The revelation came hours after Rishi Sunak vowed to "finish the job" of reviving the plan after the resignation of his immigration minister this week. The scheme to send some asylum seekers to Rwanda for processing and potentially resettlement, in order to deter people from crossing the English Channel in small boats, was first announced by then-Prime Minister Boris Johnson in April 2022. 'Something to hide' But it has been repeatedly delayed by legal challenges and no asylum seekers have been sent from the UK so far. Until now it was known that the government had spent at least £140m on the policy. Sir Matthew had previously refused to disclose updated figures, saying ministers had decided to set out the costs annually. The figures were disclosed in a letter to Dame Diana Johnson, who chairs the home affairs select committee and and her fellow Labour Dame Meg Hiller, who chairs spending watchdog the public accounts committee. Dame Meg told BBC Radio 4's Today programme the full cost of the policy so far had only been revealed after repeated inquiries. "It almost looks like the government's got something to hide," she said. Sir Matthew stressed that the extra payments were not linked to the new treaty signed this week between UK and Rwanda as part of the government's attempt to amend the policy, which was ruled unlawful by the Supreme Court last month. Downing Street has said the costs associated with the deal were set out in the original agreement with Rwanda and that it was always going to involve "additional funding". Legal migration minister Tom Pursglove said the money was being spent to ensure the Rwanda policy was "robust". He added that the scheme was "key" to reducing the amount the government spends on housing migrants in UK hotels - currently £8m a day. Robert Jenrick's immigration minister role was split into two following his resignation. Michael Tomlinson is the illegal migration minister. Labour branded the revelation of the extra costs "incredible", with shadow home secretary Yvette Cooper adding: "How many more blank cheques will Rishi Sunak write before the Tories come clean about this scheme being a total farce?" "It's basically £100m for every home secretary trip to Rwanda," she said. The Home Office has said Rwanda has an initial capacity to take 200 people a year, but there are plans to increase that number when the scheme begins. The department has also estimated the cost of sending someone to a safe country - not specifically Rwanda - is £169,000, compared to £106,000 if they remain in the UK. Legal challenges Earlier on Thursday, Mr Sunak held a press conference where he urged Tory MPs to back his plan. The prime minister was speaking a day after immigration minister Robert Jenrick resigned over the government's revised policy, saying he believed it was destined for failure. Mr Sunak insisted the new emergency legislation set out by the government would end the "merry-go-round of legal challenges" over the flights of some asylum seekers to Rwanda. The bill compels judges to treat Rwanda as a safe country and gives ministers the powers to disregard sections of the Human Rights Act. But it does not go as far as allowing them to dismiss the European Convention on Human Rights, as some on the right of the Conservative Party have called for. The bill faces opposition from MPs in different factions of the Conservative Party when it returns to Parliament next week. Also on Thursday, former Home Secretary Suella Braverman reiterated that it would fail to "stop the boats" and called on the government to fully exclude international law. The Times has reported that senior government lawyers had warned No 10 the emergency legislation could still allow migrants to lodge challenges against their removal to Rwanda. Speaking to BBC Radio 4's Today programme, Mr Pursglove insisted the legislation would "close off the routes to try to frustrate the appeals process". Immigration derangement syndrome is causing havoc on both sides of the Channel, arriving in France this week in the form of a titanic row, not a small boat. The president, Emmanuel Macron, is accused by the French left of accepting an immigration law so repressive that it has been applauded by Marine Le Pen. The leftwing politician Manon Aubry called it “the most racist law we have seen” in France. She had presumably never heard of the Vichy regime. The health minister, Aurélien Rousseau, has resigned over it. Of what is Macron accused? Is the French president sending asylum seekers to North Korea? Building a wall along the Franco-Italian border? No. But on Tuesday night, a raft of centre-right amendments turned a much delayed and relatively anodyne government immigration bill into a laundry list of rightwing slogans. Most of those amendments are unpleasant and pointless rather than nasty. They are impractical gestures to appeal to hard-right opinion, similar to but not as extreme as the UK government’s Rwanda policy. The automatic right to French nationality of children born in France with two foreign parents becomes slightly