts, a move that could push the country closer to default.

The US Treasury Department said it would end a waiver that had allowed US bondholders to accept payments, tightening sanctions imposed over the war in Ukraine.



Russia, which is rich from its oil and gas supplies, has the funds to pay.

It has already signalled plans to contest any declaration of default.

The country has almost $2 billion worth of payments that will be due up to the end of the year on its international bonds.

While the new rules only apply to people in the US, they will make it difficult for Russia to make payments elsewhere given the role of US banks in the global financial system.

The US had already barred Russia from using US banks to transfer payments.

In comments last week, US Treasury Secretary Janet Yellen warned the waiver for investors was likely to expire. She said the exemption had been intended to allow an "orderly transition".

Analysts have said they do not expect major ramifications from the move outside of Russia, with IMF chief Kristalina Georgieva saying in March that exposure to the holdings was "not systemically relevant".

Russia's debt was already downgraded to"junk status" by major ratings agencies in March, a move that disqualifies it from purchases by major investors, making it difficult for Russia to raise money on international markets.

Professor Philip Nichols of the Wharton School at the University of Pennsylvania said it's not clear what Western holders of Russian bonds have done in the weeks since the invasion, whether rushing to offload them or holding on in hopes the situation will eventually normalise.

A default would mark the first time Russia has failed to pay its government debt since 1998 - the economic crisis at the end of then President Yeltsin's term in office.

It would likely trigger a court case, opening up Russia to recovery proceedings from creditors.


Inside Russia, any impact would be felt only over the long term as part of the country's wider economic isolation, Prof Nichols said.

"Russia just has a lot of oil and gas and that translates into a lot of money, but in the long-run, this is part of a web of instruments that are designed to make it far, far more difficult for Russia to wage war on its neighbours," he said.

"It's going to be really interesting to see what happens," Prof Nichols said.

EU Leaders Agree to Partial Embargo of Russian Oil Imports

Two-thirds of imports will be banned and Sberbank ejected from Swift but Hungary, Czech Republic and Slovakia to keep supplies

The European Union has agreed to an embargo on most Russian oil imports after late-night talks at a summit in Brussels.



The president of the European Council, Charles Michel, hailed the deal as a “remarkable achievement”, after tweeting on Monday night that it “immediately covers more than two-thirds of oil imports from Russia, cutting a huge source of financing for its war machine”.

Ursula von der Leyen, the president of the European Commission, said the ban “will effectively cut around 90% of oil imports from Russia to the EU by the end of the year” because Germany and Poland had committed to renounce deliveries via a pipeline to their territory.

Michel added that the package also included removing access to Swift payments for Russia’s largest bank, Sberbank; banning three more Russian state-owned broadcasters; and further sanctions against “individuals responsible for war crimes in Ukraine”.

Von der Leyen called the agreement on a sixth sanctions package was “an important step forward” and said the bloc had agreed a “massive investment in renewable energy” in order to compensate for the diversifying away from Russian oil.

The EU’s foreign policy chief, Josep Borrell, later tweeted: “A landmark decision to cripple Putin’s war machine. Our unity is our strength.”

Volodymyr Zelenskiy had earlier appealed to EU leaders to show unity against Vladimir Putin. At a summit in Brussels, EU leaders had been attempting to find a way to placate the Hungarian prime minister, Viktor Orbán, who has been holding up a deal on the latest sanctions against Putin’s war machine.

Under a compromise plan that was discussed at the summit, Russian oil transported through the Soviet-era Druzhba pipeline for Hungary, the Czech Republic and Slovakia would be exempt from the EU embargo.

In a press conference on Monday night, Michel acknowledged talk of a lack of European unity, adding: “I think that more than ever it is important to show that we are able to be strong, that we are able to be firm, that we are able to be tough in order to defend our values and our interests.”

Michel said the European Council and G7 was also ready to grant Ukraine €9bn to aid its post-war reconstruction and immediate liquidity needs. However, von der Leyen warned that Ukraine needed €5bn a month just to maintain basic services and “... to give Ukraine a fair chance to rise from the ashes”.

The EU had stalled over its latest sanctions against Russia for nearly four weeks since the Von der Leyen, proposed a complete ban on Russian oil by the end of the year.

Arriving at the summit, Orbán said “the pipeline solution is not bad” but insisted his country needed guarantees it could get oil from other sources if there was an “accident” at the Druzhba pipeline, which runs through war-torn Ukraine. In typically pugnacious style, Orbán attacked the commission for what he called its “irresponsible behaviour” and blamed it for creating a “difficult situation”.

