AUKUS: UK, Australia and US Launch Pact to Counter China

he UK, Australia and US have announced a historic security pact in the Asia-Pacific, in what's seen as an effort to counter China.

It will let Australia build nuclear-powered submarines for the first time, using technology provided by the US.

The Aukus pact, which will also cover AI and other technologies, is one of the countries' biggest defence partnerships in decades, analysts say.

China has condemned the agreement as "extremely irresponsible".

It has also created a row with France, which has now lost a deal with Australia to build 12 submarines.

Foreign ministry spokesman Zhao Lijian said it "seriously undermines regional peace and stability and intensifies the arms race".

China's embassy in Washington accused the countries of a "Cold War mentality and ideological prejudice".

"It's really a stab in the back," France's Foreign Minister Jean-Yves Le Drian told France Info radio.

The new partnership was announced in a joint virtual press conference between US President Joe Biden, UK Prime Minister Boris Johnson and his Australian counterpart Scott Morrison on Wednesday.

And while China was not mentioned directly, the three leaders referred repeatedly to regional security concerns which they said had "grown significantly".

Speaking to the BBC, UK Defence Secretary Ben Wallace said China was "embarking on one of the biggest military spends in history".

"It is growing its navy [and] air force at a huge rate. Obviously it is engaged in some disputed areas," he said. "Our partners in those regions want to be able to stand their own ground."

In recent years, Beijing has been accused of raising tensions in disputed territories such as the South China Sea.

On Thursday, UK Prime Minister Boris Johnson said the pact would "preserve security and stability around the world" and generate "hundreds of high-skilled jobs".

He also said the relationship with France was "rock solid".

The Aukus alliance is probably the most significant security arrangement between the three nations since World War Two, analysts say.

The pact will focus on military capability, separating it from the Five Eyes intelligence-sharing alliance which also includes New Zealand and Canada.

While Australia's submarines is the big-ticket item, Aukus will also involve the sharing of cyber capabilities and other undersea technologies.

"This is an historic opportunity for the three nations, with like-minded allies and partners, to protect shared values and promote security and prosperity in the Indo-Pacific region," the joint statement read.

"This really shows that all three nations are drawing a line in the sand to start and counter [China's] aggressive moves in the Indo-Pacific," said Guy Boekenstein from the Asia Society Australia.

France's Foreign Minister Jean-Yves Le Drian said trust with Australia "had been betrayed"

Western nations have been wary of China's infrastructure investment on Pacific islands, and have also criticised China's trade sanctions against countries like Australia.

Australia had in the past maintained good relations with China, its biggest trading partner. But the relationship has broken down in recent years amid political tensions.

But there is tension now too with France, after Australia tore up the A$50bn (€31bn; £27bn) deal to build 12 submarines.

"We had established a relationship of trust with Australia, this trust has been betrayed," Mr Le Drian said.


Why nuclear-powered submarines?


These submarines are much faster and harder to detect than conventionally powered fleets. They can stay submerged for months, shoot missiles longer distances and also carry more.

Having them stationed in Australia is critical to US influence in the region, analysts say.

The US is sharing its submarine technology for the first time in 50 years. It had previously only shared technology with the UK.

Australia will become just the seventh nation in the world to operate nuclear-powered submarines, after the US, UK, France, China, India and Russia.

Australia has reaffirmed it has no intention of obtaining nuclear weapons.

Meanwhile New Zealand said it would ban Australia's submarines from its waters, in line with an existing policy on the presence of nuclear-powered submarines.

New Zealand, although a Five Eyes member, has been more cautious in aligning with either the US or China in the Pacific.

Prime Minister Jacinda Ardern said her nation had not been approached to join the pact.

The UK and US are facing growing international criticism over a new security pact signed with Australia

China has strongly criticised a new defence and security pact between the United States, UK and Australia.






The AUKUS agreement is intended to help deliver stablility in the Indo-Pacific region, which has come under increasing Chinese influence.


The deal will deliver a new fleet of nuclear-powered submarines to the Australian navy. That has also angered France which was expecting to supply the defence equipment.

China called the pact “extremely irresponsible” and said it would harm the participating countries.

Sophie Raworth presents BBC News at Ten reporting by defence correspondent Jonathan Beale and north America editor Jon Sopel.


'Profound strategic shift'


The pact, which will also see the allies share cyber capabilities, artificial intelligence and other undersea technologies, was described as showing "profound strategic shifts" by the UK's national security adviser Stephen Lovegrove.

It means Australia will become just the seventh nation in the world to operate nuclear-powered submarines.

Mr Lovegrove said the pact was "perhaps the most significant capability collaboration in the world anywhere in the past six decades".