less automatic. It was never fully automatic before, unlike, say, in the US. A five-year delay will be imposed before some legal migrants can claim social benefits such as family and housing allowances. This is discriminatory but already applies to other social benefits introduced by leftwing governments. Several of the changes to the bill will almost certainly be deleted by France’s constitutional watchdog, the constitutional council. Macron and his government accepted them knowing they would not stand. This was motivated by a mixture of tactical desperation and cynicism (also reminiscent of the UK). The far-right leader, Marine Le Pen, saw her chance. After condemning the bill and the amendments as too feeble, she stood on her head and announced it was an “ideological victory” for her party. She and the other 87 Rassemblement National deputies, who opposed the law on Tuesday morning, voted for it en bloc on Tuesday evening. Her longstanding demands for “national preference” and putting “the French first” had been enshrined in law, Le Pen said. This is atmospherically true but factually a lie. Even the amended bill goes nowhere near the kind of discriminatory measures demanded by Le Pen, such as jobs reserved for French citizens and fees for foreign children attending state schools. There was already anger at the amended bill on the left side of Macron’s centrist party and coalition. The fact that Le Pen was voting for the bill turned that anger into misery and outright revolt. Of the 251 Macron-supporting deputies, 59 – almost one in four – failed to vote for the law as copiously amended and extended by the centre-right. After Rousseau resigned, several other ministers threatened to follow him but have not yet done so. In a television interview last night Macron attempted a perilous balancing act. He disowned parts of his own law – such as a clause that will make non-EU foreign students pay a cash deposit before they can come to France. He said that his minority government had been forced to compromise to rescue its original bill, which contained “real solutions to real problems”. He had asked the constitutional council to fillet the text of its worst excesses. Macron’s original intention was to address legal and staffing problems that are preventing the country from blocking and deporting illegal migrants. At present, 90% of those ordered to leave never do so. |

A Russian HGV driver has been jailed for four years after pleading guilty to smuggling migrants from the UK to France. Nikolai Kuznetsov, aged 39 was stopped by Border Force officers on the 17th August 2023 at Dover Docks. Upon searching his trailer, 22 migrants, including a five-year girl and her parents, were found hiding inside. The migrants, who were all of North African origin, were attempting to avoid French border immigration /visa controls. Kuznetsov was arrested by officers from the UK National Crime Agency on suspicion of facilitating illegal entry (to an EU member state). He pleaded guilty at the first opportunity at Canterbury Magistrates Court, and was sentenced recently (Friday 26 January) to four years and four months in prison. They are revealed ahead of this week’s debate in the House of Lords over the proposed new Rwanda bill, which aims to prevent legal challenges to transporting asylum seekers to the African state. The Conservative government wants to send all asylum seekers who enter the UK across the Channel on small boats to Rwanda, arguing it would act as a deterrent. The supreme court last year ruled that Rwanda was unsafe, leading Sunak to introduce new legislation which, he argues, allays those concerns. The investigation has also seen details of a dossier compiled by a western intelligence agency that accused Rwanda of orchestrating a dirty tricks campaign to smear and undermine critics including those based in the UK. It is further claimed that a London PR firm set up social media accounts to target a British author, but the company has denied this. One of the Rwandans was granted asylum by the Home Office on 12 October, the day after the government concluded a case in the supreme court arguing the country was safe. The refugee was a supporter of an opposition party led by Victoire Ingabire Umuhoza, who is campaigning for justice for colleagues who have been killed or disappeared. The Rwandan also witnessed alleged atrocities committed by president Paul Kagame’s forces in eastern Democratic Republic of Congo (DRC). He and his wife were granted asylum with the Home Office stating in a letter: “We accept that you have a well-founded fear of persecution and therefore cannot return to your country Rwanda, and we have recognised that you are a refugee under the 1951 Refugee Convention.” The refugee, who still fears for his safety, said: “Britain should stop pretending this is a safe place. Find some other excuse for sending people to Rwanda but don’t say it’s because the place is ‘safe’, because that’s just insulting to people like me.” Another Rwandan refugee who has spoken on the grounds of anonymity said he