The only result that will work, which is the direction that Brein is heading, is the total blockage of the internet with filters just to make sure. Add to it one other item needed to make it function, which is the IPSs spying on everyone and what they are doing. When you reach that point, the internet is no more.

Sooner or later, the courts will realize that all this isn't working. That the copywrong gang will have to come up with something else that is more effective. Even if they were able to get this IP blocked, it's just as easy to set up another. If the ISPs become a pain, the internet user will elect to move out of the regular DNS setup into something like Open DNS and bingo, the filters are no longer there.

It's a no win and a no brainer on this.
