New York Policeman in 'Cannibal plot'

A New York City policeman has been arrested for an alleged plot to kidnap women,
rape and torture them and then cook and eat their body parts.

The FBI says Gilberto Valle emailed an unidentified co-conspirator to discuss details of the ghoulish plan.
The authorities were alerted by the suspect's estranged wife.
No women were hurt, officials say, but Mr Valle, 28, allegedly used police databases to gather information on a list of potential victims.
He was assigned to a police precinct in Manhattan and lives in Queens.
The officer is expected to appear in a federal court to face kidnapping charges on Thursday.

'Meeting Potential Victim'

Federal officials say they learned about Mr Valle's plan in September after he discussed it on emails and instant messages from his home computer.
His wife, Kathleen, from whom Mr Valle had separated, contacted the police after finding disturbing material on the computer, officials said.

The FBI and police internal affairs officers then seized the machine, and found the messages about the alleged plots. The communications were from a fetish chat room with people outside the US, an official said.
According to the complaint, Mr Valle and his co-conspirator discussed using chloroform to make victims lose consciousness, before bringing them back to Mr Valle's kitchen.

"I was thinking of tying her body onto some kind of apparatus... cook her over low heat, keep her alive as long as possible," Mr Valle wrote in one online exchange in July, says the complaint.

He met one potential victim over lunch, say the authorities.

His co-conspirator allegedly asked him: "How was your meal?" to which Mr Valle is said to have replied: "I am meeting her."

The complaint alleges that the accused negotiated in February to kidnap another woman for someone else, writing: "$5,000 and she's all yours."

It says he added: "I will really get off on knocking her out, tying up her hands and bare feet and gagging her. Then she will be stuffed into a large piece of luggage and wheeled out to my van."

A search of his computer allegedly revealed files kept on at least 100 women, each with a name and photograph and often personal details such as addresses and descriptions.

"The allegations in the complaint really need no description from us. They speak for themselves," FBI acting assistant director Mary Galligan said in a statement.

Defense attorney Julia Gatto countered in summations that her client was playing a fantasy role online, and told jurors "we don't convict human beings because of ugly thoughts ... even if they are police officers."

In a case featuring grisly testimony, New York City Police Officer Gilberto Valle, 28, has pleaded not guilty to a charge of conspiring to kidnap and a charge of improperly accessing a law enforcement database to gather personal information about potential targets.

The jury of six women and six men deliberated for several hours after closing arguments without reaching a verdict. They are due to resume deliberations on Friday morning at the U.S. District Court in Manhattan.

Gatto told jurors that after nearly a year of fantasizing about roughly two dozen women - in many cases, discussing kidnapping with other fetishists - none of the plotters had ever met, exchanged money or committed any crimes.

Valle, dubbed the "cannibal cop" by the tabloid media, did not testify.

The trial has brought to light a macabre community of cyberspace where millions of people discuss and exchange images and video of extraordinary brutality, much of it staged.

On Tuesday, defense attorneys took jurors on a video tour of DarkFetishNet.com, a website at the heart of Valle's case.

The website functions like mainstream social media networks and its creator, Russian Web entrepreneur Sergay Merenkov, likened it to Facebook in a videotaped deposition earlier in the week. However, instead of family photos and cat videos, members share photos and videos of extreme cruelty - including rape and asphyxiation - with the goal of sexual stimulation.

Members dream up brutally violent scripts, said Merenkov, who has kicked members off the site when "it seemed not to be fantasy anymore."

Prosecutors said Valle revealed himself to be such a person when he began taking steps to act on his fantasies.

The government also sought to drive home the point that Valle was more of a threat because he was a police officer.

"Women who wanted no part of this were put in grave danger by that man, Gilberto Valle," Waxman said.

The defense claims Valle is being prosecuted for indulging in offensive but harmless fantasies fed by visits to websites meant solely for role-play.
Gatto started her closing by reading from a 2012 Valle email saying, "I just have a world in my mind and in that world I am kidnapping women and selling them to people interested in buying them."

Valle also used the internet to research the best rope for tying up people and to learn which chemicals render a person unconscious. Search terms found on his computer included "human flesh" and "white slavery".

After Tuesday's verdict, the US Attorney for the Southern District of New York, Preet Bharara, said:

Gilberto Valle, 28, is charged with conspiracy to kidnap, and using police databases to make a list of targets. He denies the allegations.

A Kent Police spokesman said two men aged 57 and 30, from the Canterbury area, were arrested on 21 February.
Dale Bolinger, a nurse, is understood to be one of the men arrested in Kent.

In a statement, Kent Police said the men had been arrested on 21 February on suspicion of conspiracy offences, grooming and possession of child abuse images.

"Kent Police has been in contact with US law enforcement agencies in relation to this investigation," the spokesman said.
"We can confirm it is in relation to the Gilberto Valle case in the US."

