Liz Truss insisted the UK will “ride out the storm” of the worst cost of living crisis in a generation as she launched her premiership with a brutal cabinet clear-out.

In her first address as prime minister in Downing Street, she pledged to be “hands on” in urgently tackling the energy crisis with plans to freeze bills expected within days, as her survival in No 10 depends on them.

Truss is expected to announce plans to freeze energy bills at about £2,500 a year until 2024 in the first major act of her premiership – but is unlikely to claw back the cost through customers’ future bills, leaving the taxpayer to pick it up instead.

Liz Truss is a “dead woman walking” who will not survive until Christmas unless she ditches her plan to hand tax cuts to the rich, a former Cabinet minister warned last night.

In an extraordinary attack, the senior figure urged the Prime Minister to not unpack her boxes in No10 as she will be booted out within weeks.


The PM’s first Tory conference as leader got off to a disastrous start yesterday as she was mauled by her own party over her botched handling of the economy.

In an awkward television interview, Ms Truss eight times refused to say if she is preparing to slash benefits and spending on public services, such as hospitals and schools.


And she was accused of throwing her Chancellor Kwasi Kwarteng under the bus, as she blamed him for the £10,000-a-year Tory tax cut for Britain’s 660,000 highest earners.

A former Cabinet minister last night said they were “ashamed that we have a party that is having tax cuts for people at the top end, which are going to be funded by cuts in benefits”.

“She should have the good sense to realise she has lost all credibility and cannot do anything to recover,” they told the Mirror. “She is a dead woman walking.

“The idea that Tory MPs in the Red Wall will stick with Liz who is guaranteed to lose their seats is not feasible. They will do something to get rid of her.

“We cannot hobble along like this for the next 18 months. There will be a trigger point.

“The advice I would give her is ‘don’t unpack the boxes the removal men have delivered to No 10 as you might need to be taking them out again very soon.’

The senior figure said Tory MPs would re-write the party’s rules so Ms Truss can be ousted within her first year in office.

“If she does not say ‘I am terribly sorry this was a mistake’ or throw Kwasi to the wolves, she is fatally damaged. If she carries on in this way she will be gone before Christmas,” they continued.

Michael Gove, another former Cabinet minister, said he was "profoundly" concerned about the tax cuts, which he suggested he could vote against.

In her interview on the BBC ’s Laura Kuennsberg programme yesterday, Ms Truss acknowledged she had made mistakes in the preparations for the mini-Budget.

"I do accept we should have laid the ground better... I have learnt from that and I will make sure that in future we do a better job of laying the ground,” the PM said.

But Mr Gove who was in the same television studio as Ms Truss said she displayed an "inadequate realisation" of the scale of the problem.

He said cutting the 45p top rate of income tax for the highest earners was a "display of the wrong values".

When pressed if he could vote against the mini-Budget, the former minister replied: “I don't believe it's right”.

At a separate event later, Mr Gove added: "It's going to be very, very, very difficult to argue that it’s right to reduce welfare when we're also reducing taxes for the wealthiest."

More than a dozen Tory MPs have now publicly criticised the tax cut for the richest. Backbencher James Cartlidge said: “Cutting tax for top earners whilst reducing benefits in a cost of living crisis is unacceptable.”

Fellow Tory Steve Brine described the cut as “tin-eared and extremely politically naive”, Richard Graham said it should be pushed “into the long grass”, while Martin Vickers said it was a “political own goal”.

Former chief whip Julian Smith added: "We cannot clap for carers one month and cut tax for millionaires months later."

But Tory chairman Jake Berry last night attempted to quell the rebellion as he warned that MPs who rebelled in a Commons vote on the plans would be kicked out of the party.

In a further row, former culture secretary Nadine Dorries accused Ms Truss of throwing Mr Kwarteng "under a bus" by saying the decision to cut income tax for the richest was made by the Chancellor and not Cabinet.

Asked if the policy had been approved by ministers, the PM told the BBC’s Laura Kuenssberg programme: "No, no, we didn't. It was a decision the Chancellor made”.

Mrs Dorries responded by tweeting that "one of" Boris Johnson's "faults was that he could sometimes be too loyal".

"However, there is a balance and throwing your Chancellor under a bus on the first day of conference really isn't it," she said.

Low-income households will be almost £400 a year worse off under No 10’s plans to increase benefits at a lower rate than inflation, new analysis for the Observer has revealed.


Liz Truss and her government are considering uprating welfare in line with earnings rather than inflation. It would mean increasing them by 5.5% rather than about 10%, according to the most recent official data, saving about £5bn.

The move would effectively leave poorer households £395 a year worse off on average. According to estimates by the Policy in Practice consultancy, households will be £32.91 a month worse off. Uprating by just 5.5% will result in a 7.7% loss in disposable income on average, as prices for energy and housing continue to rise.

The cut is even larger for some groups. In-work households lose out by £458. Couples with children are £640 worse off. Deven Ghelani, the director of Policy in Practice who worked on universal credit from its creation, said: “Low income households will be worse off next year – the only question is how much. Cuts have consequences and politics is about choices. Uprating benefits by inflation will show that this government is capable of making the right ones.”



REBELLION:

A cut to benefits would batter millions of households – even Tory MPs can’t stomach it


No decision has yet been taken by ministers, but with Truss and chancellor Kwasi Kwarteng facing pressure to bring spending under control after their tax-cutting mini-budget, welfare is seen as an area where savings can be made. Opposition is already growing among Tory MPs over the idea of not increasing benefits in line with inflation, as previous chancellor Rishi Sunak had promised to do.

Disability benefits are likely to be increased in full, with universal credit the area that ministers will probably look at to make savings. However, there are also reports that the Treasury is searching for savings far greater than the £5bn it could secure by uprating welfare in line with wages.

According to ITV News, measures being considered include bringing forward rises in the state pension age, means testing benefits that are universal, or cutting housing benefit. The Treasury has dismissed as speculation any discussion of measures linked to November’s fiscal plan.

Concern about TRUSSonomics at IMF: British economic policy faced some thinly-veiled criticism by other G7 finance ministers at the crucial meeting of major economies at the IMF yesterday, the BBC understands.

The government may have to rethink its tax-cutting plans to reassure financial markets and stabilise the economy, some senior Conservative MPs have said.

UK Chancellor Kwasi Kwarteng has been urged to change course after his mini-budget spooked financial markets with its package of tax cuts and increased borrowing.

In an extraordinary statement, the International Monetary Fund said it was “closely monitoring” developments and urged the chancellor to “re-evaluate the tax measures”.


It said the current plans, including the abolition of the 45p ($0.47) rate of income tax for people on more than £150,000 ($159,800), are likely to increase inequality.

The pound dipped 0.95 per cent overnight against the dollar to $1.06, reversing a marginal 0.4 per cent gain it made on Tuesday.

Speaking on BBC Radio 4's Today programme on Wednesday, Adnan Mazarei, a former deputy director for the IMF, said the fund usually reserves such criticism for “emerging market countries with problematic policies … not often about G7 countries”, which are the seven richest nations in the world.

He said there was a fear the tax cuts are permanent.

White House economic adviser, Brian Deese said he was not surprised by the markets’ negative reaction to the tax-cutting mini-budget, adding it was important to focus on "fiscal prudence, fiscal discipline".

He said introducing tax cuts at a time of monetary tightening, when interest rates were being raised, means monetary policy may have to be tightened even further.

Labour Party leader Sir Keir Starmer said the criticism of the UK government's plan for tax cuts was "very serious".

"This was a step they didn't have to take," he told LBC radio.

"Quite often when the markets are jittery, when the pound falls, it's because of some international event — conflict in Ukraine, a cost-of-living crisis, energy crisis. This is self-inflicted by the government."

He said people were "very, very worried this morning".

"Their mortgages are going up. Some people who thought they had a mortgage arrangement last week now haven't got one."