sought refuge in the UK because he feared he would be targeted by the regime over a family member’s suspected links to the opposition. Housing minister Grant Shapps wants councils to help older people move so their homes can be rented out to young families Pensioner groups yesterday lined up to attack ‘outrageous’ proposals to encourage elderly homeowners to downsize into smaller properties. Under the proposals, local authorities would take responsibility for maintaining and renting the vacated properties at affordable prices, handing any profit back to the elderly owner. Over-50s group Saga last night described the idea as ‘outrageous social engineering’ – saying older people will be horrified that they should be pressured into moving out of family homes they have spent all their lives paying for. The National Pensioners’ Convention asked why the elderly were being targeted to help solve the shortage of housing, when it was the Government’s responsibility to ensure more homes were built. Mr Shapps said there was a nationwide shortage of housing, and pointed out that about 25million bedrooms in England are empty, largely because elderly couples do not move out of family homes into smaller properties. He claimed the idea would also help older people, many of whom want to downsize but find it hard to do so. He highlighted a scheme run by Redbridge council in East London to encourage pensioners to move – and suggested it could be expanded nationally. He said: ‘For too long the housing needs of the elderly have been neglected. ‘Older people who should be enjoying their homes have watched helplessly as their properties have become prisons, and many have been forced to sell their homes and move into residential care. ‘Urgent change is needed to ensure the nation’s housing needs are met. Moving to more suitable accommodation can make a life-changing difference for some older people.’ But the warm words were dismissed last night by Saga’s Ros Altmann, who said any suggestion older generations were ‘hoarding housing’ came across as ‘extremely offensive’. ‘It is an insult to older people to suggest councils should take over their houses while they get shoved into housing,’ she said. ‘It’s outrageous social engineering. ‘A family home is about more than bricks and mortar: our surveys show people don’t want to downsize. Older people will be horrified that the home they have put so much love and care into could be deemed by an official to be not suitable for them, but let out to younger families they don’t even know.’ She added: ‘Pensioners should not feel pressured into making way for younger families. Older people are right to feel aggrieved at being made to feel guilty when throughout their lives they have cut back on spending to build up their own home.’ Neil Duncan-Jordan, of the National Pensioners’ Convention, said: ‘The shortage of affordable housing for younger families is not the fault of Britain’s pensioner population.’ He said some frail elderly people did want to downsize, but said there was a shortage of sheltered accommodation for them to move to. He added: ‘If you’re in a three-bedroom house and you actually want to downsize, the market isn’t exactly brimming with retirement accommodation.’ Finance experts also questioned whether the scheme was workable. Andrea Rozario, of the trade body SHIP, which represents equity release providers, said: ‘There is likely to be a huge cost attached to this, not to mention the high level of administrative work. ‘Older people may well want to consider downsizing, but on their own terms and with the ability to take the money immediately.’ Michelle Mitchell, of Age UK, said: ‘No one of any age should feel they have to move out of their own home unless it is what they want to do. The 24-year-old suspect left his job and moved to India after being bailed over the claims, according to the Times. The BA check-in supervisor is alleged to have charged people £25,000 to wave them through Terminal 5 and on to planes without valid visa documents. A source told the Guardian the alleged incident is believed to have involved helping people circumvent immigration laws to get into Canada, and that the passengers had the correct documentation to be in the UK. The majority of travellers who benefited were Indian citizens planning on claiming asylum in Canada and who were told to fly from India to the UK on a temporary visitor visa, the Times reported. Others were UK-based asylum claimants at risk of being denied the right to remain and being deported. A BA spokesperson said on Tuesday: “We are assisting the authorities with their investigation.” The man was arrested on 6 January and subsequently absconded to India where he is understood to have multiple homes. He was accompanied by his partner, who also worked for the airline, the Times reported. UK Border Force and police are working with Indian authorities to track down the pair, who have not been named. The UK has an extradition treaty with India. A Home Office spokesperson said: “It would be inappropriate to comment while