Nothing new.
An "Encrypted Single user Warez Disc" that I created way back in the 90's did this.
The Disc could only be used on one Users PC, because all Windows computers have their own very special number. Each time the Disc was run it would send me back the Special Windows Number, the Disc's own special Number, the version of Windows and the machine as well as the User/'s names run by Windows itself. If you ran the Disc on the wrong PC then the Decryption would be wrong making the disc useless.
