Sometimes this stuff is difficult to understand, even for the locals. Homeland Security falls under the umbrella of the DoJ (Department of Justice). Another group that falls under DoJ, is ICE (Immigration and Customs Enforcement). Neither of those departments actually handle copyright infringement but then there is no true enforcement arm dedicated to infringement to gather the property prior to court actions.

Where this gets a little strange, is that copyright enforcement tends to lump in with counterfeiting, on purpose by the lobbyists. Neither topic by itself has any hitting power. Counterfeiting can be a health hazard in the terms of drugs, infringement can be big money but is not dangerous to the public in the sense of a threat. Only by combining the two, does each get what it is missing. It's a misleading action done on purpose to drive the sense home to law makers that something needs be done NOW. So everyone gets a bit confused as to whose authority it is to act.

*edit* There is one more piece to this puzzle. For ages, the copywrong forces have tried to prove (without success) that file sharing has something to do with terrorists.The reason is, if it can be tied, then it is a US government problem that the taxpayers will pay for rather than the copywrong groups. This is where Homeland Security ties in.