The force spokesman said the two men had been released on police bail while inquiries continued.

The BBC reported that she was “murdered in an act of cannibalism”, and had been in a relationship with the 34-year-old suspect.

Murder suspect Matthew Williams died after police fired a Taser at him

Officers were called to the hotel, which also operates as a hostel for homeless people, at around 1:30am (0130 GMT) after receiving a report that a man was attacking a woman.

“The woman, aged 22 from Blackwood, was located with injuries and was pronounced deceased at the scene,” said a statement from Gwent Police.
“A Taser was discharged and a man was arrested… Whilst under arrest, the man became unresponsive.”

The man was given first aid but was later pronounced dead. Police described him as a local man.

Local councillor Leon Gardiner said Argoed was in a state of shock.

“This has hit the community for six,” Gardiner said. “I have lived here and represented Argoed for over 30 years and this is the worst tragedy that has happened for us as a village.”

Once a popular pub, the Sirhowy Arms was converted into a Bed and Breakfast and was used by the council to temporarily house homeless people.
Some villagers said there had previously been trouble at the hostel, the BBC reported.

The death of the suspect after he was Tasered is unusual for Britain.
A spokeswoman for the Association of Chief Police Officers (Acpo) said that up until now, there have been no deaths attributable to Taser use recorded in the UK.

“There have been deaths where Taser has been used, but inquests have revealed these people have died from other injuries or reasons,” Acpo said on its website.

British police started using Tasers in 2004 and their use by specially trained officers is increasing, according to the Association of Chief Police Officers (Acpo).
The case has been referred to the Independent Police Complaints Commission (IPCC), which handles complaints against the police.

June Trace, secretary of Argoed Baptist Chapel, which is next door to the hostel, said the Sirhowy Arms had been converted into accommodation for vulnerable people several years ago.

She told BBC Wales that the building had a "fluctuating population" of people, often aged in their 30s or 40s, who would stay there for a time before moving on.
She said there had been concern in the village when plans were put forward to convert the building, but she added: "There's never been any trouble or anything."

The chapel hall, which is next to the hostel, has been opened for police use during the investigation.

The incident has been referred to the Independent Police Complaints Commission

Councillor Leon Gardiner said villagers had been talking about the incident.
"What has happened has hit the community for six, knocked the stuffing out of the village," he said.
"I have lived here all my life - 80-odd years. I feel very upset about this."

'Sorting out violence'

Some villagers said there had previously been trouble at the hostel.
Susan Gibbs, 71, said: "Police seem to be here every other night to sort out the violence.
"We've even had people sleeping rough overnight in the hedgerows."

Another villager added: "The village didn't want the halfway house. There's quite a lot of elderly people here and they were all against it. It started up about two years ago."

Police referral

A spokesman for Caerphilly council confirmed the hotel is used as temporary accommodation for homeless people.
In a statement the spokesman said: "The authority is fully co-operating with Gwent Police as part of their ongoing investigations."

A spokeswoman for the Association of Chief Police Officers (Acpo) said that up until now, there have been no deaths attributable to Taser use recorded in the UK. “There have been deaths where Taser has been used, but inquests have revealed these people have died from other injuries or reasons,” Acpo said on its website. British police started using Tasers in 2004 and their use by specially trained officers is increasing, according to the Association of Chief Police Officers (Acpo). The case has been referred to the Independent Police Complaints Commission (IPCC), which handles complaints against the police. The former hotel is now a hostel for homeless and vulnerable people Forensic teams have been searching for clues at Sirhowy Arms Hotel in Argoed 'Real shock' June Trace, secretary of Argoed Baptist Chapel, which is next door to the hostel, said the Sirhowy Arms had been converted into accommodation for vulnerable people several years ago. Mrs Trace said: "It's a real shock." She told BBC Wales that the building had a "fluctuating population" of people, often aged in their 30s or 40s, who would stay there for a time before moving on. She said there had been concern in the village when plans were put forward to convert the building, but she added: "There's never been any trouble or anything." The chapel hall, which is next to the hostel, has been opened for police use during the investigation. The incident has been referred to the Independent Police Complaints Commission Councillor Leon Gardiner said villagers had been talking about the incident. "What has happened has hit the community for six, knocked the stuffing out of the village," he said. "I have lived here all my life - 80-odd years. I feel very upset about this." 'Sorting out violence' Some villagers said there had previously been trouble at the hostel. Susan Gibbs, 71, said: "Police seem to be here every other night to sort out the violence. "We've even had people sleeping rough overnight in the hedgerows." Another villager added: "The village didn't want the halfway house. There's quite a lot of elderly people here and they were all against it. It started up about two years ago." Police referral A spokesman for Caerphilly council confirmed the hotel is used as temporary accommodation for homeless people. In a statement the spokesman said: "The authority is fully co-operating with Gwent Police as part of their ongoing investigations."
