Those blocks and bans always have unintended consequences. They make the government that passes them look foolish. Those with a modicum of search engine knowledge can usually find a work around in 15 minutes or so.
As always once a block list is started, it's always secret. Usually the claim is we don't want you to know what we're blocking. Shortly after that comes the blocking of dissents, problem children to the government, political opponents, and a stream of nonsense that makes anyone wonder "Why?" without any type of accountability.
TPB can not buy advertisements. They are pretty much banned from that action by being what is claimed illegal. So a government saying it's fixing to block the site is better than buying; everyone hears about it, where it is, and what it does, even if they've been living under a rock.
In the end, TPB will do it's usual, buy domains that aren't blocked, teach people how to circumvent the block, and set up VPNs and Proxies to route around the block. The only ones left blocked will be the clueless, those insisting they are legal, and those who don't file share. Won't matter to the crowd they are attempting to block access from. Even a monkey can learn how without a lot of head scratching.