The intervention came as the Bank of England signalled it was ready to ramp up interest rates to shore up the pound and guard against increased inflation.

The chancellor insisted he was “confident” his tax-cutting strategy would deliver the promised economic growth.

After a day of turmoil in the markets on Monday, during which sterling slumped to a record low against the dollar, the chancellor sought to reassure City investors that he has a “credible plan” to start reducing the UK’s debt mountain.

But the IMF said: “We understand that the sizeable fiscal package announced aims at helping families and businesses deal with the energy shock and at boosting growth via tax cuts and supply measures.

“However, given elevated inflation pressures in many countries, including the UK, we do not recommend large and untargeted fiscal packages at this juncture, as it is important that fiscal policy does not work at cross purposes to monetary policy.

“Furthermore, the nature of the UK measures will likely increase inequality.”

Veiled Concern About Trussonomics at IMF






While the UK was not identified by name, multiple participants at the round table, the debut of UK Chancellor Kwasi Kwarteng, raised their concerns about countries making unfunded tax cuts that threatened financial stability, at a delicate time, a clear reference to Britain.



One G7 minister said privately that the concern was really about how the UK had "doubled down" even after the clear financial stability implication, and that explanations would be sought.

The US Treasury Secretary Janet Yellen had already said publicly on the sidelines of the IMF conference that she was "watching UK developments closely".

While she didn't want to comment on UK policy, she said: "I am going to try to understand what the impact of those policies and their rationale is."

Secretary Yellen, a former Federal Reserve Chair told CNBC when asked if UK fiscal credibility problems were making global markets more volatile said "at a time when monetary policy is tightening, fiscal policy should have a stance that complements that that central banks play the lead, but fiscal policy should be complementary. We've tried to do that in the United States."

The President of the Eurogroup, which represents the Eurozone, the Irish Finance minister Paschal Donohoe, told the BBC: "The United Kingdom is a G7 economy with their own currency.

"And it's absolutely obvious in all of the public statements that have been made by the Bank of England and by the government of the United Kingdom, that they're aware of developments that are taking place and have every confidence in their ability to be able to manage these kinds of developments."

But he stressed that Ireland had taken a "different approach" by deciding "not to borrow" to fund energy crisis help, because he wanted to make sure it was affordable and "the need to ensure financial market confidence".

The former Bank of England Governor Mark Carney, when asked about the message being sent by markets to the UK, said, "whether it's in monetary policy or fiscal policy, or climate policy, credibility comes from commitment, clear commitment, it comes from transparency, and it's buttressed by institutions".

Mr Carney said he had "full confidence in the Bank of England" to get inflation back down and to safeguard the financial system and "as a consequence of both of those markets, will settle and they will price risk accordingly. And I'm sure the government is aware of that seized of that and working to ensure that it has the right budget policy".

Chancellor of the Exchequer Kwasi Kwarteng has been fired from his job on Friday as prime minister Liz Truss waters down her proposals to cut taxes aggressively, according to both the Times and the BBC.


Truss is expected to make a statement at 9AM Eastern Time Friday announcing that she's making a U-turn on her government's tax-slashing proposals.

Chief finance minister Kwarteng's pledges to carry on cutting income and corporation tax have rattled markets in recent weeks, with yields on gilts – UK government bonds – soaring.

10-year gilt yields fell 23 basis points to 3.962% Friday as investors waited for Truss's statement.

The British pound slumped 1.18% against the dollar to trade at $1.1197 at last check, having rallied Thursday as markets started anticipating a policy U-turn. The pound is down more than 17% against the dollar since the start of the year.

"Kwarteng's removal as chancellor, making him one of the shortest holders of that office, hasn't done much to boost the pound, given that it has already rallied yesterday on hopes of a u-turn on the budget," IG Group's chief market analyst Chris Beauchamp said. "Now the market will wait to see what is actually decided, and only then will it take a view on giving the government some support in terms of another bounce in the pound or a drop in gilt yields."

"Liz Truss certainly isn't out of the woods yet," he added.

Suella Braverman has criticised Liz Truss’s “tumultuous” premiership as she quit as home secretary, further imperilling the embattled Prime Minister’s grip on power.



The popular figure among the Tory right said she had made a “technical infringement” of the rules by sending an official document from a personal email and was now taking responsibility.

“I have made a mistake; I accept responsibility; I resign,” she wrote in a barely coded dig at the Prime Minister whose disastrous mini-budget sparked financial turmoil.

Farcical scenes erupted in the House of Commons as the Government appeared to U-turn on a threat to strip the whip from Conservative MPs if they backed a fracking ban after a series of Tory MPs signalled they would not take part in the vote.

Allegations of bullying were also levelled against Government whips, with Labour former minister Chris Bryant saying some MPs had been “physically manhandled into another lobby and being bullied”.

Conservative deputy chief whip Craig Whittaker had issued a “100% hard” three-line whip, meaning any Tory MP that rebelled could be thrown out of the parliamentary party, but climate minister Graham Stuart caused confusion by telling the Commons minutes before the vote that “quite clearly this is not a confidence vote”.

Dear Prime Minister,

It is with the greatest regret that I am choosing to tender my resignation.

Earlier today, I sent an official document from my personal email to a trusted parliamentary colleague as part of policy engagement, and with the aim of garnering support for government policy on migration. This constitutes a technical infringement of the rules. As you know, the document was a draft Written Ministerial Statement about migration, due for publication imminently. Much of it had already been briefed to MPs. Nevertheless it is right for me to go.

As soon as I realised my mistake, I rapidly reported this on official channels, and informed the Cabinet Secretary. As Home Secretary I hold myself to the highest standards and my resignation is the right thing to do. The business of government relies upon people accepting responsibility for their mistakes. Pretending we haven't made mistakes, carrying on as if everyone can't see that we have made them, and hoping that things will magically come right is not serious polities. I have made a mistake; I accept responsibility: I resign.

It is obvious to every one that we are going through a tumultuous time. I have concerns about the direction of this government. Not only have we broken key pledges that were promised to our voters, but I have had serious concerns about this Government's commitment to honouring manifesto commitments, such as reducing overall migration numbers and stopping illegal migration, particularly the dangerous small boats crossings.

It has been a great honour to serve at the Home Office. In even the brief time that I have been here, it has been very clear that there is much to do, in terms of delivering on the priorities of the British people. They deserve policing they can respect, an immigration policy they want and voted for in such unambiguous numbers at the last election, and laws which serve the public good, and not the interests of selfish protesters.

I am very grateful to all of my officials, special advisers and ministerial team for all of their help during my time as Home Secretary. I especially would like to pay tribute to the heroic policemen and women and all those who work at Border Force and in our security services. To oversee Operation Bridges - the largest policing operation in a generation - was a great honour and I am grateful to have had the opportunity to serve.

The pressure on Liz Truss herself to go is rapidly gaining pace – a prime minister who told MPs earlier, “I am a fighter, not a quitter”.
But hours later, was forced to reshuffle her Cabinet AGAIN

Opposition MPs alleged some Tories were bullied and manhandled into voting with the government on fracking.

A minister denied the claim, but many Tory MPs ended the day feeling angry and let down by their own party.

Conservative MP Charles Walker said the situation was a "shambles".

Visibly furious, he told the BBC there was "no coming back" for the government.

Later he added: "I expect the prime minister to resign very soon because she's not up to her job."

Downing Street started Wednesday believing the prime minister was on a more solid footing after the appointment of Jeremy Hunt as chancellor - and his decision to reverse much of Ms Truss's mini-Budget - appeared to have calmed the markets.

She also survived Prime Minister's Questions - the weekly question session with MPs - relatively unscathed.

However, things began to unravel for Ms Truss shortly afterwards.

Liz Truss has resigned as prime minister after 45 days in office marked by turmoil, triggering the second Tory leadership election in four months.



