Russia, China, United States Race to Deploy ‘Blazingly Fast’ Hypersonic Weapons

High in the sky over northeastern China, the Xingkong-2 hypersonic cruise missile raced at Mach 6, or six times the speed of sound, bobbing and weaving through the atmosphere.

This byproduct of the rapidly developing field of hypersonic weapons is merely one of at least three such missiles purportedly in China’s arsenal.

Meanwhile, Russia and the United States are in the thick of developing hypersonic weapons of their own.

At the heart of this technology, which is currently undefendable according to sources in the U.S. military, lies a wickedly simple engine, known as a scramjet. “Air-breathing” scramjets enable these weapons to expertly maneuver at a hypersonic pace—speeds of Mach 5 or greater—making them extremely difficult to track and neutralize.

Their potential has led to what is essentially a modern “space race,” in which China, Russia, and the U.S. are jockeying to deploy accurate, highly functional hypersonic weapons.

Russia is developing a nuclear-powered missile that can fly around the atmosphere for years on end ready to strike at any moment, the Chief of Defence Intelligence has revealed.

Outlining the threat to Britain upon which the government's Integrated Review of foreign, security and defence policy is based, Lieutenant General Jim Hockenhull said Russia was “pushing the boundaries of science, and international treaties” in developing novel weapons.

In the first ever media briefing in the 5-Eyes intelligence hub based at RAF Wyton, Cambs, the Chief of Defence Intelligence (CDI) said: “Moscow is testing a sub-sonic nuclear-powered cruise missile system which has global reach and would allow attack from unexpected directions.”

Given its nuclear power source, the missile would provide “a near-indefinite loiter time”.

The Telegraph understands Gen Hockenhull was referring to the 9M730 Burevestnik missile, designated SSC-X-9 Skyfall by Nato.

An explosion in August last year at the military base in Nyonoksa, north-west Russia, is thought to have been caused by a malfunctioning Skyfall missile. The accident caused a 30-minute spike in radiation levels in nearby Severodvinsk and reportedly killed seven people.

The intelligence chief also highlighted Russia’s major investment in submarines and deep ocean capabilities such as “an unmanned underwater vehicle capable of delivering a nuclear payload to coastal targets or even carrier groups at sea” and the ability to threaten undersea cables, as recently reported in the Telegraph.

“These capabilities together allow the Russians to hold the UK and its allies’ civilian and military infrastructure at risk of direct attack both with conventional explosives and nuclear weapons, limiting options or raising the stakes during times of crisis,” Gen Hockenhull said.

Describing how Putin’s armed forces have nothing like the scale of the Cold War, CDI said Russia has “traded mass for tempo”.

“They have looked hard at the West to see where best to place their investments to give us the most challenges.”

The long-loiter cruise missile and deep-diving submarines to tap or cut undersea internet cables are examples of how a small quantity of very sophisticated capabilities could restrict Western options during a period of deteriorating relations with the Kremlin.

The Defence Intelligence (DI) department of the MoD comprises several thousand military and civilian personnel, including from Britain’s intelligence agencies. It works closely with allies and analyses all sources of intelligence, including from satellites, radars and spies.

CDI said the span of activity ranged “from space to the deep oceans, physical, virtual and cognitive” and seeks to make better use of publicly-available information, including social media.

The hub at RAF Wyton, based in the Pathfinder building (abbreviated to PF in official documents), is unique in Nato. Opened in 2012 it houses 700 analysts from across the 5-Eyes intelligence group of Britain, the US, Canada, Australia and New Zealand.

One US liaison officer told the Telegraph the great strength of Pathfinder was the integration of allied capabilities. “This group has a level of trust that gets over any cultural elements [of sharing intelligence]”.

Gen Hockenhull said the role of DI is to identify adversary vulnerabilities and seek to exploit them. “Defence is not an insurance policy,” he said, “it’s working every day, protecting the nation”.

He said the nexus of hostile states, violent extremist groups and serious and organised crime was “particularly worrying” and was designed to “exploit our seams and vulnerabilities”.

Fake news and the use of proxies and deniable paramilitary forces, “however thin the veneer” renders the previous distinction of threats focused at “home and away” as “no longer appropriate” CDI said.

Echoing comments from the Defence Secretary, Gen Hockenhull said Russia’s GRU military intelligence branch was particularly active in trying to destabilise foreign states.

The GRU was responsible for launching cyber attacks against the World Anti Doping Agency and the US Democratic National Committee in 2016, he said, and for attacking Ukraine’s financial and energy sectors and the Kyiv metro a year later.

The GRU also sought to disrupt the work of the Organisation for the Prohibition of Chemical Weapons in 2018, following the nerve agent attack in Salisbury, according to CDI.

Although Gen Hockenhull, who joined the army’s Intelligence Corps in 1986, said Russia posed the greatest “geopolitical threat to european security” he reserved particular warning for an “increasingly authoritarian and assertive” China.

“It poses the greatest threat to world order, seeking to impose Chinese standards and norms and using its economic power to influence and subvert, backed up by massive investment in modernising its armed forces,” he said.