The bloc has come under increasing criticism for slow progress in agreeing the latest sanctions package, the sixth, including from Zelenskiy, who addressed the gathering on Monday by video link.

Ukraine’s president called on leaders to end their disputes, which “only encourage Russia to put more pressure on you”, according to an extract of his speech published on Telegram.

The German chancellor, Olaf Scholz, said earlier he was confident there was a “good solution” on the oil embargo. Germany, along with Poland, has pledged to phase out Russian oil by the end of the year. Officials close to the talks say the decision of these two large economies to forgo oil from the northern leg of the Druzhba pipeline means the EU oil embargo would cover 93% of Russian oil supply by the end of the year.

As yet there is no end date on the exemption for the southern leg of Druzhba, covering Hungary, Slovakia and the Czech Republic, landlocked countries that are heavily dependent on Russian oil.

Latvia’s prime minister, Krišjānis Kariņš, said he intended to warn his fellow leaders not to get “bogged down” in details. “The big picture is that we have to starve Russia, Moscow, of the funds to continue the war,” he said. “If each European country only thinks about itself then we will never move forward.”

Italy, the Baltic states, the Netherlands, Belgium and other countries that import oil on tankers had initial reservations about an exemption for pipeline oil that would give an advantage to those countries that can continue to import cheaper Russian oil. But there was growing willingness to accept an imbalance on the EU’s internal market to secure agreement on sanctions.

Beyond sanctions, EU leaders are expected to approve €9bn in emergency support for Ukraine, although there is no decision yet on whether the funds will be low-interest loans or non-repayable grants.


Ukraine will need hundreds of billions to rebuild destroyed schools, hospitals, residential buildings and infrastructure. The European Commission has proposed a jointly managed reconstruction body to be organised by Ukraine and the EU, with contributions from international institutions.

As EU talks went on, it emerged Russia would cut off gas supplies to the Netherlands on Tuesday, in the latest escalation of the energy payments row with the west. The Dutch-backed trader GasTerra revealed the move after the company refused to meet the Kremlin’s demand of paying Gazprom in roubles. About 15% of Dutch gas comes from Russia.

Some EU leaders are already talking about a seventh round of Russia sanctions targeting gas. But some argue the EU rushed too quickly into an oil embargo. “We talked about oil, under pressure from [the] Baltics and Poland before having done our homework,” a senior EU diplomat said. “Under the pressure of this war we have maybe taken some steps too soon and we are now facing the consequences.”

Russian Gas Firm Gazprom to CUT Some Supply to Shell = Higher Prices

Shell has said it will work to keep gas flowing to its customers in Europe after Russian energy firm Gazprom said it would cut supplies from tomorrow.

Gazprom said it would halt gas to Denmark's Orsted and to Shell for its contract to supply gas to Germany, after both refused to make payments in roubles, Reuters reported.




Shell told the BBC it would continue to get gas from its other sources.

The gas giant said it would continue to phase out Russian fossil fuels.

The move by Gazprom comes after European Union leaders said they will block most Russian oil imports by the end of 2022 to punish Moscow for invading Ukraine.

In response to Western sanctions, Russia has already cut off gas supplies to Poland, Bulgaria, Finland and the Netherlands, after the countries refused to comply with Russian demands to switch to payment in roubles.

The latest move expands that retaliation to Germany and Denmark.

Vladimir Putin's decree has been seen as an attempt to boost the Russian currency, which has been hit by sanctions, as more foreign exchange demand for roubles is likely to increase demand and push up its value.

Shell told the BBC it had not agreed to "new payment terms set out by Gazprom", which included the creation of Russian bank accounts.

"We will work to continue supplying our customers in Europe through our diverse portfolio of gas supply," a spokesman said.

"Shell continues to work on a phased withdrawal from Russian hydrocarbons, in compliance with applicable laws and regulations."

Meanwhile, Orsted said on Monday that Gazprom stopping gas flows would put Denmark's supplies at risk.

Shell has taken a hit of $5bn (£3.8bn) from offloading its Russian assets as part of its plans to withdraw sever ties with the country. It also confirmed it had quit its joint ventures with Gazprom.

The firm pledged in April to no longer buy oil from Russia, but said contracts signed before the invasion of Ukraine would be fulfilled.


Shell was criticised when it bought Russian crude oil at a cheap price shortly after the war began.




Higher Prices

The war in Ukraine has pushed countries in the West to phase out Russian energy supplies.

Europe gets about 40% of its natural gas from Russia, which is also the bloc's main oil supplier, but some countries are more dependent Russian fossil fuels than others, so sudden supply cuts could have huge economic impact.

