Angry UK NHS Buys Holidays/Trip & Summer Home for Patients

Thousands of pounds of NHS cash is being spent on treats for patients, including family holidays, a summer house and even a pedalo ride, an investigation has found.

The 'personal health budgets' scheme – the flagship of the Government's sweeping NHS reforms – was meant to bring an end to the 'like it or lump it' health service.
Since last October people with serious health conditions have been given a say over how NHS money was spent on them.

But an investigation has revealed that the scheme seems to have backfired, with patients using it to buy luxury goods.

The array of bizarre 'treatments' bought under the project includes a Wii games console, a satnav and a tablet computer.
Other items purchased include an iRobot vacuum cleaner and clothes, while other patients paid for aromatherapy, shiatsu therapy and Indian head massages.

One patient in Cornwall paid £7.34 to hire a pedalo boat under the scheme.

And a family in Northamptonshire went on a taxpayer-funded holiday to allow a patient to 're-establish relations' with their children.



The NHS paid to build a summer house to give another patient, also in Northamptonshire, 'their own space'.

The figures were uncovered by Pulse magazine using the Freedom of Information Act.
It estimates that English NHS clinical commissioning groups will have spent £123million by the end of this financial year for 4,800 patients on the personal health budgets scheme.

NHS England's 'Five Year Forward View' includes plans for a 'major expansion' of the scheme.

But many experts have been critical of the project, because NHS England estimates it needs to make £22billion in efficiency savings by 2020.

The scheme seems to be beginning to destabilise existing services.


One mental health service in Basildon, Essex, blamed the project for its closure in May after local NHS bosses diverted its funding to the scheme.
Dr Richard Vautrey, of the British Medical Association, said the scheme is having a huge impact on existing services.





MP Andrew Gwynne, a Labour health spokesman, said many patients would question whether this was the best use of precious NHS funds


'Quite often they are working within limited margins and so the loss of even a small amount of income can jeopardise a whole service – so this can have serious implications for large numbers of people just based on the whims of a small number,' he said.

Andrew Gwynne, a Labour health spokesman, said: 'Patients who have been stuck on waiting lists for months on end or struggling to get a GP appointment will question whether pedalo boats is an appropriate use of precious NHS funds.'

Professor Nick Watson, professor of health and wellbeing at the University of Glasgow, said the scheme is ‘consumerist’.
‘I think that we are going forward on poor evidence and there is a clear ideological drive behind it,’ he said.

Pulse editor Nigel Praities said: ‘It is easy to see that a holiday or a summer house could have a powerful effect on an individual patient’s wellbeing, but can the NHS really afford these luxuries at a time of austerity?’

But NHS England said: 'Personal health budgets are designed to meet identified health needs in ways that give patients more control over the care and support they receive.
'The spending must be agreed between the individual and the NHS, meet the patient's individual health needs and achieve the desired outcomes.'