Ms Truss said her successor would be elected by next week after a rebellion by Tory MPs forced her to quit.

Boris Johnson is among MPs said to be considering bids but Chancellor Jeremy Hunt has ruled himself out.

Tory MPs revolted against Ms Truss after a series of U-turns on her economic plan sapped her of authority.

In a brief speech outside Downing Street, Ms Truss said the Conservative Party had elected her on a mandate to cut taxes and boost economic growth.

But given the situation, Ms Truss said: "I recognise that I cannot deliver the mandate on which I was elected by the Conservative Party."

Labour leader Sir Keir Starmer and other opposition parties called for an immediate general election following Ms Truss's resignation speech.

Ms Truss said she would remain in post until a successor formally takes over as party leader and is appointed prime minister by King Charles.

While Mr Hunt - who was appointed chancellor last week - will not challenge for the leadership, none of the candidates who stood against Ms Truss in the previous contest have indicated whether they would stand.

Sir Graham Brady, the chairman of the 1922 committee of backbench Conservative MPs, said a new leader could be chosen by next Friday.

Under party rules, leadership hopefuls will need to secure the support of 100 MPs in order to enter the contest - this means a maximum of three candidates can stand.

A first ballot will be held among MPs and the person with the lowest number of votes will be eliminated, if there are three candidates.

If a second ballot is needed, MPs will be able to signal who they prefer through an indicative vote.

And if both candidates opt to stay in the race, the final decision will go to party members via an online vote.

Ms Truss will become the shortest-serving PM in British history when she stands down.

Leaders of allied nations thanked Ms Truss for her co-operation, including US President Joe Biden and French President Emmanuel Macron, who said he wanted "stability" from the next UK prime minister.

In her speech, Ms Truss said she entered "office at a time of great economic and international instability", as war rages in Ukraine and living costs skyrocket.

The prime minister said her government delivered on providing support for energy bills and reversing a rise in National Insurance, a tax on workers and companies.

But Ms Truss's resignation comes after a period of political and economic turbulence, which forced her government to ditch tax cuts that sent financial markets into a tailspin.

The prime minister sacked close political ally Kwasi Kwarteng as chancellor and appointed Mr Hunt as his successor as she attempted to calm the markets.

At Prime Minister's Questions on Wednesday, Ms Truss insisted she was a "fighter, not a quitter" after Labour's leader asked her why she had not resigned.

But more instability followed, when Suella Braverman quit as home secretary and a vote on fracking fell into disarray, with some Tory MPs accused of bullying.

Ms Truss's resignation sets off a scramble to find a successor to lead a deeply divided party, which is lagging behind Labour in the polls after 12 years in power.

Candidates who contested the last leadership election earlier this year included Ms Braverman, International Trade Secretary Kemi Badenoch, Commons Leader Penny Mordaunt, and former Chancellor Rishi Sunak.

Their supporters are talking them up as potential candidates in the contest to succeed Ms Truss, but none have confirmed their position on standing.

Nor has former Prime Minister Boris Johnson, whose supporters have not denied reports that he is considering standing again for the Conservative leadership.

A source close to Mr Johnson told the BBC they were "not saying anything either way" at the moment.

In a tweet, another former prime minister, Theresa May said "MPs must now be prepared to compromise.

"It is our duty to provide sensible, competent government at this critical moment for our country," she wrote.

As Tories assessed their chances of winning the leadership, opposition parties poured scorn on the idea of another prime minister taking office without having a general election.

Sir Keir said the Conservative Party "no longer has a mandate to govern", saying "the British people deserve so much better than this revolving door of chaos".

Scotland's First Minister Nicola Sturgeon said a general election was a "democratic imperative" following Ms Truss's resignation.

Liberal Democrat leader Sir Ed Davey said his party would be willing to work with Labour to "get the general election our country needs to let the British people have their say".

The next general election is not due to take place until at least 2024, after the Conservatives won a landslide majority in the last one in 2019.

The Liberal Democrats has also urged Ms Truss to turn down an allowance, worth up to the £115,000 per year, to which former prime ministers are entitled.


The money, called the Public Duty Costs Allowance, is to help with "necessary office costs and secretarial costs arising from their special position in public life".

The Liberal Democrat's cabinet office spokesperson Christine Jardine said: "Liz Truss will forever be known as the 50-day prime minister - there is no way that she should be permitted to access the same £115,000-a-year for life fund as her recent predecessors - all of whom served for well over two years."

Former chancellor Rishi Sunak and cabinet minister Penny Mordaunt remain in the contest - with Mr Sunak way ahead on declared support from MPs.




Mr Johnson said there was a "very good chance" he would have been successful, and "back in Downing Street on Friday".

But he said there needed to be "a united party in Parliament".

The race began on Thursday after Liz Truss resigned as prime minister after 45 days in the job.

Nominations for the ballot close on Monday afternoon, and candidates need the support of at least 100 Conservative MPs to go forward.

The BBC's latest tally of publicly declared backers puts Mr Sunak on 155 and Ms Mordaunt on 25.

Mr Johnson had 54, according to this tally - although he said he had 102. Not all of the 357 MPs have gone public with whom they are backing.

It is possible Mr Sunak could become prime minister by Monday, and there will definitely be a new prime minister by the end of the week.

Mr Johnson said he had been attracted by the race because "I led our party into a massive election victory less than three years ago - and I believe I am therefore uniquely placed to avert a general election now.

"A general election would be a further disastrous distraction just when the government must focus on the economic pressures faced by families across the country."

He added: "I believe I am well placed to deliver a Conservative victory in 2024 - and tonight I can confirm that I have cleared the very high hurdle of 102 nominations, including a proposer and a seconder, and I could put my nomination in tomorrow.

"There is a very good chance that I would be successful in the election with Conservative Party members - and that I could indeed be back in Downing Street on Friday.

"But in the course of the last days I have sadly come to the conclusion that this would simply not be the right thing to do.

"You can't govern effectively unless you have a united party in Parliament."

He said he had reached out to both Mr Sunak and Ms Mordaunt because he had "hoped that we could come together in the national interest - we have sadly not been able to work out a way of doing this.

"Therefore I am afraid the best thing is that I do not allow my nomination to go forward and commit my support to whoever succeeds.

"I believe I have much to offer but I am afraid that this is simply not the right time."

This is a huge development. I've been on the phone tonight to Boris Johnson backers and they were convinced he'd stand. Tonight, confirmation he won't.



In his statement, Mr Johnson says he thinks he could have won the membership and been in Downing Street by Friday. But he concedes he would struggle to unite his party in Parliament.

The former prime minister says he got 102 backers. We can't verify this, the public number is lower and we may never know for sure. It's safe to say many MPs are sceptical he had the number his campaign says.

This all makes Rishi Sunak the firm favourite. But Penny Mordaunt will be trying over the next few hours to win over Mr Johnson's backers and show she has a significant chunk of Tory MPs behind her.

Expect opposition parties to pounce on the fact Johnson said he was "uniquely placed to avert a general election now".

Mr Sunak tweeted that "we will always be grateful" for Mr Johnson's work in office, including the delivery of Brexit and the vaccine rollout.

"Although he has decided not to run for PM again, I truly hope he continues to contribute to public life at home and abroad," he wrote.

And while Mr Sunak forges ahead as the frontrunner, sources close to the ex-chancellor said "we are not taking anything for granted".

"Rishi will be continuing to talk to colleagues tomorrow morning before nomination papers go in, and discussing how best to unite the party and take the country forward," they told the BBC.

Labour's deputy leader Angela Rayner repeated Labour's call for an immediate general election.

She said: "The Tories are about to hand Rishi Sunak the keys to the country without him saying a single word about how he would govern. No-one voted for this.

"Perhaps it's not surprising he's avoiding scrutiny: after all, he was so bad that just a few weeks ago he was trounced by Liz Truss."