Nathan Piper, head of oil and gas research at Investec, said it was "clear" that European countries and companies was want to reduce imports of Russian fossil fuels.

However he warned of the "ongoing risk that efforts to reduce Russian oil and gas imports results in higher oil and gas prices", limiting the impact on Russia.

"Russian volumes may gradually be reduced but they are 'compensated' by higher overall prices," he added.

He said the geopolitical tensions were set against "an already tight oil and gas market prior to the invasion of Ukraine".


Russia Gas Exports






Countries have been filling gas storage sites ahead of winter due to the threats of Russian supply cuts.


So far, no sanctions on Russian gas exports to the EU have been put in place, although plans to open a new gas pipeline from Russia to Germany have been frozen.

Meanwhile the EU leaders have agreed an immediate ban on Russian oil being transported into the bloc by sea.

In late March, Russia said "unfriendly countries" would have to start paying for its oil and gas in roubles after Western allies froze billions of dollars it held in foreign currencies overseas.

Under the decree, European importers must pay euros or dollars into an account at Gazprombank, the Swiss-based trading arm of Gazprom, and then convert this into roubles in a second account in Russia.

The majority - 97% - of EU companies' gas supply contracts with Gazprom stipulate payment in euros or dollars.

Gazprom raises stakes in sanctions war after EU move to embargo most Russian oil imports and companies miss deadline to pay in roubles

Russia has further cut off gas supplies to Europe, after state energy giant Gazprom turned off the taps to a top Dutch trader and halted flows to some companies in Denmark and Germany.



The intensification of the economic battle on Tuesday over Russia’s invasion of Ukraine follows the EU’s overnight decision to place an embargo on most Russian oil imports as part of its financial sanctions against the Kremlin.

EU leaders said the ban would immediately impact 75% of Russian oil imports, rising to 90% by the end of the year.

Gazprom extended its gas cuts on Tuesday by stopping supply to GasTerra, which buys and trades gas on behalf of the Dutch government.

It later said it would also cut off gas flows to the Danish energy firm Ørsted and to Shell Energy for its contract to supply gas to Germany, after both companies failed to make payments in roubles.

GasTerra said it had found contracts elsewhere for the supply of the 2bn cubic metres of gas it had been expecting to receive from Gazprom between now and October.

Ahead of the late-night talks in Brussels, Denmark had signalled it expected its Russian gas supply to end. However, Ørsted said on Monday that a gas cut would not immediately put the country’s gas supplies at risk.

Moscow has already halted supplies of natural gas to Bulgaria, Poland and Finland, after they refused to pay in Russian roubles.

Gazprom said it had been told by Shell Energy Europe Limited that it would not pay in roubles for gas supplied to Germany. It added that the contract stipulated gas supplies of up to 1.2bn cubic metres per year.

Gazprom said Shell and Ørsted had failed to pay for gas deliveries by the end of the working day on May 31, and would stop deliveries until they paid in line with Russian demands.

The Kremlin had demanded payments for exports in roubles earlier in the spring, after the country’s currency fell off a cliff after the invasion of Ukraine and Russia was excluded from the Swift international bank messaging system in earlier rounds of sanctions.

The EU’s energy commissioner had previously said that member states would have to reject Moscow’s demands, as the mechanism set out by Russia would have breached the bloc’s sanctions, even if this left them without alternative gas supply.

Supply cuts have pushed already high gas prices even higher, contributing to soaring inflation, and also putting pressure on European governments and companies to find alternative supplies and infrastructure, including storage facilities.

The EU has faced criticism over the past weeks for not going far enough in its sanctions against Russia. Ahead of Monday’s summit in Brussels, Ukraine’s president, Volodymyr Zelenskiy, appealed to EU leaders to show unity against Vladimir Putin.

Under a compromise plan from the summit, Russian oil transported through the Soviet-era Druzhba pipeline for use by Hungary, the Czech Republic and Slovakia would be exempt from the EU embargo.

Despite this agreement, Estonia’s prime minister has called on the EU to go further and work on a seventh round of sanctions against Russia, which would include restrictions on gas imports.

However, Kaja Kallas said she was not confident this would happen. “I think that gas has to be in the seventh package but I am realistic as well,” Kallas told reporters as she arrived for a second day of talks in Brussels. “I don’t think it will be there.”

A Russian-owned superyacht that allegedly sailed to Fiji to escape seizure has been taken away to the US after a court upheld a FBI warrant.

US police had for months been tracking the 106m (350ft) Amadea - linked to sanctioned oligarch Suleiman Kerimov.

Agents had boarded the boat upon its arrival in Fiji in April, but the boat's owner had launched a legal battle to stop the seizure.