China Applies to Join Key Asia-Pacific Trade Pact

China has applied to join a key Asia-Pacific trade pact as it attempts to strengthen its position in the region.

The move comes the day after a historic security deal between the US, UK and Australia was unveiled.


The pact that eventually became the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), was created by the US to counter China's influence.

However, Donald Trump pulled the US out of it in 2017.

Chinese commerce minister Wang Wentao said the world's second largest economy had submitted its application to join the free trade agreement in a letter to New Zealand's trade minister, Damien O'Connor.

New Zealand acts as the administrative centre for the pact.


Mr Wang and Mr O'Connor then held a telephone conference to discuss the next steps following China's application, the Chinese Ministry of Commerce said.

The original Trans-Pacific Partnership (TPP) was promoted by then-President Barack Obama as an economic bloc to challenge China's increasingly powerful position in the Asia Pacific.

After Trump pulled the US out of the deal, Japan led negotiations to create what became the CPTPP.

The CPTPP was signed in 2018 by 11 countries, including Australia, Canada, Chile, Japan and New Zealand.


Regional trade arrangements

In June, the UK formally launched negotiations to join the CPTPP, while Thailand has also signalled interest in joining the agreement.

Joining the CPTPP would be a significant boost for China, especially after it signed up to a different free trade agreement with 14 countries - called the Regional Comprehensive Economic Partnership (RCEP) - in November.

RCEP is the world's largest trading bloc, with South Korea, China, Japan, Australia and New Zealand among its members.


Historic security agreement


China's announcement that it has officially applied to join the CPTPP comes the day after the UK, US and Australia launched a historic security pact, in what has been seen as an effort to counter Beijing's influence in the Asia-Pacific region.

The so-called Aukus pact will allow Australia to build nuclear-powered submarines for the first time, using technology provided by the US and the UK.

The deal, which will also cover Artificial Intelligence and other technologies, is Australia's biggest defence partnership in decades, analysts said.

China has criticised Aukus, describing it as "extremely irresponsible" and "narrow-minded".

Chinese foreign ministry spokesman Zhao Lijian said the alliance risked "severely damaging regional peace... and intensifying the arms race".

The diplomatic row with France has deepened. After the Prime Minister urged Emmanuel Macron to "get a grip", it has emerged that Boris Johnson and Joe Biden privately expressed astonishment at his heated reaction to the Australia-UK-US pact.

Mr Johnson and the US President are understood to have discussed their surprise when they met for talks in the White House. The PM later said he was "taken aback" by Mr Macron's response to the security deal, which included withdrawing ambassadors from the US and Australia.

The French could withdraw from Nato's integrated military command. Plans are now being pursued to deepen the three-way defence pact, beyond just nuclear submarines, in spite of French opposition.


In his hard-hitting column, Allister Heath argues that Biden and Macron are vandalising the liberal order they both claim to love.


The pact cost France a deal worth $37bn (£27bn) to build submarines for Australia.

Paris said it found out only hours before the public announcement.

The American and French presidents have now issued a joint statement saying the situation would have benefited from open consultations between allies.

Joe Biden and Emmanuel Macron spoke by phone for half an hour on Wednesday. They will also meet in Europe at the end of next month.

Announced last week, Aukus is widely seen as an effort to counter China's influence in the contested South China Sea.

Analysts have described it as probably the most significant security arrangement between the three nations since World War Two.

But French anger over the pact had been palpable - the French foreign minister called it a "stab in the back".

In a rare step among allies, Mr Macron had ordered the recall of the French ambassadors to Washington and Canberra.

However, the ambassador to Washington will now return to his post. There was no word on whether the ambassador to Canberra would do the same.

President Biden reaffirmed the importance of French and European engagement in the Asia-Pacific region.

And the statement underlined US recognition of the importance of stronger European defence which France has been spearheading for years - as a complement to the trans-Atlantic Nato alliance.

US Secretary of State Anthony Blinken and the French Foreign Minister, Jean-Yves Le Drian, are expected to hold a bilateral meeting on Thursday on the sidelines of the UN General Assembly in New York, according to a US official.

This was a classic "non-apology apology" by the Americans: an apology for the process (the lack of consultation), but not for the policy itself (Aukus). But we did get a picture of President Biden smiling whilst on the phone with President Macron, in an attempt to show all is well.

As far as the readout goes, they can often be rather bland, but this had lots of meaning.

Firstly, it was a joint statement, when usually you get one from each side, so both leaders were trying to show a united front after their "friendly 30-minute call". It made clear at the start that President Biden initiated the call - perhaps this was something France wanted to make sure was known.

Then there is this line: "The two leaders agreed that the situation would have benefited from open consultations" - again, something France wanted in there?

But America had its say too, Biden did not alter his ongoing underlying message that European countries needs to contribute more to the continent's own defence.