Mr Johnson became prime minister after winning the election in 2019 but resigned in July after a revolt by cabinet ministers over his leadership.

Liz Truss succeeded him as the UK's 56th prime minister, claiming victory over Mr Sunak in a leadership contest over the summer.

But her short-lived premiership lasted just 45 days.

She resigned on Thursday following her mini-Budget on 23 September, subsequent economic turmoil and successive government U-turns, triggering the second leadership contest in three months.

Rishi Sunak will become the UK's first British Asian prime minister after his only remaining rival pulled out of the Tory leadership contest.

Nearly 200 Conservative MPs publicly backed the former chancellor ahead of the nomination deadline on Monday.

Commons Leader Penny Mordaunt dropped out after failing to secure enough support among MPs.

It means Mr Sunak will succeed Liz Truss and become the youngest PM for more than 200 years.



Mr Sunak - a 42-year-old practising Hindu - is expected to take office in the coming days now the result of the Tory leadership contest is known.

Mr Sunak has addressed Tory MPs after the result was announced by Sir Graham Brady, the chairman of the 1922 committee of backbench Conservatives.

In the speech - which took place behind closed doors - Mr Sunak told them this was going to be a tough period and ruled out an early general election, MP Simon Hoare said.

The King will appoint Mr Sunak, who will take over from Ms Truss following her resignation just 45 days into her tumultuous premiership last week.

Mr Sunak's coronation, in effect, as Tory leader caps a rapid political comeback by the former chancellor after he lost out to Ms Truss in the last leadership contest during the summer.

Ms Truss - whose tax-cutting agenda Mr Sunak dismissed as "fairytale economics" - tweeted to congratulate him and offer her "full support".

Her successor will take office at a time of economic crisis and pressure on public finances, exacerbated by Ms Truss's mini-budget, which has been mostly scrapped.

Conservative Party Chairman Jake Berry said it was time for the party to "unite four-square behind Rishi" after a period of intense political turmoil under Ms Truss's premiership.

Ms Mordaunt withdrew from the latest contest minutes before the result was announced, admitting it was "clear that colleagues feel we need certainty today".

"This decision is an historic one and shows, once again, the diversity and talent of our party," Ms Mordaunt wrote in a tweet. "Rishi has my full support."

Ms Mordaunt took the leadership race to the wire but came under pressure to unite behind Mr Sunak after former Prime Minister Boris Johnson withdrew from the contest on Sunday.

Mr Johnson - who resigned as prime minister only seven weeks ago - claimed he had enough support to stand but acknowledged now was "not the right time".

Sources told the BBC that Mr Sunak and Mr Johnson met on Saturday as Tory MPs decided who to back in the second Tory leadership contest in four months.

Mr Sunak is under no obligation to call an early election under the UK's parliamentary political system.

Labour's deputy leader Angela Rayner said Mr Sunak had been crowned prime minister "without him saying a single word about how he would run the country and without anyone having the chance to vote".

Liberal Democrat leader Ed Davey said Tory MPs had "installed another out-of-touch prime minister with no plan to repair the damage and without giving the British people a say".

Scotland's First Minister Nicola Sturgeon said Mr Sunak should call an early general election and must not "unleash another round of austerity".

Tuesday marks a historic day in the United Kingdom. King Charles III received the new British Prime Minister Rishi Sunak at Buckingham Palace in London, England, to make the formal request that Sunak form a new administration in his name.

"Mr. Sunak accepted His Majesty's offer and kissed hands upon his appointment as Prime Minister and First Lord of the Treasury," Buckingham Palace shared in a statement.

Rishi Sunak has begun announcing his cabinet after culling nearly a dozen of Liz Truss's senior ministers on the day he was officially appointed prime minister.

Sunak's first move was to keep Jeremy Hunt as chancellor after he was parachuted in to replace Kwasi Kwarteng following the disastrous mini-budget.

Suella Braverman, a key figure on the right of the Tory party, was brought back as home secretary just days after she was removed by Truss for breaking the ministerial code.

Elsewhere, Boris Johnson allies James Cleverly and Ben Wallace have kept their jobs as foreign secretary and defence secretary.

Sunak's appointments of Johnson supporters and prominent right-wingers suggests he is attempting to unify the party, rather than packing the cabinet with his most loyal allies.

And Michael Gove has returned as levelling up secretary after being sacked from the role by Johnson as his government collapsed in July.

In his first speech as PM outside Number 10 Downing Street, Sunak said he would "fix the mistakes" of Truss's government and bring “integrity, professionalism and accountability at every level”.

The government has been urged to open an investigation into claims former prime minister Liz Truss's phone was hacked while she was foreign secretary.

The Mail on Sunday reported private messages between Ms Truss and foreign officials, including about the Ukraine war, fell into foreign hands.


The hack was discovered during the summer Tory leadership campaign but the news was suppressed, the paper said.

The government said it had "robust" cyber-threat protection in place.

The spokesperson added that the government "did not comment on individuals' security arrangements".

Details about the hack were suppressed by then-prime minister Boris Johnson and Cabinet Secretary Simon Case, The Mail on Sunday claimed, citing what it said amounted to a "news blackout" imposed by Mr Case.

The newspaper also said private messages exchanged between Ms Truss and Kwasi Kwarteng, her close friend whom she made chancellor when she became prime minister, were also uncovered by the alleged hack.

It is not clear how any hack happened, but opposition parties have seized on the issue.

"There are immensely important national security issues raised by an attack like this by a hostile state which will have been taken extremely seriously by our intelligence and security agencies," said shadow home secretary Yvette Cooper.

"There are also serious security questions around why and how this information has been leaked or released right now which must also be urgently investigated."

The Mail on Sunday reported agents suspected of working for Russia had been responsible for the alleged hacking, citing unnamed sources, but the BBC has not been able to verify this.

The Liberal Democrats foreign affairs spokesperson Layla Moran MP raised concerns about why the alleged hack had not been made public earlier.

"We need an urgent independent investigation to uncover the truth," Ms Moran said. "If it turns out this information was withheld from the public to protect Liz Truss's leadership bid, that would be unforgivable."

The government has refused to comment on any of the details reported by the Mail on Sunday.

"The government has robust systems in place to protect against cyber threats," a spokesman said. "That includes regular security briefings for ministers, and advice on protecting their personal data and mitigating cyber threats."

Sir Gavin Williamson has denied further accusations of using bullying language against officials.

According to the Guardian, the Cabinet Office minister told a senior civil servant to "slit your throat" and "jump out of the window" when he was defence secretary.



The unnamed official claimed Sir Gavin "deliberately demeaned and intimidated" them.

Sir Gavin said he "strongly" rejected allegations of bullying.

The newspaper said the official raised concerns to the Ministry of Defence's human resources department but made no formal complaint.

In a statement, Sir Gavin said: "I strongly reject this allegation and have enjoyed good working relationships with the many brilliant officials I have worked with across government. No specific allegations have ever been brought to my attention."

Mr Williamson does not deny using the language.

A spokesperson for the Cabinet Office, where Mr Williamson now serves as a minister, said the department had "not received notice of any formal complaints about Gavin Williamson's behaviour from his time at the Ministry of Defence or any other department."

Labour's party chair Anneliese Dodds said the allegations were "extremely serious" adding they "speak to the toxic culture at the top of the Conservative Party".

This fresh claim puts further pressure on Sir Gavin who is already facing an investigation for allegedly bullying Wendy Morton when she was chief whip.

Ms Morton complained to the Conservative Party after reportedly receiving a series of expletive-laden WhatsApp messages from Sir Gavin in which he accused the government of excluding certain MPs from the Queen's funeral service at Westminster Abbey.

In the texts, published by the Sunday Times, Sir Gavin is said to have warned Ms Morton "not to push him about" and that "there is a price for everything".

Sir Gavin told the paper: "I of course regret getting frustrated about the way colleagues and I felt we were being treated."