an investigation is ongoing.” Airlines usually check that passengers meet the entry requirements for their destination. Passengers with visas have a manual visa check before their boarding pass is validated. The alleged fraud is understood to have involved passengers who had booked flights to Canada without a valid visa. Airline sources said the suspect would subsequently ensure they would go to his check-in desk at Terminal 5, where he could falsely enter on the system that he had seen proof of a visa. The government is already trying to implement a separate scheme under which people deemed to have arrived illegally in the UK would be deported to Rwanda. That plan had been blocked by the courts, which raised concerns about Rwanda's safety. In order to overcome those objections, the government is currently trying to pass its Safety of Rwanda Bill, which would deem the East African country to be a safe place. The BBC has been told that, unlike that scheme, this new arrangement would be voluntary and therefore not dependent on the bill being approved by Parliament. A Home Office spokesman said voluntary returns were "an important part of our efforts to tackle illegal migration". "We are exploring voluntary relocations for those who have no right to be here to Rwanda, who stand ready to accept people who wish to rebuild their lives and cannot stay in the UK," they added. Failed asylum seekers who choose to be relocated would be allowed to legally work in the country, unlike in the UK. They would also get additional support upon arrival in Rwanda. The scheme will also be opened up to other people with no right to remain in the UK, and foreign criminals. There is no date for when the first people would be relocated under the scheme, and no set figure on the number of people who may choose to take part in it. 'No Chance' According to official statistics, 19,253 people were voluntarily removed from the UK last year. Of these, 3,319 received a "reintegration package" or flights paid by the Home Office - the highest number since 2010. The Home Office says payments under the current scheme "can pay for" temporary accommodation in the destination country, or education costs, or the cost of setting up a business. Responding to the government's latest announcement, Labour's shadow immigration minister Stephen Kinnock said: "Even government ministers are finally recognising that their Rwanda scheme has no chance of succeeding, so they're resorting to paying people to go there instead." He said Rwanda had "very limited capacity" for accepting people and that the government should "make clear how many people they expect to send on this basis, and what the cost will be. It was a confrontation that marked the culmination of a BBC investigation that had begun 51 days earlier - hours after five people, including a seven-year-old girl named Sara, had died in the sea off northern France. The 'Mountains’ real name was Rebwar Abas Zangana, a Kurdish man from northern Iraq. He was a short, stocky, 39-year-old in a pale green shell suit and baseball cap - an unremarkable figure taking an afternoon stroll from a tented migrant reception centre to a nearby tram station. Our team broke into a run. “We know who you are,” I said, as we caught up with him halfway across the square in Luxembourg’s capital city. “You’re a smuggler.” That investigation had taken us from the informal migrant camps around Calais and Boulogne, to a French police unit in Lille, to a market town in Essex, to the Belgian port of Antwerp, Berlin, and finally to Luxembourg and a three-day stakeout at the gates of the country’s migrant reception centre. The man now facing us - eyes narrowed, shoulders and hands raised in a half-shrug - was, we knew for sure, the smuggler who had been paid to organise Sara and her family’s dangerous voyage to England. This is the story of how we tracked him down. “I swear it’s not me,” the smuggler declared, repeatedly, backing towards a nearby tram station beside Luxembourg’s European Court of Justice. But we had already seen his Iraqi passport and an Italian identity card. Moments after we began to confront him, a final piece of the jigsaw slotted into place, when his phone began ringing in his pocket. At first, he ignored it, but when he finally pulled it out and we saw the incoming call number on his screen, we had conclusive proof of his guilt. Why? Because we were the ones ringing him. In the previous weeks, a member of our BBC team had been posing as a migrant seeking to cross the Channel to England. After reaching out to several alleged middlemen working within the smuggler’s wider network, our colleague, “Mahmoud”, had finally been put in direct contact with him. We had then secretly recorded several phone conversations with the smuggler - speaking to him on the same phone he was now holding in his hand. In those calls he had confirmed his identity and told us he was still in the smuggling business. For a fee, he said he could offer us “an easy journey” with “extra guards, all carrying weapons” in the next small