They had argued the warrant contravened the Pacific island's local law.

However on Tuesday, Fiji's Supreme Court dismissed that argument and ordered the boat's removal, pointing out the giant yacht's docking in the port of Lautoka had cost the local government "dearly".

US authorities in their submission had argued that the $300m (£238m) boat was estimated to cost about $25-30m to keep running per year.

For the public benefit, it was better for the boat to be removed, Chief Justice Kamal Kumar said.

He found the vessel had sailed into Fiji waters "without any permit and most probably to evade prosecution by the United States".

The superyacht had been docked in Fiji for eight weeks pending the court battle

The defence team for the boat's registered owners, Millemarin Investments, had argued the boat was not the property of Mr Kerimov's and instead belonged to another Russian businessman, who is not facing sanctions.

But US authorities allege that Mr Kerimov still has a beneficial connection to the boat.

The FBI alleged the boat had also tried to escape detection "almost immediately" after the war began by turning off its automated tracking system.

US authorities first sanctioned Mr Kerimov in 2018 over a slew of money-laundering charges. The Russian has been sanctioned by other nations since, including by the EU block after Russia's invasion of Ukraine.

Fiji's Director of Public Prosecutions said the court ruling on Tuesday demonstrated his nation's commitment to external assistance requests and international law.

The court accepted the validity of the US warrant and agreed that issues concerning money laundering and ownership need to be decided in the court of original jurisdiction," said Christopher Pryde.

Western authorities have stepped up a crackdown on the assets of dozens of Russian oligarchs in the wake of the Ukraine invasion in February.

Russia in Historic Foreign Debt Default, Reports Suggest

Russia has the money to make a $100m (£81.4m) payment and is willing to pay, but sanctions made it impossible to get the sum to international creditors.

Russia has defaulted on its overseas debt for the first time in more than a century after missing a Sunday deadline, reports suggest.





The Kremlin had been determined to avoid the default, which is a major blow to the nation's prestige.

The Russian finance minister branded the situation "a farce".

The $100m interest payment was due on 27 May. Russia says the money was sent to Euroclear, a bank which would then distribute the payment to investors.

But that payment has been stuck there, according to Bloomberg News, and creditors have not received it.

Meanwhile, some Taiwanese holders of Russian bonds denominated in euros have not received interest payments, according to the Reuters news agency, which cited two sources.

The money had not arrived within 30 days of the due date, that is, Sunday evening, and so is considered a default.

Euroclear would not say if the payment had been blocked, but said it adhered to all sanctions, introduced following Russia's invasion of Ukraine.

Although default is a symbolic blow, it will have few immediate practical consequences for Russia.

Defaulting nations usually find it impossible to borrow any more money, but Russia is already in effect barred from borrowing in Western markets by sanctions.

In any case, it is reportedly earning about $1bn a day from fossil fuel exports, and Russian Finance Minister Anton Siluanov said in April the country had no plans to borrow more.


'Legacy' Problem


The default will trigger repayments on a large chunk of Russia's debt, according to Chris Weafer, former chief strategist at Russia largest bank Sberbank-CIB and chief executive at Moscow-based consultancy Macro Advisory.

"Some parts of that debt will now become automatically due because there will be early repayment clauses in all debt instruments so if you default on one it usually triggers the immediate demand for payment on the other debts, so Russia could certainly face immediate debt repayment of about $20bn at this stage," he told the BBC's Today programme.

The last time Russia defaulted on its foreign debt was in 1918, during the Bolshevik Revolution when the new communist leader Vladimir Lenin refused to pay the debts of the Russian Empire.

Russia's last debt default of any kind was in 1998 as the country was rocked by the rouble crisis during the chaotic end of Boris Yeltsin's regime. At the time Moscow failed to keep up payments on its domestic bonds but managed not to default on its overseas debt.

Russia has seemed on an inevitable path to default since sanctions were first imposed by the US and European Union following the invasion of Ukraine.

These restricted the country's access to the international banking networks which would process payments from Russia to investors around the world.

Mr Weafer said that while the default would have no short or medium-term impact on Russia, because it is reaping revenue from selling high-priced commodities such as oil, it would create a "legacy" problem if the situation with Ukraine and the resultant sanctions improves.

"This is the sort of action that will hang over the economy and make recovery much more difficult when we get to that stage," he said.

Takahide Kiuchi, executive economist at the Nomura Research Institute, told the BBC he did not expect a default to have a major impact on the global markets because investors had been expecting it.

However, he believes the combination of a foreign debt default and international sanctions will have a severe effect on Russia's economy.