Speaking from the COP27 climate summit in Egypt, Prime Minister Rishi Sunak said the language was not acceptable.

Asked if it amounted to bullying, he said "an independent complaints process" was under way and it would be "right to let that process conclude".

Downing Street has said the prime minister has "full confidence" in Sir Gavin, who was first elected to Parliament as MP for South Staffordshire in 2010.

The former architectural design firm director, 46, had served as defence secretary under Theresa May and education secretary under Boris Johnson, and was sacked from both roles.

Mr Sunak, who replaced Liz Truss as prime minister last month, brought Sir Gavin back into government.

The deputy leader of the Liberal Democrats, Daisy Cooper, has said his return raised "yet more serious questions about Rishi Sunak's judgement".

"If the prime minister was serious about restoring integrity he would sack Gavin Williamson."

Sir Gavin Williamson has resigned as a government minister after allegations of bullying, saying he aims to clear himself of "any wrongdoing”.

The MP had been accused of sending abusive messages to a fellow Tory MP last month and of bullying a senior civil servant as defence secretary.

Sir Gavin said he "refuted" how his conduct had been characterised.

However, he added that the claims were becoming a "distraction" from the government's "good work".

In his resignation letter, he said he was leaving government with "real sadness" but offered Prime Minister Rishi Sunak his "full and total support from the backbenches".

He later tweeted he would not be taking any severance pay, adding that the money should go towards the government's priorities such as "reducing the NHS's waiting lists".

In reply, Mr Sunak said he accepted his resignation "with great sadness" and thanked Sir Gavin for his "personal support and loyalty".

"Your commitment to successive Conservative governments and the party over the years has been unwavering."

Sir Gavin had come under increasing pressure since a series of expletive-laden text messages sent by him to Tory colleague and then-Chief Whip Wendy Morton were published in the Sunday Times.

On Monday a senior civil servant told the Guardian Sir Gavin had bullied them and told them to "slit your throat".

And on Tuesday, Anne Milton, who worked as deputy chief whip between 2015 and 2017, told Channel 4 News that Sir Gavin's behaviour had been "threatening" and "intimidating".

Earlier, Downing Street said it had been seeking to establish the facts about the reported comments to the civil servant.

Sir Gavin had also been reported to the MPs' bullying watchdog - the Independent Complaints and Grievance Scheme (ICGS) - over his WhatsApps to Ms Morton.

The Guardian has reported that the senior civil servant who worked at the Ministry of Defence has also referred the MP to the watchdog.

In his resignation letter, Sir Gavin said he would comply with "an ongoing complaints process concerning texts he sent to a colleague" and added that he had "apologised to the recipient for those messages".

In the texts, he appears to complain MPs not "favoured" by then-Prime Minister Liz Truss were being excluded from attending the Queen's funeral at Westminster Abbey.

He apparently accused Ms Morton of "rigging" the ticket allocation to punish people - including himself - who were not supportive enough of Ms Truss.

Sir Gavin reportedly warned Ms Morton "not to push him about" and that "there is a price for everything".

Speaking on Monday, Mr Sunak said the language was "not acceptable" but asked if it amounted to bullying, he said it was "right" to let an independent complaints process conclude.

This is the third time Sir Gavin has left government. In 2019 he was sacked as defence secretary after details of Huawei's potential involvement in the UK's 5G network were leaked.

He was brought back to the cabinet, as education secretary by Boris Johnson, in 2019, but lost the job in 2021 following turmoil over A-Level exam results.

During the summer Sir Gavin helped run Mr Sunak's first campaign to become prime minister.

Following Mr Sunak's second, and this time successful, bid to become PM, Sir Gavin was given a job as a Cabinet Office minister.

Ex-Conservative Party Chair Jake Berry has said he told Mr Sunak about Ms Morton's complaint on 24 October - the day before Sir Gavin's appointment.

No 10 has said the prime minister "knew there was a disagreement" but he didn't know "the substance" of messages until they were published in the Sunday Times.

Labour's deputy leader Angela Rayner said: "This is yet another example of Rishi Sunak's poor judgement and weak leadership.

"As families struggle during a cost-of-living crisis made in Downing Street, yet another Tory government has descended into chaos."

Liberal Democrat Deputy Leader Daisy Cooper MP said: "Rishi Sunak has serious questions to answer about why he appointed Gavin Williamson, then stood by him instead of sacking him.

"His promise to lead a government of integrity has now been left in tatters."

The SNP's deputy leader at Westminster Kirsten Oswald said: "As the Westminster chaos continues to unfurl, there can be no doubt that independence is the only way to escape this dysfunctional system for good."

The west London clinic used by the prime minister charges £250 for a half-hour consultation and, unlike most NHS GPs across the country, offers appointments in the evenings and at weekends, as well as consultations by email or phone that cost up to £150.




Patients can request home visits from doctors for which they are charged between £400 and £500, depending on the time of day or night. The clinic, which the Guardian has chosen not to name, also charges up to £80 for prescriptions.

The latest NHS England figures show that most patients have to wait longer for an appointment. Just 41.5% of GP appointments in September took place on the same day, with a further 8% taking place the following day. About 19% of appointments took place between two and seven days after booking, while 13.5% of patients had to wait up to two weeks, and 5% more than a month.

Last week, Sunak’s government recommitted to a promise by Thérèse Coffey, the health secretary under Liz Truss, that no patient would wait longer than two weeks to see a GP. The government also pledged that everyone who needs an urgent appointment would be able to get one on the same day.

Sunak refused to answer questions at the G20 summit in Bali last week about whether he had private healthcare, saying only that it was “not appropriate” to talk “about one’s family’s healthcare”.

At prime minister’s questions earlier this month, he ducked the issue when asked by MPs if he would use a GP or accident and emergency service if he or a family member became unwell – or “pay privately” to see someone more quickly. He responded by praising the team at the NHS Friarage hospital, in Northallerton in his constituency, which he said had provided “excellent care” to his family, but did not fully answer the question.

Sunak was also pressed during the summer leadership campaign on when he and his family last used the health service. He said: “You wouldn’t expect me to talk about my kids’ medical [history], but of course we use the NHS.”

Downing Street declined to comment on the prime minister’s decision to use a private GP practice.

Margaret Thatcher revealed in 1987 that she had private health insurance, saying it was “vital” to “go into hospital on the day I want, at the time I want, and with a doctor I want”. David Cameron made a virtue of using the NHS during his time at No 10, while Boris Johnson claimed it saved his life when he caught Covid.

In last week’s autumn statement, the chancellor, Jeremy Hunt, announced a £3.3bn increase in NHS funding to save the health service from collapse this winter, as well as plans for a major NHS efficiency review.

The yacht, the wedding and £29m: Michelle Mone’s life during the Covid crisis


The Conservative peer Michelle Mone and her children secretly received £29m originating from the profits of a PPE business that was awarded large government contracts after she recommended it to ministers, documents seen by the Guardian indicate.




Lady Mone’s support helped the company, PPE Medpro, secure a place in a “VIP lane” the government used during the coronavirus pandemic to prioritise companies that had political connections. It then secured contracts worth more than £200m.

Documents seen by the Guardian indicate tens of millions of pounds of PPE Medpro’s profits were later transferred to a secret offshore trust of which Mone and her adult children were the beneficiaries.

Asked by the Guardian last year why Mone did not include PPE Medpro in her House of Lords register of financial interests, her lawyer replied: “Baroness Mone did not declare any interest as she did not benefit financially and was not connected to PPE Medpro in any capacity.”

The leaked documents, which were produced by the bank HSBC, appear to contradict that statement. They state that Mone’s husband, the Isle of Man-based financier Douglas Barrowman, was paid at least £65m in profits from PPE Medpro, and then distributed the funds through a series of offshore accounts, trusts and companies.