boat leaving northern France. The current price was €1,500 (£1,269) per person. As we stood before him now, we could see our telephone number, clearly, on his phone’s screen. We had found our man. Our investigation had been prompted by the experience of watching a desperate incident unfold on the French coast on 23 April. We had been waiting, overnight, on a beach outside the resort town of Wimereux - a place we knew was a favourite launch site. We had filmed as a group of French police had sought to intercept a boat, clashing violently with two groups of smugglers and their passengers. The police failed to stop them from boarding and we watched the chaos as the two separate passenger groups battled for space on the dangerously overcrowded inflatable. Smugglers routinely pack more than 60 people on to such boats, but this one had more than 100. A small girl in a pink jacket - later identified as Sara - was briefly visible on her father’s shoulders. Minutes later, a few dozen metres from the shore, she and four others were dead. Some survivors, and the bodies of the dead, were taken back to shore by French rescuers - but the boat, with dozens of people still onboard, eventually continued on to England. It was the second fatal small boat incident of the year near Wimereux. We had now reported on both. In the days that followed, we found Sara’s family and spoke to her father Ahmed about his grief, about the guilt he and his wife felt for putting their three children at such risk, and about the fear of imminent deportation from Europe that drove his decision to attempt a crossing to the UK. After fleeing from Iraq 14 years earlier, Ahmed’s asylum claim in Belgium had been repeatedly rejected on the grounds that his hometown of Basra was now classified as a safe area. He had recently been warned he could be deported from Belgium within days. His children - all born in Europe - had grown up living with relatives in Sweden, but had also just been given a final order to leave the country. But we also wanted to dig deeper, to find the specific criminal gangs responsible for that boat, and to understand how they fitted into a larger, lucrative network that continued to funnel tens of thousands of migrants towards a small stretch of French coastline. On 18 June, 15 small boats brought 882 people across the Channel - a record for a single day this year, which helped to edge the total number reaching the UK so far this year well over 12,000. Following Sara’s death, British police soon announced they had detained two suspected smugglers who are now awaiting extradition to France. But these were young men, allegedly working on the boat itself. Not the powerful bosses in charge behind the scenes. We set out to find and speak to as many survivors from that April night as possible, meeting some in the informal migrant camps or hostels for asylum seekers near the coast in France. Most of them asked us not to use their names, not least because some were planning to make further attempts at crossing the Channel. A young Kuwaiti man, who had been next to Sara as she died and had phoned the French police to ask for help, successfully made it to the UK a few weeks later. We tracked him down to Essex. Many of the dozens of people who boarded the boat with Sara and her family knew nothing about those in charge of the operation. They had spoken only to relatively junior middlemen who can often be found outside the train stations in Calais or Boulogne, looking for potential clients. Once a price had been agreed - and there was seldom much haggling - most people then went on to deposit funds electronically with intermediaries. They told us these were usually trusted businessmen, sometimes operating from barber's shops or grocery stores in places like Turkey, Paris or London. The middlemen would then pass the money on to the smuggling gang immediately after a successful crossing. But three people - including two who had been on the same boat as Sara - told us the smuggling gang they had dealt with was operating out of the Belgian port of Antwerp, a city known for its criminal networks and illegal drugs trade. They also agreed that the gang was led by a man nicknamed Jabal - “The Mountain” in Arabic. Two of them had met Jabal in person. One had spoken by phone. The trail also took us further east to Berlin, where another source confirmed Jabal’s identity and told us he had promised him a second crossing attempt, after a first one had gone wrong. All our sources, by this point, were telling us that The Mountain was in Belgium, probably Antwerp. We arrived in Antwerp in May and began working on a plan to locate and confront The Mountain. One of his previous clients had shared a photograph, and another source had provided us with a copy of his Iraqi passport and a European identity card that appeared to have been issued in 2021 in a remote Italian hill town where investigations are under way into organised crime. We discovered that The Mountain’s real name was Rebwar Abas Zangana, a Kurdish man from northern Iraq. Unmarried. Apparently