It then ended with a pointed reminder of the US giving extra counter-terrorism help in the Sahel, where the French are hugely invested.

In short, it was a statement that was clearly very well crafted for both sides to get their points across and move on. But a smiling phone call is one thing. What about when the two presidents meet in person next month in Europe?

It is worth mentioning that President Macron is facing re-election next year. His hanging tough with President Biden was important domestically but equally he needed to find an exit ramp. Today's call delivers it.

Under the Aukus pact Australia is to get its first nuclear-powered subs - at least three - from the US.

The allies will also work to create a new fleet using cutting-edge tech, including UK-made Rolls-Royce reactors.


Beijing said the major naval deal "hurts peace and stability".



China's UN mission also accused the Western allies of setting back nuclear non-proliferation efforts.

But US President Joe Biden said the deal was aimed at bolstering peace in the region and stressed the submarines would be "nuclear-powered, not nuclear-armed".

Speaking alongside the UK and Australian prime ministers - Rishi Sunak and Anthony Albanese - in San Diego, California, Mr Biden said the deal would not jeopardise Australia's commitment to being a nuclear-free country.

For Australia, it is a major upgrade to the US ally's military capabilities. The country becomes just the second after the UK to receive Washington's elite nuclear propulsion technology.

The submarines will be able to operate further and faster than the country's existing diesel-engine fleet and Australia will also be able to carry out long-range strikes against enemies for the first time.

Under the deal, Australian navy sailors will be sent to US and UK submarine bases from this year to learn how to use the nuclear-powered submarines.

From 2027, the US and UK will also base a small number of nuclear submarines in Perth, Western Australia, before Canberra will buy three US-model Virginia-class submarines in the early 2030s - with options to purchase two more.

After that, the plan is to design and build an entirely new nuclear-powered submarine for the UK and Australian navies - a model that is being called SSN-AUKUS.

This attack craft will be built in Britain and Australia to a British design, but use technology from all three countries.

President Biden said all three countries were committed to ensuring the Indo-Pacific region would remain free and open.

"Forging this new partnership, we're showing again how democracies can deliver our own security and prosperity... not just for us but for the entire world," he said.

He also pledged of $4.6bn (£3.7bn) to expanding the US' submarine construction capacity and improving maintenance of its current nuclear-powered Virginia-class submarines.

Australia's PM said the plan - which will cost Canberra up to A$368bn (£201bn) over 30 years - marked the "biggest single investment in Australia's defence capability in all of its history".

Anthony Albanese said building the submarines in Australian shipyards would also create thousands of local jobs.

The UK PM said that in the 18 months since the Aukus alliance was unveiled, the challenges to global stability had only grown.

"Russia's illegal invasion of Ukraine, China's growing assertiveness, the destabilising behaviour of Iran and North Korea - all threaten to create a world codefined by danger, disorder and division," Mr Sunak said.

As part of his visit to the US, Mr Sunak has also pledged to increase defence spending by nearly £5bn ($6bn) over the next two years to counter threats from hostile states.

The Aukus security alliance - announced in September 2021 - has repeatedly drawn criticism from China. Beijing's foreign ministry last week reiterated its position that the pact risked creating an arms race.

But the three Western countries say the security deal is aimed at shoring up stability in the Indo-Pacific.

While all three leaders have stressed how the deal will strengthen their co-operation, it hasn't been without its political fallout.

In 2021, Australia scrapped a multi-million dollar diesel-powered submarine agreement with France in favour of the trilateral agreement - causing a political rift with Paris.

Australia also faces a delicate diplomatic situation with China - it's largest trading partner. Analysts say the question will be whether it can continue to strengthen its military ties with US, while fostering commercial ties with Beijing.

It’s been revealed hackers are trying to steal Australian data every six minutes.

Australia says hacks surging, state-sponsored groups targeting critical infrastructure


The nations cyber spy agency has warned the AUKUS nuclear submarine partnership has made Australias defence sector a prime target for state-sponsored hackers.

The 2022-23 Australian Signals Directorate cyber threat report has highlighted a 23 per cent surge in cyber crimes last financial year.

Queensland and Victorian businesses are common targets for criminals out of the 1,100 incidents recorded.

It also highlighted China as a formidable state-sponsored cyber opponent.

Beijing is reportedly conducting more sophisticated hacking operations than Russia.

Defence Minister Richard Marles will announce the $5 billion deal on Friday morning.


The nuclear-powered submarines will be assembled at the future Osborne construction grounds in South Australia.

ASC Pty Ltd has been selected alongside BAE Systems in the UK to construct the submarines.


Rolls Royce has been tasked with assembling the nuclear reactors for the AUKUS build, having supplied and maintained the UK’s nuclear fleet for over half a century.