"In the short-term the Russian economy is expected to go into recession, contracting by around 10% this year," Mr Kiuchi said.

"Looking further forward, the country will struggle to grow its economy as it may not be able to borrow money from overseas for decades, possibly up to 30 years."

Russia's economy in for a bumpy ride as sanctions bite



The Russian government has said it wants to make all of its payments on time, and up until now it had succeeded.

About $40bn of Russia's debts are denominated in dollars or euros, with around half held outside the country.

Default seemed inevitable when the US Treasury decided not to renew the special exemption in sanctions rules allowing investors to receive interest payments from Russia, which expired on 25 May.

The Kremlin now appears to have accepted this inevitability too, decreeing on 23 June stating that all future debt payments would be made in roubles through a Russian bank, the National Settlements Depository, even when contracts state they should be in dollars or other international currencies.

Mr Siluanov admitted foreign investors would "not be able to receive" the payments, according to the RIA Novosti news agency.

Because Russia wants to pay and has plenty of money to do it, he denied that this amounts to a genuine default, which usually occur when governments refuse to pay, or their economies are so weak that they cannot find the money.

"Everyone in the know understands that this is not a default at all," RIA Novosti quoted him. "This whole situation looks like a farce."

Meanwhile, Mr Weafer, who is based in Moscow, said that life was more or less operating as normal despite sanctions and Western companies withdrawing from Russia.


"If you're in Moscow right now frankly, if you weren't reading the newspapers, you'd see there's been a price increase but otherwise life is as it was before February 24.

"In March and April there was a lot of concern that products would disappear, that factories would not be able to get components or materials to continue operating and we could be looking therefore at a severe drop in employment or a rise in unemployment by the summer [or] early autumn. That situation has improved," he added.

"We've seen alternative import routes opening via Kazakhstan and Turkey, the government has promoted what they call a parallel import scheme so effectively a lot of products that were blocked in March and April are now starting to reappear, albeit at a higher price."

Seized £63m Russian Superyacht Axioma to be Sold at Gibraltar Auction

A £63m ($75m) Russian superyacht will go under the hammer after its owner was sanctioned.

The Axioma was seized in Gibraltar in March after US bank JP Morgan claimed owner Dmitrievich Pumpyansky did not pay a £17m ($20m) loan.

The 72.5m vessel is being auctioned on Tuesday and, because it is listed for one day only, it is expected to go for less than its estimated value.

The monster boat can sleep 12 people in six cabins.

It boasts a swimming pool, jacuzzi, spa, 3D cinema, jet skis and scuba diving equipment and has space for 20 crew.

It is the first seized luxury boat to be sold since restrictions were imposed on powerful Russians following Moscow's invasion of Ukraine in February.

There have been calls from some governments, including the UK, for proceeds of seized assets to help Ukrainian refugees.

However, the money from the sale of Axioma is expected to go to JP Morgan, following the auction by Gibraltar's Admiralty Court.

Although owned by Pumpyansky, the boat - which was originally called Red Square when it was built in 2013 - was available for millionaires to rent at up to £465,000 (549,000 euros) per week, plus expenses.

Pumpyansky is the owner and chair of steel pipe manufacturer OAO TMK, a supplier to the Russian state-owned energy company Gazprom.

The 58-year-old, who has an estimated £1.84bn fortune, has been sanctioned by the UK, EU and US.

Banker Oleg Tinkov Renounces Russian Citizenship Over Ukraine

A billionaire Russian banker, Oleg Tinkov, has given up his Russian citizenship because of the war in Ukraine and condemned "Putin fascism".

Mr Tinkov founded the online Tinkoff Bank, one of Russia's largest lenders, with about 20 million customers.

In an Instagram post, he said: "I can't and won't be associated with a fascist country that started a war with their peaceful neighbour."

Few Russian tycoons have criticised Russia's invasion of Ukraine in public.

An independent Russian news source, Sota Vision, tweeted a photo of Mr Tinkov's certificate showing his Russian citizenship terminated, as well as his tirade on Instagram against President Vladimir Putin's Russia. However, the post now appears to have been removed from his account.

The banker said: "It is a shame for me to continue to hold this passport." He is reported to be living in London, but is subject to UK sanctions, like many other members of Russia's business elite.

"I hope more prominent Russian businessmen will follow me, so it weakens Putin's regime and his economy, and put him eventually to defeat," Mr Tinkov said.

He continued: "I hate Putin's Russia, but love all Russians who are clearly against this crazy war!"

In April, Mr Tinkov castigated the Kremlin in even stronger terms, condemning what he called a regime based on nepotism and servility.