a devout Muslim. A migrant himself - with an unclear immigration status - who was known to have been living recently in Calais, Brussels, and Antwerp. We were told he worked with two partners and that there might be an even more senior figure back in Iraq. Mahmoud - our Arabic-speaking colleague posing as a migrant seeking a route to the UK - met a middleman in a barber’s shop in Antwerp, who confirmed that he knew The Mountain and would arrange for him to call us. We waited nearly two weeks for that call, but eventually, late one night, our phone rang. “Hello. So you want to get to Britain? How many seats do you need? Are you ready?” The Mountain spoke in short, curt sentences. On that call, and two subsequent phone conversations, he confirmed that he was still very much in business, assuring us that the trip across the Channel was “a safe job”, and that he had refined his tactics since Sara’s death. “How many of you are ready?” he asked, adding that the weather in Calais wasn’t good enough for a crossing the next day. But hours after that first call to us, we learned from a source that The Mountain had recently left Antwerp in a hurry. The implication was that he feared arrest for his role in the five deaths in April. The Mountain was on the run. We drove there immediately. Luxembourg is a small country. Its primary reception centre for refugees and migrants is in the capital’s modern administrative centre. Why would The Mountain come here? Perhaps he simply hoped to lie low for a while, or to apply for asylum under a new name. But how to be sure he was even here? We couldn’t simply wander in. The compound was closed to the general public, with a single entry/exit point guarded by at least four private security guards. The Mountain was here. But how to lure him out without causing suspicion? If he fled again and we missed him, we would be back to square one. The only option was a stakeout. And so, for three days, our team kept watch, monitoring the compound’s entrance, and peering from a higher vantage point that overlooked the centre, giving us a view inside. Finally, at just before 15:00 on the third day, we spotted The Mountain walking out with a group of other migrants. He turned left, heading towards the tram station. We broke into a run. In the aftermath of our confrontation, we told the French police - who are leading the investigation into the deaths in April - about our findings. More Rioters Jailed Across England Also jailed on Friday was Roger Haywood, 41, who was described as a "leader and instigator" of rioting in Blackpool. Haywood pleaded guilty to violent disorder and two offences of assaulting an emergency worker and was jailed for two-and-a-half years at Preston Crown Court. Lancashire Police said Haywood hurled abuse at police officers and attacked a member of the Hounds Hill shopping centre security team after attempting to break through the shutters of a closed store. Judge Robert Altham said Haywood had beckoned the Blackpool rioters to breach police lines, and that that his drunkenness on the day was an "aggravating feature". Haywood was later seen visibly "too intoxicated" to work out how to use a loudhailer to speak to the crowds, the judge added. Paul Williams, 45, was jailed for two years and two months on Friday after pleading guilty to one count of violent disorder in connection with the Sunderland riots. The court heard he had entered the city centre to collect a takeaway, but ended up at the "forefront" of an "orgy of mindless destruction, violence and disorder". His defence lawyer said he had no political opinions around immigration and was "entirely unaware of the basis of what started this". Newcastle Crown Court heard Williams threw metal fencing and a can of beer at police, stripped off his shirt and ran at the line of riot shields. Meanwhile, Stevie Mulryne, 29, was jailed for 16 months and Charles Smith, 22, was sentenced to 23 weeks for their roles in disorder near Downing Street on 31 July. Westminster Magistrates Court heard that Mulryne made a stabbing gesture towards police and led offensive chanting, while Smith "struck up a fighting stance" and chanted "scum" at officers. The first adult to be charged with riot, a more serious offence carrying a maximum penalty of 10 years in prison, has appeared in court. Kieran Usher, 32, did not enter a plea at South Tyneside Magistrates' Court after being charged in connection with disorder in Sunderland city centre on 2 August. On Thursday, a 15-year-old boy became the first person in England to be charged with riot over his role in the Sunderland unrest. According to freedom of information data seen by the Observer, the three flights were on 9 August, when 205 people including 43 children were removed; 23 August, when 206 people were removed, including 30 children; and 27 September, when 218 people were removed, including 36 children. All the deported children were part of family units, and many of them would have been settled at school and are likely to have spent most if not all of their lives in the UK. The returns were classed as voluntary and were likely to include people who had overstayed their visas. The Home Office offers incentives for voluntary returnees of up to ?3,000 including for babies and children. The sweeteners are provided in the form of pre-loaded cards that can be activated once people touch down in their home country. The government is keen to trumpet its deportation credentials with figures published on Thursday revealing 8,308 enforced and voluntary returns between July and September 2024, a 16% increase on the same period last year. The majority ? 