You wont be able to change the region code before download, however you can change or set region free prior to burning.

You can either Firmware patch the burner drive on the computer or firmware patch the stand alone player or use a software program such as dvd region free +css on the computer.

You should also make sure that the disc is finalized as some machines will not play unless the disc is finalized.