"The Kremlin bureaucrats are shocked that not just they, but also their children now won't travel to the Mediterranean in summer. Businessmen are trying to save the remains of their property," he said.

The Western sanctions on him and other top Russian business figures - known as "oligarchs" - include travel bans, asset freezes and impounding of planes and yachts. President Putin's political and military power relies heavily on the support of billionaires, who got rich through Kremlin connections.

Also in April, Mr Tinkov sold his family's 35% stake in the company he founded - TCS Group Holding, based in Cyprus. The buyer was one of Russia's richest men, Vladimir Potanin, head of the mining giant Norilsk Nickel.

TCS's businesses under the Tinkoff brand include banking, insurance and mobile phones.




Media reports say another Russian banker, Nikolay Storonsky, has also given up his Russian citizenship. He has British citizenship and founded the British fintech start-up Revolut. He condemned the war in Ukraine in a blog post earlier this year, highlighting his Ukrainian family connections.


Earlier this month, billionaire Israeli-Russian investor Yuri Milner announced he had renounced his Russian citizenship. He left Russia in 2014 and lives in the US.

Inside the capture of a Russian oligarch's superyacht

The radio fizzed with static as one of the world's most expensive superyachts sailed through the mist into San Diego Bay.

"Sécurité, sécurité, sécurité… this is the inbound yacht the Amadea."

At the stern, an American flag fluttered above the boat's lavish, mosaic-lined swimming pool.




The $325m (£307m) vessel had spent most of its life touring picturesque ports in the Mediterranean. Now, under the control of US authorities, it was destined for a drab concrete wharf in an industrial harbour.

It is the most ostentatious trophy claimed by a taskforce that - in the words of US President Joe Biden - was set up to pursue Russian oligarchs' "ill-begotten gains".

The BBC has been granted exclusive access behind the scenes of a superyacht seizure.

As missiles rained down on Ukraine in the early days of the war, US prosecutor Andrew Adams was sitting in his New York office with a list of Kremlin-connected billionaires and their luxury assets.

But it looked like time was running out. On a digital map of maritime traffic, he could see superyachts linked to oligarchs making a scramble for safety - sailing towards countries where, he suspected, they believed their assets would be safe from sanctions.

Among the opulent floating targets, one "mega yacht" stood out, Mr Adams said.

The Amadea is roughly the length of a football pitch, with a helipad at one end and a 10-metre infinity pool at the other. Inside, there is a gym, beauty salon, cinema and wine cellar. There are luxury cabins for 16 guests, and accommodation for 36 crew to service their every need.

From a distance, it appears like the tip of an iceberg. Sleek, clean lines and a gleaming white facade seem to project an image of pristine purity. Simply keeping the Amadea shipshape comes at vast expense, with annual running costs estimated at £25m or more. But the ownership of the yacht, and the source of the wealth locked away in its marble floors and teak decking, remains disputed.

US investigators say billionaire Russian politician Suleiman Kerimov is the true owner. Mr Kerimov, a senator in the Russian parliament, rejects the claim.

The 56-year-old is one of the richest men in Russia, according to Forbes, which estimates that he and his family are worth $12.4bn. He made his fortune after the fall of the Soviet Union, buying up large stakes in Russian companies, including the country's biggest gas and gold producers.

The US sanctioned Mr Kerimov in 2018. The UK followed suit in March, as did the EU, which said he had supported or implemented policies which undermine the independence, stability and security of Ukraine.

EU fails to agree new round of Russian sanctions


European Union countries were unable for a third day running on Friday to agree on new sanctions against Russia for invading Ukraine a year ago, with Poland rejecting Italy’s demand for laxer new curbs on rubber imports, diplomats said.

Poland said the proposed restrictions on EU imports of Russia rubber included such a big quota of imports exempted and such long transition periods that they would have no effect in practice.

Other EU countries were baffled that Warsaw - a leading Russia hawk in the bloc - was risking having no new sanctions announced on the one-year anniversary of Russia’s attack against Ukraine over just one element of a broader package.

“This is very bad optics. What was supposed to be key here is a message of solidarity with Ukraine on this special day,” said one diplomat involved in the confidential negotiations between the 27 EU countries in the bloc’s hub Brussels. – Reuters

The socialite ex-wife of Russia's deputy defence minister has snuck into Britain and visited her son who is apparently hiding from Russian conscription.

Svetlana Maniovich has been living a luxury lifestyle in Europe, with St Tropez villas, yachts and Rolls-Royces and now it has been revealed she visited England.





The minister Timur Ivanov’s stepson is believed to be studying at a UK university - safe from the conscription that has seen tens of thousands of young Russians killed after being forced to fight.