The ultimate recipients of the funds, the documents indicate, include the Isle of Man trust that was set up to benefit Mone, who was Barrowman’s fiancee at the time, and her children. In October 2020, the documents add, Barrowman transferred to the trust £28.8m originating from PPE Medpro profits.

That was just five months after Mone helped PPE Medpro secure contracts to supply masks and sterile gowns for use in the NHS.

Contacted about the new disclosures, HSBC said it was unable to comment, even to confirm if the couple had been clients. A lawyer for Mone said: “There are a number of reasons why our client cannot comment on these issues and she is under no duty to do so.”

A lawyer who represents both Barrowman and PPE Medpro said that a continuing investigation limited what his clients were able to say on these matters. He added: “For the time being we are also instructed to say that there is much inaccuracy in the portrayal of the alleged ‘facts’ and a number of them are completely wrong.”

Mone, 51, and Barrowman, 57, have over the last two years repeatedly insistedthey had no “involvement” in PPE Medpro, and “no role” in the process through which the company was awarded its government contracts. PPE Medpro has repeatedly refused to identify its mystery backers, but denied it was awarded contracts because of “company or personal connections” to the UK government or Conservative party.

The Guardian has previously reported how those claims seem to be at odds with documents appearing to show the couple were secretly involved in PPE Medpro’s business, and emails suggesting Mone repeatedly lobbied the government on its behalf during the nine-month period after she helped secure its place in the VIP lane.

However, the Guardian’s latest revelation – that the peer and her husband secretly amassed an offshore fortune on the back of PPE Medpro profits – could prove the most consequential for Mone, who has already been placed under investigation by the House of Lords commissioner for standards.

Separately, PPE Medpro has become the subject of a potential fraud investigation by the National Crime Agency. In April this year, NCA officers searched several addresses, including the mansion Mone and Barrowman occupy in the Isle of Man. At the time, lawyers for PPE Medpro declined to comment on the NCA investigation.

The controversy over Mone and PPE Medpro threatens to embroil the prime minister, Rishi Sunak, who has pledged to make “integrity and accountability” pillars of his leadership. David Cameron, who was himself embroiled in a lobbying scandal last year, was the Conservative leader who appointed Mone the baroness of Mayfair in 2015. The former owner of a lingerie business, she has proven to be one of the party’s most high-profile and controversial peers.

The leaked documents setting out HSBC’s understanding of the offshore distribution of PPE Medpro’s profits were produced by the bank, which held several accounts linked to the Tory peer, her husband and children.

The Guardian understands that HSBC launched its own investigation following media reports about Mone’s apparent links to PPE Medpro, which raised potential concerns for the bank. A report produced by HSBC on the couple and their links to PPE Medpro stated that it did “not manage to corroborate” those concerns.

In the process of investigating the couple, however, HSBC pieced together a money trail showing that Barrowman had transferred tens of millions in PPE Medpro profits through a network of offshore entities. About £29m ended up in the trust benefiting Mone and her children, the report indicates.

The bank’s investigation noted that “large value inter-account transfers” originating from PPE Medpro were being routed through Barrowman’s offshore accounts, often crediting and debiting within minutes of each other.

The internal bank report described the money flows as “unusual activity”, noting a concern that Barrowman “may be attempting to conceal the true origins of the funds through multiple layers of transactions creating a distance between the receipt of PPE funds and the final beneficiaries”.

Referring to Mone, it concluded that the transfers “suggest a UK peer in the House of Lords has benefited from a contract with the UK government”. Barrowman is understood to have told HSBC that his wife had “no involvement” in the business activities of PPE Medpro, and the onward transfer of its profits via his personal bank account had been made “in his personal capacity”.

HSBC was unable to corroborate any concerns of wrongdoing by the couple, but it did identify a number of “risks” related to retaining Barrowman and Mone as clients – including what it saw as potential reputational damage to the bank. Multiple sources have told the Guardian that HSBC then decided to drop the couple as clients.


Message and money trails


Mone and Barrowman have long denied any involvement in PPE Medpro, or any role in the process through which it was awarded government contracts. However, over the last two years the Guardian has ascertained multiple instances in which the couple appear to have been involved in the business.

The Tory peer first approached ministers in May 2020, before PPE Medpro had even been incorporated as a company. She contacted Michael Gove, who was then a Cabinet Office minister, and Theodore Agnew, then a minister for procurement, using their personal email addresses.

Mone told her fellow Conservative politicians that large quantities of PPE could be procured via “my team in Hong Kong”.

Cabinet Office officials then added PPE Medpro to the VIP lane, which was used by the government early in the pandemic to prioritise referrals from politically connected companies.

Royal Mail, teachers, nurses, railways - they're all going on strikes. But if you're not sure how that happens or why, here's a quick rundown of how the whole system works....



Nurses in England, Wales and Northern Ireland are to strike for two days next month in what is set to be their biggest walkout in the NHS's history.

The Royal College of Nursing (RCN) announced strikes on 15 and 20 December in its pay dispute with the government.

Nurses will still provide emergency care, but routine services will be hit.

The RCN said it had been given no choice after ministers would not reopen talks, but the government said the 19% pay rise demanded was unaffordable.

RCN general secretary Pat Cullen said: "Ministers have chosen strike action.

"Nursing staff have had enough of being taken for granted, enough of low pay and unsafe staffing levels, enough of not being able to give our patients the care they deserve."


---Record number of nurses quitting the NHS


Under trade union laws, the RCN has to ensure life-preserving care is provided during the strikes, which will last from 8am to 8pm.

This is likely to mean some urgent cancer services, urgent tests and scans and ongoing care for vulnerable patients will be protected alongside A&E and intensive care - although it will be up to local health bosses and union leaders to negotiate exact staffing levels on strike days.

But it seems almost certain the walkout will increase the backlog in non-urgent hospital treatment - a record seven million people are already on the waiting list in England.

Louise Ansari, from the Healthwatch England patient watchdog, said she was "concerned" about the impact on this group of patients.

Ambulance Workers Across England Set to Strike Before Christmas

The risk of an NHS crisis in the run-up to Christmas is worsening, as paramedics and other ambulance workers are now set to go on strike. Unison, which represents hundreds of thousands of health workers, including ambulance staff, as well as porters and cleaners, announced that 80,000 of its members supported taking industrial action.

Today, the GMB – the largest union for ambulance staff – is also expected to declare its members have voted overwhelmingly in favour of walkouts. It would be the first national ambulance strike for more than 30 years. Unions are obliged to give two weeks' notice before taking industrial action, meaning walkouts affecting ambulance services may fall next month.





Up to 100,000 nurses are already set to strike on Dec 15 and 20. Search the full list of NHS trusts affected. Altogether, 200,000 health workers are now understood to be backing strikes. Ministers are working on contingency strategies that could see the military drafted in to drive ambulances.

Strikes have disrupted everything from train services to postal deliveries and teaching in schools.

More workers are expected to walk out, as demands grow for better working conditions and pay increases to keep up with rising prices.







Border Force - Border Force staff to strike over Christmas

About one thousand Border Force officers, employed by the Home Office, intend to strike for eight days over Christmas and New Year's Eve

Airports in Birmingham, Cardiff, Gatwick, Glasgow, Heathrow, Manchester, and the port of New Haven will be impacted

Officials checking passports for people arriving into the UK are among those striking

Immigration and customs checks are expected to take longer during peak times

The officers, who are part of the Public and Commercial Services Union (PCS), are striking over pay, pensions and jobs


Ambulance staff

PRISON Officers to strike

Nurses


Nurses in England, Wales and Northern Ireland are set to strike on 15 December and 20 December

NHS leaders have urged the public to avoid risky activity on Wednesday for fear they may be left helpless and unable to reach A&E during the ambulance strike.



The industrial action by staff across England and Wales comes as the ongoing pay dispute between ministers and NHS workers looks poised to descend into an increasingly bitter and disruptive war of attrition that could go on for months.

