Update: Hurricane Jova Closes In On Western Mexico

Puerto Vallarta, Mexico (CNN) -- Hurricane Jova closed in on Mexico's Pacific coast early Tuesday, a weakening but still powerful Category 3 storm, the National Hurricane Center said.
Jova was about 130 miles southwest of the resort town of Manzanillo at 8 a.m. ET, according to the hurricane center. It was moving north-northeast at about 6 mph, with 115 mph winds.
The outer bands of the hurricane were moving onshore Tuesday morning, the hurricane center said.
"Jova is expected to reach the coast of Mexico near major hurricane strength," the center said. The center of the hurricane will be near the Mexican coast by Tuesday afternoon or evening, it said.
A hurricane warning was in effect from Punta San Telmo north to Cabo Corrientes, near Puerto Vallarta, forecasters said. A tropical storm warning was in effect for Lazaro Cardenas to south of Punta San Telmo and north of Cabo Corrientes to El Roblito.
Emergency officials rushed to complete preparations as Jova approached.
"Our main concern is the welfare of the population," said Trinidad Lopez, civil protection director in Jalisco state. "We're doing everything in our power to protect people."
At least 100 shelters were open, Lopez said. Workers distributed food, cots and blankets, and crews positioned heavy machinery in strategic locations throughout the state, he added.
Mexico's federal government was providing assistance as well. More than 300 soldiers had been deployed and members of the Mexican navy in Puerto Vallarta were on alert, Lopez said.
While officials prepared for the storm's arrival, tourists heading to the popular resort area said they were determined not to let the storm ruin their trip.
"We already have plans. Everything is paid for. We're going. It's not going to bother us," said Doris Milburn, who was on her way to Puerto Vallarta for a weeklong trip with her daughter, her grandson and the grandson's girlfriend.
The Arkansas resident said her family was prepared to have fun, even if rainy weather threatens.
"We'll just walk around, have a margarita or two, (a) bloody Mary and read our books," she said as she waited for a flight at the Dallas airport.
A Carnival cruise ship originally scheduled to arrive in Manzanillo Monday headed to Cabo San Lucas instead, cruise line spokeswoman Joyce Oliva said.
Mexico's National Meteorological Service warned boaters off the country's Pacific coast to prepare for increasing rain, waves and wind.
High surf warnings were in effect, with forecasters warning that swells generated by Jova were striking parts of Mexico's southwest coast.
"These swells are likely to cause life-threatening surf and rip current conditions," the hurricane center said. "Jova is expected to produce total rain accumulations of 6 to 12 inches over the states of Michoacan, Colima and Jalisco, with isolated maximum amounts of 20 inches possible."

A weakened Jova set to hit Mexico's southwestern coast

Manzanillo, Mexico (CNN) -- Emergency officials and residents rushed to prepare as a weakened Hurricane Jova slowly spun toward Mexico's southwestern coast.
The eye of the Category 2 hurricane is expected to move over western Mexico early Wednesday. Further weakening is forecast once the center of the storm crosses the coast.
The storm's center was about 60 miles west of the resort town of Manzanillo at 11 p.m. ET, according to the National Hurricane Center. It was moving north-northeast at 8 mph, with 100 mph winds.
The outer bands of Jova moved onshore Tuesday morning, the center said.
Rain fell in Manzanillo as hotel workers boarded up windows and people filled bags with sand from the beach in preparation of the storm.
The city's mayor said 36 shelters were open and that authorities built barricades to prevent flooding in areas that typically have problems.
"As for tourists, we told them that unless they have pressing matters in town, they should leave," said Mayor Nabor Ochoa.
About 30 elderly residents were moved from their home to an area shelter ahead of the storm.
"It's not the humans I trust," said 69-year-old Cecilia Sanchez about the preparations being made. "But a God who hears my prayers."
At the shelter where she is staying, the local director of civil protection said officials can't afford to board up windows.
"We know that in the United States they protect (windows) with plywood. We haven't been able to do it here because we donšt have the resources to do so," said David Sanchez.

Jova Leaves Floodwater In Its Wake

Hurricane Jova is moving slowly toward western Mexico. Forecasters say it could become a major hurricane by Monday.

Manzanillo, Mexico (CNN) -- Floodwater left behind when Jova thrashed Mexico's Pacific coast began to recede Wednesday, but cleanup had just begun.
Some residents remained on rooftops in Manzanillo, one of the hardest hit areas. At least 1,400 people were in shelters, police said.
City officials said no deaths or injuries had been reported. A 21-year-old woman and a young girl were killed in a mudslide caused by the storm in the neighboring state of Jalisco, the state-run Notimex news agency said.
In Manzanillo, a small stream turned into a raging river and on several main roads, water was at least a meter deep. Military blockades stopped cars from driving down impassable roads.
"The roads are all flooded. Bridges are about to fall down. Cars can't get through anywhere. People's homes are destroyed," Manzanillo resident Seth Berkowitz said. "What came through here has really been a terrible disaster for everybody."
Jova struck Mexico as a Category 2 hurricane, packing winds of more than 100 miles per hour. It weakened into a tropical storm and then a tropical depression as it moved over western Mexico Wednesday, but heavy rainfall continued.
Floodwaters rushed into many homes in low-lying areas of Manzanillo.
Resident Roberto Robles lost most of his furniture and spent Wednesday dealing with massive amounts of mud inside his home.
"We were really afraid, especially for the children, who still don't understand what a hurricane is," he said.
Javier Velasquez said mud ruined his refrigerator when his kitchen filled with water in the early morning hours.
"Only God knows why something like this happens," he said. "They had warned us, but we thought they were crying wolf."