Investigators from the Anti-Corruption Foundation (FBK), say that Timur and Svetlana Maniovich had a “pre-emptive” divorce last summer, allowing Svetlana to dodge the EU sanctions that were later applied to her husband.


At least once during the war, Svetlana travelled business class by Eurostar to London to visit her son Mikhail, 19, who studies at a university in England. Her Eurostar trip allegedly came before the couple’s “sham” divorce in August 2022.

FBK provided evidence from a leaked email trove of her Eurostar trip to London on 23 March last year, a night when Kyiv was shelled by Ivanov’s forces.

The stepson who has shared skiing trips with Ivanov, and been seen with him at Moscow social events, lists himself as studying business management at Oxford Brookes University.

The Russian opposition groups plan to protest outside Svetlana's Paris home and think she should be banned from living in or visiting France because of her ex-husband’s involvement in the brutal war in Ukraine.

The FBK acquired over 8,000 messages sent over 12 years and say the cache of emails suggests no actual separation took place.





According to Svetlana’s emails, her family spent €850,000 (£758,000) on villa rentals in St Tropez and €250,000 (£223,000) on yachts between 2013 and 2018.

She reportedly went shopping in Paris and Geneva, once paying €104,000 (£92,800) for a diamond ring and €150,000 (£133,8000) for earrings.





Other purchases included a Dolce & Gabbana dress for €59,500 (£53,000) and a set of 19th-century furniture for €85,000 (£75,850), bought in Belgium.


President Putin’s spokesman, Dmitry Peskov, and his wife went to Svetlana's birthday party the year before the war in Ukraine broke out.

FBK said that Svetlana’s bills were often paid by other people or corporations, including Olimpsitistroy which is a contractor for the defence ministry.

“Anybody in Paris? We’re organising an event for everybody who’s not OK with war criminals living comfortably in Europe,” Maria Pevchikh, head of investigations for FBK, wrote on Twitter.

UK Unveils NEW Sanctions Against Russia

Britain is banning Russian diamonds in a new wave of sanctions to pressure Vladimir Putin over his invasion of Ukraine as Rishi Sunak warns allies against complacency at the G7 summit in Japan.

The Prime Minister announced the new measures against Russia, also including a prohibition on imports of Russian-origin copper, aluminium and nickel on the eve of the meeting in Hiroshima on Thursday.

Having signed a new defence and security pact with Tokyo, Mr Sunak will visit the A-bomb dome ruin with his Japanese counterpart, Fumio Kishida, to reflect on the atomic devastation in the Second World War.

Talks between G7 allies including the US’s Joe Biden and France’s Emmanuel Macron will centre on military and economic support for Ukraine as they seek to show a united front.

The UK is also preparing new individual sanctions against 86 people and companies to apply further pressure on the Russian president and his supporters.
Downing Street expects other G7 allies, which also include Germany, Italy and Canada, as well as the EU, to impose similar sanctions.



The diamond export industry was worth more than £3 billion to Russia in 2021, but No 10 conceded direct imports have been low since the UK sanctioned state-owned miners Alrosa last year.

The Prime Minister’s official spokesman said discussions will include future security guarantees and long-term deterrence to prevent Ukraine ever facing a similar situation.


On the Chinese threat to Taiwan, the official said: “Guarding against economic coercion is something that the Prime Minister is pushing for.”

Becoming the first Prime Minister to visit Hiroshima, Mr Sunak signed a new pact with Mr Kishida to bolster strength in the Indo-Pacific region amid concerns over Chinese aggression.

“For the sake of global peace and security, we must show that brutal violence and coercion does not reap rewards,” he said.

“As today’s sanctions announcements demonstrate, the G7 remains unified in the face of the threat from Russia and steadfast in our support for Ukraine.”

On Sunday, Mr Sunak will meet his Indian counterpart, Narendra Modi, who is attending the summit as a guest.

Mr Modi has remained neutral on the Russian invasion, calling for peaceful dialogue to end the war.

The Prime Minister told reporters travelling with him in Japan that he has seen “positive” steps from India in its stance.

A Ukrainian court has ordered tycoon Ihor Kolomoisky to be held in custody for two months on suspicion of fraud and money laundering, a striking move against one of the country’s most powerful businessmen.

The detention on Saturday of Kolomoisky, who is under US sanctions and is a one-time supporter of President Volodymyr Zelenskiy, whose election he backed in 2019, comes as Kyiv is trying to signal progress during a wartime crackdown on corruption.