Health chiefs made the remarkable intervention of asking people to avoid getting drunk during the strike, four days before Christmas, as the potential for disruption in transporting people to hospital is so severe.

The two bodies representing hospitals and other providers of NHS care in England staged an 11th hour bid to head off Wednesday’s strike by appealing directly to Rishi Sunak for an intervention to end the standoff, warning him that otherwise people “will suffer unnecessarily”.

Thousands of patients, including some with serious conditions, will have to make their own way to hospital on Wednesday – often by taxi – because ambulance services are prioritising those with life-threatening conditions, such as cardiac arrest or difficulty breathing.

In a sign of how stretched services will be, the Yorkshire ambulance service has told GPs that they should advise patients to get relatives or carers to drive them to A&E, because “the risks of delayed transfer would outweigh the risks of clinically unsupervised transport”. It comes only a day after nurses staged their second strike action of the month.

In an unusually strongly worded letter, the NHS Confederation and NHS Providers told the prime minister of the “deep worry among NHS leaders about the level of harm and risk that could occur to patients tomorrow and beyond”.

They continued: “We’ve rarely heard such strong and urgent expressions of concern from those running our hospitals, ambulance services and other vital health services.

“The fear of NHS leaders is that the risk to patients is only going to get worse with future strikes planned. That is, unless your government is able to reach agreement with the trade unions to bring a swift end to the dispute.

“We urge you to do all you can to bring about an agreed solution, otherwise more members of the public will suffer unnecessarily,” they added.

The measures will not resolve the current wave of strikes.



Unions have condemned the restrictions and threatened legal action, while Labour says it would repeal them.

Business Secretary Grant Shapps said the measures were being introduced to "restore the balance between those seeking to strike and protecting the public from disproportionate disruption".

The legislation is expected to be published next week, with MPs debating it for the first time the week after. It will apply in England, Scotland and Wales - but not in Northern Ireland.

It is likely to face significant opposition in the House of Lords, as only transport strikes were mentioned in the Conservatives' 2019 manifesto pledge to introduce minimum service levels.

The Times newspaper quoted a government source saying striking workers who defied minimum service rules could face dismissal for breach of contract.

But a business department source told the BBC it was "not our intention to penalise individuals".

Under existing laws, people who take illegal strike action can already be sacked.

The business department also called on the unions to cancel upcoming strikes in a bid to resolve the current disputes "constructively through dialogue".

It said it would invite unions to meet for "honest, constructive conversations" about what was "fair and affordable" in public sector pay settlements for 2023/24.

But a number of unions have cast doubt on their continued involvement in the independent pay review process.

Gary Smith, GMB general secretary, said: "There are huge questions over the NHS Pay Review Body, as ministers' actions have consistently undermined its independence. The process needs real reform."


'Shoddy Hurdles'


Labour's deputy leader Angela Rayner described the minimum-service proposals as "unworkable and unserious from a dead-end government".

"At every stage the government has sought to collapse talks and throw in last minute spanners. Now the prime minister is wasting time on shoddy hurdles that even his own transport secretary admits won't work," she said.

Ministers have said they will consult on and then set an "adequate level of coverage" for the fire and ambulance services and on the railways. For the other sectors, the government says it expects to be able to reach voluntary agreements.

A wave of industrial action is affecting sectors from the health and postal services to driving examinations, as people seek pay rises that keep up with the fast-rising cost of living.

Rail workers in the RMT and other unions have taken part in a series of large-scale strikes over more than six months, with Thursday marking the sixth day of action since last summer by members of Aslef, which represents most train drivers.

TUC general secretary Paul Nowak condemned the proposed bill as "wrong, unworkable, and almost certainly illegal".

"This is an attack on the right to strike. It's an attack on working people, and it's an attack on one of our longstanding British liberties.

"This government has gone from clapping key workers to threating them with the sack if they take lawful action for a pay rise. It will only push more people away from essential jobs in public services," he added.

Royal College of Nursing general secretary Pat Cullen said: "Safe staffing levels that are set in law are what we want to see year-round not just in these extreme circumstances.

"We've long campaigned for governments to be accountable for safe and effective staffing levels in NHS and social care to prevent one nurse being left with 15, 20 or even 25 sick patients... Today's highly unsafe situation is what is driving our members to say 'enough is enough'."


Measures 'Don't Work'


Earlier, Mick Whelan, the general secretary of Aslef, said he did not think new legislation would make life harder for his union.

He suggested it would lead to unions having to organise more strikes locally, instead of nationally.

Mr Whelan said: "There have been minimum [service] levels in European countries for several years. They have never been enacted because they don't work."

He added that employers could already sack workers, if they went on strike for more than six weeks.

Matt Wrack, general secretary of the Fire Brigades Union, said the UK already had some of the most restrictive anti-union laws in the western world.

He accused the Conservatives of being "clearly hellbent on criminalising and victimising trade unions with this threatened onslaught on the right to strike".

"The Tories are badly misjudging the public mood with these attacks on the pay and conditions of key workers, who kept Britain going during the pandemic," he added.

UK Firefighters Vote to Strike in Row Over Pay

The Fire Brigades Union said while it had a mandate to take its members out on strike, it would not announce any dates until after it meets employers.

More than 80% of members who voted backed strike action across England, Scotland, Wales and Northern Ireland when they were balloted last month.

The government said the threat of strikes would be "disappointing and concerning for the public".


The FBU said it would delay announcing any strike dates until after it had met fire service employers - the brigades in English local authority areas, the regional fire services in Wales and the national organisations in Scotland and Northern Ireland.

That meeting is scheduled for 8 February - where the FBU said it hoped to receive a revised pay offer.

The union says that since 2010, its members have experienced a 12% drop in real terms earnings.

It also says that in the same period, about one in five firefighter jobs have been cut.

Of the 73% of union members who voted, 88% of staff voted to take action.

In a separate ballot, control room staff in the north-west of England also agreed to the proposed walkouts.

The earliest likely date for any action would be 23 February.

If the strike goes ahead, it will be the first nationwide walkout over pay in 20 years.

Matt Wrack, general secretary of the Fire Brigades Union, said the government "need to wake up and wise up to the level of anger among their employees about falling real pay in the fire service".

He told BBC Radio 4's PM programme: "They clearly have misjudged the mood... and now they best move. Otherwise we'll be setting strike dates."

In response, Downing Street said the government would urge the FBU to "reconsider and keep negotiating".

The prime minister's official spokesman said the government was working to "mitigate the possible risks that [strike action] poses".

Elena Whitham, Scottish government community safety minister, called the strike threat "disappointing".

She said: "At this point, we would encourage continued negotiations through the well-established collective bargaining arrangements."

The FBU said it has a negotiated agreement in place so that striking firefighters will respond to major incidents, with the agreements made between services locally.

Yvette Cooper, shadow home secretary, said: "No one, including firefighters themselves, wants a strike.

"It is this Conservative government's reckless behaviour that has crashed the economy, and their failure to get a grip on inflation means working people are struggling more and more. This is their mess to fix."

She said the home secretary should "get around the table and talk".

Union members rejected a previous 5% pay offer in November, arguing it would equal a real-terms pay cut given current high rate of inflation.

Inflation measured by the Consumer Prices Index rose by 10.7% in the 12 months to November 2022.

Currently, a trainee firefighter in London can earn a salary of £28,730, including London weighting. Once they are qualified, their salary can increase to £37,032.

Outside London, trainee firefighters earn £24,191 rising to £32,244 after qualification.

The FBU is the latest union to vote to take action over pay offers that do not match the rising cost of living.

Teachers in England and Wales will be walking out on Wednesday after talks with the government failed, with more strikes due next month.

There will also be further disruption on the railways this week as train drivers from the RMT and Aslef are due to take action.

The government said that meeting double-digit demands would hamper efforts to bring down inflation.