6,247 ? were voluntary returns, an increase of 12% on this category of returns during the same period in 2023. While the government is keen to promote the numbers returned they have failed to mention publicly that the destination of these historic deportation flights was Brazil. |

The Home Office and National Crime Agency have sought to prove he fraudulently obtained British citizenship, arguing he lied on his naturalisation application about criminal involvement just eight months before his arrest. However, tribunal judges have ruled there is insufficient evidence to support deportation, ordering another hearing whilst Beheluli remains in the country..... Beheluli was arrested in October 2014 whilst transporting heroin worth ?200,000 to a stash house in Neasden, north London, where police discovered counterfeit identity documents and scales. The Home Office argued that dealing with such valuable drugs contradicted his promise on his April 2014 citizenship application that there was nothing which reflected adversely on his character Officials claimed it was incredible to presume this was his first drug offence, stating: It is beyond logic to accept that he would be trusted with such a consignment of drugs if he was not already involved in the supply of Class A drugs. They maintained that only someone with an established criminal history would be entrusted with eight kilograms of high purity heroin. The upper tribunal ordered a rehearing, concluding the Home Secretarys stance was deserving of respect and was capable of supporting the common sense stance Beheluli arrived in the UK with his family in November 2000, with his father claiming asylum. After initial rejections, they were granted discretionary leave to remain in 2006, which became indefinite leave to remain. During searches, police discovered a shocking image on Behelulis phone showing him beside 250,000 in cash, which he had also posted on social media. He claimed it was a relatives money photographed in Albania, but detectives matched the wallpaper and furniture to his former rental property. At Blackfriars Crown Court in April 2015, Beheluli was found guilty alongside gang members Besim Topalli and Azem Proshka, with the trio receiving a combined 31year sentence. The bodies are believed to belong to migrants who attempted to reach Spain via a dangerous crossing from Algeria. The Civil Guard believe that the suspected migrants could have been confronted, handcuffed and then thrown into the sea. Detectives could treat the cases as murder due to the migrants being tied up. The tragic deaths took place over the last month, with authorities failing to address the incident to the public. It has been reported that one of the bodies was recovered on May 18 at around 5pm. A private Belgian vessel sailing in waters west of Formentera raised the alert after spotting a body floating in the sea. After receiving the warning, the patrol boat of the Civil Guard R?o Segura went to the scene, which despite being based in the Canary Islands had moved to the Balearic Islands to carry out patrol services. The crew members of the R?o Segura went to the point marked by the Belgian boat and about two hours later they located the lifeless body floating in the sea. When the Civil Guards recovered the body they discovered that he was tied hand and foot and was wearing an orange life jacket. The Civil Guard patrol boat transferred the body to the vicinity of Cap de Barbaria, south of Formentera, where it was transferred to a boat that took it ashore. The body was later examined by Civil Guard agents and a forensic doctor, in an attempt to clarify the circumstances of the death. A few days later, another body appeared in similar circumstances, also in the waters of Formentera. And they have been repeated several times over the last few weeks. In total, at least five bodies have been found with their hands and feet tied floating in different parts of the waters of the Balearic Islands. All of them presumably belonged to migrants who were travelling in a boat. The Balearics have registered in recent days one of the highest concentrations of arrivals of boats of recent times. Between June 20th and June 22nd, security forces and Maritime Rescue teams intercepted and rescued a total of 344 people who were trying to reach the coasts of the archipelago in precarious boats. Number 10 hailed the actions of French cops on Friday as a significant moment that could have a major impact on smuggling gangs.