Defence lawyers said Kolomoisky would appeal against the ruling, questioning its legality, but that he would not post bail of almost $14m in order to secure his release, broadcaster Radio Liberty reported.

After a hearing at a district court in Kyiv late on Saturday, Kolomoisky, one of Ukraine’s richest men, was shown being led away in a blue tracksuit jacket in television footage. He could not be reached for comment.

The Security Service of Ukraine announced the case against Kolomoisky on Saturday morning, publishing photographs on Telegram Messenger showing him being served documents by security officers and signing them.

“It was established that during 2013-2020, Ihor Kolomoisky legalised more than half a billion hryvnias [$14m] by withdrawing them abroad and using the infrastructure of banks under [his] control,” the agency said in a statement.

After the ruling, Zelenskiy appeared to allude obliquely to the case in his evening address, thanking law enforcement agencies for showing resolve in bringing long-running cases to justice.

“Without a doubt, there will be no more decades-long ‘business as usual’ for those who plundered Ukraine and put themselves above the law and any rules … The law must work,” the president said.

Kolomoisky is seen as one of the class of oligarchs who amassed huge industrial wealth after the 1991 collapse of the Soviet Union and wielded outsize political and economic influence.

Before Russia’s February 2022 invasion, Zelenskiy and his team passed legislation requiring oligarchs to register and to stay out of politics. The war has eroded the oligarchs’ power as industrial assets have been destroyed in the east and south, and their television channels have been broadcasting under a centralised signal.

Before winning the presidency, Zelenskiy rose to prominence as a comedian and played the role of president on a show aired on a Kolomoisky-owned TV channel. He denies Kolomoisky has had any influence over the government.

During the war, Zelenskiy has emphasised Ukraine’s crackdown on corruption as Kyiv has applied to join the European Union and hopes to secure tens of billions of dollars to help rebuild the country after a war that has no end in sight.

Kolomoisky’s detention is not the first wartime move involving him.

Last November, the state took control of stakes in major strategic companies, some of which were associated with the businessman, invoking wartime laws to help the war effort.

Earlier this year, security officials searched Kolomoisky’s home in connection with a separate investigation into embezzlement and tax evasion at the country’s two largest oil companies, partially owned by him.

Kolomoisky is a former owner of leading Ukrainian bank PrivatBank, which was nationalised in late 2016 as part of a clean-up of the banking system. He has owned assets in the energy, banking and other sectors, including an influential TV channel.

The US imposed sanctions on Kolomoisky in 2021 “due to his involvement in significant corruption”. US authorities have also alleged Kolomoisky and a business partner laundered stolen funds through the US. Kolomoisky has denied any wrongdoing.

Germany STILL Exporting Deadly Weapon Components to Russia -Despite Sanctions

Germany is still exporting components for Russian missiles and other weapons used to attack Ukraine, more than 18 months since Vladimir Putin’s disastrous invasion, a Ukrainian MP has warned.






And businesses in other nations - including the UK - are continuing to exploit “loopholes” to export goods to Russia, warned Yaroslav Yurchyshyn, who is the former executive director of Transparency International Ukraine.


In the week that European leaders gathered at Alhambra Palace in Granada, Spain, to reaffirm support for Ukraine, Mr Yurchyshyn said many firms had worked out ways to bypass international sanctions.


He said: “The biggest problem is that many dual-use items have been exported to Russia. For example, different chip components that can be used either for civilian, or military goals.

“Russians use these chips for their navigation during the war, that helps them to reach Ukrainian objects by their missiles correctly. American, Swiss and German companies still export chip components to Russia.”

With specific reference to Berlin, he added: "The point is that German authorities recognise that this problem exists.

"German companies can trade with Russia via other countries and international markets (for instance, Amazon).

"The best scenario for us is to sanction third countries to stop this export. But we are not sure that the German government is ready for these decisions."

Germany, traditionally seen as the economic powerhouse of the European Union, had a responsibility to set an example, Mr Yurchyshyn pointed out.

However, he said: “Ukrainian trust in Germany has decreased during the full-scale war. Since, on the one hand, the German government helps us with armour, tanks, missiles etc.

“But on the other hand, we’ve got 5000 helmets from Germany before February 24 in spite of the heavy weapons that we asked for. Furthermore, Germany supported the idea of North Stream-2 construction after Crimea and some parts of Donbas were occupied in 2014.

“Nevertheless, we have an intention to be close partners with Germany. Then, we hope the German power stays a responsible leader of the EU and will be a vivid example for other states in terms of sanctions.”

Germany was far from the only nation implicated, Mr Yurchyshyn added, as he highlighted Austria and Switzerland as other examples of nations where companies were dealing with Russia.