One of the largest strikes in a decade

Hundreds of thousands of workers – including school teachers and train drivers – are walking out on strike for what will be the biggest day of industrial action in more than a decade.





Teachers in England and Wales, who are members of the National Education Union, embarked on their first day of strikes on Wednesday, which threaten to disrupt more than 23,000 schools.

More than half (54%) of state schools in England were either fully closed or restricted access to pupils during the first day of walkouts by teachers, Department for Education data has suggested.

With teachers joining picket lines, working parents across England, Wales and Scotland had to make alternative arrangements as many schools and colleges closed to most or all pupils.

Thousands marched in London, where the head of the TUC called on the Prime Minister to "get round the table and deliver on public sector pay".

As well as teachers, also on strike today were around 70,000 University staff from the UCU, some 100,000 civil servants from over 120 government departments and thousands of train workers from RMT unions, as well as some London bus services.

A 5% pay rise from April has been offered to NHS staff in England, including nurses and ambulance workers.

In addition, staff have been offered a one-off payment of at least £1,655 to top up the past year's pay award.

Unions are recommending members back the deal, after nearly two weeks of talks with ministers, raising hopes the bitter dispute may be coming to an end.

The offer covers all NHS staff except doctors, who are on a different contract.



Health Secretary Steve Barclay said it was a "fair pay rise" that would also protect the government's commitment to halve inflation.

"I hugely admire the incredible work of NHS staff," he said. "I look forward to continuing our work together to make the NHS a better place to work."

Mr Barclay said there had been movement on both sides and praised the "constructive engagement" of the unions.

---Doctors' strike fallout could take weeks to resolve


Fourteen unions were represented at the talks, covering:

nurses
ambulance staff
physiotherapists
midwives
support staff, including cleaners and porters

The biggest three - the Royal College of Nursing, Unison and the GMB - are all backing the deal, while Unite the Union has said it cannot recommend it to members but will put it to a vote.



Unison head of health Sara Gorton said: "It's a shame it took so long to get here.

"Health workers had to take many days of strike action and thousands more had to threaten to join them to get their unions into the room and proper talks under way."

If her members accepted the deal, it would mean a "significant" boost in pay, Ms Gorton added.

RCN general secretary Pat Cullen said: "Members took the hardest of decisions to go on strike and I believe they have been vindicated today."

But Unite told BBC News that it is not advising its members on how to vote on the pay offer because "it falls short of what we were asking for".



Speaking to BBC News, Unite official Onay Kasab said members "wanted a consolidated payment... they did not want one-off non-consolidated sums".

The offer, he claims, is "not really going to help recruitment in the NHS" because "only current staff members will get it".

It comes after a winter of industrial action, with nurses, ambulance staff and physios all striking.

The unions put further action on hold, after the two sides agreed to discussions last month.

Prime Minister Rishi Sunak said he was "delighted" with the agreement over pay during a visit to a hospital in London on Thursday afternoon.

Despite weeks of criticism from opposition parties and unions about the government's "dither and delay" leading to more strikes, Mr Sunak said: "We have taken a reasonable approach throughout."

He also called the pay "affordable for the taxpayer and continues to deliver on my promise to halve inflation".

A Downing Street spokesperson later added the government does not believe the pay offer will be inflationary.

When asked about the fact it had said, earlier in the dispute, that giving more than a 3.5% pay award could stoke inflation, Mr Sunak's deputy spokesperson said he did not believe that would happen with this deal, adding: "We don't believe so. The two one-off payments for 22/23 we don't believe will create future inflationary pressures."

The spokesperson added the rise for the coming year would also not stoke inflation, since "5% is broadly in line with pay growth in the wider economy so we don't see it having an impact on private sector pay which ultimately leads to inflation".

And when asked whether the money to fund the rise would have to come from the existing NHS/Department for Health and Social Care (DHSC) budget the spokesperson insisted frontline service would not suffer and discussions were taking place between the DHSC and the Treasury.

When asked about further money for the NHS to fund the deal, the spokesperson again said discussions would take place with the Treasury.

However, shadow health secretary Wes Streeting criticised the "last minute" nature of the offer, calling the government "incompetent" and saying Mr Barclay "doesn't know how he's going to pay for it".

"Even when they arrive at a solution it's so late that it causes a new wave of problems."

'Sigh of Relief'


NHS staff have seen pay rise by an average of 4.75% during 2022-23 - with the lowest paid receiving the biggest rises - but unions had been asking for above-inflation rises, which at one point, would have equated to an increase of more than 14%.

The one-off payment to top up that pay award starts at £1,655 for the lowest-paid staff such as cleaners and porters and rises to just over £2,400 for the most senior front-line roles such as nurse consultants.

For staff in management positions, such as directors of nursing and chief finance officers, the one-off payment is worth up to £3,789.

The government had originally offered 3.5% from April, for the 2023-24 financial year - but during the talks, ministers agreed to 5%. The lowest paid will receive more.

Matthew Taylor, of the NHS Confederation, which represents managers, said health leaders would "breathe a sigh of relief". "We now await the decision of union members," he said.

He also urged the British Medical Association to enter talks - junior doctors staged a three-day walkout this week, in their fight for a 35% pay rise.

They say this is needed to make up for below-inflation wages rises over the past 15 years - but ministers say it is unaffordable.

Ministers have offered the BMA talks on the same basis as with the other unions - but it has declined.

Strike action has also been paused in Wales and Scotland by most unions while new offers are considered. The GMB in Scotland has accepted the Scottish offer, worth 14% over two years.

But doctors say they are striking for patient safety as much as about pay, saying that current pay levels are affecting recruitment and leading to many doctors leaving the profession.

Prof Sir Stephen Powis, the NHS's national medical director, said it would be "the most disruptive industrial action in NHS history".

He said health leaders were concerned about the potential impact on patients and services, and cancer patients were among those whose treatment will be delayed.

Mental health services and some GP surgeries are also expected to be impacted, while the NHS said it will prioritise keeping critical care, maternity, neonatal care, and trauma operations running.

Between 250,000 and 350,000 appointments and operations could be cancelled, according to estimates from senior NHS figures.

The timing of the strike is as important as its scale - it immediately follows the bank holiday Easter weekend, a period when the NHS already faces increased demand and greater staff absence.

Dr Paul Turnbull, 61, from Hampshire, who is an occupational health doctor, needs a prosthetic femur bone implanted in his leg.



His operation has been cancelled twice - once in December, because he developed deep vein thrombosis, and the second time because of the first junior doctors' strike. The operation is now due to take place on 18 April, after the four-day strike.

He has limited mobility and is unable to work.

"As a doctor, I don't believe doctors should strike. I think our first responsibility is to our patients and I think using patients as pawns in a dispute with the government is not something we should be doing."

Neuroscientist Dr Camilla Hill, 42, from Nottingham, has also been affected. She has had two knee operations cancelled because of the junior doctors' strikes - one this week and one back in March. She now has a third date scheduled for 25 April.

She has been unable to do some of her favourite hobbies, which include hiking and sailing, in part because of the pain in her knees.

"I feel really frustrated. It's messed me about, it's messed about my employer, it's messed about my husband - and it's messed about his employer as well. It's not just the patient whose operation is cancelled that's impacted, it's everybody around them."

Junior doctors are demanding a 35% increase in pay, to compensate for 15 years of below-inflation wage increases.



But the government has said the pay demand is unrealistic, pointing to the deal other health unions have recommended to their members - which includes a 5% pay rise and one-off payment of at least £1,655.

Matthew Taylor, chief executive of the NHS Confederation, which represents service providers, said it was "depressing that there seems to be no movement at all from the two sides of this dispute" and called for the conciliation service Acas to oversee talks.

He told the BBC the strike's impact will be "enormous", adding: "Those services are stretched and there's no question there will be a risk to patient safety, there will be a risk to patient dignity because we're unable to provide the kind of care we want."
